Dear NDEC Student:
Welcome to the Notre Dame Education Center! Whether you are a new or a returning student,
we hope the 20172018 academic year will be successful and happy for you. All of us staff,
teachers, administrators, and volunteers are here to support you and help you achieve your
goals.
This year, you have the opportunity to acquire the knowledge, attitudes, skills, and behavior
that are essential for academic achievement, personal development, and career readiness. We
hope that what you learn here will help you take the next step into postsecondary education, a
training program, and/or employment.
We’ve designed the NDEC 20172018 Student Guidelines to be a useful resource for you. The
Guidelines contain information about the Center’s mission, programs, policies, and staff
members. This information also will be reviewed with you during orientation. I encourage you
to refer to it throughout the year as well.
I hope you will take advantage of the learning opportunities that NDEC offers, and that you
realize you are an important part of the NDEC community. I wish you the best of luck with your

Student Information
Change of Student Information
Students are requested to notify both their teachers and the main office if they have a change of
address, telephone number, or job status.
Holidays and Vacations
Notre Dame Education Center follows the Boston Public School Calendar. Refer to the Class Schedule
Calendar at the front of these Guidelines for the specific dates of holidays and school vacations.
Cancellation of Classes
In cases of inclement weather, the Center will follow cancellation decisions of the Boston Public Schools.
If the Boston Public Schools are closed, NDEC classes will not be held. Students may also check the
student website studentsndec.weebly.com or call the Main Office to hear a recorded message
regarding the cancellation of classes due to inclement weather.
In special cases, the Executive Director will make decisions related to NDEC closings. In these instances,
students will be contacted via phone or text message and the notice of closing will be posted on the
NDEC Student Website.

Youth Education Services High School Diploma Program Classes are held Monday through Thursday from 1:00-3:00 PM and 3:30-5:30 PM and Friday 1:00-3:00 PM. Most classes meet twice a week for two hours. The Friday College and Career Exploration class meets once a week for two hours.
Courses offered include: English, Math, Social Studies, Science, Human Development, College and Career Exploration,
Electives
Approved Credits: Once enrolled at NDEC, credit for classes may only be earned through the completion of courses offered or approved by NDEC. In the event that timing requires a student to wait for the beginning of a semester, the High School Diploma Program provides qualifying students with an opportunity to earn credits through an Apex Learning online course. The Apex online curriculum includes many subjects, from science and math to electives. Grades of 64 or higher at NDEC earn credit. Students should speak with the Case Manager for more information.
High School Equivalency (HiSET/GED) Preparation This program is for students ages 16–24. Classes are held on Monday, Wednesday, and Friday from 1:00 – 3:00. The average class size will be 12. Two class levels may be offered.
Pre-HSE classes Students will focus on the fundamental reading, writing, and math skills that must be mastered before beginning studies; computer skills will also be a key part of the curriculum. Students will work toward mastering the fundamentals both in classes and in individual tutorials.
HSE classes Students will work on the five test areas—Reading, Writing, Mathematics, Social Studies, and Science—and move toward testing and completion; computer skills will also be a key part of the curriculum.
Graduation: Students who have completed all requirements in either program are invited to
participate in NDEC’s annual graduation ceremonies in June. There is a $25 graduation/diploma fee for all students who complete the program.

College and Career Pathways
This Program offers two levels of College and Career focused ESOL classes and two classes of Adult
Secondary Education instruction in preparation for HiSET/GED testing. Citizenship classes are also
available.
College and Career Pathways Classes
ESOL 3 (SPL 4-5) offers intermediate level students expanded vocabulary development, more
complex grammar skills, and a wider choice of functional expressions. Students are given many
opportunities to practice oral communication with each other using the English language.
ESOL 4 (SPL 6-7) builds on skills developed in intermediate classes. Emphasis is given to complex
grammar structures, vocabulary development within the context of selected readings, and
improving writing skills.
HiSET Level 4 prepares adult students working at the high school level to take the five HiSET
tests in reading, writing, math, science, and social studies. The intense course of study sharpens
critical thinking skills necessary to pass these tests. (GLE: 7-12)*
HiSET Fast Track provides individualized instruction for the five HiSET tests. This course targets
students who have already passed one or more of the tests, or who will pass the HiSET tests
quickly based on their high scores on the placement test. (GLE: 9-12)*
*SPL stands for “Spoken Language Proficiency” and GLE stands for "Grade Level Equivalency."
Citizenship Classes
Citizenship classes are offered to students who are in the process of Naturalization and who test at
the appropriate level of English proficiency. The program includes preparation in the basics of US
History, the role of the US government, responsibilities of US citizens and writing practice from
dictation. Assistance with completing the N400 (Naturalization Application) is done by appointment.

Workforce Readiness Notre Dame Education Center provides individualized support to assist students in meeting their current financial needs, navigating the 21st-Century Labor Market, and planning for a future career. We encourage all students to take advantage of Workforce Readiness services at NDEC both inside and outside of the classroom.
Career Counseling and Job Search Assistance: The NDEC Workforce Readiness Program offers Career Counseling and One-on-One Job Search Assistance. An Employment Specialist or Career Coach is available to meet with students. Career Counseling includes:
Goal setting Resume writing Interview practice Online applications Help finding the right job Cover letter writing Salary negotiation Referrals for resources, internships and other training programs Skills assessments General Job Counseling and support Mock Interviews with local employers
Students interested in receiving Career Counseling or Job Search Assistance must schedule an appointment in advance.
Vocational and Certificate Trainings: Vocational trainings are available to anyone who is looking to increase their workplace skills and meet the course prerequisites. Students are welcome to enroll in multiple academic and vocational courses at NDEC only when their schedule permits. Vocational trainings are offered on a rotating basis throughout the school year. Literacy and Academic
Achievement
This Program offers three levels of adult basic education and two levels of ESOL. Computer instruction is
an essential component of this program.
Literacy and Academic Achievement Classes
ABE 1 offers instruction in basic reading and writing to adult beginning readers. (GLE: 0-2)*
ABE 2 offers instruction in writing, math, reading, and computer. After successfully completing
the ABE program, students can choose to continue their education in Pre-ASE Level 3, provided
the grade equivalency is appropriate. (GLE: 2-4)*
ABE 3 offers instruction in reading, writing, English, math, and computer. This course of study
prepares students to go on to the ASE Program, as long as the grade equivalency is suitable.
(GLE: 4-7)*
ESOL 1 (SPL 0-2) provides beginning level students with the most important vocabulary,
grammar, and functional expressions needed to communicate in English at a basic level.
Instruction is presented in a realistic context through everyday life situations.
ESOL 2 (SPL 2-3) is a continuation of ESOL I, incorporating more in-depth verbal communication
skills and vocabulary development. Like ESOL I, instruction is based on real life situations with
plenty of practice in oral communication.

Online and Distance Learning ESOL speakers who are at an intermediate level may enroll in LEAD (Learning English At a Distance). A hybrid on-line/face-to face option using Burlington English which provides students with an opportunity to improve reading, writing, speaking, and listening skills.

Program Policies
Tuition, Payment Plans and Financial Aid
The Commonwealth of Massachusetts, through the Department of Elementary and Secondary
Education, allows NDEC to provide a number of tuition free classes for ABE, ESOL Pre-ASE, and ASE
Students. In return, students are asked for their full cooperation and participation in class attendance,
testing/assessment, and commitment to pursuing their goals.
Tuition Payment Policy: High School Diploma Program The High School Diploma Program (HSDP) is a tuition-based program. Through funding from the Mayor’s
Office of Workforce Development (OWD) of the City of Boston, specifically the Workforce Innovation
and Opportunity Act (WIOA) and the Adult Education Initiative (AEI), limited tuition assistance is
available to HSDP students who have completed all of the necessary paperwork and are eligible given
the funding criteria. If tuition is a barrier to attendance, students must complete financial aid
documents with the Youth Services Program Manager, or Case Manager.
Tuition payments are due prior to Orientation. As tuition can be a hardship for some students and
families, in the event that immediate payment of the balance cannot be made in full prior to
Orientation, payment agreements can be arranged with the Finance Manager. In order to register for
the semester, students must make a tuition deposit of at least 20%, and set up a payment plan for the
remaining tuition balance. Students should contact the Youth Services Program Manager or Case
Manager to schedule payment agreement meetings.
Notre Dame Education Center's policy is to be as generous with payment as possible, but tuition
payment cannot be carried over from one semester to the next. Bills must be settled or paid in full at
the end of each academic semester before registration will be allowed for future classes.
Students withdrawing from the program within the first three weeks of the semester can request a pro-
rated tuition reimbursement based on the withdrawal date and the remaining classes in the semester.

Program Requirements
Attendance Policy
At NDEC, we are committed to helping you learn and reach your goals.
In return, we expect a strong commitment from you to come to class every day and be on time.
If you will be late or absent, you must call NDEC at 617-268-1912 to let your teachers (and/or tutor) know.
Attendance is important:
For you: Coming to class is the way to succeed and achieve your goals. The more you are in class, the
more you will learn, and the faster you will progress.
For your class: Your class is a community of learners, and students help each other learn. When you are
absent, the learning in the class is disrupted.
For NDEC: When students are absent, it reflects poorly on NDEC and we could lose our funding. Many
classes are free because of public funding. If you are a tuition-paying student or receive financial aid,
attendance is important for you to meet your goals and for NDEC to meet our requirements for funding.
For your community: There are many people on the waiting list. They want to come to class but the
classes are full. You should respect your place in the class by having excellent attendance.
We expect excellent attendance.
Excellent attendance: coming to class every day
Good attendance: coming to at least 80% of classes
Poor attendance: coming to less than 80% of classes
… if you have poor attendance for one month…
First time: you must discuss the reasons with your teacher
Second time: you must meet with the Resource Counselor to make a contract
Third time: you may be asked to leave the program and your name will be placed at the bottom
of the waiting list*
*Based on the contract terms and the Resource Counselor’s discretion
For HSDP and Youth HiSET students, if you have poor attendance for one month, refer to your respective
program guidelines. If you know you cannot attend at least 80% of classes in any given month, you must take a
leave of absence. A leave of absence may be granted for special circumstances such as prolonged illness, a death in
the family, or an unforeseen crisis.

Timeliness Policy
Being on time every day is important:
Being present in class helps you learn and succeed in achieving your
goals. If you are late, you will miss something important and learn less.
Being late disturbs the learning in the classroom. The teacher has to stop
teaching and review for the late student. Being late is not respectful of
the teacher or the other students.
Being prepared and on time for class and appointments helps you to achieve your goals. When you
succeed, NDEC succeeds!
We expect that you will be on time every day. If you come to class after the class has
started, you are late. Students will not be admitted 15 minutes after the start of class.
Excellent timeliness: being on time every day
Good timeliness: being on time to at least 80% of classes
Poor timeliness: being on time to less than 80% of classes
If you are not on time for at least 80% of your classes for one month…
First time: you must discuss the reasons with your teacher
Second time: you must meet with the Resource Counselor to make a contract
Third time: you may be asked to leave the program and your name will be placed at the bottom
of the waiting list*

We expect that you will stay for the entire class unless you have made special arrangements with the
Program Administrator.
If you are making an appointment outside of NDEC (doctor, parent/teacher, etc.) make sure they are
made outside of class time unless it is an emergency. If you do have an appointment, let your teacher
know at least one week in advance. You must also bring in a letter verifying an appointment after you
have gone.
If you are making an appointment with a Resource Counselor or Case Manager at NDEC, please make
sure to make the appointment before or after class or on a day that you do not have class.

Student Conduct
As an NDEC student, your personal conduct should reflect the highest standards of behavior. The Code
of Conduct is based on the belief that all students can uphold responsible academic and social standards
of conduct on their own. You should treat all persons with respect. Common sense and good judgment
are required in responding to a situation that may not be covered by these NDEC Student Guidelines.
Use Courteous Language: Respect yourself and others by using courteous verbal and body language
at all times. Swearing or abusive language of any kind is unacceptable anywhere on NDEC premises.
Come to class prepared and motivated to learn: Always bring completed homework, pen and
pencil, extra paper, and class materials.
Dress Code:
1) Clothing that is worn in the building should be appropriate for a school/business/professional
environment.
2) Clothing that is see-through, excessively short, or displays profanity, drugs, sexually explicit or violent
material, cannot be worn.
3) Cutoff shirts and armless T-shirts are not allowed.
4) Clothing that exposes the skin of the torso/midriff is not allowed.
5) Departments reserve the right to modify this list at any time. If you have a question about whether
something is appropriate, please ask your teacher. If your cultural or religious beliefs require special
dress, please let your counselor and teacher know. Personal hygiene – bathing, deodorant, brushing
teeth, and laundered clothing – is also important and must be attended to daily. Think of your
participation in this program as preparing for work or higher education and dress accordingly.
Breaks: Classes 2 hours or less will not have breaks outside of the classroom. Classes longer than 2
hours may have breaks outside of the classroom, but students are not permitted to leave the building.
Cell Phones: Cell phones are to be silenced while students are in class. Receiving or making calls
and/or texting in classrooms is not permitted. Students may make and/or return important calls on
class breaks. Cell phone calls should be brief and respectful of students and staff working and studying
in a quiet environment. If calls are going to be long they should be made before or after class.
Computer Lab & Student Lounge Computers: No drinks are allowed near computers at any
time. Computers are for use by NDEC students only.
Child Care: NDEC cannot provide child care. No children are allowed to accompany a parent to NDEC.
Food and Beverages: No food is allowed in the classrooms. Students may eat in the student lounge
only. Beverages in spill-proof containers are the only beverages allowed in classrooms.
Lost and Found: NDEC is not responsible for any lost or stolen articles. Any found articles may be
turned in to the main office. Check with the receptionist for any article you may have misplaced.

Rest Rooms: Rest rooms for students are located on the first floor. Note the signs for WOMEN and
MEN. To use the restrooms, please get a key from your classroom teacher or any program manager.
Smoking: NDEC is a smoke-free environment both inside and outside of our building. Smoking on the
front walkway is not permitted.
Drugs: NDEC has a zero tolerance policy regarding the use of alcohol, recreational use of marijuana,
illegal drugs, or controlled substances. Anyone found using alcohol, illegal drugs, controlled substances
or marijuana for recreational use on NDEC property or at an NDEC-sponsored event will be immediately
terminated from the program, and we reserve the right to terminate anyone who appears to be under
the influence of alcohol or drugs while participating in an NDEC program or event.
Student Lounge: A comfortable, quiet space is available for students who wish to gather for rest,
study, conversation, food, and drink. The student lounge is located on the first floor. Respectful behavior
and level of conversation are expected in the student lounge at all times.
School Store: The Center will be selling school supplies and NDEC items beginning in September.
Hours for the store will be posted on the Kiosk.
Selling of Items: Water, snacks, and soda will be for sale at the main office. Only items provided by
NDEC may be sold at the Center.
Behavior Improvement Process
Your Instructor, Program Administrator/Manager, Resource Counselor/Case Manager, and other NDEC
staff are here to help you develop strong academic habits and job-readiness skills.
If you do not follow NDEC policies, the following actions will be taken:
Step 1: VERBAL WARNING
A verbal warning is given. An NDEC staff member will point out the policy violation and instructions on
how to improve.
Step 2: BEHAVIOR CONTRACT
If your behavior does not improve, a Behavior Contract is issued. Your counselor will review your
behavior contract with you. He or she will discuss the problem with you and plan how to improve, as
well as define the consequences of not improving. Behavior contracts are kept in student files.
Step 3: DISCHARGE FROM PROGRAM
If a problem persists, the student is discharged from the program.

Termination, Harassment,
Grievances
Students are expected to comply with all policies and procedures of the center. Violations of these
policies and procedures will be addressed at the appropriate level of administration.
Immediate Termination from Program Policy
These behaviors will result in immediate termination from NDEC.
• Falsification of records or misrepresentation of facts related to your education.
• Harassment of any kind, including but not limited to sexual harassment. Harassment includes,
but is not limited to, creating a “hostile environment” for another student or an NDEC staff
member.
• Use or sale of alcohol, illegal drugs, or controlled substances on NDEC premises or off-site
activities such as field trips.
• Fighting, assault, or possession/use of weapons on NDEC premises or off-site activities.
• Disrespecting, insulting, or verbally abusing any NDEC employee or student. This includes any
kind of disruptive behavior and using profanity or abusive language.
• Use of Internet for harassment, sexual or otherwise, pornography, or violent topics, including

These behaviors will result in immediate termination from NDEC by any NDEC instructors or staff.

Sexual Harassment
It is the policy of NDEC that no member of the Center may sexually harass another. In general, sexual
harassment may be defined as repeated and unwanted sexual attention such as verbal comments or
suggestions and physical contact which may offend the recipient, cause humiliation or discomfort, and
adversely affect the learning environment. NDEC deplores sexual harassment as an abuse of power.
Sexual Harassment Complaint Procedure: Any member of NDEC who believes that sexual
harassment has occurred should report the incident to his/her Program Administrator/Manager. The
teacher will bring the complaint to the Program Director/Executive Director who will work with the
Student and Program Administrator/Manager to address the incident. All complaints will be handled in
as confidential a manner as possible.

Grievances
A claim by a student that his or her rights have been violated is subject to adjustment in accordance
with the following procedure:
STEP 1.
Informal discussion shall take place between the student and his or her immediate teacher and/or
counselor. The aggrieved student may invite another student to attend and participate in the
discussion. The teacher and/or counselor shall advise the aggrieved student promptly, and in no event
later than the end of the following class day, about NDEC’s position on the claim or grievance.
STEP 2.
If an agreement has not been reached, a written statement of the claim or grievance by the student is to
be presented to the Program Director within five school days after said difference of opinion or dispute
arises, with a copy to the immediate teacher and manager. Grievances regarding formal disciplinary
actions (including written reprimands) shall commence at this Step 2.
STEP 3.
A hearing of the grievance shall be conducted by the Program Director within five class days of receipt of
the written grievance. The aggrieved student may invite a fellow student to attend and participate in
the hearing. At that time, the Program Director will make a determination of the grievance. The
decision shall be final and binding.
The above procedure is viewed to provide an internal method to dispute resolution. In the event a
student institutes or pursues any available external avenue of redress, judicial, administrative, or
otherwise, these procedures automatically cease to be applicable to the dispute.
Safety Information
Safety and Security
We at NDEC are concerned about the safety and security of all members of our community. Any activity
that would infringe upon this safety or well-being should be reported to your teacher, Program
Administrator/Manager or the Program Director. Any behavior that negatively impacts upon other
students or faculty may result in the dismissal of the student(s) involved. Any verbal threat or comment,
whether said in jest or intentionally, should be taken seriously and reported to your Program
Administrator/Manager. Bringing weapons into the Notre Dame Education Center is strictly forbidden
and will result in the dismissal of the student involved and be reported to the local police department.
Security and surveillance cameras have been installed in the building and in the parking area.
In the case of a student medical emergency, we will call 911 and the student’s emergency contact
individual.

Emergency Procedures
1. When the fire alarm sounds, all staff and students should leave the building. Do not stay to assemble
personal items – they can be replaced; you cannot.
2. Classroom instructors will assemble students and guide them out of the building to
a. walk toward “D” Street
b. walk to the back of Cottage Street
c. walk toward Dorchester Street
Students should remain with their classroom teacher until they are given further direction.
3. NDEC staff will review attendance rosters. Names of missing staff and students will be reported to
the on-site Fire Marshal.
Note: Three doors are available for exit from the Center.
Safety Notes
1. Never use the elevators in case of fire. Locate the closest stairwell/exit.
2. In case of fire, evacuation must begin immediately. Someone trained to use extinguishers may then
attack the fire.
Parking
Students may not park in the parking lot of the center. Cars without NDEC Staff/Visitor Permits will be
towed. Students are encouraged to use the MBTA or to park in legal spaces in the neighborhood. Please
note posted parking regulations so you are not ticketed or towed by the City of Boston.
Telephone Calls
No public telephones are available in the building. In the event of an emergency, students may go to the
receptionist and request use of the phone in the main office. All classrooms have telephones to be used
for safety purposes only.

Media Release Notre Dame Education Center highlights the activities of the program and our students in a variety of
ways, including but not limited to the Center’s website; newsletter; the Center’s official social media
outlets; brochures and other print publications; Students Speak; admissions outreach materials and
fundraising efforts; and occasionally with local or national news media. In promoting the Center, we
sometimes use students’ names, images, stories, and samples of work. These may include photographs;
video/audio recordings; quotations; student writing, and artwork. These images are used solely for
public relations and education about the Center’s mission and purpose.
In addition, photographs, video, and/or audio tapes of student performances, and samples of student
work intended for publication or display may also be stored for historical reference purposes in a Center
archive.
This Media Release form requests your consent to use your name, image, story and/or school work in
school publications, multimedia outlets, and for the archival purposes outlined above. Students who do
not consent will be placed on a “Do Not Consent” list.
This agreement is in effect for this academic year and may be changed each year. A new consent form
will be requested yearly. This agreement applies specifically to individual photographs, videos, and
stories. Group, class, and event photos without a specific student clearly identified may be used as
detailed above without specific consent. If you wish to deny consent to group photos as well, please
mark the appropriate section on the media release. If you mark this section, please understand we will
make every effort to remove any group photos containing your likeness, but given the nature of group
photos and videos, we may not be able to guarantee 100% removal of group photos.
If you do not return this media release form, we will assume consent is given.
