As you may know, the State of Indiana is in the process of adopting a new residential energy code. The HBA is being proactive by hosting a seminar on Wednesday, November 16th & November 30th to present the state’s proposed residential energy code in more depth. John Hibner, Code Specialist for the State, has stated in a recent

email that the Commission addressed the comments from the public meeting about the code expressing concerns regarding the performance-based path the code was taking. He went on to say a number of issues still need to be addressed before the code is adopted, and it will be March, 2012 at the earliest. The Commission may see the code at its November meeting in final draft form. I am confident the HBA will keep us informed as to the progress of this new code. In the meantime, several people have asked me how the Allen County Building Department will be enforcing the new residential energy code when it is finally adopted. It is our intention to enforce energy standards for residential projects in the same way we have always done it, and consistent with our process for the commercial energy standards adopted a couple of years ago. That process involves us inspecting energy related work only when we are called to a site for other inspections. For example, if we are called for a foundation inspection, we also check the insulation associated with the foundation. However, we don’t make a special trip to the jobsite just for the purpose of energy inspections. While I certainly agree with the need to provide energy efficiency in our new structures, the energy code is the only one we are charged with enforcing that is not a Life / Safety code. Due to the limited staff and resources for the department (and the financial picture doesn’t seem to be changing quickly) we are limited in the inspections we can provide and still meet the inspection timeframes we have been providing and you have come to expect. We therefore will not be placing the same priority on the energy standard that we do with the other building codes. As always, if you have any questions or comments, don’t hesitate to call.

New Member Report: • A motion was moved and seconded to accept the new member. • Board Members were encouraged to contact prospects, members to renew and dropped members. Parade of Homes: • Discussions on Parade of Homes admission numbers, income totals to date and expenses still outstanding. Final totals will be tallied as soon as possible. • Suggestions by several board members on changes for the next Parade of Homes: keeping the donations of proceeds to building based businesses, pricing of tickets, raising the age to 13 for free admission and a possibly implementing a supervised area for children. • Anticipating the comments from the Builder’s Wrap-up. • 3 Motions were moved and seconded: Refund the Builders their participation fee of $1,500, Send a $2,000 donation with a “Thank You” note to the Missionary Church for the use of the trolley during the Parade of Homes and $3,112.30 donated to each charity, Parkview & Francine Friends, for their portion of the ticket sales at the gate. • Another sincere “Thank You” to Tim Stauffer from the Missionary Church who provided the trolley. Appraisals: • Sam Schenkel explained the important issues that the appraisers are having with the lack of information in the MLS for new home sales. Sam stated that bad Appraisals + bad Values only contributes to the Market spiraling down. He encouraged all builders to record their Sold information on the MLS so that the most recent updated information can be used for more accurate appraisals. Its not “his and HERS” bath towels. It’s a standardized scale for measuring the energy efficiency of a home. How green are you? As you see, the “standard” code built new house is 100 on the scale, while a house that generates as much energy as it used (or more) is 0. An excellent HERS score is a great selling tool against the competition, old houses, even “repos”. The HERS rating also determines a home’s eligibility for NIPSCO’s New Construction Builder Rebate program. A HERS score of 70 or better, along with the installation of qualified equipment, earns a NIPSCO Gold Star, and around $1000 for the builder. How do you know the HERS rating of a home?
