Benefit meetings are regularly scheduled. 2020 Open Enrollment Highlights

*New* Preventive Care Health Insurance Premium Credit

Norwich University will offer a $10 bi-weekly health insurance premium incentive to employees who had an annual physical and recommended screenings during the 2019 calendar year (or who have one scheduled in 2020). In addition, employees who attest to being tobacco free and/or are participating in a smoking cessation program will qualify for a second $10 bi-weekly health insurance premium incentive. Please refer to page 7 of this booklet for full details regarding the wellness incentives.

Bronze Plan Enhancements: Bundled Accident Insurance & *New* Employer Health Savings Account Contribution Pledge

Bundled Accident InsuranceAll employees who enroll in the Bronze Plan will automatically be enrolled in Accident Insurance through Unum. This coverage is 100% employer funded. Details about Accident Insurance can be found on page 14 of this booklet.

Employer HSA Contribution Match Norwich University will match the employee’s contribution to a Health Savings Account for employees who enroll in the Bronze Plan and establish an account at a bank of their choice. Please note: employees must establish an account at a bank of their choice to receive this benefit. Norwich will contribute up to a maximum of $20 per pay period (or $520 annually). More details regarding HSAs can be found on page 7 of this booklet.

Ask Emma – Benefit Plan Decision Making Tool (bswift)

The bswift online benefit enrollment system has been enhanced with a benefit decision making tool called “Ask Emma.” This tool will guide you through the benefit plan buying process by asking a few simple questions and will suggest plans that may fit your individual needs based on the information that you provide.

WHAT IS A HEALTH SAVINGS ACCOUNT (HSA)?A Health Savings Account or HSA is a tax-advantaged savings account owned by an individual that can be used to pay for qualified medical expenses for the owner and their dependents. An HSA, which must be paired with an HSA-qualified health plan (the Bronze Plan), allows employees and employers to make pre-tax contributions to a federally-insured account. HSA balances earn tax-free interest, roll over from year to year and can be invested to accelerate growth. At age 65, HSA funds can be withdrawn for any reason and are taxed as income (just like an IRA or 401(k)). Tax-free distributions would continue to be available for qualified medical expenses. All of the money in an HSA (including any contributions made by an employer) is owned by the employee even if they leave their job, lose their qualifying coverage or retire. The money in an HSA never expires. All remaining HSA funds roll over each year.

HSA EligibilityTo be eligible for an HSA, an employee must:1. Be enrolled in a qualified High Deductible Health Plan (HDHP) (ie. Bronze Plan)2. Not be claimed as a dependent on another’s tax return3. Not be enrolled in Medicare4. Not be insured under any other medical plan that is not a HDHP5. Have not received VA benefits (Medical or Rx) during that past 3 months

How to Open an HSAIf an employee wishes to contribute to an HSA, they are responsible for opening an account at a bank of their choice or with an established HSA administrator such as HSA Bank, Health Equity, or many others.

Employer ContributionIn 2020, Norwich University will match employee contributions to an HSA up to a maximum of $20 per pay period (or $520 annually). Employees can indicate how much they want to contribute to an HSA during the bswift online enrollment process and must also provide HSA account information to Human Resources. Norwich University will deposit the employee contributions into the employee’s HSA through bi-weekly payroll deduction. You are responsible for providing HSA account information to Human Resources.

2020 WELLNESS INCENTIVES/CREDITS

In 2020, Norwich University will continue to offer employees the opportunity to reduce their bi-weekly medical premiums by satisfying certain wellness requirements. Norwich applies an initial $20 wellness premium surcharge to every benefit eligible employee’s base medical premium. Employees have the opportunity to achieve two separate $10 incentives by:

1.) Being Tobacco Free or Completing or Enrolled in a Cessation Program:

All benefit eligible employees who do not or did not use tobacco in 2019 or who are currently enrolled in a cessation program during the 2019 calendar year will attest to being tobacco free by completing a declaration at annual open enrollment. For those who attest they are tobacco free, an incentive of $10 will be applied toward their overall cost of benefits.

Current tobacco users who are making attempts to quit are eligible to receive free nicotine replacements (for example, patches, gum, and lozenges) through Cigna (www.mycigna.com). The Vermont Quit Network is available for additional support at 1-800-QUITNOW (1-800-784-8669) or www.802quits.org

2.) Having Completed an Annual Physical in 2019 or Having Scheduled an Annual Physical in 2020:

Because completion of an annual physical and preventive screenings, such as paps, mammograms, colorectal screenings, prostate cancer screenings, etc., recommended by your primary care provider is a critical component of wellness, all benefit eligible employees who had an annual physical and recommended screenings during the 2019 calendar year (or who have one scheduled in 2020) will receive a $10 premium incentive to reduce their bi-weekly premiums for health insurance in 2020. You will be asked to attest to this by completing a declaration during open enrollment.

You are encouraged to obtain any immunizations recommended by your provider.

Cigna Telehealth Connection

Employees can access telehealth services to treat minor medical conditions such as colds, flus, sore throats, allergies and more. Cigna’s Telehealth Connection allows employees to connect with a

board-certified doctor via video or phone.

The cost of the telehealth visit is $0 for Gold and Silver plan members and significantly less than the cost of an emergency room vision or urgent care visit for Bronze Plan members. Appointments can typically be scheduled within one hour or less. It is recommended that employees complete the telehealth registration process before services are needed to make scheduling an appointment quicker in the future.

Pharmacy Benefit Education Tools

Cigna offers tools to help employees understand the best ways to get the most out of their pharmacy benefit plan.

Cigna’s Diabetes Prevention Program (Omada)

Cigna Diabetes Prevention Program in collaboration with Omada is a program to help you avoid the onset of diabetes, as well as health risks that might lead to heart disease or a stroke. The program is covered by your health plan at the preventive level, just like for your wellness visit. Program participants have access to a professional virtual health coach, an online support group, interactive lessons, and a smart-technology scale. The program will help you make small changes in your eating, activity, sleep, and stress to achieve healthy weight loss through a series of 16 weekly lessons and tools to help you maintain weight loss over time. You may also be offered the opportunity to join a gym for a low monthly fee and no enrollment fee.

There is no cost to the members who participate in this program and is highly recommended to members at risk for type 2 diabetes.

FLEXIBLE SPENDING ACCOUNTS

Norwich University offers both health (FSA) and dependent care (DCA) flexible spending accounts. Employees may contribute pre-tax dollars into these accounts to help offset eligible medical expenses or dependent care expenses. These plans are administered by Cigna.

Claims for reimbursement of FSA and DCA expenses must be received by Cigna by the following March 31st.

Health Care FSA

Funds from a health care FSA can be used for qualified expenses including medical, dental, vision, deductibles, co-payments and coinsurance. For a full list of qualified expenses allowed by the IRS, see Publication 502 (www.irs.gov/publications/p502). With an FSA, the entire elected amount is available on the first day of the health plan year.

As of the date of the publication of this booklet, the maximum amount you may contribute to the health care FSA is $2,700*. The health care FSA includes a rollover provision that allows employees to rollover up to $500 of unused funds into the next plan year.

Employees who elect the Bronze Plan with a Health Savings Account many only contribute to a Limited Purpose FSA which can only be used for dental and/or vision expenses.

Dependent Care FSA

A dependent care FSA allows employees to set aside pre-tax dollars to pay for qualified dependent care expenses. Funds can be used to pay for day care, preschool, elderly care or other dependent care. To qualify for a dependent care FSA, the IRS requires that the dependent care is necessary for you or your spouse to work, look for work or attend school full-time.

As of the date of the publication of this booklet, the maximum amount you may contribute to the dependent care FSA is $5,000* (if single or married & filing jointly) or $2,500* (if married & filing separately)

Please note that the DCA is 100% employee funded and is only available to use if monetary contributions have been made.

*The IRS will release 2020 FSA maximum increases in late October. The bswift benefit enrollment system will be updated with the 2020 maximums as soon as the information is available. Please contact HR with any questions.

Norwich University provides each benefit-eligible employee with the core benefits of life insurance, accidental death & dismemberment, and long-term disability. In addition, non-exempt employees receive short-term disability insurance.

Basic Term Life & AD&D Insurance (100% funded by Norwich University)• 1x salary to $370,000 maximum• Minimum coverage amount is $15,000.• Coverage amounts will reduce by 35% at age 70 and by 50% at age 75.

• Your Basic AD&D coverage amount is equal to your Basic Life coverage amount.

Employees and dependents who enroll in the Bronze High Deductible Health Plan (HDHP) will automatically be enrolled in Accident Insurance through Unum. This benefit plan is intended to supplement the Bronze HDHP by providing additional coverage for accidental injuries. Coverage for Bronze Plan members (and for dependents that are covered on the medical plan) will be 100% employer paid.

Employees who enroll in the Gold or Silver Plan have the option of choosing to cover themselves and their dependents. This coverage is voluntary and is 100% employee paid.

Group Accident Insurance is designed to help employees meet the out-of-pocket expenses and extra bills that can follow an accidental injury, whether minor or catastrophic. Lump sum benefits are paid directly to the covered employee if they sustain a covered injury (ie. broken bones, torn ligaments, burns, eye injuries).

Enrollments can be made in the bswift enrollment system Coverage can be elected for an employee, spouse or child. Benefits are paid on a tax-free basis; employee premiums are deducted on a post-tax basis.

Critical Illness Insurance – Unum

Group Critical Illness Insurance is designed to help employees offset the financial effects of a catastrophic illness with a lump sum benefit if an insured is diagnosed with a covered illness. Coverage is available for employees, spouses, and children. Coverage levels can be elected from $5,000-$30,000 (for employee) and from $5,000-$30,000 (for spouse). Coverage for children is automatically included with employee coverage to a maximum of 25% of the employee coverage amount.

Elections that exceed the guaranteed issue amounts for employees ($10,000) and for spouses ($5,000) will require completion of a medical history statement (EOI).

Examples of covered illnesses include: Cancer, Stroke, Heart Attack, Major Organ Failure, End Stage Renal (Kidney) Failure and Blindness.

Enrollments can be made in the bswift benefit enrollment system. Benefits are paid on a tax-free basis; employee premiums are deducted on a post-tax basis. Premiums are deducted over 24 pay periods. Rates are based on age at the date of issue and tobacco usage status. Employees can view the applicable rates for the different levels of coverage in bswift. 15

Norwich University’s 403(B) Retirement Plan

Plan EligibilityEmployees may enroll in and begin to make contributions to this plan upon hire. Employees are eligible for matching employer contributions as of their date of hire following admin period.

Employee Contributions

• Between 1% and 80% of eligible pay.• In 2020, the anticipated IRS annual pre-tax contribution limit is

$19,500. • If you reach age 50 anytime during the calendar year or are over

50, you may make additional contributions above the normal plan and legal limits.

Vesting Schedule (Employee Contributions)

Vesting means you have the permanent right to the value of your account balance if you leave Norwich University. You are always 100% vested in the value of your own and Norwich’s contribution.

Employer Contributions

• Norwich contributes 1% of salary for eligible employees who enroll in the plan, with no employee contribution.

• In addition, contributions by eligible employees up to 5% of eligible compensation are matched by the University, at 1.3%.

• You may make additional contributions (within the IRS guidelines detailed above) but Norwich will not match those additional contributions.

Investment Options

Norwich offers several investment options to choose from.• Newly eligible employees will be automatically enrolled to

• In addition to the contributions eligible for matching employer contributions (described above), employees may make additional retirement contributions; however, these contributions are not matched.

• The plan includes a provision for loans on supplemental contributions.

Allowed Amount: Maximum amount on which payment is based for covered health care services. This may be called “eligible expense,” “payment allowance” or “negotiated rate.” If your provider charges more than the allowed amount, you may have to pay the difference. (See Balance Billing.)Appeal: A request for your health insurer or plan to review a decision or a grievance.Balance Billing: When a provider bills you for the difference between the provider’s charge and the allowed amount. *Enrolling in Your Benefits: The next screen will show you all the benefits that are being offered by Norwich University. You will automatically be enrolled in any benefit plans that are 100% employer paid (ex: Basic Life, LTD)1.
