Subject: President’s address on 19th Annual General Body meeting.

On behalf of Executive Committee, NSG, I welcome you all to the 19th Annual General

Body meeting. At the onset I would like to mention that the year has been a very

demanding year with effort and resources diverted towards non-plan activities yet, the

Management Committee has tried its level best to maintain NSG ethos, ethics and culture.

The President expresses his heartfelt thanks to members for restoring their faith again and

again to work with conviction. Progress made by the Management in the following areas are

as under:-

1. Green belt

Greater Noida Industrial Development Authority have been requested to find a

permanent solution to the existing situation.

2. Water bill

Members have been requested to clear water bills of their plots, wherein majority

of the members have not deposited water bills to GNIDA in spite of clear instructions issued

vide Notice No.37.

3. Nursery School and recarpetting of Roads.

Recarpetting of road by M25 ecocrete has been completed but construction of

Nursery School could not been undertaken due to continuous interference by the non

homogenous members.

4. Audit of the Society.

Audit of the Society has been carried out for the financial year 2016-17. Balance

Sheet for the financial year 2016-17 has been uploaded as Notice No. 181.

5. Problems of the Society.

i. The following information is still awaited from some of the members:-

a. Email ID / Mobile Number

b. A copy of water bills paid by them to GNIDA right from the date of receipt of

occupancy certificate. Notice No.37

c. Completion Certificate- Notice No.8

d. Approved map of the house - Notice No.8

e. An affidavit that the house has not been transferred / sold in any manner- Notice

No. 73

f. Transfer documents required as per Notice No. 17 to issue Associate

Membership- Notice No. 95

ii Court case: Members staying on ground and members at the AGM forum had

requested to clear the society with unofficial construction by non-homogeneous members,

errection of Mobile Tower, running of PG etc in the Society premises – Management

Committee with untiring effort got cancelation letters issuied by GNIDA against the

defaulters who have gone to the Hon’able Court against these orders, i.e. Gen. Hoshiar

Singh of A-65,and resident of C-75, Shri Surender Singh Nagar have filed case against NSG

Society. Few residents have also tried to implead themselves against NSG Society.

It is sad to state that Management’s effort and resources have been taking away in

defending the NSG Society in the Hon’able Court yet, I would like to place on record that

the Management Committee has done its best to maintain the Society economically and to

provide new facilities to the members by way of functional Shopping Centre, development

of green belt, provision of piped natural gas and construction of cemented road. I would

also like to place on record that for the next 2 (two) financial years, maintenance charges

will remain at Rs. 12,000/- per annum.

List of Major decisions taken during financial year 2016-17 by the Management Committee.

1. In continuation of Board proceedings dated 26.10.2014 regarding examination of tender documents of recarpetting of road, the Management Committee examined the tenders received from Capital Constructions and ACC ltd. and resolved to approve them. The Management Committee also approved both the Memoranda of Understanding. 2. Management Committee resolved to approve allotment of 11 shops. Shop No. 12 will also be considered for allotment to suitable person by the Management. 3. The Management Committee discussed the issue in detail and resolved to follow Society Bye law No. 8 and not to obtain formal approval of Parishad in view of 97th Constitutional amendment and existing rules. 4. Management Committee examined the Lease deed dated 5.5.1999 of Society plots. 351 Society plots were allotted by the Greater Noida to homogenous group of NSG personnel. Subsequent transfers of plots has to be made as per Transfer Rules framed by the Society. There is no provision in Transfer Rules framed by the Society to transfer the plot on GPA. Declaration No. 6 given by the members is very clear. It has been resolved to cancel all the plots transferred on GPA and to file a criminal case against those 29 original members whose names are available in Notice No. 96 for having violated the provisions of declarations made by them and other Cooperative Rules. 5. It has been resolved by the Management Committee to cancel the plots of those members who had not paid maintenance charges for the year 2013 as was done in cases of those members who had not paid maintenance charges for the year 2007 and 2010. Before, however, doing so, a final Notice may be uploaded on Society web site. 7. Resolved to approve transfer case subject to submission of a copy of approved map of house, a copy of completion certificate of the house, deposit of Maintenance charges 2016, a copy of challan of water charges and an affidavit that the house has not been transferred on GPA or in any other manner. Application for NOC to be attested by Gazetted Officer and not an Advocate. 8. Resolved to approve rent of Mother dairy @ Rs.1000/- p.m. w.e.f 1.5.2016 for a period of three years. Rent deed be prepared and submitted as per resolution. 9. Time limit to deposit the amount of Rs. 12000/- has been fixed up till 30.6.2016. Thereafter a penalty of Rs. 300/- per month will be imposed. 10. Resolved to waive penalty up to 30.6.2016, which became effective w.e.f 1.7.2016 @ Rs. 300/- p.m.? 11. Resolved to approve installation of prepaid meters in Shopping Complex.

12. Fire fighting exercise by Security Guard and to obtain annual certificate from Fire Officer of Greater Noida. 13. The amount for maintenance of general upkeep of the Society to Sh Ved Prakash is increased to Rs. 1500/- p.m from Rs.1000/- 14. Electric poles be painted one meter from bottom to avoid rust at labour rates. 15. Resolved to prepare / construct storm water slabs at labour rates. 16. Resolved to approve purchase of one fogger to repel mosquitoes. 17. Rationalization of interest - Maintenance Charges 2007, 2010, 2013, 2015 and 2016 at the rate stated in the Agreement. 18. Construction of Society roads. 19. Construction of Nursery School. 20. Opening of both gates; gate No. 2 as per AGM resolution. 21. To cut tall trees from the top and replace the dead ones as per AGM resolution. 22. Issue of share certificate of Sh Baldev Singh ACIO of House No. B/134 and to consider the issue whether share certificate can be issued without receipt of approval of UP Awas evem Vikas Parishad. 23. To consider application of House No. C/50 against ipso facto cancellation of Society plots. 24. To consider application of Sh Joshi regarding signing of approved map of House No. C/55 by the Society after completion. 25. Reopening of Safal Shop in the Society. 26. The matter was discussed. Members were explained that the cement Companies have increased the rate of cement and due to increase in cost of cement, labor., etc. it is not possible to resume the work at old rates which were

recommended by the Board of officers. Revised rates so far intimated are as under : Ultra Teck Cement M25 with fly ash Rs. 5200/- per CuM M25 with PP fibre Rs. 5450/- ...do… M25 with steel fibreRs.6800/- …do… ACC M25 Rs.5200/- per cuM Conveyed on phone Lafarge M 25 -do- -2- The Management further discussed the matter with ACC to reduce rates quoted by them. They however agreed to supply M 25 ecocrete @ Rs.5000/- per cuM instead of

5200/- verbally. The Committee members also reiterated that the work of re-carpeting of roads should be completed early. 27. Transfer case of House No. B/24, C/42 were finalized. 28. The Committee examined the balance sheet 2015-16 which was signed by the President and the Secretary. 29. Resolved that AGM will be held on 19.11.2016 at Society Headquarters.

Facts with regard to non development of the Society.

1. A number of members have sold their houses without the permission

of the Society in violation of declaration No. 6 made by them.

2. A number of members although declared that they would live in Greater

Noida after allotment of plots, are not living in the Society even after retirement.

3. Only approx 40 members are living on ground and 311 members are either

not interested to live in Society or have sold their houses without the permission

of the Society. Facts cannot be ascertained as they have not submitted the

affidavit that they have not sold their houses as per Para 1 (VI) of Notice No. 73.

4. Construction of Nursery School and re-carpeting of road were forcefully

stopped by the non-homogenous members.

5. Certain Members in connivance with bureaucrats conspired to bend

transfer rules to accommodate non NSG personnel and later on allotted plots to

them who are creating problems after problems. Notices No. 104, 132, 135 refer.

Matter has been referred to concerned authorities for appropriate action.

6. Maintenance charges were not realized every year from the members. It

was realized only in 2007, 2010, 2015, 2016 & 2017.

7. Most of the member, who have let out clear premises on rent, do not

follow the laid down rules nor do they take precautionary advisory seriously

thereby resulting in unwanted problems.

Note: As per UP Govt. audit report, office expenditure should be below the limit

of 2% of working capital. The working capital of the Society is Rs. 16, 97, 24,828/-

and 2% of which comes to Rs. 33, 94,497. The audit recorded a note of

satisfaction in the report that the Management kept the office expenditure within

2% of working capital, but encouraged for further expenditure.
