NBN Co has engaged Ericsson as the equipment vendor and project manager to establish the infrastructuresrequired to facilitate the fixed wireless component of the National Broadband Network. Ericsson has in turnengaged Visionstream to act on its behalf in relation to the establishment of the required fixed wireless networkinfrastructure.
The NBN is a high speed broadband network that is intended to utilise three technologies - fixed line, fixed wirelessand satellite, in orderto provide high-speed broadband accessto allAustralian homes and businesses.
In order to enable the provision of these services to the local community, NBN Co has undertaken a thoroughanalysis of potential site alternatives and during this process has attempted to select the most appropriate site.Factors such as the ability to meet the required coverage and technical objectives, the surrounding landscape andcommunity needs have all been carefully considered as part of this selection process.
As part of this final assessment, it was determined that in relation to the fixed wireless component of the NBN rollout, a new telecommunications facility at the above address would be required so as to provide high speed wirelessbroadband coverage to the rural areas in and around Glenlyon.
Please find enclosed an application for development approval for the proposed telecommunications facility. The
facility comprises a new 60 metre lattice tower along with ancillary components at the above address which formspart the National Broadband Network of fixed wireless infrastructure.

2. BACKGROUND
2.1 nbn and the National Broadband Network
nbn is the organisation responsible for overseeing the upgrade of Australia'sexisting telecommunications network and for providing wholesale services toretail service providers. The NBN is designed to provide Australians with access
to fast, affordable and reliable internet and landline phone services.
nbn plans to upgrade the existing telecommunications network in the most cost-efficient Way using best-fit technology and taking into consideration existinginfrastructure.
The nbn"'s fixed wireless network will use cellular technology to transmitsignals to and from a small antenna fixed on the outside of a home or business,which is pointed directly towards the fixed wireless facility.
nbn"'s fixed wireless network is designed to offer service providers withwholesale access speeds of up to SOMbps for downloads and 2OMbps foruploads.l
2.2 What is Fixed Wireless and how is it different to MobileBroadband?
The nbn"'s fixed wireless network, which uses advanced technology commonlyreferred to as LTE or 4G, is engineered to deliver services to a fixed number ofpremises within each coverage area.
This means that the bandwidth per household is designed to be more consistentthan mobile wireless, even in peak times of use.
Unlike a mobile wireless service where speeds can be affected by the number ofpeople moving into and out of the area, the speed available in a fixed wirelessnetwork is designed to remain relatively steady.

2.3 The Fixed Wireless Network - Interdependencies
Although fixed wireless facilities are submitted to Council as standalonedevelopments from a planning perspective, they are highly interdependent. Each
fixed wireless facility is connected to another to form a chain of facilities thatlink back to the fibre network. This is called the'transmission network'.
The transmission network requires line of sight from facility to facility until itreaches the fibre network. The fixed wireless network will remain unconnectedwithout the transmission network and a break in this chain can have flow oneffects to multiple communities.
A typical fixed wireless facility will include three to six antennas mounted abovethe surrounding area. Each antenna is designed to cover a set area to maximisesignal strength. These network antennas communicate to a small antennainstalled on the roof of each customer's home or business.
The proposed Fixed Wireless facility at Glenlyon is a Fixed Wireless Hub Site(refer to Figure 1). It has been designed to provide wireless broadband servicesto premises in Glenlyon and surrounds, whilst also acting as a transmission linkbetween a proposed facility at Wheatsheaf and the existing facility atCastlemaine,

3. SITE SELECTIONPlanning for a new fixed wireless broadband facility is a complex process. nbnconducts a rigorous multi-stage scoping process, as outlined below.
3.1 Identification of areas requiring Fixed Wireless coverage
nbn"'s Fixed Wireless locations are determined by a number of factors includingthe availability of both the nbn" Fibre transit network and the availability ofPoint of Interconnect (POI) facilities to allow for the installation of nbn'" fibreequipment. nbn uses a number of methods to identify those parts of Australiathat require Fixed Wireless coverage. When an area is identified as requiringFixed Wireless coverage, investigations are undertaken to determine themeasures required to provide this coverage.
nbn has identified a requirement to provide a Fixed Wireless facility at Glenlyon.The facility is designed to provide Fixed Wireless internet services toapproximately 170 premises in the Glenlyon area.
3.2 Site Selection Parameters
nbn generally identifies an area where the requirement for a Fixed Wirelessfacility would be highest, a 'search area.' A preliminary investigation of the areais then undeftaken, in conjunction with planning and property consultants,radiofrequency engineers and designers in order to identify possible locations toestablish a facility.
Generally speaking, new sites must be located within, or immediately adjacentto, the identified search area in order to be technically feasible. However, whilethe operational and geographical aspects of deploying new facilities are primaryfactors, there are also many other issues that influence network design, whichhave to be resolved in parallel.
Some of the issues that may be considered include visual amenity, potential co-location opportunities, the availability and suitability of land as well as a willingsite provider, occupational health and safety, construction issues (includingstructural and loading feasibility and access for maintenance purposes),topographical constraints affecting network line of site, legislative policyconstraints, environmental impacts, and cost implications.
The number, type and height of facilities required to complete the Fixed Wirelessnetwork are largely determined by the above operational, geographical andother factors discussed that influence final network design. These compounding

factors often severely restrict the available search area within which a facilitycan be established to provide Fixed Wireless internet services to a localcommunity.
3.3 Candidate Sites
3.3.1 Opportunitles to Colocate
A search of the Radio Frequency National Site Archive confirms that one (1)colocation opportunity exists in Glenlyon (Site No: 3461007) (Figure 2).
The existing 35m Telstra monopole was considered by nbn and will be discussedin detail in Section 3.3.3.

3.3.2 Existing Structures
Where possible, nbn have looked for opportunities to utilise other forms ofexisting infrastructure to'co-site'.
Using desktop analysis and site inspection, opportunities for suitable'co-siting'were investigated.
No opportunities to co-build were found in the Glenlyon area.
3.3.3 Greenfield Candidates
Following the identification of the search area, several candidate sites wereexamined. Each candidate was assessed based on the ability to meet thecoverage objectives and site considerations detailed above. A total of tencandidates were selected for in-depth investigation including an on-siteinspection of three of these candidates, as per Figure 3 below.
nbn endeavours to avoid locating search areas in close proximity to residentiallocalities and potentially sensitive land uses, where practicable.
The chosen proposed site location at Glenlyon is located within a rural area tothe east of the main Glenlyon township, which is characterised by mediumdensity housing. The proposed site location has been strategically positionedaway from the central township to minimise visual impacts. The extensiveseparation from neighbouring dwellings and significant on-site vegetationprovide an ideal location for the proposed telecommunications facility in regardsto visual amenity.

To achieve nbn's coverage objectivesat this location the existing monopolewould need to be swapped out for a50m lattice tower. A nbn Community Information Session was held on the 9th August 2OL7 atGlenlyon CFA Station to provide the local community with information on theproposed nbn Fixed Wireless Facility and to obtain preliminary feedback on theinfrastructu re proposa l.
The above site candidate investigations were displayed for discussion duringthe session, and the community was consulted based on at 60 metre latticetower proposal at nbn's preferred site (subject site) at 22 Loddon Drive,Glenlyon VIC 3461, The community feedback from the information session wasgenerally positive and suggested that the community had a strong need forimproved internet services.
No changes were made following the community information session due tothe solely positive feedback from the residents in the surrounding area.

4. SUBJECT SITE & SURROUNDSThe telecommunications facility is to be located at Allot. 2 Sec. 48 TOWNSHIPOF GLENLYON described as 22 Loddon Drive, Glenlyon VIC 3461. Figures 4 and5 identify the subject property within the context of the local area as well as theproposed location of the facility on the property.
Access to the propefty during construction is granted via a temporary accesstrack of 200m constructed off the existing propefty access from Loddon Drive.The proposed construction access will require the removal of sections of existingfencing, however these will be replaced post-construction. This access track willbe used for construction only, via an existing gate, and does not requireupgrading as the construction will be limited to dry weather only. The temporaryaccess is proposed to provide a direct route to the compound for heavyconstruction vehicles and cranes and reduces the amount of impact onsurrounding vegetation as it is located fufther in from the boundary fence. Theongoing maintenance access, to be used approximately three times per year,will utilise the current access to the dwelling from Loddon Drive, plus a proposednew 215m nbn access track from the dwelling to the compound area along thepropefty boundary. This separate maintenance access is proposed for smallvehicles to ensure no long-term disruption occurs to the landowner's use of thepropefty.

The built form and typical land uses on adjoining propefties and surroundlngarea are predominantly smaller rural residential lots, characterised by onedwelling to the east and south. Much of the surrounding landscape to the northand west features vacant grazing land.
Separation between the proposed development location on the subject propeftyand the closest residential dwelling on an adjoining property is approximately220 metres south west, on Mofton Street. The propos€d site location is wellseparated from the Glenlyon Township and surrounding residential dwellingsmitigate issues surrounding visual amenity. Extensive tree screeningsurrounding the subject property will fufther minimise the visual prominence ofthe facility. Some existing vegetation in and around adjoining propefties will alsohelp to screen viewpoints in the township area.
The proposed facility location is situated between Denver and Lyonville in theHepburn Shire region. The Glenlyon area is characterised by a small group ofmedium density residential dwellings approximately 10.5km northeast ofDaylesford.

6. CURRENT PLANNING CONTROLS
The proposal has been assessed having regard to the relevant Heads ofConsideration under Section 79 C (1) of the Environmental Planning andAssessment Amendment Act, 1979. This provides that, in determining a
development application, a consent authority is to take into consideration suchof the following matters as are of relevance to the development the subject ofthe development application.
6.1 Commonwealth Legislation - The Telecommunications Act
This legislation establishes the criteria for 'low impact' telecommunicationfacilities. If a proposed facility satisfies the requirements of a 'low impact'facility, the development is exempt from the planning approval process.
Further clarification of the term 'low impact' is provided in theTelecommunications Act 1997 and the Telecommunications (Low ImpactFacilities) Determination 1997, which was gazetted subsequent to the Act. TheTelecommunications (Low Impact Facilities) Determination 1997 establishescertain facilities, which cannot be considered 'low impact'facilities.
The proposed facility is not low impact under the definitions contained in theCommonwealth legislation. Planning consent is therefore required for theproposed facility.
6.2 State Legislation - Code of Practice forTelecommunications Facilities in Victoria
A Code of Practice for Telecommunications Facilities in Victoria (July 2004)(Code) is an incorporated document in all Planning Schemes in Victoria pursuantto Clause 81 of the Victorian Planning Provisions. The purpose of the Code isto:
. Set out the circumstances and requirements under which land may be
developed for a telecommunications facility without the need for a
planning permit.. Set out principles for the design, siting, construction and operation of a
telecommunications facility which a responsible authority must considerwhen deciding on an application for a planning permit.
It aims to:. Ensure that telecommunications infrastructure and services are provided
in an efficient and cost effective manner to meet community needs.. Ensure the application of consistent provisions for telecommunications
facilities.

Encourage an effective statewide telecommunications network in amanner consistent with the economic, environmental and socialobjectives of planning in victoria as set out in section 4 of the planningand Environment Act 1987 (Vic).
. Encourage the provision of telecommunications facilities with minimalimpact on the amenity of the area.
6.3 State Planning Policy Framework
The State Planning Policy Framework (SPPF) must be considered whendetermining a permit application.
Clause 19.03-4 of the SPPF is specific to 'Telecommunications' and states theobjective, strategies and policy guidelines in relation to such developments. Thespecific objective for telecommunications is to facilitate the orderlydevelopment, extension and maintenance of telecommunication infrastructure.
Clause 19.03-4 lists a number of strategies on how this objective can beimplemented. In particular, it is stated that a Planning Scheme should nofprohibit the use of land for a telecommunications facitity in any zone.
Generally, the clause seeks to recognise that telecommunications is an essentialaspect of all modern life, to ensure no adverse impacts upon the environmentrelating from telecommunications facilities and to reflect the implications of theCommonwealth and State legislation specific to telecommunications facilities.
6.4 The Municipal Strategic StatementThe Hepburn Planning Scheme includes Council's Municipal Strategic Statement(MSS), which forms part of the Local Planning Policy Framework (LppF) and isintended to guide future development within the municipality. Like the SppF,the LPPF is a relevant consideration in determining any permit application.
The MSS notes the key influences and issues including the built form andamenity, environment, economic development and relevant to the provision ofnbn services, Infrastructure.
The MSS notes that power and communications infrastructure within themunicipality is capable of serving the foreseeable demand and is required forthe Council's future economic development,
The nbn proposal is considered to be consistent with the future growth,sustainable development and employment for the region.

Rural Conserwation Zone
The site is located within the Rural Conservation Zone pursuant to Clause35.06 of the Hepburn Planning Scheme. As far as relevant to this applicationthe purpose of this zone is:
. To implement the State Planning Policy Framework and the LocalPlanning Policy Framework, including the Municipal Strategic Statementand local planning policies;
. To conserve the values specified in a schedule to this zone;
. To protect and enhance the natural environment and natural processesfor their historic, archaeological and scientific interest, landscape, faunalhabitat and cultural values;
. To protect and enhance the natural resources and biodiversity of thearea;
. To encourage development and use of land which is consistent withsustainable land management and land capability practices, and whichtakes into account the conservation values and environmental sensitivityof the locality;

. To provide for agricultural use consistent with the conservation ofenvironmental and landscape values of the area; and
. To conserve and enhance the cultural significance and character of openrural and scenic non-urban landscapes.
A Telecommunications facility is a 'section 1' use (permit not required) underthe Rural Conservation Zone on the condition that buildings & works meet therequirements of Clause 52.L9 (refer to section 6.8 below).
Any permit requirement for use or buildings and works is displaced by clauses62.0L and 62.02-L of the Hepburn Planning Scheme, so long as therequirements of clause 52.t9 are complied with (eg that any permit requiredunder clause 52.L9 is obtained).
In this instance a planning permit is required for use and buildings and worksassociated with the erection of a telecommunications facility.
Pursuant to the Decision Guidelines of the Rural Conservation Zone, theresponsible authority must consider if the proposed use or development iscompatible with adjoining and nearby land uses.
As previously mentioned, the proposed nbn facility is considered visuallycompatible with the rural landscape qualities of the site and surrounds.Surrounding existing dense vegetation provides significant screening for theproposed facility.
The proposal is also consistent with the environmental qualities of the site, as itis located in a paftially cleared area which will result in minimal impact tovegetation. Seven (7) trees are proposed to be removed forthe construction ofthe access track and nbn compound. Eight (8) branches are also proposed fortrimming along the access track to the compound. This vegetation removal isconsidered to be minor portion of the overall vegetation on site and thereforewill have minimal impact on the existing environment.
The proposed facility has a compound area of only 120m2 and therefore will notaffect the existing or future use of the site.
The proposed nbn facility has been sited to minimize adverse impacts on thelandscape and views from surrounding properties and roads. The location of thefacility has been proposed in the most appropriate and practical solution bylocating in a predominantly cleared area with significant existing tree screeningand extensive separation from neighbouring dwellings. The closest residentialdwelling is situated approximately 220m southwest of the proposed facility,which is also setback 300m southeast of Daylesford-Malmsbury Road. Thesesetbacks will minimise visual amenity concerns in the surrounding area.Surrounding vegetation will provide screening opportunities of the lower portionsof the facility and fufther minimise visual impact.

The proposed access will not require an upgrade of new access from Loddon
Drive as both access tracks will be constructed off the existing track within thesubject propefty. Access to the propefty during construction is granted via atemporary access track of 200m constructed off the existing propefty access
from Loddon Drive. This access track will be used for construction only, via an
existing gate, and does not require upgrading as the construction will be limitedto dry weather only. The ongoing maintenance access, to be used approximatelythree times per year, will utilise the current access to the dwelling from LoddonDrive, plus a proposed new 215m nbn access track from the dwelling to thecompound area along the propefty boundary. This separate maintenance access
is proposed for small vehicles to ensure no long-term disruption occurs to thelandowner's use of the propefty.
The structure type, design and colour minimize the visual impact on thelandscape with a lattice tower selected. Panel antennas and dish will be mountedto the tower, to maintain a slimline appearance in muted non-reflective coloursand finishes. The height proposed for the facility has been determined with a
requirement to locate the three panel antennas at 60m and the parabolic dishantenna at 40m. This is the minimal height required to achieve nbn's coverageobjectives for Glenlyon and the surrounding area.
It is for these reasons that the proposal to use the site for a telecommunicationsfacility is considere.d compliant with requirements of the Rural ConservationZone.

The use of a 'Telecommunications Facility' is not listed under the table ofexemptions in 42.01 of the Hepburn Planning Scheme, and therefore theproposal requires a planning permit for the building and works under the ESO.
The Environmental Significance Overlay seeks to;
. Implement the State Planning Policy Framework and the Local PlanningPolicy Framework, including the Municipal Strategic Statement and localplanning policies;
. Identify areas where the development of land may be affected byenvironmental constraints; and
r Ensure that development is compatible with identified environmentalvalues.
However, the proposed site location is under Schedule 1of the ESO which relatesto proclaimed catchment protection. Schedule 1 of the ESO has the followingobjectives;
. To protect the quality of domestic water supplies within the Shire and thebroader region;

statewide telecommunications network, and encourage the provision oftelecommunications facility with minimal impact on the amenity of the area.
Before deciding on a permit application under clause 52.t9, Council mustconsider:
. The decision guidelines under clause 65 of the planning scheme.
. The principles for the design, siting, construction and operation of aTelecommunications facility set out in A Code of Practice forTelecommunications Facilities in Victoria.
. The effect of the proposal on adjacent land.
. If the Telecommunications facility is located in an EnvironmentalSignificance Overlay, a Vegetation Protection Overlay, a SignificantLandscape overlay, a Heritage overlay, a Design and DevelopmentOverlay or an Erosion Management Overlay, the decision guidelines inthose overlays and the schedules to those overlays.
Information to be submitted with the application under Clause 52.19-5 of thePlanning Scheme has been addressed in this submission or attached to thisapplication.
6.8 General Provisions (Use and development not requiring apermit)
Clause 62 of the Planning Scheme identifies a number of land uses, buildingsand work which do not require a planning permit.
Relevantly:
. Clause 62.0L states that "[a]ny requirement in this scheme relating to theuse of land does not apply to... [t]he use of land for a telecommunicationsfacility if the associated buildings and works meet the requirements ofClause 52,L9"; and
. Clause 62.02-L states that "[a]ny requirement in this scheme relating tothe construction of a building or the construction or carrying out of worksdoes not apply to buildings and works associated with atelecommunications facility if the requirements of Clause 52.L9 are met."
This means that, so long as a permit is sought and obtained under clause 52.L9,a permit is not required for use or development under any of the zone or overlaycontrols applicable to the site.2
However, as noted above, in some cases the decision guidelines from applicableoverlays are relevant when assessing a permit application under clause 52.L9.

7. OTHER ENVIRON M ENTAL CONSTRAINTSAND OPPORTUNITIES
7,1 Visual Impact7.1.1 Setting and Location
The siting of the proposed lattice tower on the subject propefty is consideredappropriate and practical. Critical to the site selection and decision makirigprocess was the potential impact of the structure in the visual landscapeparticularly as the site is located in a Rural conservation Zone.
The surrounding landscape features heavily vegetated and relatively flattopography. The subject property is characterised by a single dwelling, andvacant paddocks. Land surrounding the property comprises largely agriculturaluses to the north and east and smaller lot residential properties to the southand west within the Glenlyon township.
The proposed development takes advantage of significant existing vegetation,providing extensive screening, pafticularly for dwellings to the west within theGlenlyon township. Visual impact with the structure in this rural-residential areais considered low.
Considering the nature of urban development within the Glenlyon township andsurrounds, the site is in a preferred location, being located to the east of theGlenlyon township, separated from the main hub of residential dwellings.
Mature tree heights along Daylesford-Malmsbury Road, and surroundingdwellings, provide screening of the compound on the ground and a poftion ofthe structure from view from passing traffic. Given the vegetation in thesurrounding Glenlyon area, the site will not be visible from a majority of angles.
The structure in the proposed location will not obscure an important view orvista. It has been strategically located to minimise impact due to extensivetree screening and separation from neighbouring dwellings.
7.1.2 Design
The proposed 60 metre lattice tower is the smallest structure capable ofmeeting nbn's coverage and operational objectives. nbn panel antennas willbe mounted at a height of 60m and the parabolic dish at 40m. Surroundingdense existing vegetation within the subject property will aid in screening thelower poftions of the tower to the Glenlyon township. Extensive separationfrom nearby dwellings will also mitigate the visual impact on surroundingresidents.

The design and construction materials are consistent with similar lattice towersidentified elsewhere in the region.
While the structure may be visible from some aspects, based on the siting, theproposed development will not result in adverse impacts on visual amenity in
the local area, or the prevailing rural and landscape form elsewhere in
Glenlyon.
7 .2 Heritage
In order to determine any possible natural or cultural values of state or nationalsignificance associated with the site, a search was conducted through therelevant Heritage Registers. There are no known items of cultural, historical orenvironmental heritage significance located within the subject property. Theclosest heritage item is Glenlyon Racecourse, Mineral Spring and RecreationReserve, located on Suttons Lane, Glenlyon, approximately 70m west of theproposed facility location. The heritage item is a recreation reserve utilised bythe Glenlyon & District Pony Club. The racecourse is not listed on the VictorianHeritage Register. Given the extensive tree screening surrounding the subjectproperty and the small ground area utilised for the proposed facility, theproposed telecommunications facility is not considered to have any adverseimpacts upon this heritage item.
The proposed site location is within an Area of Aboriginal Cultural HeritageSensitivity, which covers the length of the Loddon River. Given that the proposed
facility location is situated over 100m noftheast of the Loddon River and coversa small ground area of just 120m2, it is considered that the proposal will nothave any adverse impacts on the heritage sensitivity of this area.
7.3 Electrical Interference and Grounding of the Facility
The nbn" fixed wireless network is licensed by the Australian Communicationsand Media Authority (ACMA) for the exclusive use of the OFDMA9800 frequencyband. As nbn is the exclusive licensee of this sub-band, emissions from nbn"equipment within the frequency band should not cause inteference.
Filters will also help to ensure that each facility meets the ACMA specificationsfor emission of spurious signals outside the nbn" frequency allocations. nbnintends to promptly investigate any interference issues that are reported.
The facility is also designed to be grounded to the relevant Australian Standards- that is, the facility will be'earthed'.

heavily vegetated property, it is considered that the proposal will have minimaladverse impact upon any flora or fauna species or their habitats within theproperty.
7.9 Endangered Species
In order to determine any possible Endangered Species associated with the site,an online search was conducted through the Federal Government ProtectedMatters Search Tool. The search indicated that 19 Listed Threatened Speciesmay be located within a 1km radius of the proposal site. We have assessed theproposal against the guidelines set out in the Matters of National EnvironmentalSignificance - Significant Impact Guidelines 1.1. We consider that the proposalwill not have a significant impact on Matters of National EnvironmentalSignificance.
7.tO Social and Economic ImpactsAccess to fast internet is an essential service in modern society. Initially, smallto medium business customers accounted for a significant part of the demandfor broadband technology, but internet services have now been embraced bythe general public. Usage of internet services continues to widen as newtechnologies become progressively more affordable and accessible for the widercommunity.
The proposed development should provide significantly enhanced fixed wirelessinternet coverage to Glenlyon. This is expected to be of particular benefit forresidential dwellings in the locality.
The new nbn* network is designed to provide the community with access tofast and reliable internet services. A reliable internet service is important to helppromote the economic growth of communities, and the facility is anticipated tohave significant social and economic benefits for the local community.
7.LI Public Safety7.Ll.l Radiofrequency Emissions
In relation to public safety and specifically Electromagnetic Emissions (EME) andpublic health, NBN Co operates within the operational standards set by theAustralian Communication and Media Authority (ACMA) and Australian RadiationProtection and Nuclear Safety Agency (ARPANSA). ARPANSA is a FederalGovernment agency incorporated under the Health and Ageing portfolio and ischarged with the responsibility for protecting the health and safety of bothpeople and the environment from the harmful effects of radiation (ionising andnon-ionising).

B. CONCLUSION
The proposed nbn" network facility, comprising a 60m lattice tower, 3 x panel antennas, 1x transmission dish and ancillary equipment has been slted in the most appropriate locationgiven the context of the local area and service objective - providing broadband services toGlenlyon.
The facility has been strategically sited and designed to minimise visibility within thesurrounding environment as much as practicable by siting alongside dense, mature existingvegetation and east of the main Glenlyon township. The visual impact of the developmenton the surrounding area has been assessed and given the siting and design, the proposal isconsidered unlikely to cause any significant harm to the visual amenity or scenic value of thearea' Although the lattice tower would be visible at varying degrees depending on the line ofsite of the viewer, negative impacts on visual amenity are not deemed to be significant, giventhe substantial separation between rural propefty lots in the area and the extensive screeningprovided at the proposed site location.
Accordingly, it is considered that the visual impact of the proposal is acceptable having hadfull regard to the context of the locality, the nature of the design employed, and the coveragebenefits deriving from the installation.
The proposal is also consistent with the stated objectives of the Hepburn planning Scheme.It is considered that the proposal will provide an important community benefit to Glenlyonand the wider Hepburn LGA providing service to local residents and businesses.
We respectfully request that Council considers the limited impacts and expected benefits ofthis proposed facility in assessing this Development Application.

The purpose of this report is to provide calculations of EME levels from the existing facilities at the s1e and any proposedadditional facilities.
This report provides a summary of levels of radiofrequency (RF) electromagnetic energy (EME) around the wireless basestation at Glenlyon, 22 Loddon Drive GLENLYON Vlc 3461. These levels have been Cibulated by Ericsson usingmethodology developed by the Australian Radiation Protection and Nuclear Safety Agency (ARpANSA)
The maximum EME level calculated for the proposed systems at this site is 0.03g% of the public exposure limit.
The ARPANSA StandardARPANSA, an Australian Government agency in the Health and Ageing portfolio, has established a Radiation ProtectionStandard specifying limits for general public exposure to RF transmissions at frequencies used by wireless base stations, TheAustralian Communications and Media Authority (ACMA) mandates the exposure limits of the A{PANSA Standard.
How the EME is calculated in this reportThe procedure used for these calculations is documented in the ARPANSA Technical Report "Radio Frequency EME ExposureLevels - Prediction Methodologies" which is available at http://www.arpansa.qov.au.
RF EME values are calculated at 1.5m above ground at various distances from the base sta1on, assuming level ground.
The estimate is based on worst-case scenario, including:o wireless base station transmitters for mobile and broadband data operating at maximum powero simultaneous telephone calls and data transmission. an unobstructed line of sight view to the antennas.
In practice, exposures are usually lower because:. the presence of buildings, trees and other features of the environment reduces signal strength. the base station automatically adjusts transmit power to the minimum required.
Maximum EME levels are estimated in 360" circular bands out to 500m from the base station.
These levels are cumulative and take into account emissions from all wireless base station antennas at this site.The EME levels are presented in three different units:
. volts per metre (V/m) - the electric field component of the RF wave
o milliwatts per square metre (mWm'z) - the power density (or rate of flow of RF energy per unit area)
' percentage (%) of the ARPANSA Standard public exposure limit (the public exposure limit = 100%).

The calculated EME levels in this report have been expressed as percentages of the ARPANSA RF Standard and this tableshows the actual RF EME limits used for the frequency bands available. At frequencies below 2000 MHz the limits vary acrossthe band and the limit has been determined at the Assessment Frequency indicated. The four exposure limit figures quoted
are equivalent values expressed in different units - volts per metre (V/m), watts per square metre (Wm'?), microwatts per
