ATTACHMENT 2 From: Nicholls Sent: Thursday, 5 June 2014 11:11 PM To: Thomas Campbell Subject: Thank you Importance: High Hi Thomas, The Nicholls brothers (Joshua, Zach and Ethan) would like to thank the West Torrens City Council for supporting their state orchestra involvement in 2014. Joshua is in the Adelaide Youth Sinfonia Orchestra. (For the second year and he was previously in the Adelaide Youth String Orchestra for 2 years.) Zach and Ethan are in the Adelaide Youth String Orchestra. (Both for the second year.) Your support means that the boys were able to attend their camps this year. These camps provide specialist instruction on their instruments and involve participation in tutorials as well as practising with their entire orchestra’s. The boys had a great time and learnt a lot. I am told that the council distributes the newspaper ‘The Senior’ so you can probably get an original copy of this pretty easily but you might like to note the article on the front page with a photo of the 3 boys with 2 of their grandparents. The article is referring to their upcoming Grandparent Concert. I believe we are the only family with 3 siblings in the orchestras that are performing which is a thrill. I have attached a photo of the article in case you can’t get an original. Who knows – maybe next year we will have 4 performing as our fourth son Riley is progressing really well on his viola as well. It will be a lot longer until our baby Zara-Rose gets there though. ATTACHMENT 3 From: Tanya di Paolo Sent: Monday, 16 June 2014 9:43 AM To: Thomas Campbell Subject: Junior Development Grant Hi Thomas Thank you for approving the $200 Junior Development Grant for my son's trip to Victoria over the June long weekend for basketball. Just letting you know that Matthew's team, Woodville Warriors U14 Boys Division 1, competed in the State Championships in May and finished third in the State. This meant that they would now be competing in the Classics Basketball Championship at Albert Park in Melbourne (only the top 4 teams in the State are invited to this tournament, the others going to Nunawading). Out of 16 teams, they finished 11th, winning 3 of their 6 games which was a great achievement considering the calibre of teams competing. We were very proud of them all. Also, for the first time for the Woodville District Basketball Club, this team has also been invited to compete in The Nationals in Albury/Wodonga at the end of September. Only the top 3 teams from each State attend. We are very excited and looking forward to it. I have attached a picture of the team. Once again, thank you for your support it was very much appreciated. ATTACHMENT 4 -----Original Message----- From: Julie Tsaconas Sent: Monday, 16 June 2014 10:05 AM To: Thomas Campbell Subject: FW: Junior Grants Good Morning Tom Just a quick email to say a huge thank you for the $100 junior development grant for my twins sons to played in the North West Junior Soccer Association state championships held at Barratt reserve West Beach on the June long weekend. The carnival was awesome. Well organised, fun , friendly and just a great atmosphere to be a part of. The North West team were runners up losing only to West Border (Mt Gambier region) by only one goal. I have attached a photo of the boys for you to look at and use if you like. They are Jack and Lucas Tsaconas and they are 12 years old attending Tension Woods Catholic School on Brooker Terrace. I will send one more with their medals as the runners up. Once again thank you for your support. Sport really is getting very expensive and it a huge help to families to be able to access some type of funding for such a worthwhile cause and event. CIVIC COMMITTEE Page 19 22 July 2014 7.5 Community and Environment Grant Guidelines Review Brief This report seeks the Civic Committee's consideration for amendment of the Community and Environment Grants Guidelines. RECOMMENDATION It is recommended to Council that the Community and Environment Grant Guidelines be amended as recommended in the report. Introduction The Community and Environment Grants program provides the opportunity for community groups and organisations to implement initiatives that achieve community development goals and contribute to improving the well-being of the citizens of West Torrens and their natural environment. Discussion Applications for funding through the Community and Environment Grants program are assessed against eligibility and essential selection criteria as detailed in the Community and Environment Grants Guidelines (Attachment 1). The criteria require that applications be assessed in an equitable and transparent manner and they have been amended several times over the life of the program. In previous years ineligible applications have included those that "Are completed or for costs that have already been occurred", but not in the current version. There does not appear to have been a resolution to that effect, so an administrative error when updating the guideline forms each year has been assumed. The matter came to light when an application was received last year to retrospectively fund a completed project. Reinstating the criteria (as the first under Section 4) will remove the potential for applicants to predict/presume the outcome of Council's assessment and decision making process, and then feel aggrieved by a negative outcome. Conclusion Community and Environment Grants provide an opportunity for community groups and organisations to implement community development and environmental projects throughout the City of West Torrens. Reintroducing the criteria which makes retrospective projects ineligible for funding will ensure that funds can only be allocated for projects being planned.

CIVIC COMMITTEE Page 23 22 July 2014 7.6 Review of Junior Development Grant Guidelines Brief This report seeks the Civic Committee's consideration of an amendment to the Junior Development Grants Guidelines. RECOMMENDATION It is recommended to Council that the Junior Development Grant Guidelines be amended as recommended in the report. Introduction The Junior Development Grants program supports the participation of young people, aged less than 18 years, in a range of activities, including; sport and recreation; science and technology; and history, arts and culture. Discussion Applications for funding through the Grants program are assessed against the eligibility and essential selection criteria as detailed in Attachment 1. The criteria require that applications be assessed in an equitable and transparent manner and, like for other programs, they have been subject to minor amendments over the life of the program. On several occasions, and in response to Member queries, the Administration has indicated a level of discomfort with the current eligibility criteria because they permit grant monies to be used (in effect) in support of commercial activities. The guidelines prevent (refer 4f) funding when the young person's 'club' receives commercial sponsorship, but an anomaly exists that provides funding when the 'club' itself is a commercial entity. For example, past recipients have included young people representing a music, dance, acting and/or talent 'school' (for which fees are charged) or to attend activities created/managed by same. It is therefore recommended that Condition 4f be amended to read:

CIVIC COMMITTEE Page 25 22 July 2014 7.7 LGA/RSL Virtual War Memorial (VMW) Project Brief Council has received correspondence from the LGA requesting a one-off contribution of $3,565 towards the RSL Virtual War Memorial (VWM) Project. RECOMMENDATION(S) That the Civic Committee recommends to Council the allocation of $3,565 to the RSL Virtual War Memorial Project. Introduction The LGA has been asked by the RSL to explore whether councils wish to contribute to its "Virtual War Memorial Project" (Attachment 1). Discussion The Virtual War Memorial Project (VWM) is an initiative of the RSL in South Australia. It is designed to be an interactive web-based Honour Roll with a dedicated page for each service man or woman who has served in the defence of this country. A key objective of the project is community engagement. Specifically any member of the community will be able to search and make contributions to the site; e.g. adding personal accounts, stories passed down within families, uploading photos and images etc. The RSL has launched a fund raising appeal designed to raise $750,000. It is noted in the correspondence that, given the success of the Aboriginal Memorial, the RSL is again approaching all councils in the state for a combined contribution of $100,000. Using the LGA subscriptions formula, the City of West Torrens contribution is recommended to be $3,565. Subject to Council approval, the RSL has also indicated that councils could make their contributions over 2 financial years. All councils making a donation will be acknowledged on the VWM website. Further recognition by the RSL would include a Certificate of Thanks and inclusion in a listing of donors in an Advertiser Article. Conclusion That the Civic Committee recommends to Council the allocation of $3,565 to the RSL Virtual War Memorial Project.

CIVIC COMMITTEE Page 28 22 July 2014 7.8 ANZAC Centenary Commemoration Brief This report presents work to date on planning for the commemoration of the centenary of ANZAC and its relevance to West Torrens. RECOMMENDATION It is recommended that Council notes the progress of planning for the 2015 ANZAC Centenary Commemoration and supports the direction outlined. Introduction The Commonwealth Government is encouraging all communities and all Australians to commemorate the ANZAC tradition, coinciding with the 100th anniversary of the landings at Gallipoli. The Civic Committee at its meeting of 27th May discussed the possibility of a significant series of commemoration events for the City of West Torrens. A further scoping meeting was held on 8th July between nominated members of the committee (Mayor Trainer, Councillors Mangos and McKay) and the Administration. A series of proposals currently being explored follows. They are designed to link thematically around the concepts of the ANZAC tradition (with a specific focus on World War 1), the impact of that war on West Torrens and what ANZAC means today. Coordination The significance of coordinating with the RSL, the two local historical societies and other interested parties, has been identified. Other parties may include; local schools, local senior citizens groups, Federal and State members of Parliament. Scope of Events & Activities • Dawn Service. The main focus of events will be the traditional dawn service on 25th April

2015 in the Memorial Gardens, which will be managed by the RSL. However this will be supported by a series of activities before and after to highlight the significance of ANZAC and the impact of war on the local community.

• Library. We are already witnessing the production of major new publications and studies into the origins, conduct and historical significance of World War 1. The Library can use this opportunity to boost and upgrade its "ANZAC collection", develop a specific display area in the library for these publications and where possible seek out opportunities to host events throughout the year focussing on specific topics, publications or films. This can coincide with the use of data projectors for window illuminations of appropriate themes.

• Auditorium. It is proposed to work in conjunction with the two local historical societies, in addition to making a general public call for the collection of significant items of interest, memorabilia and stories portraying relevant themes including; a study of how daily community life in West Torrens was affected at the time; the experience of the Diggers both abroad and on return; the contribution to the war effort of various local industries where possible; and the legacy left by the war ( e.g. Thebarton Oval). This collection can then be curated to form the basis of a month long exhibition commencing prior to 25th April and running concurrently with History Month - May.

CIVIC COMMITTEE Page 29 22 July 2014 • The West Torrens ANZAC Centenary Prize. As a way of developing community awareness

and interest in this local approach to the ANZAC Centenary, Council could consider offering a West Torrens ANZAC Centenary Prize in several categories such as; best artwork, best 1,000 word essay and best poem. These one-off prizes, in addition to some appropriate monetary value could also be used in the following way;

o The Art Prize could be mounted and put on display in the Auditorium Gallery for the duration of the ANZAC exhibition and then go on display in the Civic Centre for the remainder of the year.

o The 1,000 word essay could be published in local newspapers.

o The winning poem could be read out by the author as part of the Dawn Service, subject to the agreement of the RSL organisers.

o All entries in all categories could also be uploaded onto a special Council web page.

o Entries for these prizes could be open to any resident of West Torrens aged between 14-25 years (or some other range as determined by Council), but based on the general age range of those who fought.

o The theme for all entries to be congruent with the themes announced by Council, namely; the impact of the war on West Torrens and what ANZAC means today.

o In addition to nominated members of Civic Committee assistance with the judging of these entries could be sought from local schools and the RSL.

• Badging and Logo. The Commonwealth Government has created a unique logo to commemorate the centenary of ANZAC (see below). Permission to use the logo would need to be sought and conditions of use adhered to. Council may then use this logo to brand specific events and activities associated with ANZAC commemoration. Council could also consider adding the logo to its strategic communications, media releases, web site and other communications with residents as a way of generally highlighting the centenary of ANZAC.

CIVIC COMMITTEE Page 30 22 July 2014 • Linking with Other Activities. The Commonwealth Government is planning a series of

international, national and local events around Australia. For example in addition to major commemorative events the Commonwealth is also sponsoring a "Travelling Exhibition" from 2015, this is designed to link the significant events of the war with local communities' experiences (this is congruent and complementary with the approach proposed to be taken in West Torrens).

The Commonwealth Government is also offering grant funding in a range of categories (e.g. arts and culture, local historical research) which may be of benefit to local activities. Federal members of Parliament are also being provided with grant funding and are being encouraged to establish Electorate Committees for planning and coordinating ANZAC events. It may therefore be advantageous to liaise and, where possible, coordinate with the activities of local Federal Members.

Conclusion The report advises Members of the outcome from the meeting of the group nominated by the Civic Committee at its last meeting, with some additional content from the Administration. Given Council support, the Administration will pursue the options outlined in the report (above) and provide regular updates to the Civic Committee.
