2018 Legislative Session PreviewThe Roseburg Area Chamber of Commerce’s November membership meeting luncheon will preview what business can expect to face during the 2018 Oregon Legislative session.
Presenting at the luncheon will be the Honorable Jeff Kruse, State Senator, District 1 and the Honorable Dallas Heard, State Representative, District 2.
Reservations are required for the November 20 luncheon and will be held at the Douglas County Fairgrounds from 11:30am to 1:00pm. The cost for members is $20 per person and $150 for a table of eight. The general public and non-members may purchase tickets for $30 per person. A buffet lunch is included.

The proposed Douglas County charter is not standard. And, it is far from being the gold standard. The Roseburg Area Chamber of Commerce should know. The Roseburg Area Chamber was first to do a thoughtful analysis of the proposed charter, compare it to the other nine Oregon counties under home rule charter and come out in strong opposition to the proposal.
The chamber has a long list of reasons for opposition. First, this charter was drafted by unknown individuals, behind closed doors without the opportunity for Douglas County citizens to review and provide input, not to mention the absence of media scrutiny. The chamber’s opposition is not with a Home Rule Charter form of government (say Lane, Josephine or Jackson counties) but, with the specific charter presented to replace our current county system of government.
At the chamber membership luncheon in October, Sheriff John Hanlin, clearly and effectively—with all nine Oregon county charters in hand—identified significant differences. In no county, except Clatsop and the Douglas County proposal, do charters contain language that could adversely impact public safety by creating potential scenarios where our Sheriff’s legal authority is jeopardized and he and his department could be obstructed from doing their job.
Further comparison of the nine charters to the Douglas County proposal shows other noteworthy differences detrimental to our county. The replacing of full-time paid commissioners with unpaid, part-time volunteer commissioners is not the norm when it comes to home rule charters. This change alone will increase both government bureaucracy and cost to Douglas County taxpayers; and, also loss of public access to elected officials, citizen input, accountability, representation and influence.
Countless discussions and decisions will be made out of the public eye and without important citizen participation. Like many residents of our county, the chamber appreciates the opportunity to openly advocate for or against issues, as well as monitor decisions and activities, provided under our current county structure. The public decisions by an elected body wholly accountable to residents will be replaced with decisions made by a highly-paid administrator or his/her new staff.
If passed, the unintended consequences of this county charter will result in loss of jobs and businesses, devastating Douglas County’s economy. It is evident to the chamber that many proponents of the charter are not supporters of our timber and wood products industry. Under the proposed charter Douglas County will lose influence and representation on state and national levels to the detriment of Douglas County residents and our long-term economic sustainability. It may very well jeopardize current advocation for environmentally-responsible management of our renewable natural resources that benefit all citizens, with extreme stances not serving the greater citizen population.
The Roseburg Area Chamber of Commerce represents businesses throughout Douglas County. Under this proposal, rural Douglas County is abandoned. Folks here often lament that we, rural Oregon, have little voice on statewide issues but, rather, are forced to live with the decisions of metropolitan Oregon. The creation of commissioner districts reflected in this charter will give Roseburg all the weight in decisions affecting our entire county.
Finally, the chamber takes issue with citizen loss of ability to vote for all county commissioners. Under this charter residents are only able to vote for one commissioner—the one in their designated district. But, all five commissioners—and a new county administrator—will make decisions affecting the lives and rights of Douglas County citizens. For these reasons and more, the Roseburg Area Chamber of Commerce will continue to actively oppose this charter in protection of Douglas County businesses, their employees and citizens.
The proposed charter is only “standard” when compared to the Clatsop County charter. And, as former Douglas County Commissioner Doug Robertson pointed out, in detail, at the chamber luncheon, Douglas County has nothing in common with Clatsop County. Using that specific charter as an example makes no sense. Neither does voting in favor of this proposal.

New MembersChamber Announces 2018 LeadershipThe Roseburg Area Chamber of Commerce board of directors is pleased to announce Toby Luther of Lone Rock Resources as the chair of the board for 2018. Also named to 2018 leadership positions are Allen Pike of Windmill Inn & Suites as vice chair and Barry Robinson of AmeriTitle as treasurer. They join immediate past board chair Angela Brown of Southern Oregon Credit Services and chamber president & CEO Debbie Fromdahl, as the five corporate officers of the Roseburg Area Chamber in 2018.
Luther, a graduate of Oregon State University, is the President & CEO of Lone Rock Resources. He is a 20-year resident of Roseburg, active in community, civic and industry organizations including Ford Family Foundation, Wildlife Safari and, of course, the Roseburg Area Chamber of Commerce.
As vice chair of the 2017 chamber board, Toby also serves on the chamber’s executive and f inance committees, Foundation and PAC boards. He works closely with the board’s volunteer leadership and chamber CEO to ensure continuity and long-term success for the chamber and our local businesses. Nominations for Chamber’s 2017 RecognitionsThe Roseburg Area Chamber of Commerce is now accepting nominations for 2017 outstanding businesses, chamber volunteer of the year and male and female first citizen honors. Honorees will be announced at the chamber’s annual awards banquet on January 25, 2018.
Business of the Year recognitions include small, medium and large business categories, Chamber Volunteer of the Year and a business innovation award were introduced last year and awarded for the first time this past January. These recognitions are available to any business that has been a member of the Roseburg Area Chamber of Commerce for at least two years. Criteria for these awards are provided on the nomination forms on pages 9 and 10.
First citizens are recognized for their long tenure of volunteerism in our community. First citizens are distinguished by the giving of their time and talents in multiple areas and activities outside their professional vocation. These recognized business and community leaders inspire others with their community-minded dedication.

Submission Guidelines: You may also attach letters of nomination support from others, newspaper or magazine clippings, or other information you believe our selection committee would find useful. Nomination forms and support material will not be returned unless prior arrangement has been made. Nominations should be typed and stapled together, then submitted in a sealed envelope.
Briefly describe the nominee’s: (1) years and type of service to the community (2) civic involvement and offices held in service clubs, government commissions or committees, clubs, professional associations, churches, or other community groups (3) examples of leadership qualities and/or cooperative efforts to promote community and civic enterprises (4) other outstanding qualities (5) professional accomplishments. Please attach answers on separate paper. Only fully completed nominations will be accepted.
Recognition: Winner will be presented a plaque from the Roseburg Area Chamber of Commerce at the chamber’s annual awards banquet in January. The chamber will also announce the selections in a news release and in its Business Perspectives newsletter.
