TESDA Region I is ISO Certified TESDA Region I now proudly carries the ISO seal of quality management and cus- tomer satisfaction as Secretary Joel Villanueva and Regional Director Cenon M. Querubin received the Expanded ISO seal certification for TESDA that included TESDA Region I on May 28, 2013 at the Tan- dang Sora Hall, TESDA Wom- en’s Center in Taguig City. The ISO certification came three months after the 3rd Party audit at the Regional Office and Ilocos Norte Provincial Office. The TUV SUD PSB Philippines, Inc., one of the world’s leading certification service corpora- tion, conducted the audit on the two enrolled processes: Program Registra- tion and the Assessment and Certifica- tion. The audit also included Support Services that went along the imple- mentation of the two core processes. TESDA Uno (referring to TES- DA Region I) took one year to prepare for the actual audit. All the staff had to learn TESDA’s Quality Manage- ment System. Training programs on ISO were organized and participated. Internal Quality Audits were also con- ducted even while the internal audi- tors just came off from training as auditors. Several meetings were held to set the systems right coupled with calibration sessions to conform with the standards stipulated in the de- ployed manual of procedures. Upon con- firmation of Region I as fifth region in Batch II in February 2012, the whole re- gional staff started to anticipate the big work ahead along with the knowledge of Director Agustin’s mandatory retirement in August. The newly-appointed, now full-fledged Regional Director Cenon M. Querubin took over the leader- ship of TESDA Uno and the responsi- bility of getting the ISO certification. Guided by his ISO experience which he earned the previous year while he was in Bulacan in Region III, Direc- tor Querubin pursued with more con- viction another certification, this time for the whole region of TESDA Uno. seal certification for TESDA

The ISO certification came

three months after the 3rd Party audit

at the Regional Office and Ilocos Norte

Provincial Office. The TUV SUD PSB

Philippines, Inc., one of the world’s

leading certification service corpora-

tion, conducted the audit on the two

enrolled processes: Program Registra-

tion and the Assessment and Certifica-

tion. The audit also included Support

Services that went along the imple-

mentation of the two core processes.

TESDA Uno (referring to TES-

DA Region I) took one year to prepare

for the actual audit. All the staff had

to learn TESDA’s Quality Manage-

ment System. Training programs on

ISO were organized and participated.

Internal Quality Audits were also con-

ducted even while the internal audi-

tors just came off from training as

auditors. Several meetings were held

to set the systems right coupled with

calibration sessions to conform with

the standards stipulated in the de-

ployed manual of procedures. The

staff also had to put in extra time sort-

ing piles of files to establish a more

orderly and methodical recording and

filing system while continuing the prac-

tice of 5S and the upkeep of the physical

environment of the offices.

For want to bring TESDA Uno

further up to organizational excellence,

the then Regional Director Washington

M. Agustin rallied for the inclusion of

ISO 9001:2008 Certification. Upon con-

firmation of Region I as fifth region in

Batch II in February 2012, the whole re-

gional staff started to anticipate the big

work ahead along with the knowledge of

Director Agustin’s mandatory retirement

in August.

“TESDAmag” debuts as the new name of TESDA I news-letter. The new name eyes two basic goals. The first is to come out with a newsletter of magazine- type, hence, the mag in the mast head (taken as an abbreviation of magazine). The team sees a more entertaining reading material that features more human interests and success stories of tech voc graduates. The second retains the basic objective of bringing in the news about tech voc in Region I. This is carried over in the Iloko word “DAmag,” the green-colored letters in the mast head, which means news. The newsletter con-tinues to relay to the public news of accomplishments in TESD in the region. TESDA I newsletter dubbed “TESDA Chronicle” came about in 2008 with former TESDA I Regional Director Washington M. Agustin at the helm. Mr. Rodrigo “Jun” C. Valdez, Jr., now a practicing lawyer, was its first editor who published the initial three issues of the newsletter. The “TESDAmag” was coined by the current TESDA I Regional Director Cenon M. Querubin to give the publica-tion a fresh touch.

TESDA I at its best! As the head of TESDA Region I, I take great pride for the ISO certification awarded to us recently. We are earnestly honored for the recognition of our work as it speaks of the kind of organization that we are and seals off the quality ser-vice we give to our clients. I must say, we worked hard for the accord. It was a grueling year of preparation. Yet, each chal-

lenge has only made each one more determined to get the goal that has been set. It has strengthened the whole organization. TESDA I is indeed lucky to have partners who have given us their full support, ever ready to deliver to our requests for assistance. They have made our goal their goal. We could not thank them enough. The organization has catered to thousands of clients. They who continually serve as our inspira-tion define our being. We are more grateful to them than they to us. We aim to continually improve our system to satisfy their needs. This is our mission. I salute the whole staff of TESDA Region I for their commitment and dedication on their work. They relentlessly spent hours to organize things and standardize the system while they work to meet the physical targets of the region. They are truly a dependable team. I am happy to say that coming to Region I yielded exactly what I have been seeking – and even more. In retrospect, the certification brought more intense passion that made me want to do even better in our work. Ten years down the line, I would still be excited of what more I can do to improve the system so that our clients can get the optimum satisfaction.

Quality is never an accident; it is always the result of high intention, sincere effort, intelligent direction and skillful execution; it represents the wise choice of many alternatives.

Job fairs fire up Labor Day celebration in Region I

Simultaneous Job and Liveli-

hood Fairs in three different locations

in Region I were launched to celebrate

the Labor Day this year, bannering the

theme, “Manggagawang Pilipino: Handa

sa Hamon ng Makabagong Panahon.”

A total of 3,408 jobseek-

ers queued at SM City Rosales and

Robinson’s Place Calasiao in Pangasi-

nan and in Batac City in Ilocos Norte

to take their chances for employ-

ment. The job fairs brought together

105 local employers and 39 licensed

recruitment agencies that of-

fered 9,246 local job vacancies

and 20,067 approved job orders.

opening of the Job and Livelihood-

Fair at the Robinson’s Place in Cala-

siao, Pangasinan. At the Robinson’s

Place, 138 applicants were hired on-

the-spot for local jobs and 21 for over-

seas employment. There were 297

registered applicants who were re-

ferred to TESDA for skills training.

The DOLE-RCC chaired by DOLE Re-

gional Director Grace Y. Ur sua made

possible the first ever three simultane-

ous job and livelihood fairs. A press

conference, attended by local print

and broadcast media as well local sta-

tions of national TV stations, was con-

ducted at the Star Plaza Hotel in Da-

gupan City to drumbeat the event.

Tables for the SSS, Phil-

health, and other partners of the

DOLE also attended to the needs of

clients in the job fair. Trainees of pri-

vate TVIs offered free therapeutic

massage services to the job seekers.

AC Managers undergo course in assessment moderation

Some 80 Assessment Center

Managers and their assistants all over

the region participated in a one-day

management course that tackled the

standard system of management and op-

eration of a quality-assured assessment.

The course defined the roles and

responsibilities of Assessment Center

Managers in the implementation of as-

sessment activities and stressed the re-

quirements in the different assessment

processes that must be complied with as

stipulated in the 2012 Manual of Proce-

dures for Assessment and Certification.

In his message, TESDA I Re-

gional Director inspired the AC Man-

agers to continue to pursue qual-

ity in assessment service delivery.

The Director challenged them

to perform their roles as such and main-

tain their assessment centers according

to standard requirements.

Organized by TESDA Re-

gional Office I, the one-day assess-

ment moderation for AC Managers was

conducted as a pre-requisite for the

re-accreditation of their centers for

another two years. Mr. Artemio S. Pu-

lido, RTC Chief and Ms. Barbara Jane

R. Pablico, Supervising TESD Special-

ist/ Regional Assessment and Certifica-

tion Focal served as the resource per-

sons in the moderation which was held

at the Max’s Restaurant, City of San

Fernando, La Union on June 7, 2013.

was in this competition where TESDA

Uno first learned the value of quality

service towards organizational excel-

beneficiaries trained on Basic Computer Operation in the APEC Mobile Digital Opportunity Center where they learned the Funda-mentals of Computer, MS Win-dows, MS Word, MS Excel and MS PowerPoint. Other recipients trained on Massage Therapy and Hilot (Wellness) at the Alternative Learning System Learning Center and at Baccuit Norte, Bauang Hall. They were all trained by accred-ited trainers. The Foundation bolsters its strong partnership and link-age with TESDA and LGU Bauang to gain their support in terms of financial and technical assis-tance. Behind the success of the projects are various officials headed by Bauang Mayor Eulo-gio Clarence P. De Guzman, Mr. Antonio Y. Chua, Director Marissa T. Alcantara and other officials from Fil-Chi and DepEd who with their presence made the mass graduation more meaningful.

TESDA Uno takes summer soiree and sojurn in Bolinao The whole staff and man-agement of TESDA Regional Office headed to summery El Pescador Hotel in Bolinao, Pangasinan for a three-day regular performance assessment and a much-needed teambuilding session. The session started with the presentation of physical and financial accomplishments of the whole region. The discussion on the data presented revolved around how the regional office can provide assistance or intervention to operating units that are behind the normal, acceptable accom-plishment rate for the period.

Teambuilding exercises took the first night which established a better rapport between and among the staff and also helped understand and accept one’s own individuality. Fun games were played the day after by the

staff divided into orange, green and yellow teams. Cheering and yell competition was staged. Singing contest on the videoke let the teams sang the night away. The soiree culminated with the awarding of crude yet meaningful prizes and the giving away of sim-ple presents to each staff.

The free train-ing was sponsored by the Fil-Chi Love and Care Foundation, Inc., a non-government organization conducting mobile training on ba-sic computer operation, Local Gov-ernment of Bauang, La Union and TESDA La Union Provincial Office. Blood letting props up RTC’s 36th anniversary

Trainees and volunteer-donors from TESDA and Regional Training Center (RTC) lined up at the RTC for screening to quali-fy for blood letting. The activity generated at least 30 bags which went to the Ilocos Training and Research Medical Center (TRMC), the Ilocos Regional Hospital, with TESDA RTC as the donor-agency. The blood letting was part of the Medical-Dental mission that

takes off The Cash for Training Program (C4TP) gets a boost as 40 of its program implement-ers trained on Entrepreneurship Development at the Philippine Ports Authority Beach House, San Fernando City, La Union. Considered as a Multiplier Training, the trainers’ training was aimed to create a pool of trainers on entrepreneurship development to beef up the training of C4TP beneficiaries especially for those in the self-employment category. The program utilized the Gener-ate your Business (GYB) Idea and Start Your Business (SYB), two modules developed by the International Labor Organi-zation for the entrepreneur-ship component of its Youth Employment and Migration Project in the Philippines. The 5-day training formed the Region I Entre-Pinoy Team to serve as the backbone for entrepreneurship develop-ment for C4TP and succeed-ing TESDA Technopreneur-ship programs in the region. As the National Project Man-ager for C4TP, TESDA I Regional Director commits to massively conduct the entrepreneurship development training to pre-pare the graduates for even-tual self-employment ventures.

Bangus Festival marks TESDA Day and School Fair 2013

The Pangasinan Asso-ciation of Private TVIs (PAPTVI) and the City Government of Da-gupan held the TESDA Day and School Fair 2013 as a way of celebrating the Bangus Festi-val in Dagupan City this year. Participating TVIs had each a booth where they featured their skill training programs. Skills demos from various TVIs in Pan-gasinan dominated the affair. The opening program also showcased the dancing and singing talents of trainees. Massage Therapy train-ees gave the public free massage. CIBAC Representative Sherwin N. Tugna, Guest of Honor and Speaker, with TESDA I Region-al Director Cenon M. Querubin and

PAPTVI President Andre Justino A. Abalos cut the ribbon that formal-ly opened the event. Rep. Tugna claimed with pride that tech voc is close to his heart as he recalled growing up seeing and helping his father tinker with cars which is basically automotive servicing. The affair was capped with an informal tete-a-tete between Rep. Tugna and TVI owners in Pangasinan.

Tricycle driver now electrifies malls

“Without TESDA, I am not where I am now,” quipped the 32-year old Jose M. Callena who used to drive a tricycle to earn a living for himself and family but now works as an electrician for an electrical contracting company. Rex, as he is called many, took advantage of the OWWA assistance program for relatives of OFWs as his wife just left for Hongkong as domestic helper. He enrolled as OWWA scholar in the 402-hr Electrical Installation and Main-tenance NC II at the TESDA Regional Training Center (RTC), San Fernando City, La Union. Immediately after he finished the program last November 27, 2012, he became the Baran-gay Electrician in his barangay at Dallangayan Oeste, San Fernando City, La Union.

Realizing that his pay as Barangay Electrician can-not meet the needs of his family, Rex applied at HyperVolt Contractor Corporation in Makati City. He did not have much difficulty in his application. He only showed his Training Certificate in RTC and National Certificate NC II in EIM NC II. He was also subjected to an assessment of his competence in EIM which he passed in his first attempt. Now working as an electrician at HyperVolt along with 11 of his EIM NC II classmates at RTC, Rex now earns much more than what he earned in many years as tricycle driver especially when he renders overtime work. He also now gets SSS and Philhealth benefits from the company. Now assigned as an electrician in SM Clark, Rex somehow feels more proud working in a big mall doing electrical layout and wiring than when he was a tricycle driver. He beams with a smile as he recalls how much he already learned in his barely two-month work as an electrician in SM Dasmariñas and now at SM Clark. As Rex is just starting out and seems to enjoy his new work, he dreams for bigger things to come. He dreams of building his own house, driving his own car and providing well for his family especially for the future of his 7-year old son, Jhay Mark. He is aware, however, that these dreams are anchored on his work now as an elec-trician, a skill that he acquired from TESDA. He is now in agreement with TESDA Secretary Villanueva’s banner slogan which he came to know about during his stay at RTC that indeed, “Sa TESDA may choice ka!”
