ThefocusworkshopwasheldatShinPondVillageinMountChase,Maine.Forty-sixattendeessignedin.Therewasamixofyear-roundandseasonalresidents.Theworkshopwasadvertisedlocallyinthetownoffice,atShinPondVillage,andthroughindividualcalls.Localpoliticians,localmedia,congressionaloffices,andtheLUPCstateofficewereallcontactedaboutthefocusworkshop.Thisreportofinputfromthefocusworkshopisavailabletothepublic.Toensurethattheprocesswasonewhereallviewswereheardandrespectedandwherethetimewasusedefficientlyandeffectively,theNationalParkServicebroughtinaneutralfacilitator,LeighTillman,tohelpdesign,facilitate,andreportonthefocusworkshop.PleaseseeAppendixAforthefocusworkshopagenda.Thisreportincludesallinputrecordedduringbreakoutgroupdiscussions;commentssharedintheconcludingwholegroupdiscussion;andcommentsfromFurtherInputforms(AppendixC)andwrittenstatementsreceivedbyAugust15th(seeAppendixD).Commentsarecapturedinthisreportinthelanguageinwhichtheywerewrittenorshared.

detrimentaltopropertyownersonthepond.Theplatformonwhichsuchwaterfrontfacilitieswouldexistwouldbesmallrelativetothespacesintowhichvisitorswouldventure.Oncedepartedfromthissmallplatform,somevisitorswoulddisregardornotrecognizethatthedocks,boats,andotherwaterfrontfacilitiesintheareaimmediatelyadjacenttothepublicarea,areinfactprivateproperty.
• Thisdisproportionaljuxtapositionofpublicandprivateproperty,coupledwiththesenseofentitlement/ownershiptobeheldbysomevisitors,willleadtoincidentsoftrespassing,littering,andpotentiallyseriousviolations.Nopolicinginfrastructureexiststoregulatesuchactivityandtheneighboringpropertyownersshouldnotbecompelledtointroducesuch.

• Therealreadyexistsapublicboatlaunch(brownsandbeach)anda“commercial”endofthelake.Itwouldmakemoresensetodirectvisitorstothoseareas.AddingaboatlaunchorotheramenitiesonthesmallamountofpondfrontagethattheMonumentownswouldtotallychangethecharacterofthelessdeveloped,“offthegrid”endofthepond.Itwouldinevitablyresultintrespassingandpossiblydamagetoprivatelands(asvisitorswouldassumethatsurroundinglandis“theirs”tovisitaswell).Withouttheadditionofadditionalinfrastructureattheendofthepond,Iseenoreasontochangetheexistingroadstructure.Itwouldn’tbenecessarytoaddaroadtomoredirectlyaccessthearea(whichwould,onceagain,encourageadditionaltraffictotheprivatelandwhichcouldnotbemonitoredor“policed”byparkofficials).AfewlandownersatoneendofSuckerBrookRoadmightwantaroadtomoreeasilyaccesstheircamps,butIthinkthemajorityoflandownersfurtheralongtheroad(SuckerBrookRoad)wouldbeagainstthedevelopmentofsucharoadandtheensuingchangetothearea.
