Regarding Bridge No. 06793, the project will involve temporary placement of fill in approximately 400 sf of Little Mountain Brook and 1,845 sf of unnamed wetland resulting from the installation of cofferdams upstream and downstream along with a bypass pipe and rip rap splash pad. Permanent placement of fill will occur in approximately 1,751 sf of Little Mountain Brook and approximately 155 sf of unnamed wetland resulting from the installation of permanent access roads to the inlet and outlet; and reconstructing a scour pool and rock weir with rounded boulders. The work associated with Bridge No. 06793 is located at 41.944879 N, -71.880468 W, Thompson, Connecticut and shown on the enclosed plans titled “ENVIRONMENTAL PERMIT PLANS; STATE PROJECT NO. 141-154; REHABILITATION OF BRIDGE NO. 06793; I-394 OVER LITTLE MOUNTAIN BROOK; (SITE NO. 1); IN THE TOWN OF THOMPSON,” on 7 sheets, and dated “July 8, 2019.” Regarding Bridge No. 06794, the project will involve the temporary placement of fill in approximately 5,539 sf of unnamed wetland and 597 sf of unnamed stream resulting from the installation of cofferdams upstream and downstream along with construction of a temporary access road to the outlet. Permanent placement of fill will occur in approximately 1,617 sf of unnamed wetland and 2,978 sf of unnamed stream resulting from regrading with natural streambed material, installing a riprap scour hole at the outlet, and constructing a permanent access road to the inlet. The work associated with Bridge No. 06794 is located at 41.976764 N, -71.861256 W, Thompson, Connecticut and shown on the enclosed plans titled “ENVIRONMENTAL PERMIT PLANS; STATE PROJECT NO. 141-154; REHABILITATION OF BRIDGE NO. 06794; I-395 OVER UNNAMED BROOK; (SITE NO. 2); IN THE TOWN OF THOMPSON,” on 10 sheets, and dated “November 12, 2019.” Based on the information you have provided, we verify that the activity is authorized under General Permit # 19 of the enclosed August 19, 2016 Federal permit known as the Connecticut General Permits (GPs). This verification is subject to the following special conditions:

1. Compensatory mitigation shall consist of purchasing .03 credits from the Connecticut In-

Lieu Fee (ILF) program for impacts associated with Bridge No. 06794. The permittee must send a cashier’s check or bank draft for the amount calculated on the enclosed “Connecticut In-lieu Fee Project Impact Worksheet” to: Executive Director, National Audubon-Society, Inc., Connecticut Chapter, Attn: ILF Program, 185 East Flat Hill Road, Southbury, CT 06488. The check shall payable to “National Audubon Society, Inc.” and include the Corps file number “NAE-2019-03272” and the statement, “For ILF account only.” The enclosed “Connecticut In-lieu Fee Project Impact Worksheet” must accompany the check to ensure proper crediting. Work shall not begin until the Corps receives a copy of the confirmation letter from the Audubon-CT to the permittee stating that Audubon-CT has received and the check and accepts responsibility for mitigation. The in-lieu fee amount is valid for one year from the date of this permit and is subject to change.

2. You must complete and return the enclosed Work Start Notification Form to this office at least two weeks before the anticipated starting date.

Please review the enclosed GPs and general conditions carefully to be sure that you and whoever does the work understand its requirements. A copy of the GPs and this verification letter shall be available at the project site throughout the time the work is underway. Performing work within our jurisdiction that is not specifically authorized by this determination or failing to comply with any special condition provided above and all the terms and conditions of the GPs may subject you to the enforcement provisions of our regulations. This authorization expires on August 19, 2021. You must commence or have under contract to commence the work authorized herein by August 19, 2021, and complete the work by August 19, 2022. If not, you must contact this office to determine the need for further authorization before beginning or continuing the activity. We recommend that you contact us before this authorization expires to discuss reissuance. Please contact us immediately to discuss modification of this authorization if you change the plans or construction methods for work within our jurisdiction. We must approve any changes before you undertake them. This authorization does not obviate the need to obtain other Federal, state, or local authorizations required by law. The Connecticut Department of Energy & Environmental Protection (DEEP) has issued a Water Quality Certification (WQC) for this project, as required under Section 401 of the Clean Water Act, based on their review of the project.
