NOTICE INVITING TENDER TITLE: SUPPLY OF TWO NOS DIESEL OPERATED INDUSTRIAL SWEEPING MACHINE TO SMELTER PLANT, NALCO, ANGUL AND IT’S OPERATION & MAINTENANCE FOR 01 (ONE) YEAR. Ref: Our Tender No. SMLT/MMP/OT/403/3000001383,Dt. 11/03/2014 Opening Due on: Dt21/04/2014 Time: 10.00 AM. Dear Sirs, Sealed tenders in two parts are invited with requisite Tender fee & EMD from suppliers fulfilling the Pre-qualification criteria for supply of TWO NOS DIESEL OPERATED INDUSTRIAL SWEEPING MACHINE as detailed in the enclosed tender document. Bidders are requested to go through the total tender document & quote their most Competitive price in TWO-BID format. The supplied machines need to be operated and maintained by the supplier for a period of 1(one) year from the date of it’s commissioning against the resultant purchase order and a subsequent service purchase order. The break down/major maintenance & spares (if required) for the 1st year must be covered under the warranty. Hence operation and preventive maintenance of the machine starting from the commissioning date for a period of one year shall be under supplier’s scope along with the supply of machines. The tender document comprises of the following:-

1. Annexure-I Detailed & relevant specifications of the item required and other conditions.

2. Annexure-II Scope of work for Operation & Maintenance contract(OMC) of the vehicle (for 01 year).

3. Annexure-III Commercial Terms & Conditions of the tender and acceptance thereof by the Tenderer.

4. Annexure-IV Agreed Terms & conditions for purchase.

5. Annexure-V Environment Policy of NALCO.

6. Annexure-VI Social accountability policy of NALCO.

7. Annexure-VII ENERGY POLICY OF NALCO

8. Annexure-VIII Unpriced copy of price bid.

A. PRE-QUALIFICATION CRITERIA:

1. The bidder must have service facility/workshop unit in India. They must have supplied “DIESEL ENGINE OPERATED INDUSTRIAL SWEEPING MACHINE” at least one in last seven years having minimum cleaning capacity of 17000m2 per hour and at least one of the similar models of equipment must be in operation for at least last 2 years. The bidder shall provide following documentary evidence with the bid for evaluation.

I. Service facility/workshop unit in India. II. Supply of similar model of equipment as quoted against this bid in India

within last (7)seven years.

III. Similar models of equipment in operation for last 2 years.

2. The bidder must produce documentary evidence showing supply of the machine to any PSUs/reputed Private sector and successful operation of the supplied machine. If Nalco desires to visit the plant in which the supplied machine is/are in operation, the bidder must facilitate for seeing performance.

3. The successful bidder must give an undertaking that the operation & Maintenance of the supplied equipment will be carried out by them for a minimum period of one year as detailed in Annexure-II and maintenance support, if required, for further two years.

4. The bidder must give an undertaking to supply operation and maintenance spares for the machine for a period of 10(ten) years from the date of commissioning.

B. BIDDING PATTERN:

The quotation has to be submitted in two parts i.e. In two envelopes separately (one TECHNO-COMMERCIAL BID and the other only PRICE BID). The Part-1 Techno-commercial bid should contain the followings:-

1. The offered item with detailed technical specifications, quantity and the best

delivery schedule the tenderer can offer. The details shall be strictly as per the tender specifications and requirements as given in Annexure-I with detailed “Scope of Supply”, which should be specifically confirmed in Part-I. Any deviation must be clearly mentioned item wise & parameter wise in a Deviation statement.

2. Detailed scope of O&M contract (OMC) for 1(one) year and Terms & conditions of OMC is at Annexure-II. Specific confirmation to acceptance of scope of works, during the period of OMC needs to be made in the tender. Any deviation proposed should be mentioned item wise and parameter wise in a deviation statement.

The supplied machines need to be operated and maintained by the supplier for a period of one year from the date of commissioning. The break down/major maintenance & spares (if required) for the 1st year must be covered under the warranty clause (Annexure-I, Cl:8.0 ).Hence operation and preventive maintenance of the machine starting from the commissioning date for a period of one year shall be under supplier’s scope under the service purchase order. Separate purchase Orders for supply & service (i.e.1 year OMC )will be released. Supply Order for the machine shall be released after evaluation of bids based on combined value of supply as well as 1 year OMC.

3. Your acceptance of Commercial Terms & Conditions (Annexure-III) in toto by way of signing all pages of CTC with seal. Any deviation proposed by the tenderer as to the CTC to be specified in a separate sheet (in your own letter head), if necessary for consideration of NALCO.

4. Annexure-IV to be filled in. Any deviation should be clarified with reasons in the same sheet.

5. The price portion should be kept blank in Part-I. The price is not be disclosed anywhere in the techno commercial bid.

6. Please note that your tender must be accompanied with EARNEST MONEY

DEPOSIT preferably by way of crossed demand draft of Rs.80,000/- (Rupees Eighty thousand only) drawn on any Nationalised Bank in favour of NATIONAL ALUMINIUM COMPANY LIMITED payable at Angul,Odisha Or in the form of a Bank Guarantee in Nalco’s format from any of the list of banks ( attached). The Public Sectors, Government agencies and the Firms registered with DGS&D/NSIC (for the product for which they are registered), and others for which specific exemption has been granted by NALCO such as Ancillary Industries etc. are exempted from payment of EMD. Documentary evidence for exemption from submitting EMD, if applicable shall be submitted by the eligible bidders. The EMD will be returned to all unsuccessful bidders within one week after finalization of the order .The EMD of the successful bidder will be returned after they accept the order and submit the Contract cum performance bank guarantee.

7. Please note that downloaded tender documents must be accompanied with a tender fee of Rs. 2,000/- (Rupees Two Thousand Only) only inclusive of Sales Tax. The tender fee specified will not be applicable to State or Government of India Undertakings and Small Scale Industries registered with NSIC/DGS&D (for the product for which they are registered), and others for which specific exemption has been granted by NALCO. The tender fee is to be deposited through Demand Draft/Pay Orders in favor of National Aluminium Company Limited & payable at Angul,Odisha

8. Hence the envelope for techno-commercial bid should contain the following:-

i. Tender fee in the form of DD for Rs2000/- in favour of National Aluminium Company Ltd payable at Angul(Odisha)(applicable also for the tenderer using downloaded tender document ) .

ii. EMD of Rs80,000/- in the form of Demand Draft/ Bank Guarantee or Documentary evidence for exemption from submitting EMD,if applicable, from eligible bidders.

iii. Annexure-I duly accepted indicating delivery schedule and deviations if

any to be given in separate sheet.

iv. Besides the above, this part of the tender shall also contain

(a) Technical Leaflets, Detailed Specification ,List of spares for two year O&M including preventive maintenance etc relevant for the quoted item.

(b) List of Order with Order copies from reputed customers in support of execution of same/similar jobs in last 3 years.

(c) Latest audited Financial statements(P/L Account & Balance sheet) for last 3 years.

(d) Documentary evidence in support of the Pre-qualifying (PQ)criteria as per clause A above.

v. Annexure-II duly accepted indicating delivery schedule and deviations if any to be given in separate sheet.

vi. Annexure-III duly accepted, signed and sealed in all pages. Deviations if any, proposed to be given separately in the Letter Head of the tenderer.

vii. Annexure-IV duly filled in. deviations if any to be given in the same sheet.

viii. Annexure-V Acceptance of Nalco’s Environment Policy duly signed & stamped.

ix. Annexure-VI -Acceptance of Nalco’s Social Accountability Policy duly signed & stamped.

x. Annexure-VII Acceptance of Nalco’s Energy Policy duly signed & stamped.

xi. A blank Price bid as per attached format as Annexure-VIII without price portion. Rates of taxes and duties and whether the components are quoted/exclusive of Basic price or inclusive in basic price must be clearly mentioned.

xii. The envelope containing above documents should be sealed and superscribed as Techno-Commercial Bid mentioning Tender No., Date and Opening date &time.

In case of Tenderers not fulfilling tender conditions/ non confirmation of Nalco’s Specifications and/or clear cut information on deviations, the offer is liable to be rejected and no subsequent correspondence in this regard shall be entertained.

The Part-II (Price Bid) should contain the followings:

1. Item short description, quantity, basic price in our prescribed format under Annexure-IX. All other points as per instructions in “Annexure-IX” should be complied.

2. Above document should be sealed in a second envelope and superscribed

as Price Bid mentioning Tender No., Date and Opening date & time. However, price bid of those bidders will be opened who technically qualify in the screening.

The above two envelopes should be kept in another envelope super scribing the Tender No. & date (Two part bidding) and tender opening date &time.

C. SPECIAL NOTES

1. Please note that the clauses contained herein including the detailed terms &

conditions at Annexure-I,II &III will form Part of our Purchase Order in the event of placement of order on any bidder.

2. Issuance of bidding documents to any bidder shall not construe that such bidder

is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

3. Please ensure that the quotations as sought above are sent well in time either in person or through Speed post/ Regd.Post to reach on or before due date and time of opening. Tender received after due date & time shall not be considered. No postal delays or any other delays whatsoever will be entertained. The cover containing all above tender documents & addressed to Dy.General Manager(Matls.),Purchase Deptt. Nalco, Smelter Plant, Nalconagar-759145, Dist-Angul, Odisha indicating clearly our Tender No. & Opening date & Time should be submitted in the office of D.G.M. (Matls.), Admn. Building, Smelter Plant, Nalco Nagar, Angul(Odisha)..

4. BIDDERS ARE REQUESTED TO QUOTE THEIR BEST PRICE CONSIDERING THAT, PRICE

NEGOTIATION, IF REQUIRED MAY BE HELD WITH THE LOWEST TENDERER ONLY.

5. On the above opening date & time i.e. 10.00 AM on Dt21/04/2014 only Part-I of the Bid i.e. Techno- Commercial Bids will be opened .Price Bids(Part-II) of only the accepted Techno-Commercial Bids will be opened after scrutiny.

6. Likely conditions of rejection of bids:

i. Tender documents sent without tender fee. ii. Supplier not fulfilling the Pre-qualification criteria. iii. Techno commercial Bid not accompanied with specified EMD amount in the

form of DD/BG or without satisfactory justification for exemption from submitting EMD with documentary proof, if applicable.

iv. Quotation not as per technical requirement and/or not in the specified format. v. Non acceptance of terms & conditions of contract. vi. Incomplete tenders. vii. Offer not received within scheduled opening date & time. viii. Disclosure of Price anywhere in the techno-commercial bid(Part-I).

7. The offer submitted must be valid for a minimum period of 6 months from the

Tender opening Date.

8. The supply shall have to be completed within Six months of Order. Bidders are requested to confirm this specifically in their offer.

9. Nalco reserves the right to accept any tender in full or in part or to reject any or all tenders without assigning any reason thereof.

10. The quotations should confirm that prices quoted and being charged to Nalco Smelter Plant in this tender are not more than the prices quoted/charged to other customers including Govt. Of India Undertakings/Govt. Departments.

11. Nalco prefers to release payment to the suppliers electronically. The E-payment facility is available under INTERNET mode through company’s banker. as well as in NEFT/RTGS mode through designated e-enabled branches .
