How to Register for Programs

1. Walk in and register during office hours.2. Place your registration form and payment in a sealed envelope, and put it in the drop box located inside our front door 24/7 (Public Safety Building).3. Mail your registration form and payment to the above address.4. On-line Registration. Go to www.norwalk.iowa.gov

and click on “Departments”, “Parks and Recreation”, “Recreational Programs”, then click on the white box link “Parks & Rec Program Registration”.

Need a Registration Form?

Registration forms are available 24 hours a day, 7 days a week, at the Norwalk Parks and Recreation office (located in the Norwalk Public Safety Building). The front door is never locked; just walk in and pick up the registration forms you need, fill them out and place them in the drop box with your payment. Registration forms are also available on our website. Go to www.norwalk.iowa.gov and click on “Departments”, “Parks and Recreation”, “Recreational Programs” click on the highlighted form you would like to print off, complete it and drop it off at our office or send by mail.

Financial Assistance ProgramThis program is to provide assistance to qualifying children in the Norwalk District to help pay for recreation activity fees. It is intended to open up participation opportunities by reducing financial obstacles for those who may not be participating because they may not be able to afford to pay the registration fees. This program is for participants up to and including grade seven that reside in Norwalk or are students of the Norwalk Community School District. Call 981-9206 to find out more.

Refund PolicyREFUNDS/CREDITS are only given if a program is cancelled/combined by the Norwalk Parks and Recreation, for a documented medical reason (program will be prorated), or if the spot can be filled with a person on our waiting list. • A credit toward future Recreation programs may be given

to a participant who withdraws from a program (prior to the first meeting) and will be posted to your park and rec account.

• All refunds issued will be by the City of Norwalk in the form of a check regardless of original payment method. Please allow 2-3 weeks for processing of refunds.

• Refunds and/or credit will not be given for early termination of a program by the participant.

Registration PolicyRegistration for our programs shall be for a minimum of ten business days. The Norwalk Parks and Recreation Department shall establish the beginning and ending dates for registration. Registration dates will be publicized in our brochure, N/Warren Town and County News, Norwalk Living magazine and the City of Norwalk website. Where there are a maximum number of participants listed, participation will be determined on a first come, first serve basis. Registrants registering for a program after the registration deadline will only be allowed to participate if there is enough room in the program. Registrants registering for team sports after the registration deadline has passed will be required to pay a $15.00 late fee in addition to the cost of the program. Registrants registering for team sports after the registration deadline will not be guaranteed a shirt (for programs where shirts are provided), but will still be required to pay the late fee. Exception: New residents moving into the area after the registration deadline has passed will not be required to pay a late fee, however, if shirts have already been ordered, a shirt will not be provided.

Returned Check FeeThe City of Norwalk charges $20.00 for checks returned from your bank. To retain a spot in the program for which you registered, you must pay the program price, plus the $20.00 returned check fee by cash, money order, or cashier’s check.

Credit CardsThe Norwalk Parks and Recreation Department has the capability to accept credit cards for payment of all our programs and services. We accept MasterCard, Visa, Discover and debit cards. This means you will be able to pay for your pool passes, pool parties, and registration fees – basically everything – with your credit card.

Team Assignment for Youth Sports Policy

Children will be placed on teams in a random manner with the exception of children living in the same household. Parents of children living in the same household may request their children be assigned to the same team, providing the children are in the same age division. To align teams fairly, volunteer coaches may pick one assistant. If a program needs more than two coaches per team, the Parks and Recreation Department will assign the additional assistant from names of volunteers appearing on the registration forms.

Definition of a FamilyFor the purpose of purchasing family pool passes, or receiving a family discount for our Tae Kwon Do program, a family is defined as all immediate family members residing at the same street address. This would include children of divorced parents who have joint custody, stepchildren, and foster children. Babysitters, cousins, aunts, uncles, grandparents, and ex-spouses are not considered immediate family members unless they appear on the same federal income tax return.

VandalismEach year Norwalk taxpayers must cover the cost of repairing and replacing park facilities that have been willfully damaged or destroyed. Since the parks are unsupervised, it is difficult for park staff to catch the vandals who cause this damage. You can assist by reporting any act of vandalism to the Norwalk Parks and Recreation Department at 981-9206 or the Norwalk Police Department at 222-3321. Violators will be prosecuted.

Resident/Non-Resident PolicyA resident is any person who lives within the city limits of Norwalk. This is not to be confused with the school district. City and School District boundaries are not the same. Even though your mailing address is Norwalk, this does not necessarily mean you are a city resident. Most programs/classes have different fees for residents and nonresidents.

City of Norwalk residents make a significant contribution to the financing and operation of the Norwalk Parks and Recreation Department through city property taxes. These taxes are paid whether or not individuals participate in programs or use facilities. To ensure equality, non-residents (those living outside the city limits) will be charged a non-resident fee in addition to the program or facility fee.

Trick or Treat Night (Ghostly Good Times)Trick or Treat night in Norwalk will be Thursday, October 30 from 6:00pm to 8:00pm. Before you head out for a ghostly fun time in your neighborhood, be sure to stop by the Public Safety Building. From 5:30pm to 6:30pm you can pick up your trick-or-treat bag and play some Halloween games to win prizes and treats. This event is for children in preschool to 5th grade.

4th - 5th - 6th Grade VolleyballThis program is for boys and girls in the 4th through 6th grades. Our goal is to have fun while teaching the fundamentals of volleyball. We will work on passing, setting and spiking with an overall emphasis on good sportsmanship. This program will practice for two weeks. The boys and girls will be assigned to teams and will play games

for four weeks. The high school girls volleyball team will be on hand to coach your team, run through the skills clinic and maybe challenge you to a game!

Jr Warrior Chefs Club

Young chefs cooking can be quite creative, full of discovery, and a whole lot of fun! Children in 3rd through 6th grades are invited to join. One afternoon a week join Andy Mogle at the High School foods kitchen for a fun time of making healthy after school snacks. Come and enjoy learning how to prepare special treats that you can take home to the family and prepare for them.

Lakewood School IntramuralsThe teachers along with their class get into this little competition. We will hold a Kickball and Dodge ball single elimination tournament through out the school year. They compete with their class against other classes in their grade. This is a free program. A traveling trophy is awarded to the winning class.

NORWALK FAMILY TAE KWON DOMaria Boden is the head instructor of the school which is under new ownership, Voorhees Taekwondo LLC, which offer programs for ages 5 through adults. The classes are separated by rank (beginners and advanced) and students meet twice a week. Class meets on Tuesdays and Thursdays, in the Oviatt gym or Multi-purpose room. Times will vary depending on location due to school activities.We also offer Little Dragon program designed for children ages 5 to 7. Little Dragons meet twice a week. This program is run concurrently with the beginning classAll programs consist of hand and foot techniques, forms, self-defense, lessons and instructions on topics such as respect, self-discipline and perseverance.Competition is also available for those students who are interested. Billy O Phillips Park – 2500 Lexington Dr

Billy O Phillips Park is a newly constructed park located on Lexington Dr in the Legacy development. It consists of a GameTime playground, restrooms, a new Cedar Forest shelter house (named in memory of our former mayor Jerry Starkweather), sidewalks, trees, and a future practice ball diamond. The park is open to all residents and the shelter is available for reserving. The cost is $15.00 up to four hours and $25.00 for a maximum of eight hours.

Norwalk City Park – 907 North Avenue

This park has playground equipment, basketball courts, restroom facilities, an old railroad car, and an open shelter house with picnic tables. The park has restroom facilities. The shelter house is available by reservation. The cost is $15.00 for four hours or less and $25.00 for over four hours, but not more than eight hours.

Brownie Park – 805 Cherry Parkway

In 2001, the Parks and Recreation Department received a KCCI Project Mainstreet Grant and with the money created a butterfly garden along with other improvements. The park includes a garden in the shape of a butterfly, a walking trail, a white picket fence, a wooden arbor, a swing, and a couple of picnic tables. This park makes a great retreat for a small family picnic or a great little get away. There are no restrooms at this park, but enjoy a leisure walk over to the library for facilities.

McDonalds Woods – 708 High Road

This park is nestled in behind town homes off of High Road. It is a forest like setting with trees and picnic tables only. No restroom facilities available.

Norwalk-McAninch Sports Complex – 200 Wright Road

The majority of our spring and summer recreation programs are held at our sports complex, along with hosting outside tournaments and school activities. It consists of six baseball/softball fields, 23 soccer fields and a cross-country course plus 4th of July fireworks. Our sports complex also has a concession stand and restrooms. The Sports Complex rules are dogs or other pets are not allowed at the Norwalk McAninch Sports complex (exception: service animals), no smoking, and no alcohol consumption permitted.

Windflower Park – 1915 North Avenue

The Norwalk Aquatic Center is located in Windflower Park. This park has playground equipment, a walking path, basketball courts, a skate park, a 12-hole disc golf course and a shelter house. The shelter house has an enclosed kitchen that has a refrigerator, microwave, stove, and kitchen sink. There are also restroom facilities attached to the shelter. The shelter house is available by reservation. Cost is $10.00 per hour, plus a $25.00 deposit; the deposit will be returned if the shelter house is left in the same condition as found.

WHO LET THE DOGS OUT?The Parks and Recreation Department is committed to providing a safe and quality park system for the residents of Norwalk. Park rules exist to assure that park visitors have a pleasant experience. Two specific park rules that need to be remembered when taking a dog to Norwalk city parks are: (1) dogs are to be leashed at all times; and (2) pet owners are required to pick up and properly dispose of their pet’s waste.

CITY DOG LICENSESNorwalk’s four legged furry friends don’t always obey their masters. Wandering dogs sometimes become a nuisance to others who don’t show the same kind of love for pets as you do. For that reason residents of Norwalk need to license their dog’s every year at City Hall to ensure a safe return back to their owner and also to verify the dog’s rabies vaccinations are current. The licensing renewal period begins January 1 and runs through the end of March. After March 31, a late fee will be assessed. If the police/city has to pick up your pet, there is a $75 impound fee 1st offense, or a $150 fee second offense, to get it released back to you.
