— thern, Burlington and Spokane, Portland and Seattle rail-’ roads was released on Monday, August 24. The report is, a document of'457 pages plus 120 pages of appendices. Thet Examiner recommended approval of the merger subject

to certain conditions. These conditions would require themaintenance of all routes and channels of trade via existingjunctions and gateways. In addition, specific conditionsfor certain competing railroads were prescribed, togetherwith liberal employment protection for the small minorityof employes who might be adversely affected by the merger.His recommendations conform generally with the protec-tion offered by the companies and may be summarized asfollows:

Easing his compact car over thebumpy roadbed, the driver carefully maneuvered betweenrambling stacks of used oil drums and rusting skeletonsof obsolete automobile trailers.
