The tenderers should according to their eligibility apply for the specific discipline & category ofworks only. Contractors who want to apply for more than one discipline & category should do sothrough separate application including processing fee.
Application complete in all respects should reach Empanelment Comittee (EZ-L,EZ-2\ ProjectManager (Elect) ,Unit-17A, Manavadhikar Bhawbn, Vibhuti Khand, Gomiti Nagar, Lucknow along-with nonrefundable processing fees of Rs.
10,000/-(Rupees Ten Thousand only) payable in the form of Demand Draft/ Pay Order in favour of"UPRNN LTD" payable at Lucknow, separate DD to be submitted for each category .
No Joint venture or Consortium of firms shall be allowed and the contractors should meet theabove criteria by themselves.
The value of free issue materials shall be taken while evaluating completion cost of project. Thevalue of such materials incorporated in the project should be certified by the charteredaccountant/owner.
The enlisted contractors may be required to submit bids against deposit/tendered works ofvarious Ministries(s) & Department(s) and for forming pre-tender tie-ups/ association,
The desired contractors should apply on the prescribed documents as per the PQ documentalongwith documentary evidence for the following:(1) Audited Balance Sheet for the last three years i.e. ZOLL-L2,2O12-L3 and 2013-14.(2) Completion Certificates from Clients / Owners,(3) Plant & Machinery holding,(4) Manpower details,(5) Details of pending litigation etc.(6) Valid Electrical License, if applicable(7) EPF Regn. No. along with copy of Challan foi the month of March 2015.(8 )PAN(9)VAT Regn. No. along with Valid Clearance Certificate.(10) Bank Solvency Certificate for 4O% value of Enlistment Limit issued not before March 2015.(LL) Certificate of Incorporation in India.
(12) Labour cess registration certificate.(11) Service Tax registration certificate.
Last date of receipt of Enlistment application is 21.05.2015 upto 3.00 PM. The delayed application
shall not be considered.
The short-list of enlisted contractors shall be valid for one year. However, UPRNN reserves the
right to curtail or extend this period at its sole discretion.

1.0INTRODUCTION
1.1Uttar Pradesh Rajkiya Nirman Nigam Ltd. (UPRNN) invites application from reputed, experiencedafld Indian registered contractors / firms for Enlistment for the following disciplines & categories.The Enlisted contractors are required for submitting bids against deposit/tendered .works ofvarious Ministry(s) & Department(s) and for forming pre-tender tie-ups/ association.
1,.2The different disciplines, categories and monetary limits for Enlistment shall be as under:

2.3.2Desired agencies/ contractors should apply on the prescribed documents as per the PQ document
along-with documentary evidence for the followingl(1) Audited Balance Sheet for the last three years i.e.2OLL-L2 20L2-L3 and 2013-14.
(2) Completion Certificates from Clients / Owners,(3) Plant & Machinery holding,(4) Manpower detai ls,(5) Details of pending litigation etc.(6) Valid Class A contractor liscense from Director of Electrical Safety.
(7) EPF Regn. No. along with copy of Challan for the month of March 2015.
(8 )PAN(9)VAT Regn. No. along with Valid Clearance Certificate.(10) Bank Solvency Certificate for 4O% value of Pre-qualification Limit issued not before March
2015.(11) Certificate of Incorporation in India.(12) Labour cess registration certificate.(13) Service Tax registration certificate.
2.3.3The past experiehce in similar nature of work should be supported by certificates issued by an
Officer not below the rank of Executive Engineer or equivalent. ln case the work experience of
other than Govt. /Semi Govt. / PSUs, in India the completion certificate shall be supported with
copies ofa) Work order and full payment TDS certificates issued by owner for the work executed.
2.3.4The gross annual turnover should be certified by the Chartered Accountant. Year in which no
turnover is shown would also be considered for working out the average.
2.3.5The applicant should own sufficient construct[on equipment for the proper and timely execution
of the work. The applicant should submit details of same with PQ Application.
2.3.6The applicant should have sufficient number of Technical and Administrative employees for the
proper execution of the contract. The applicant should submit details of same with PQ
Application.
2.3.7All the applications received, will be evaluated on the basis of information and documents
provided by the applicant. In case the applicant is not found suitable for the GroufRapplication

shall be considered for the Enlistment in lower monetary group (if available). ln case the applicantis found suitable for lower monetary group, he shall be enlisted for lower group.
2.4Under no circumstances the processing fees can be adjusted against the pending dues ofContractors working with UPRNN and the processing fee is required to be submitted in the form
as mentioned in Notice for Enlistment.
2.5A contractor enlisted for higher Group (monetary limit) can also participate for tenders of lowerGroups (monetary limits) for the same Discipline and Category.
2.6The enlisted contractors shall be required to submit bids against deposit works of variousministries & departments, tendered works and for forming pre-tender tie-ups/ association on theTerms & Conditions of Tender Documents to bd issued by UPRNN on project to project basis.
2.7The enlisted contractors shall be required to submit EMD for each tender separately details ofwhich shall be stipulated in Tender Documents,
2.8It is intended to call bids for different disciplines, categories of works and groups from thecontractors who are enlisted.
2.9UPRNN reserves the right to call open tenders ih which contractors/ agencies not enlisted in thisprocess but meeting the minimum qualification criteria for the tender can participate. For suchtenders, the enlisted contractors under this process meeting the stipulated criteria of tender can
also participate.
2.LOThe tender to be invited by UPRNN from the enlisted contractors and shall be available on e-tendering website ww\,v. uprn n.co. il"t

The enlisted contractors are advised to check the details from UPRNN website regularly and no
claim of enlisted contractors shall be entertained whatsoever, due to non receipt of information
about the tender of uPnruru.

2.13NlTs will be sent to the eligible enlisted contractors through E mail only. Responsibility of
correctness of your E-mailaddress shalldevolve on you only.
2.t4All information called for in the enclosed forms should be furnished against the relevant columns.
lf for any reason, information is furnished on a separate sheet, this fact should be mentioned
against the relevant column. Even if no information is to be provided in a column, a "NlL" or "NOSUCH CASE" entry should be made in that column. l f any part iculars / query is not applicable in
case of the applicant, it should be stated as "not applicable". The applicants are cautioned that
not giving complete information called for in the application forms or not giving it in clear terms
or making any change in the prescribed forms or deliberately suppressing the information may
result in the applicant being rejected. Applications made by telegram or telex, E-mail, and thosereceived late or without processing fees will not be entertained.
2.15The application should be type-written. The applicant should sign and stamp each page of the
application.
2.16Overwriting should be avoided. Correction, if any, should be made by neatly crossing out,init ial l ing, dating and rewrit ing. Pages of the Enlistment documents are numbered. Addit ional
sheets, if any, added by the contractor, should also be numbered by him. They should be
submitted as a package with signed letter of transmittal.
2 . r7References, information and certificates from the respective clients certifying suitability, technicalknow-how or capability of the applicant shoirld be signed by an officer not below the rank of
Eiecutive Engineer or equivalent.
2 .L8The applicant may furnish any additional information which he thinks is necessary to establish his
capabilities to successfully complete the works. The applicants are however, advised not tofurnish superfluous information. No information shall be entertained after submission of
Enlistment documents unless i t is cal led for by the UPRNN.
2.19Any information furnished by the applicant found to be incorrect either immediately or at a later
date, would render him liable to be debarred fiom Enlistment / tendering / taking up of work in
UPRNN. l f such applicant happens to be pre-quali f ied/ enlisted contractor in more than one
Group/ Category his name shall be removed from all the Groups/ Categories of the list of
enlistedco ntractors.

Prospective applicants may request clarification on the Enlistment document within seven days
prior to the last date submission of Entistment application as mentioned in Notice for Enlistment.
No request for clarification will be considered after that date.
2.2rEnlistment letters will sent to only those successful applicants who meet the qualifying criteria.
2.22 DEFINITIONSIn this document the fol lowing works and expressions have the meaning hereby assigned to them:(i) 'EMPLOYER": Means "UTTAR PRADESH RAJKIYA NIRMAN NIGAM Limited" or UPRNN Ltd.( i i) "ELECTRICAL ZONE-l & l l" shall mean to include works under GM (Elect), Electr ical Zone-l
and Electr ical Zone - l l , of U.P.R.N.N.Ltd or otherwise works as included in the Zone from
time to time solely as per the discretion of the Screening Committee.(iii) "APPLICANT" Means the individual, proprietary firm, firm in partnership, limited
compan|;private or public or corporation.(iv) 'YEAR" means "Financial Yebr" unless stated otherwise.
2.23METHOD OF APPLICATION:lf the applicant is an individual, the application shall be signed by him above his ful l
typewritten name and current address.
lf the applicant is a proprietary f irm, the application shall be signed by the proprietor
above his full typewritten name and the full name of his firm with its current address.
lf the applicant is a f irm in partnership, the application shall be signed by al l the partners
of the firm above their full typewritten names and current addresses or alternatively by apartner holding power of attorney for the firm. In the latter case a certified copy of thepower of attorney should accompany the application. In both cases a certified ccipy of thepartnership deed and current address of al l the partners of the f irm should accompany
the application.l f the appl icant is a l imi ted company or a corporat ion, the appl icat ion shal l be s igned by a
duly authorized person holding power of attorney for signing the application
accompanied by a copy of the power of attorney. The applicant should also furnish a copy
of the Memorandum of Articles of Association duly attested by a Public Notary.
2.24 FINAL DECISION MAKING AUTHORITY
UPRNN reserve the right to modify the eligibility criteria, to decide on cut off date of
implementation, to accept or reject any application, to annul the ENLISTMENT process, to reject
al l appl icat ions or accept new appl icat ions at any t ime, without assigning any reason or incurr ing
any l iabi l i ty to the appl icants.
2.25 EVATUATION CRITERIA FOR ENLISTMENT .
2.25.rFor the purpose of Enlistment, applicants wil l be evaluated on the basis of minimum stipulatedfinancial and past experience cr i ter ia. The detai ls of plant & machinery holding, manpower

employed, pending l i t igat ions shal l also be evaluated for Enl istmeqt of the f i rms.t l

2.25.2Even though an applicant may satisfy the above requirements, he would be liable to
disqualification if he has:(a) Record of poor performance such as abandoning work, not properly completing the
contract, delay in completion of works, dr financial failures / weaknesses etc.(b) Made misleading or false representation or deliberately suppressed the information in
the forms, statements and enclosures required in the ENLISTMENT documents.
2.26 FINANCIAT INFORMATIONApplicant should furnish the following financial information:
(a) Annual financial statement for the last three years (in Form "C"). This should be
supported by audited balance sheets and profit and loss accounts (with all schedules
attached) along-with details required for assessing the net worth duly certified by a
Chartered Accountant, as submitted by the applicant to the Income Tax Department.(b) Name & Address of the bankers.
2.27 EXPERIENCE'IN WORKS HIGHTIGHTING EXPERIENCE IN SIMILAR WORKS
2.27.LApplicant should furnish the fol lowing:(a) List of all similar works successfully completed during the last seven years (in form "D").(b) List of the projects under execution or awarded (in Form "E").
2 .27.2Particulars of completed works and performance of the applicant duly authenticated / certified by
an officer not below the rank of Executive Engineer or equivalent should be furnished separatelyfor each work completed or in progress ( preferably in Form "F' or as per Performa of concerned
Clientscovering the required information as asked for in Form 'F'). The work completion/
experience certificates issued by other than Govt. Deptt. /PSU shall be supported by the copies of
the TDS certificates issued by the owner of the project.
2 .27.3Tlie value of executed works shall be brought to the current level by enhancing the actual value of
work done at simple rate of 7% per annum, calculated from the date of completion to last date of
receipt of application for Enlistment.
2.27.4Construction/Development of 'Own Real Estate' by developers shall not be accepted as eligibleproject to meet the qualifying requirement of piast experience as construction contractor.
2.28 AVAILABITIW OF EQUIPMENT RESOURCE
Applicant is required to furnish the details of Plants & Machineries available with the applicant as
on date in form-"G".
2.29 ORGANIZATION INFORMATION

2.29.7 :
Applicant is required to submit the following information in respect of his organization.(a) Name & Postal Address, including Telephone and Telex, Fax numbers, E-Mail address etc.(b) Copies of original documents defining the legal status, place of Registration and principal
. places of business.(c) Name of Directors and Officers concerned with the work, with designation of individuals
authorized to act for the organization.(d) lnformation on any litigation in which the applicant was involved during the last five years,
including any current l i t igation.(e) Authorization for UPRNN to seek detailed references.
2.30 TETTER OF TRANSMITTATThe applicant should submit the letter of transmittal attached with Enlistment document (Section- a) duly signed by him.
2.3LAny effort on the part of the applicant or his agent to exercise influence or to pressurize theemployer would result in rejection of his application. Canvassing of any kind is prohibited
2.32 CANCETTATION OF ENLISTMENTThe Enlistment of contractor shall be cancelled by UPRNN in case of their poorperformance,
abandoning of the allotted work and abnormal'delay in completion of work, bankruptcy and foractivities detrimental to the interest of UPRNN. The decision of UPRNN in this regard shall be final
and binding on the contractor.
2.32.7The enlisted contractor / firm shall not affect any change in the constitution of the firm withoutthe prior approval of UPRNN. Such proposal, if any shall be submitted in advance furnishing full
details of the proposed change along with all supporting documents. Any change in the
constitution of the firm /company without the prior approval of UPRNN will rehder thecontractor/ firm liable for removal from th6 approved list of contractors. The discretion to
allow/disallow the proposed change shall vest solely with UPRNN. ln case, the original partners/
constitution change by more than 50% either due to substitution or due to retirement or deaththe enlistment of the firm/ contractpr by that name shall be cancelled.
2.32.2In case of change of name of the enlisted firm/contractor without change of constitution/partners
the same shall be int imated along with proof of such change to UPRNN immediately but in no
case later than 30 days from the date of such change occurs failing which the enlistment of the
firm/ contractor by that name shall be cancelled.

Form-G mentioning that he has never worked with UPRNN.
