BACKROUND

ISIS, which became a serious threat for people by attacking different religions, sects and ethnical

identities, massacred thousands of people firstly in Shingal since August and afterwards in

Kobani Canton of Rojava. Thousands of women and girls have been raped, sold on slave market;

tens of people have died of starvation and thirstiness on migration way; hundreds of thousands

people became stateless.

Since one and half months from the attacks of ISIS towards the Canton of Kobani in Rojava, more than 15.000 thousands of Kobani people came to Urfa. 15.000 of these people settled down in Birecik, 4000 in Siverek, 600 in Ceylanpınar, 3000 in Hilvan, and 12.000 in Bozova. The biggest number of migrants, 15.800 people, have been placed in the tent cities, villages and districts of Kobane, Arin Mirxan and Suphi Nejat which are coordinated by the Suruc Municipality. Only 6.120 people are living in Suruj-1 and Suruj-2 camps belonging to AFAD

As Municipality of SURUÇ, has taken part in the help actions for refugees, visited each joint life

area, identified the needs and problems, shared the data’s and informations with relevant

persons, and done some correspondences concerning the situation in order to inform the

national and international public opinion. For removing this unjust treatment as all dynamics in

the region, our Union too, has shared its meal, bread, quilt, blanket, and taken part in all help

activities.

While local governments were trying to solve the human drama and crisis in the cities of our

region, government ignored the tragedy and left Shingal and Kobani people alone with their fate.

Therefore, the problem has come to a level that exceeds the means of local governments. It is

very difficult to cure the wounds of such a huge mass of people. In order to maintain the services

and face the needs, the help of regional and national unions, municipalities of Turkey, national

and international organizations is seriously required.

In reason of coming winter, the shape of helps and needs has changed. The support of national

and international organizations and institutions are urgently required to face the needs as

containers, winter-proofed tents, canvas, blankets, beds, drugs, medical materials, ambulance,

service cars, mobile kitchen and kitchen materials, mobile showers and toilets, cleaning and

alimentary products, education materials, all kind of women and children materials, clothing (for

winter), hot water supply systems, cars for handicapped people, power distribution unit, social

equipment means, etc....

To remove the tragedy and victimization experienced by more than hundred thousand people,

we call the international human help organizations, governments, local government’s

organizations to support the human help actions of municipalities of our region; and we inform

the public opinion that sustainable help is needed.

TENT CITIES

ARÎN MÎRXAN TENT CITY

This tent city is established at right in the entrance of the Suruç city center from Aligör

direction, containing 488 families and 3037 people. It contains 459 tents and 2 containers

based on about 24 acres of terrain.

There is 456 small tents and 3 big tents:

440 tents - People from Kobanê are staying

4 tents - Used as storage

2 big tents - for the volunteers

1 small tent - for the teachers

1 small tent - for psycho-social working

2 big tents - for education (1 kindergarten and 1 normal)

8 big tents - for education (2 tents are joined to make a class)

1 big tent - for culture and art activity

1 container - for infirmary

1 container - for camp attendants

Ground of the tent area is tried to be isolated by paving stone. Main arteriar road of the

temporal settlement area is filled by stone chips in order to prevent from mud or

similar negative effects of rain or snow. Palletizing and ground isolation (blanket on

ground pallet) has done in all the tents.

There exists luminaries in all the tents connected to a main transformer which is

temporally settled. Hence, there is no electricity yet. Heating is one of the main

problems which is a matter of urgency.

There exists 20 toilets and 20 bathrooms in the camp area. Building of approximately

50 toilets and 25 bathrooms is still continuing. Moreover, 2 drinking fountain and a

water tanker is on construction. A laundry has been settled.

The sheltering equipment (bed, cushion, blanket and etc.) that is used by the people

who have to stay in this temporarily settlement area is organized by Center for charity

collection and distribution of Suruç Municipality, but it is not sufficient. In these days,

the winter conditions are becoming more current and it is a matter of urgency of the

reinforcement of sufficient amount of sheltering equipment.

The breakfast is organized by the Urfa Metropolitan Municipality as servicing soup.

Lunch and dinner is organized by Kızılay [Turkish Red Crescent]. It is seen that this

service is insufficient and does not satisfy the need. The interviews with the camp

dwellers shows that they are tired of the timing problem of the breakfasts and the soup

as the only meal. The types of the meals should be increased as a normal breakfast

including eggs, cheese, olives, molasses and etc.

The health problems are tried to be solved by a voluntary group belonging to SES

[Health Workers Union]. Hence, this voluntary medical activity must turn into Family

Practice system. Children should be enter into checkup process, and measures should

be taken immediately against epidemic. Against the cold weather, newborn babies

need cradle and the need for baby food is also current.

Educational practices for the children who are at the school age has not started yet.

SUPHİ NEJAT AĞIRNASLI TENT CITY

This tent city is settled in the area of Bulgur Factory in approximately 10 arches of

terrain at the entrance of Suruç city center, containing 170 families and 1100 people.

There exists 85 tents: 45 of them are settled inside the warehouse in the factory area,

and 40 of them are in the open area. By being inside the factory area, the tent area is

covered by walls and this makes the conditions appropriate for preservation and

security. Hence, for being stuffy and for the roofs are not repaired, the health problems

are seriously increasing.

The ground of all the tents have a isolation with wooden parquets. The ground of the

open area is concrete which was made before. There is no ground isolation in the

concrete ground. The whole ground that is made of the wooden parquet also needs to

be covered by carpet.

There are 16 toilets and 16 bathrooms in this tent city.

The sheltering equipment (bed, cushion, blanket and etc.) is organized by the charity

center of the Municipality of Suruç. Hence, it is not sufficient, and especially cushion

is needed.

Urfa Metropolitan Municipality organizes the breakfast in this tent city. The problems

in other tent cities are also seen at this tent city. Baby food and other supplement food

is needed.

There exists and area for the use as the infirmary.

There exists 482 children who are at the age of school, but there is no infrastructure

for any educational practice. There are tents for educational purposes, but the other

technical stuff is still lacking.

Activity and initiative of Eğitim-Sen [Education and Science Workers Union] also

exists in this tent city. Moreover, teachers including the ones coming from Kobanê is

sufficient for any teaching and schooling purposes.

ROJAVA TENT CITY

In Rojava Tent City with a population of 1100, there are 110 tents for 220 families. The

campground where located next to Suphi Nejat Ağırnaslı Tent City, established on 12

acres of terrain.

The ground of the camp area is not levelled by pallets. The pallets and blankets are needed

immediately. Stone chips cover the main arterial road.

The light is provided with a projector from the Bulgur Factory. For establishing the

electrical infrastructure, there needs to get some supplies immediately.

The habitants of the camp are using public bath provided free by the municipality. 24

toilets, 16 bathrooms are set up by the municipality and the nongovernmental

organizations. The infrastructure works are in progress.

Center for charity collection and distribution organized by Suruç Municipality provides

beds, cushions and blankets. Due to the winter conditions, some supplies such as quilts

and blankets must be reinforced immediately.

One of the most important troubles of this area is the education for 560 school age

children. There is no educational infrastructure for children. However, very few children

can be able to continue their education thanks to individual volunteer teachers’ efforts. In

an educational tent named Ehmedê Xanî, children can partially continue their education.

In this educational tent, there are 5-6 teachers from Rojava. They are teaching

approximately 200 children. Children from age 3 to 5 are going to kindergarten; from age

5 to 10 are going to school. This educational tent also needs pallets, immediately.

KOBANÊ TENT CITY

In Kobanê Tent City established on 16 acres of terrain with a population of 1471, there

are 257 families.

Wooden pallets isolate the tents in the camps and the stone chips cover the main

arterial road. There are light fitting in every tent. Heater cores are distributed to each

tent. But the infrastructure is not enough for heating; so, there will be needed to build

electrical infrastructure immediately for winter conditions.

211 tents and 10 stores are using for sheltering.

Center for charity collection and distribution organized by Suruç Municipality

provides beds, cushions and blankets. Due to the winter conditions, some supplies

such as quilts and blankets must be reinforced immediately.

There are 8 toilets and 3 bathrooms in the camp and 3 containers, 24 toilets and 12

bathrooms will be built. There is no community kitchen or laundry facilities.

An educational tent named Viyan Amara was set up. Basic school education is

provided for young children in this tent; but it is quite insufficient for one thousand

school age children. So, an additional educational area and pallets for the present

educational tent are needed.

5- NEW TENT CITY

In this tent city, there are 382 tents. Federated Kurdish Parliament provided 260 of them.

This tent city is situated cross to the sports complex in the center of Suruç. The process of

setting up tents is still in progress on these 20 acres of terrain.

The terrain has very good conditions for tent city. The area of this camp, where 500 tents

can be placed, was already prepared. The working on floor isolation with wooden pallets

and on interior isolation with nonflammable materials are in progress. A radiator is

distributed to every tent. Hence, the infrastructure for electricity is insufficient. Thus,

there should be a work on the infrastructure.

It is planned to build a school, a playground and a tent for social activities next to the area

where the tents are set up.

It is also planned to set up one container for attendants of the tent city, 40 toilets, 40

bathrooms. Electric and wood heaters will occur water heater system. In five different

locations, there will be drinking water faucets. 4 water tanks with 10-ton capacity are

EMERGENCY TARGETS

1. Priority ;To provide 2 Portable Health Center

Portable Health Center is one of the urgent needs for refugees who maintain their life in the

places mentioned above. The health needs of refugees who live in the seperate places are met by

the Suruç Municipality at the Amara Cultural Centre. (in suruç) Doctors came from Koban'ê and

other serve willingly here and also drugs are delivered here. But this is carried out with

difficulties. Therefore, a fully equipped Portable Health Center is needed.

Two Portable Health Centers should be accompanied by the emergency needs listed below:

KOBANE’S CHILDREN

Project short description :

Kobane’s Children Project aims to create a living conditions ground for children, who are affected from war and migration and have been deprived from the education opportunity, but need tp get an education and to live with human dignity in the community thanks to include them in the educational process by the building temporary and emergency prefabricated schools This project will lead children to get an education which is oriented to protect mental, physical and spiritual health of children and keeps children a little bit away from difficult living conditions until a permanent and effective solution strategy is developed. Kobane’s Children Project will contribute without any doubt to improve living quality conditions and development of educational rights of the migrated children in Turkey.

Project motivation (Objectives):

According to the survey results of Şanlıurfa Eğitim-Sen, we as municipality identified 245 children in the age of 7-14 in the tent village Kobane, 246 children in the tent village Rojava and 250 children in the AFAD 1. Zone. It has been observed that most of the children have been experiencing seriously war and migration trauma. Most of them are struggling for their life with their families broken off their schools and teachers. It has been identified that one part of those children gets educated in Kobane in own mother tongue whilst other major part of them in Arabic. According to the information of teachers coming from Kobane, even if those children return to Kobane new education-teaching curriculum will be in Kurdish. Therefore, starting new school children specifically will continue their education in Kurdish even if they return to Kobane. Based on all of these reasons, collaboration of Mardin Artuklu University Institute of Living Languages and Branch of Şanlıurfa EĞİTİM-SEN Our main targets for children:

prefabrikated cultural centers. Offering rehabilitative and educational lessons

like mathematics, life science, Kurdish, Turkish, Music, Drama and physical education for circa 1000 primary school level children in own mother tongue Kurdish,

Keeping Kobane’s Children in touch with their educational life,

Supporting the teachers coming from Kobane to perform their professions again.

Keeping children away from war and chaos as well as rehabilitating and guiding them by means of this temporary school.

Keeping children away from heavy work and dangers all the time facing outside of school.

The schools and cultural centers which have been founded in the tent cities will be moved to the area which is planned as city of Kobane with 40.000 inhabitants. The continuity of the project might be changed for the refugees in case of their return to Kobane depending on the situation there. However, we will be able to ensure the continuity of or education project either way since we assume that most of the refugees from Kobane will settle down in Suruc. Even the children would return to Kobane, they will continue their education there. By this project, in case of they would stay in Suruc, the education in Kurdish and Turkish will build a foundation. Depending on the refugee rights, even if any education policy wouldn’t be offered for those children, we as municipality are planning to continue

3. PRİORİTY ; To create the Kobanê City with 10000 sustainable houses that are able to

accomodate 60.000 people.

3.1. The general project aim: It is openly visible, that the

Because of the current war a lot of people from Kobane have to leave their homeplaces and

especially settle down in the center of Suruc as well as in the districts, villages of the province,

and the tent city areas belonging to Suruc municipality. The problems of these people are

growing each day and its clearly visible that especially the coming winter will confront them

with even bigger problems.

The Kobane people should be minimal affected by the coming winter conditions, and therefore

one of the fundamental purporses by Suruc municipality is to found a new “Kobane Container

City”.

To create some more confidential, hygienic , eligible shelters to the family because of

harsh winter.

To provide refugees who are forced to leave their cities not to breaking away from each

other and to unite them in a common area.

To create a Prefabricated-Permanent Health Center and give to the doctor who came

from Koban'ê the opportunity of working at this health center.

To prove children a common playground and keep them going on their education with

their mother tongues.

To create them a autonomous , democratic habitat and dynamize the power of the local

government.

To help to the Civil Society and etc Organizations to deliever their aids easily and safely.

THE FEATURES OF SUSTAINABLE HOUSES

The “Container City” witihn the Suruc Center 500.000m2 treasure land will be

used.

The houses should be organized in accordance with the climate condition of

Suruç.

Field arrangement (regulation) will be made by the municipality of Suruc

Each house should be with 2 rooms, 1 kitchen, 1 bath and 1 bathroom.

Sanatary sewage and drinking water line will be made by DİSKİ

Within an area of 27 m² 8000 containers will be placed.

It will be provided a lightening for the area

With a capacity of 5 persons per container, there will be provided shelter for

40.000 people altogether.

Within the container city there will be founded 8 prefabric schools with an

area of 100m2 for each school

Within the container city there will be founded 4 prefabric cultural centers

with an area of 100m2 for each center
