• Defining reference levels in accordance with Bologna principles, following the existence of „new“ education degrees,

• Acceptance of EQF as the main reference element,

• Good communication with all stakeholders in Montenegro,

• Good information campaign

FUTURE PLANSFUTURE PLANS

• Strategy for development of NQF already adopted in the Parliament (generic descriptors for each cycle based on learning outcomes and competences as well as credit ranges),

• Creation of the Law on NQF in Montenegro based on the strategy

• Ministry of Education and Science established WG to work on the Law on NQF (November 2009)

• Planned public discussions involving all relevant stakeholders

• Fully implementation of NQF compatibile with the EQF is expected to be implemented by 2010
