    AGENCY: Nuclear RegulatoryCommission.

    ACTION: Notice of pending NRC action tosubmit an information collection

    request to the Office of Management andBudget (OMB) and solicitation of publiccomment.

    SUMMARY: The U.S. Nuclear RegulatoryCommission (NRC) invites publiccomment about our intention to requestthe OMBs approval for renewal of anexisting information collection that issummarized below. We are required topublish this notice in the FederalRegister under the provisions of thePaperwork Reduction Act of 1995 (44U.S.C. Chapter 35).

    Information pertaining to therequirement to be submitted:

    1. The title of the informationcollection: 10 CFR part 9, PublicRecords.

    2. Current OMB approval number:31500043.

    3. How often the collection isrequired: On occasion.

    4. Who is required or asked to report:Individuals requesting access to recordsunder the Freedom of Information(FOIA) or Privacy Acts (PA), through thePublic Document Room (PDR), andsubmitters of information containingtrade secrets or confidential commercialor financial information who have beennotified that the NRC has made aninitial determination that theinformation should be disclosed.

    5. The number of annual respondents:6,970.

    6. The number of hours neededannually to complete the requirement orrequest: 1,968.1.

    7. Abstract: Part 9 of Title 10 of theCode of Federal Regulations (10 CFR),prescribes procedures for individualsmaking requests for records under theFOIA or PA, and through the PDR. Itcontains information collectionrequirements for requests to waive orreduce fees for searching for andreproducing records in response toFOIA requests; appeals of deniedrequests; and requests for expeditedprocessing. The information requiredfrom the public is necessary to justifyrequests for waivers or reductions insearching or copying fees; or to justify

    expedited processing. Section 9.28(b)provides that if the submitter ofinformation designated to be tradesecrets or confidential commercial orfinancial information objects to thedisclosure, he must provide a writtenstatement within 30 days that specifiesall grounds why the information is atrade secret or commercial or financialinformation that is privileged orconfidential.

    Submit, by September 19, 2014,comments that address the followingquestions:

    1. Is the proposed collection of

    information necessary for the NRC toproperly perform its functions? Does theinformation have practical utility?

    2. Is the burden estimate accurate?3. Is there a way to enhance the

    quality, utility, and clarity of theinformation to be collected?

    4. How can the burden of theinformation collection be minimized,including the use of automatedcollection techniques or other forms ofinformation technology?
