The president’s message“THe most important things in life are the connections

Growing up as the nephew of surveyors, I was enamored by the possibility of working

in a technical profession while spending time in the outdoors. Later as a high school

student, I remember my Physics teacher suggesting that I consider majoring in

Engineering in college. By then my decision had been made, I would attend Penn State

University Park and major in Aerospace Engineering. The Aerospace thing lasted less

than a semester and I switched into Civil Engineering. It was a perfect fit, lots of math and sciences and little English and

communications. After I graduated, I moved to Harrisburg to begin my career in transportation.

Little did I know that this first stop at a consultant would leave me with a bounty of friends and mentors that would

influence me over the next 30 years, but that the need to write and communicate would be a much larger part of an

engineer’s profession than I had ever imagined. After a few years, I transitioned from the private sector to the public

sector as I began a lengthy stint at the PA Turnpike. I found the public sector to be less technical in nature and included

evolve. What once were daily project specific discussions grew into

program related issues and are now Department or Commission

wide communications relative to policy and procedures. Although

current technology allows constant forms of communication via

emails or text messages, I still maintain that a face-to-face meeting

remains the most effective form of communication although such an

encounter is not always practical.

As November begins, we are just moving through the APC

Conference in Hershey and a month out from the Transportation

Engineering and Safety Conference in State College. Both provide

ample opportunities to network and communicate within

our industry. Regardless if you are a public or private sector

employee, these conferences provide a unique setting of those

involved within the transportation industry at various levels of

authority and from various points of view. Both conferences will

likely provide a wide range of technical sessions and vendors

with cutting edge technology. I plan on using my time between

sessions to reconnect with friends and colleagues, and hopefully

will continue to broaden my professional network. So, if you have

read this message and you see me, please stop and say hello.

The ASHE Harrisburg October Luncheon was held on November 4. Craig Sattesahn, PE and Brent Lykens, PE from PennDOT District 2-0 presented “Potters Mills Gap Project - Design and Construction Overview”. Craig presented the project timeline and the unique design challenges that PennDOT District 2-0 and the design team faced when designing this important highway project in Centre County. Brent presented the construction progress to date and discussed the unforeseen situations that arose during construction.

ASHE Harrisburg appreciates Craig and Brent for taking time out of their busy schedules to present to the

ASHE Harrisburg Section.

ASHE Charity of the monthToys for Tots

MISSION:The mission of the U. S. Marine Corps Reserve Toys for Tots Program is to collect new, unwrapped toys during October, November and December each year, and distribute those toys as Christmas gifts to less fortunate children in the community in

which the campaign is conducted.

GOAL:The primary goal of Toys for Tots is to deliver, through a new toy at Christmas, a message of hope to less fortunate youngsters that will assist them in becoming responsible, productive, patriotic

citizens.

OBJECTIVES:The objectives of Toys for Tots are to help less fortunate children throughout the United States experience the joy of Christmas; to play an active role in the development of one of our nation’s most valuable resources – our children; to unite all members of local communities in a common cause for three months each year during the annual toy collection and distribution campaign; and to contribute to better communities in the future.

The Section Project Awards will be honored at the June, 2020 dinner along with the Section’s Student Scholarship Awards. The National Project of the Year will be recognized at the ASHE Annual Conference in Raleigh, NC in early June.

ELIGIBILITY Any project that is substantially completed by December 30, 2019 and no more than two calendar years immediately prior to the American Society of Highway Engineers (ASHE) National Annual Conference shall be considered eligible for the National Project of the Year competition provided that the project involves at least one of the following transportation features:

• Highways/Roadways • Railroads

• Bridges • Public Transit

• Traffic Control/Signalization (Includes ITS) • Bikeways and Multi-use Paths

Projects submitted through the ASHE Harrisburg Section must be located within the geographical boundaries of the following counties: Dauphin, York, Adams, Lancaster, Perry, Franklin, Lebanon, and Cumberland.

AWARD CATEGORIESThe project entries must fall within one of the following cost categories:

• Projects up to $20M in construction cost

• Projects over $20M in construction cost

One project from each category will be selected by the Section as National Project of the Year nominees. These projects will then be forwarded to the ASHE Northeast Region for competition with the other Northeast Region Section projects for judging for submission for the ASHE National Project of the Year competition. Section Project Awards will also be selected form these submittals.

AWARD ENTRY SUBMISSION REQUIREMENTSThe following represents the minimum that must be submitted to the Section by late December, 2019, early January, 2020 (the specific date will be determined and distributed to Section Members once the National and Regional submission deadlines are announced):

• A completed ASHE Project of the Year Entry Form. (available at www.ashe.pro).

• A letter from the client or owner that the project was substantially completed and open to the public by December 31, 2019.

• A narrative of the project not exceeding 1500 words (single sided, 12-point font, 8 ½ “x11” pages); the narrative must address the 6 categories in the scoring and judging criteria below.

• Project construction costs.

• Up to five (5) five construction drawings on 11”x17” sheets that are relative to the scoring and judging criteria.

• Up to five (5) photos (maximum size: 8 ½”x11”) that are relative to the scoring and judging criteria.

• The entry submittal shall be provided in pdf format with photos in jpg format on a CD/DVD mailed or by e-mail.

CONTEST SUBMIT YOUR BEST HIGHWAY PHOTO FOR A

CHANCE TO WIN! Roadways, bridges and tunnels are considered parts of

highways. There are no geographical limits to this contest. We encourage contestants to submit photos of interesting highway features from sites in Pennsylvania. However, entries from anywhere in the world are welcome.

Contest is open to members and friends of the ASHE Harrisburg Section.

Each contestant may submit only ONE (1) photograph, which must have been taken by the contestant.

All entries must be 8” X 10” prints. Original slides or negatives will not be accepted. Black and white or color photographs are acceptable in this competition. The contestant’s name, address, daytime telephone number and photograph title must be written clearly in ink on the back of the photograph.

Entries must be accompanied with a brief title (7 words or less) and description (50 words or less) of the highway, bridge or tunnel in the photograph; this description must include the name and location of the highway facility and a brief explanation of any construction or maintenance activity. This write‐up must also be emailed to the address listed below.
