Notice is hereby given that the public agency named below has completed an Initial Study of the following describedproject at the following location:

Public Agency: Rosedale-Rio Bravo Water Storage District

Project Name: Western Rosedale In-Lieu Service Area Project and Westside Recharge PondsExpansion

Project Description: The Western Rosedale In-Lieu Service Area Project and Westside RechargePonds Expansion (the Project) includes construction and operation of up to 10miles of water conveyance pipelines, including appurtenant facilities (such aspumps and valves), and construction and operation of two groundwaterrecharge ponds adjacent to the District's existing Westside Recharge Ponds.Additional Project details are included in the Project Initial Study.

Project Location - Identify The Project is located within the service area boundaries of RRBWSD, in thestreet address and cross streets lands bounded on the east by Interstate 5, on the north by Highway 58, on theor attach a map showing west by the East Side Canal, and on the south by Stockdale Highway (referredproject site (preferably a to as the In-Lieu Service Area) and in areas adjoining RRBWSD's existingUSGS 15' or 7 112' Westside Recharge Ponds, located east of Interstate 5, south of State Highwaytopographical map identified 58, and North of Stockdale Highway, all within Kern County, California.by quadrangle name):

This Initial Study was completed in accordance with California's Guidelines for Implementation of the CaliforniaEnvironmental Quality Act. This Initial Study was undertaken for the purpose of deciding whether the Project mayhave a significant effect on the environment. On the basis of such Initial Study, the Lead Agency's Staff hasconcluded that the Project will not have a significant effect on the environment, and has therefore prepared a DraftMitigated Negative Declaration. The Initial Study reflects the independent judgment of the Lead Agency.

Any person wishing to comment on this matter must submit such comments, in writing, to the Lead Agency byNovember 4, 2014. Comments of all Responsible Agencies are also requested.
