B. Board Retreat Minutes – January 21, 2017
Naphtali Knox motioned to approve the minutes; Dana Hoffman seconded. Florentina Craiciun, Miroo Desai & Graham Pugh abstained from the motion because they were not in attendance at the Board Retreat. Motion passed unanimously.
C. Board Appointments
Section Director Sharon Grewal introduced Cherise Orange, attending by phone, who has expressed an interest in filling the vacant South Bay RAC role. Cherise was recommended by the APA State Chapter PDO. Cherise provided an overview of her experiences and skill sets, and interest in getting involved with APA.

Florentina Craciun motioned to appoint Cherise Orange to the role of South Bay RAC; Liz Probst seconded. Motion passed unanimously.
Sharon Grewal reported that Jeremy Battis, who was unavailable to attend the meeting as he is currently out of the country, has expressed an interest in filling the vacant San Francisco RAC role. Sharon expressed support for Jeremy, who is enthusiastic and would be a great addition to the team, focusing on professional development events to support existing San Francisco RAC Graham, who has been organizing a lot of social events.
Florentina Craciun motioned to appoint Jeremy Battis to the role of San Francisco RAC; Miroo Desai seconded. Motion passed unanimously.
D. Retreat workgroups follow-up (Membership survey and RAC Events)
The outcomes of follow-up discussion regarding the two breakout groups from the 21 January Board Retreat are as follows:
1. Membership Survey Team
Mentorship Director Liz Probst summarized that the group had discussed at the board retreat on 21 January whether a membership survey would be of benefit to get a pulse on the membership, including interest in events, activities and resources. The key proposal was whether, instead of doing a comprehensive membership survey, we could instead run a targeted survey over a period of time as ‘question of the week’, focused on outreach and engagement. The Board supported trialing this new approach. Liz agreed to prepare a list assigning each group a schedule of when they will be hosting that group’s question, which can be tailored to the group’s particular objectives. These will be sent to the Communications Director Matthew Reiter for publication in the eNews, Facebook and/or other forums.
2. RAC Events
Liz Probst raised the question of how RAC’s can contact regional specific mailing groups (e.g. to highlight upcoming events). James Castañeda confirmed that question is part of the larger discussion being undertaken around website and communications improvements and confirmed that he will take the lead on this. James will also take steps to re-schedule a quarterly conference call between all RAC’s to discuss RAC specific issues such as regional/ local mailing lists, planning and advertising of events. The RAC’s will consider managing outreach and re-establishing what each RAC’s goals are.
E. Event promotions
James Castañeda confirmed that we will be reviewing the process for event submittal to streamline the process, more effectively coordinate across platforms and to empower all directors to contribute. He is working with the Communications Director and the Webmaster on

communications outreach to work out the best way to promote events including giving Board Members the tools to do more of their own outreach to their contacts, their RAC areas etc.
San Francisco RAC Graham Pugh reported that he considers the section is underutilizing the event promotions via social media. Graham puts every San Francisco RAC event on Facebook and pays a small fee to have this pushed to “people who work in X and have expressed an interest in Y”. He finds this to be a very effective way to engage membership and advertise events. Sharon Grewal confirmed that we should be doing this immediately for all events and should be spreading our reach across multiple platforms including Facebook, Twitter, LinkedIn etc, and maintain an active presence. Matthew Reiter confirmed that he will do this.
F. Website updates
Webmaster Eric Tuvel was unable to attend the meeting, but James Castañeda provided an update in Eric’s absence about the website update project. The project is underway and will involve a comprehensive review of existing web functions. Eric has contracted a web developer to undertake the update. Priorities include items such as making the calendar look better and enable people to subscribe to a calendar feed. Eric will reach out for participation in a small subcommittee to discuss possible themes and approaches for web use and interfaces moving forward.
G. Board Reports
UC Berkeley Student Representative Brendan Hurley and University Liaison Eric Tucker spoke about efforts to increase student participation in APA events and programs. Eric Tucker encouraged anyone wanting to reach out to students at all of the schools (Berkeley, San Jose State, Sonoma State, SF State) to contact him by email, as he can assist in pushing information (e.g. jobs, internships, scholarships etc) out to his networks and through the appropriate university channels.
Sharon Grewal indicated that Southern California APA has a Student Conference and that she would like APA Northern-Section to instigate one for Northern California, with Central Valley and Sacramento. She requested expressions of interest for an informal committee to start putting that together. Eric Tucker indicated that he would be prepared to participate. The conference should include speaking opportunities, a student symposium. Treasurer Jonathon Schuppert confirmed that he will make room for that on the budget.
Northern News Editor Naphtali Knox expressed interest in obtaining a “student article” each month for publication in Northern News. Eric Tucker said that he will start a discussion with the Student Representatives on the Board to start soliciting articles for Northern News.
Communications Director Matthew Reiter encouraged board members to provide information about events, articles, internships etc to him. He also requested that board members advise him of any ideas about overall communications strategy and how the board is using particular elements of our current suite of communications tools.

The East Bay RAC’s, Dana Hofmann and Sarah Allen, reported that they at last minute participated on behalf of APA Northern-Section in a recent Berkeley Career Fair. They reported that their participation was very well received and the organizers were grateful for APA’s participation. The East Bay RAC’s confirmed that they have handouts that they used on the day, which they will provide for inclusion on the Board Resources Page. They identified that for future events it would be useful to have a Northern Section APA banner.
Napthali Knox encouraged board members to take photographs at any and all events. Photographs help punctuate the Northern News and other publications.
San Francisco RAC Graham Pugh reported on recent and upcoming social events, including monthly happy hours, which are being held on the first Tuesday of every month and typically have around 25 to 30 people in attendance. Graham reported that attendees are becoming ‘regulars’ and he anticipates that the happy hour is a platform from which we can spring other things. For example, Liz Probst co-organized a mentor/ mentee catch up to coincide with a recent happy hour. Graham is working on activities with other agencies such as YPT and the “Acronym” happy hour. Graham mentioned that he applies part of the San Francisco RAC budget to using Facebook “boost” to advertise events, which he has found to be very successful.
International Directors Hing Wong and Alex Hind provided an update of the recent successful International Planning Tour to Singapore, Vietnam and Indonesia, and a smaller post-group tour to Cambodia. Alex reported that all of the partners from the trip are interested in collaborating. They are going to narrow down and look at options with them. Several want to establish an AICP type process for their location.
Alex mentioned a collaboration piece with Brazil arising from a previous international tour. He reported that agreements and work plans are ready to be signed for the project, which relates to urban planning in favelas and would involve participation by two universities, one in Brazil and one in the USA. Alex requested board approval of the agreement. It involves no cost and includes ‘hold harmless’ provisions to protect the APA. Sharon Grewal indicated that she would require some more information about potential liability, any insurance implications etc. and an opportunity to review the agreement before signing. Sharon indicated that she would take this item to the Executive Board for consideration after the meeting.
Sustainability Director Holly Pearson was not in attendance at the meeting, but in her absence, Sharon Grewal mentioned on Holly’s behalf that the APA California Northern Energy Initiative is seeking a new coordinator. Anyone who might be interested in taking on that roll or finding out more about it should contact the outgoing coordinator Josh Hohn.

As you know, I most recently served as the California Chapter Vice President for Professional Development (2015-2016). I am writing to apply for the available San Francisco Regional Activity Coordinator Co-Chair. As a former social chair for the Community and Regional Planning (CRP) master’s program at The University of Texas at Austin, I believe I can effectively manage and coordinate speaker and professional development events on behalf of APA’s Northern California Chapter.
During my graduate studies, I organized and facilitated field trips, happy hours, and informational sessions with practicing planners as educational events for CRP students. These events required me to initiate programs, contact prospective professionals to help host sessions, coordinate logistics, and manage the event advertising with flyers and social media posts.
Knowing the keen interest planners in this region have to expand their professional circles and improve their skills, it would be an absolute pleasure to organize opportunities for the planning community to utilize. Jonathan Davian Engle <> American Planning Association California Chapter Contractor Agreement
Jonathan Davian Engle (also known as “Contractor”) will provide American Planning Association California Chapter (APA California) (also known as “Client”) (Contractor and Client are the “Parties”) with an awards presentation video consistent with the specifications detailed in the Terms and Conditions below.
Contract Effective Date Beginning: May 1, 2017, once executed by the Parties
Terms and Conditions
The following rates and terms apply:
Client will pay $1,600 to Contractor via Check or through an electronic payment processor as agreed to by both Parties. Fifty percent of the payment ($800) is to be paid at the start of the project, with the remainder of the payment ($800) to be paid at the completion of the project.
The Parties agree to the following timeline of milestones and event:
● Start Project – May 1st, Contractor will start on presentation design/format. This includesdesigning the graphic layout/look and text design of the presentation.
● By May 10th – Contractor will provide Client with a Draft Presentation of the graphical design andrequest approval of the graphical design from Client before adding images/content. Client will notunreasonably delay providing approval of the graphical design.
● By May 10th – Client will provide Contractor with Script and Pre-Existing Assets. OnceContractor receives the Script and Pre-Existing Assets from Client, Contractor will begin addingthe assets to the presentation and schedule/record the Voice Over talent.
● May 18th – Contractor will provide Client with the 1st version of the presentation for Client toreview and provide feedback for revisions, if any.
● May 24th – Delivery of final Awards Presentation Video. Contractor will provide Client with a linkto download a digital video file of the final version of the Awards Presentation Video, as well as ahard copy, either on a USB drive or a DVD as back up.
Scope of Project
Contractor is producing a video presentation for the Client’s Awards Gala. The presentation will consist of a Script with Voice Over and pre-existing assets, which the Client will provide. Contractor will take pre-existing assets and script, record the voice over with talent, and edit a video presentation with graphics, and the pre-existing assets. No video shooting will be involved.
Changes and Revisions
The price at the beginning of this contract is based on the time investment Contractor estimates is needed to accomplish everything Client has told Contractor that Client wants to achieve with the Awards Presentation Video, but Contractor is willing to consider requests for material changes in the

presentation project. If Clients wants to make material changes to the scope of the project or add anything new, Contractor will provide a separate estimate for that change in scope.
Copyright
Client will own the copyright for all material created under this agreement, and Contractor can sample and reuse only with consent from Client.
Payment
Contractor will invoice Client prior to the start of the project for the initial 50% payment ($800) described above. Payment of the deposit shall be received at or before the start of the project. The remainder of payment is to be tendered by Client in the amount of $800 to Contractor by the completion date specified for the final delivery.
Termination
Once both parties sign this contract, it cannot be terminated unless both parties approve termination in writing.
Integration Clause
This contract constitutes the agreement between the Parties. No prior verbal representations are incorporated unless set forth in this contract. Any changes to this contract must be in writing, though any form of writing may be used, including e-mail. No verbal changes will be considered enforceable.

DIRECTOR
Activities since last Board meeting • Section Director Call/Update
o The Section Directors sent their recommendations to the Chapter President inregards to the extra funds acquired from the Pasadena conference:
§ The Section Directors suggested that a grant program would require anoutsize investment of time and effort to apply for, and to administer. Ourpreference is for a portion of these funds to go to each section and for theremainder to support cross-sectional activities, maximize the coordinatedefforts of Sections within the Chapter, and leverage Chapter initiatives.
§ Potential activities to be funded were discussed in length, including:
o An allocation of up to $4,800, or up to $600/section, for a local specialpurpose (This is really for the smaller Sections and LA and Northernhave agreed to not to use the funds. However, I asked us to adopt thepolicy of allocating to all of the Section in case there is a need in thefuture)
o A university outreach program coordinated with the new studentmembership – to include a branded mailing from the chapter andpersonal visits to universities by Section leadership (with a travelbudget)
o Development of a Planning Commissioner training programo Development of an AICP training programo Legislative updates offered mid-sessiono Other training webinars on topic of statewide interest – i.e. CEQA,
HCD activities, OPR activities
• Development of the AICP training w/ our Chapter VP of Professional Development tobe rolled out in time for the Fall AICP exam. We formed a working group that includesTracey Ferguson (former SVS Section Director), Cherise Orange, Don Bradley andAfshan Hamid. This will enhance the Chapter AICP program and provide resources forthe entire state in one place for all Sections to access.
• City of Lafayette is the 1st Northern Section awardee of the Great Places of California.• The SF Co-RAC, Jeremy Battis, stepped down due to a lapsed membership.

Reminders • Remember to avoiding using “NorCal APA” when advertising events. The official name
that should be use for constancy is “APA California-Northern Section” or just “Northern Section” once the longer title is used. While both the Newsletter Editor, Administrative and Communications Directors will correct event submittals that go through our publications and social media channels, please do keep this in mind when coordinating events outside of the Northern Section, or advertising on other sites.
• As reminder, we want to encourage that all board members do their best to attend or call-in to board meetings when they are able. With committees with co-directors, it’s expected that both attend/call-in as both co-director positions count towards a quorum, which is important if the board requires acting on an item that requires a quorum of the board present.

launching the RAC conference call was delayed longer than expected. This should be coordinated in the coming week and anticipated to occur in May.
• Inviting RAC to be added to the Northern Section’s Google Drive to start using it as a document repository, but also as a collaboration space.
• Expanding on allowing RACs editor access to the Northern Section’s Facebook page. • Developing a user-guide/best practices for posting events on Facebook. • Investigating other coloration tools for board members to utilize.

associated with the Awards event including the cost associated with professional preparation of the Awards presentation. At this time, there is no request to increase the current Awards budget of $10,000.
o Attached is a draft contract for the work. The total cost to prepare the presentation is $1,600. The person that we are working with is Jonathan Engle. NORTHERN NEWS DIRECTOR
Activities since last Board meeting • On April 24 we posted on FB that 880 Cities (a nonprofit organization based in Toronto)
republished Jason Su’s article (from April’s Northern News) about the grass-roots effort to improve San Jose’s Fountain Alley. As of April 28th, 864 people had been reached!
• People are reading our monthly Constant Contact emails announcing the availability of the latest NN. For the May issue, we had 1124 “opens” and an open rate of 31.6% compared to an “average user” rate of 18%. The April issue had 1101 opens, 30.7%. The March issue had 1147 opens, 32.2%.
o Those last three issues of NN also have been shorter (23 pages on average) than in 2016 (average 30.4 pages) and 2015 (31.1 pages).

I am replacing Scott Edmondson as the California representative for the Sustainability Champions.
• Currently working on developing a virtual library of sustainability resources for Bay Area planners, which will be linked to the NorCal APA website
• Working with outgoing coordinator Josh Hohn to find a new coordinator for the Energy Initiative (a project of the Sustainability Committee).
Upcoming Activities • I am reconvening the quarterly Sustainability Committee meetings after a long hiatus
(the last committee meeting was held in November 2015). The next meeting will be held on Tuesday, May 23 at 6:30 pm (location TBD).

To: Northern Section Board of Directors From: Hing Wong, AICP and Alex Hinds Re: International Directors Report Date: May 3, 2017 International Planning Tour The sixth International Planning Tour concluded in March with 17 participants visiting the countries of Singapore, Vietnam, and Indonesia. A smaller group of six attended the post-tour to Cambodia.

Northern Section’s purposeful international travel provides our attendees with “new” knowledge and adds skills to their repertoire. The photos in this report show only a few of our meetings with planning professional organizations. We had over a dozen meetings with local planners, architects, professors, and elected officials.
Our first city was Singapore, known for its clean and orderly way of life. It is known as a planner’s dream place to plan. The island city-state is only 277.6 square miles. Land reclamation plays an important role and has increased the country’s footprint by 22 percent.

Next we ventured to the Communist country of Vietnam with stops in Hanoi, Mekong Delta, and Ho Chi Minh City (formerly known as Saigon). Each location had its own charm and was completely different than the other. Ho Chi Minh City is the largest city and region, but Hanoi is the capital and where most of the government influences are centered.

Our third country was Indonesia, with stops in Jakarta and Bandung. We had chosen to visit Bandung so that we could meet with Mayor Mochamad Ridwan Kamil, who received a Master of Urban Design from the College of Environmental Design at UC Berkeley. Talking to some of the local people regarding their feelings of the mayor, he has transformed Bandung into a livable and lovable city in just three years.

A small contingency continued on to Angkor Wat, Cambodia for the post-tour. This entire planning tour was a great opportunity to build friendships and to open new doors and collaboration efforts.
International Planning Collaboration Program The International Planning Collaboration highlights for 2016 were provided at the last meeting. However, as noted in our March 16, 2017 report – and further emphasized during the ensuing discussion – additional legal review and editing were recommended regarding liability and similar hold harmless provisions. Towards that end, Hing Wong and Alex Hinds conferred with Sharon Grewal and James Castañeda on these issues, and subsequently with Stephen E. Velyvis, Esq. We are in the process of further legal review and updating the agreement and associated hold harmless waivers, insurance provisions and the like prior to signing the agreement. Consultation with the California Chapter will also occur.

May 9 Eureka and the Arts: The City of Eureka an Art and Culture Commission to advise the City on ways to enhance quality of life and economic benefits through the Arts. City planners Swan Asbury and Delo Freitas have been working on the City’s Strategic Arts Plan recently adopted by the City Council. They will guide us on a journey of artistic beauty and explain the current objectives and goals of the Plan.
June 13 John Ford was a well-known Director in Hollywood: Humboldt County now has its own John Ford in the guise of Director of Planning and Building. John has returned to Humboldt County (HSU alum) following a 20-year career in Monterey County, after being appointed to the County post in October of 2015. This will be Mr. Ford’s first opportunity to address our group and discuss his plans for the new fiscal year.
July 11 Cleaning up Broadway: For over a decade, local groups have struggled with how to improve the appearance and safety of Broadway. Community meetings and individuals have developed proposals. What are the latest ideas and how likely are they to be put into effect? Photo-simulations of what could develop will highlight this presentation by Jeff Pimentel from Caltrans.
August 8 Land Use changes in Samoa: Humboldt County has adopted a Local Coastal Program text amendment that expands the uses allowed in the MC zone district by providing for certain conditionally permitted noncoastal-dependent interim uses on a temporary short-term basis, subject to performance standards designed to protect and prioritize coastal-dependent industrial uses. The areas of MC zoning within the unincorporated County, and therefore the areas that will be affected, include the Samoa Peninsula, Fields Landing and King Salmon. LACO Senior Planner Beth Burkes, ACIP and County Senior Planner Lisa Shikany will address our group.
