Time is flying by again this year! On behalf of your Board of Directors I would like to wish you all a happy and healthy holiday season.

Your F.A.C.E. committees are in full swing achieving the goals they have set for this year. The Program Committee is planning what appears to be the best conference yet. Michael Titmuss and his team are going to make 2013 in Daytona Beach a conference that everyone should attend. The combination of some new and exciting classes, along with some that the membership requested from previous conferences, along with some great networking equals excellence in my mind.

Sam Sullivan and the Legislative Committee are already planning a visit to Tallahassee along with our lobbyist David Shepp to walk the halls of the capitol, discuss issues, and get the word out that F.A.C.E. is an association of close to 2,000 professionals who make a difference in the safety and well being of the residents in our state. We are fiscally sound again this year under the guidance of James Acosta. He really knows how to manage your money. Mike Donovan and the Certification Committee have been busy with their game plan for this and upcoming years. As a past 2nd Vice President I can assure you that they are making sure our training is relevant and up to date as education is the backbone of our association. Jen Baker and the Membership Committee are working diligently to get the word out to jurisdictions across the state about the benefits of becoming members of F.A.C.E. We are looking forward to another increase in membership again this year.

I am proud to work alongside Marilyn Crotty and her staff at the IOG. I have learned over the years that they play a very important role in our success. As board members and members alike come and go, the IOG has maintained a core of professional personnel who work with us to maintain the continuity that keeps our association respected by providing high quality training and managing our day to day operations.

It’s getting to be that time of the year to consider the possibility of becoming more involved in F.A.C.E. next year. There are 6 positions on the board that are open for members to fill each year. This year is unique because 5 of those 6 positions are now filled with members who will be term limited (excluding 2nd Vice President). There are also committees that need help. Committees are a great way to get started if you are interested in being involved, but not sure about being a board member. Everyone is welcome to attend any of the board meetings. These meetings are all open to our members and I encourage you to attend one or all of them and see how decisions are made regarding your association.

You should all be happy to know that we are a strong, diverse, fiscally sound organization made up of professionals throughout the state with the common goal of making sure all residents are afforded the opportunity to live in decent, safe, and sanitary conditions.

Please be safe out there and remember to train!

Your Program Committee has met twice and has an early start organizing both an educational and entertaining conference. The group has been working very hard this year to incorporate everyone’s suggestions from the last Conference’s evaluation comments. The 2013 conference theme is “Riding the Waves of Change” and will be held at the Hilton Daytona Beach Resort / Ocean Walk June

25th – 28th.

This is a proven facility and an excellent location, so block out those dates on your calendars now and get prepared to attend. We have developed a very promising schedule of topics and professional speakers you will surely enjoy. The majority of the schedule is full; so now would be the time for anyone having any suggestions to make them known. The committee could most certainly use some assistance in identifying potential sponsors and exhibitors; please forward any recommendations ASAP. Where has the time gone? Weren’t we all just at the conference solving the world’s problems a few weeks ago?

Well, maybe not, but as time goes by so do Annual Fee deadlines. Annual fees were due on October 1st and must be paid by December 31st to avoid late fees. Please remember to send in your payment and any certification information. Please remember, your certification is your responsibility. I know this time of year we all have jingle bells on the brain, but I will say one more time, your certification is your responsibility.

Happy Holidays to everyone and their families and please remember to take a moment out of your busy schedules to help someone who may not be as fortunate as you. The kindness you show will be paid back to you tenfold. Be safe and be merry!

Treasurer

The financial status of F.A.C.E. to date is good. Our accounts’ totals as of 10-31-12 were:

• Operating (Fund) Account - $98,315.53; • Scholarship account (Savings) - $4,536.81; • Reserve Account (Savings) - $5,256.11• For a grand total of $108,108.45.

I am expecting our balances to go up with the start of submissions for this year’s membership annual fee from all of our members.

Your Legislative and Judiciary Review committee has been busy putting the finishing touches on a glitch bill regarding the recent changes to Chapter 162. Bob Hamilton and our lobbyist David Shepp have been instrumental in the development of this legislation. Once completed, we will share the finalized text with everyone.

Once this stage is completed, we will be seeking sponsors from the legislature. With the help of many members from the Florida Association of Code Enforcement, the committee has identified some potential legislators to fulfill that purpose.

Finally, we will need the assistance of the entire membership in pushing for the passage of this legislation. If you have a good working or personal relationship with your state representative or senator, please contact me or a member of the committee with the name of that legislator.

In order to help with the passage of the legislation, the legislative and judiciary review committee will hold its in-person meeting in Tallahassee to discuss the matter with our elected state officials.

In other news, the committee has been working on some policy updates and is still trying to complete its survey of Florida jurisdictions. If you haven’t yet submitted your info or are unsure if you have, please contact me at [email protected] .

As we prepare this edition of the INTERFACE jurisdictions are in a new fiscal year. Some of you may have more changes, reductions, and/or reorganized. If your organizational structure is changing, please take a moment to log onto the website, www.face-online.org and update your contact information. Don’t forget your training and be sure that “you” are responsible to insure you keep up to date.

Florida continues to set the example and tempo at the national level. In this current year we have three of our members serving on the Board of Director of the American Association of Code Enforcement (AACE) with Donna Wisniewski serving as the President, Debbi Leigh as Treasurer, and Karen Matches as Sgt at Arms. AACE will soon hold its annual elections. This year Frank Cassidy, F.A.C.E. Past President, from the City of Cape Coral is running for the position of 3rd Vice President and Dorothy Hird, Past F.A.C.E. 3rd Vice President, from Seminole County Sheriff’s Office is running for the office of Secretary. Donna Wisniewski continues as next years Past President. Our Florida members continue to represent us well at the national level and I would like to thank them for their commitment to the profession and dedication to our organizations.

Speaking of elections. June is not that far off, just ask the program committee. June means elections for our F.A.C.E. Officers. Every year six of our officer positions are up for election. For 2013, five of those six positions will be available without incumbents as they are all term limited. This is a great opportunity to get involved. As the Chairman of the Nominating Committee I encourage you to email me at [email protected] , or call my office, at 352-540-3821, if you are interested or want more information.

Although you can wait till the Annual Meeting in June, it is best to get your name out early. In the May 2013 INTERFACE we post bios for candidates. You may also want to attend this year’s Board of Director meetings as a way to get up to speed on current issue. F.A.C.E. Board meetings are open to all members.

Please see the following excerpts from our by-laws with information about the eligibility, terms and duties of office for these six positions. The position of President is not open as Michael Titmuss, our current 1st Vice President, will become the president at the June 2013 annual meeting in Daytona. Any active, certified member in good standing for at least one year shall be eligible to run for office; provided, however, that in order to be eligible to run for the office of 2nd Vice President, an active member must additionally be certified in Fundamentals of Code Enforcement (Level I), Administrative Aspects of Code Enforcement (Level II), Legal Aspects of Code Enforcement (Level III), and as of June 1, 2011 Officer Safety and Field Applications (Level IV).

This section of the INTERFACE is dedicated to the local chapters within the Florida Association of Code Enforcement. Jen Baker, 3rd Vice President, extends an invitation to each chapter president to contact her with any chapter news.

Code Enforcement Officer Association of Palm Beach County (CEOAPBC) The CEOA of Palm Beach County holds bi-monthly luncheon meetings (at a nominal cost to attendees) and bi-monthly training (no cost to attendees) which are usually approved for F. Northeast Association of Code Enforcement (NEACE) Northeast Association of Code Enforcement (NEACE) - Our chapter meets every other month right now due to budget cuts and jurisdictions unable to travel every month. We have pre-approved trainings at all meetings, whenever possible, to help ensure no one loses certification due to a lack of enough CEH's. We now have 3 NEACE members on the F.A.C.E. board which keeps us in the loop with all of the up-to-date information with F.A.C.E. and the Institute of Government. Tampa Bay Association of Code Enforcement (TBACE) Hello from Tampa Bay Association of Code Enforcement. TBACE has a new President! Robert Kollar, City of Pinellas Park. We are doing well and membership is increasing. The training has been great. Gold Coast Association of Code Enforcement (GCACE) We are a growing organization in Broward County, with members from Miami and Palm Beaches.
