land that is owned by the County, that was purchased for
the purpose of constructing a commuter parking facility
for a future Metrorail Station or other mass transit

transit and carpooling in the corridor.
• Provides better access to transit services operating in
the corridor, including the new commuter bus service that
will be implemented as part of Transform 66. The facility
would also provide a location for carpool formation, for
those using the I-66 Express Lanes.

Lee Highway Pedestrian Improvements

and other amenities.
• Improves access to the Vienna Metrorail Station and

peak period person throughput entering and exiting I-66.

• Does the project require R/W acquisition? Number of parcels? Owner's perception
of project?
• Do you anticipate a contentious Public Hearing? Do you have outspoken
stakeholders?
• Environmental considerations such as 4-F, section 106, wetlands, streams, air
quality, noise, hazardous materials?
• Does the project involve above / below ground utilities?
• Average Daily Traffic - how does it impact MOT complexity, lane closures, detours?
• Does the project have structures and bridges, bridges over railroads or navigable
waters?
• Does the project have large earthwork or rock excavation quantities?
• Does the project have Active Traffic Management or ITS features or components?
• Geographical location in state
• Use appropriate contingency
• High contingency at project initiation/pre-scoping to account for unknown risks and
undeveloped design
• Reduce contingency as the design develops and construction line items mature
• Don’t forget to escalate the estimate
• Know what PCES can and cannot do
• Sound walls, stormwater management facilities, contingency, high traffic/ancillary
structure costs, etc. all need to be added on the Construction Misc tab
• For SMART SCALE the estimate approved
by the CTB is the budget
