    We are c urrently rec ruiting fo r Cla ss IX. Wehave a c ore of an exce llent c lass ac c ep ted but stillneed m ore qua lity ap plic ant s. There are two d istinctac tions that you c an ta ke that would be helpful. Thefirst is to identify a likely c and ida te for NRLI and to ta lkto tha t person a bo ut the va lue o f the NRLI prog ram ;some one who w ould benefit from the p rog ram and ,a t t he same time , brings som ething to NRLI as well Thesec ond ac tion wo uld b e to spe ak to those in yourorga nizat ion w ho ha ve the authority to fund a NRLIFellow. We know tha t these a re toug h bud get t imesand t hose w ith a uthority to expend training fund s willneed to b e c onvinc ed of the va lue of NRLI. As alumni,you ca n do that b etter than anyone else. We plan tohav e op po rtunities for a limited numb er ofc om pet itive fellowships for Class IX.     We know tha t ma ny of you are more fam iliarwith a NRLI schedule that concludes a class inOc tob er and then c omm enc es the next class inJanua ry.     The Kissimmee Basin enc om p a sses d iverse w et land and aq ua tic e c osystems, inc luding mo retha n tw o d ozen lakes, their tributa ry strea ms, assoc iate d ma rshes, and the Kissimmee River and itsfloo d plain ( Figure 1 ). The b a sin forms the hea d wa ters of the Kissimmee -Okeec hob ee -Everglad essystem. In the 1960s, the Ce ntral a nd Sou the rn Florida Flood Co ntrol (C&SF) Projec t m od ified the sesystem s extensively to ac hieve floo d c ontrol by c onstruction o f c a na ls a nd wa ter c ont rol struc tures inthe Up p er a nd Lower Kissimm ee Ba sin. The 56-mile-long C-38 cana l in the Lower Basins Kissimm eeValley channelized the Kissimmee River, eliminating flow in the original river channel and preventingsea sona l inunda tion of the floo d plain, with profound ec ologica l c onseq uenc es.     In the Up p er Basin, mo d ifica tions a llow ed la ke sta ge s to b e reg ulated a tred uc ed ra nge s of fluc tua tion, a ltering or eliminating muc h of the formerlyextensive littora l zon es a round lakes. These a nd other env ironme nta l c on c erns

    led to the Kissimmee River Resto ra tion Projec t (KRRP) a nd the Hea d wa tersRevitalization Project (KRHRP) which involves the purchase of 102,000 acres ofland along the river and around Lakes Kissimmee, Cypress, Hatchineha andTig er and b a c kfilling ov er a third of the C-38 c a na l. The p rojec t w ill restore o ver40 square miles of river/floodplain ecosystem including 43 miles of meanderingriver c ha nnel a nd 27,000 a c res of w etlan d s.

    The resto ra tion p ro jec t is a joint pa rtne rship b et we en t he Sou th Florid aWate r Mana g em ent Distric t (SFWMD) a nd US Army C orps of Eng inee rs (USACE).The Florida Dep a rtmen t o f Environme nta l Prot ec tion (FDEP) is the p ermittinga nd c om p lianc e a utho rity for this restoration p rojec t. Pha se I of four ma jorp ha ses of the Kissimme e River Resto ra tion Projec t w as c om p leted in Feb rua ry2001. A sec ond p ha se o f ba c kfilling initiate d in June 2006 is c om p lete .Currently, Phase IVB is unde rwa y and expec ted to be c om pleted byDec em b er 2009.

    Am ong rec ent imp rove me nts to t he p rog ram , SJRWMD launc hed a m ore user-friendlyprogram w eb site, found at www.floridawaterstar.com . The w eb site inc ludes a newonline rep orting system by w hich c ertifiers will file their po st-inspec tion reports. This willsta ndardize rep orting and deliver repo rts direc tly to reviewe rs, thus exped iting ho mec ertific a tion. SJRWMD s c rite ria for me et ing its Silver tier c ertific a tion be c ame e ffec tiveJan. 8, 2009. For examp le, a ne w requirem ent tha t a pp lic ants provide landsc ape andirrigat ion plans will help the c ertifier to mo re efficiently provide hom e inspe c tions.Another new criterion is to give points only for high-efficiency toilets (1.28 gallons perflush).

    In anot her move t o ensure a refined c ertific a tion p roc ess, SJRWMD selec ted six qua lified c onsultan ts to serve a sQua lity Assuranc e Prov iders (QAPs) for the p rogram. The Q APs will add a level of rev iew to he lp ensure tha tqua lifica tions have b ee n me t p rior to c ertific a tion. This will a lso p ut Florida Wa ter Sta r SM on the pa th to rec og nitionby the Ame ric an Nationa l Standards Institute.
