B.1 Fiber Optic based communication system in Northern region

A project for implementation of Fiber Optic based communication system in Northern region to connect central sector substations and power plants was approved in the 18th NRPC meeting held on 27th November, 2010. The

requirement of the constituents was also to be included and the requirement of physical path redundancy was also emphasised. It was also decided that all the upcoming power plants and substations of central sector shall be connected on Fiber Optic based communication system. To complete the network, around 1300 Kms. of existing fiber optic network of POWERGRID Telecom was also to be used. Following OPGW requirements had been incorporated under this project: Central Sector - 4489 Kms BBMB - 211Kms (as modified in 29th NRPC Meeting) PSTCL - 210Kms HPSEB - 352Kms UPPTCL - 368Kms (as modified in 29th NRPC Meeting) DTL - 286 Kms In 35th NRPC meeting held on 09th July, 2015 POWERGRID had informed that taking into account subsequent approvals, Central Sector portion now covers 4914 km of OPGW, out of this 4014 km (about 82%) had been completed. For the remaining 900 km, 250 km could not be done due to non-availability of shut-down and 650 km lines were under construction. It was also informed that for the NHPC projects, most of the locations would be completed by July, 2015 and remaining by October, 2015.

In respect of State Sector portion, there has been considerable delay due re-assessment of capability of bidders. After such assessment, State’s portion was re-tendered in July 2014. In 35th NRPC meeting, POWERGRID informed that for State Sector, LoA had been placed on 6th May, 2015 for 1864 km with the completion schedule of 18 months

BBMB has pointed out that the their OPGW requirement of approx. 211 km had been incorporated under this project. In the 34th NRPC Meeting held on 20th March 2015, POWERGRID had intimated that this work of installation of OPGW shall be completed by June 2015 except on lines, which were under construction. Due to the non-completion of commissioning of FO end equipment, this matter was again taken up with in the 31st TCC and 35th NRPC Meeting held on 8th and 9th July 2015, wherein it was conveyed that this matter be discussed in the 6thTeST Meeting. During the 6thTeST Meeting held on 10.09.2015 it was stated by POWERGRID that the work of establishment of FO connectivity between the stations where OPGW has been laid with BBMB SLDC Chandigarh will be completed by November, 2015. However, the work is yet to be completed. BBMB has requested POWERGRID to give the detailed schedule for establishment of FO connectivity between the following stations of BBMB and BBMB SLDC:

a) Schedule of work of laying the approach cables along with FODP at

CharkhiDadri and Ballabgarh sites.

b) The connectivity plan of Sangrur, Barnala, Delhi (RR) &Narela sites of BBMB with SLDC Chandigarh, where OPGW has been laid & FO End equipment has been commissioned.

BBMB has also requested that the work of patching of OPGW fibres in the intermediate sites of different constituents may be expedited so that the fibre connectivity of Ganguwal, Jagadhari, Kotla, Ganguwal, Hisar, Kurukshetra, Bhiwani, Panipat sites with SLDC Chandigarh can be established.

POWERGRID may update the status of the work being executed under the Central Sector and State Sector in general and about issues raised by BBMB in particular.

B.2 Additional OPGW connectivity in Northern Region under fiber optic

expansion project In the 28th NRPC meeting held in April, 2013, additional OPWG connectivity for around 2285 Kms with the initial estimated cost of approximately Rs 55 Crs. was approved. This additional requirement was proposed to be awarded separately and the completion period was to be 24 months after award.

POWERGRID had intimated that NIT had been floated for additional requirement and bidding process was expected to be completed by July’14.In the 33rd NRPC meeting held on 11th November, 2014, POWERGRID had intimated that LoA was expected by December, 2014 with the completion schedule of 02 years thereafter.

In the 34th NRPC meeting held on 20th March, 2015, POWERGRID had intimated that the total length had been increased to 4976 kms, out of which around 2150 kms was of state sector and 2826 kms was of central sector. Further, investment approval had been obtained on 11.03.2015 and the project was being implemented in 3 three packages. The bids for first two packages were under evaluation and LoA was likely to be placed in 03 months with completion schedule of 36 months.

In 35th NRPC meeting held on 09th July, 2015 POWERGRID informed that two packages were related to OPGW and one package was related to communication equipment. The bids for OPGW packages were under evaluation and LoA was expected by July, 2015 end.

B.3 Special Protection Schemes

B.3.1 Review of SPS for 765 kV Agra-Gwalior line

It was agreed in 31st TCC/35th NRPC meeting held on 08th /09th July, 2015 that there is a need to review the existing SPS for 765 kV Agra-Gwalior without affecting the primary objective of the scheme. Based on the decision taken in the aforesaid meeting, a group was constituted for this purpose.

Further, in the 115th OCC meeting held on 16th Sept, 2015, NLDC had presented a revised SPS for 765 kV Agra-Gwalior taking into consideration the changed system configuration. The revised scheme is enclosed as Annex-I. The revised scheme was recommended by the OCC and it was decided that the group constituted pursuant to decision taken in the 35th NRPC meeting, will also facilitate the implementation of revised SPS for 765 kV Agra-Gwalior. First meeting of the group was held on 20.10.2015 and following were major recommendations:

Recommendations of the group on SPS

(i) States of Haryana, Rajasthan, U.P. and Punjab would furnish within a week the details of minimum load on the feeders presently a part of the scheme so that extent of the shortfall from the envisaged load relief can be ascertained.

(ii) Above mentioned states would identify additional loads to bridge the shortfall identified in (i) above plus loads of 200 MW to implement revised scheme.

(iii) Delhi, which is not part of present SPS would identify load of 200 MW and become part of the revised SPS.

(iv) The feeders emanating from only those sub-stations, which have connectivity with fibre optic based communication system should be identified for inclusion in the scheme.

(v) POWERGIRD agreed to implement the scheme in 06 months if it involves procurement process. It was suggested that POWERGRID can use the already available spare like DTPC for the scheme.

(vi) On the issue of Non-availability of Radial Feeders it emerged that a transformer (such as 220 kV / 66 kV) can be tripped directly instead of going to individual feeders of 220 kV or 132 kV. This will resolve the issue of non-radial feeders to some extent as transformer would provide a bulk load and it is generally having radial feeders at LV side.

(vii) Group was of the view that same feeder can be included at the most in two carefully selected SPS with minimum probability of simultaneous operation

(viii) There is a need to define the role and responsibility for the installation, commission, operation, maintenance and other such aspects of the SPS. NRLDC was requested to frame guidelines covering these aspects. These guidelines can be helpful for effective implementation of the SPS. NRLDC was requested to frame draft guidelines and put up the same in the next OCC meeting for approval.

(ix) On the issue of selecting the feeders for the scheme on rotational basis, it emerged that this will increase the complexity of the scheme which in turn may reduce the reliability of the scheme. It has been observed in past also where feeders were tripped on rotational basis like in earlier UFR scheme, the scheme was not giving the desired result due to problem/malfunctioning of logic.

(x) Some of the SPSs already implemented and operational may not be required. One of such scheme can be for contingency of 400 kV

Muzaffarpur-Gorakhpur. There is ample parallel network available for this transmission line and the scheme may not be required for the contingency. It was agreed that NRLDC would study the requirement of the scheme in changed scenario and if required the scheme can be dismantled. NRLDC would bring an agenda in OCC in this regard. The spare DTPC can be used in the revised SPS for 765 kV Agra-Gwalior.

The issue was also discussed in 118th OCC meeting held on 15.12.2015 wherein Haryana SLDC had informed that they have identified the feeders as per the targets in the revised scheme. It was also informed that the seasonal load variation is high in Haryana. The winter off peak load of Haryana is about 2500 MW and as per the revised target Haryana has to provide load shedding of 465 MW at all times, which constitutes about 1/5th of the total load in winter months. He had expressed apprehension that this may create over voltage problem in some pockets. Further in peak season the feeders would provide more than adequate load relief envisaged in the scheme. He proposed that to meet the target load under SPS, states should be given freedom to connect more feeders during lean season and less feeders in peak season. Punjab had also raised similar concern in 117th OCC.

Based on deliberation following was recommended by OCC:

Recommendations of OCC

1. States would furnish the feeders as per requirement of the scheme up to 31.12.2015

2. States can select different set of feeders for SPS for peak as well as lean season with prior intimation to NRLDC and NRPC secretariat. Further this will be the responsibility of the states to ensure the requisite load relief envisaged in the scheme is available at all the time for the SPS.

3. If adequate radial feeders are not available at 132 kV/220 kV level, STU may lay necessary optical fibre to facilitate load shedding at 66 kV or 33kV level.

4. NRLDC will designate the different levels to SPS operational in Northern Region based on the criticality of the scheme. E.g. most critical scheme would come under level-I. Same feeder can be included at the most in two scheme of same Level.

5. SPS for contingency of 400 kV Muzaffarpur-Gorakhpur can be kept in service but its criticality will be less and accordingly its feeders may be used for other SPS.

In view of the above, following may be approved by TCC/NRPC:

(a) Revised SPS for 765 kV Agra-Gwalior line as detailed in Annex-I.

(b) Recommendations of the group on SPS.

(c) Recommendations of OCC on SPS.

Further, So far only Rajasthan and Uttar Pradesh have identified the additional loads to bridge the shortfall identified in recommendation (i) of the group. TCC/NRPC may impress upon STUs/SLDCs to submit details of additional loads for implementation of revised SPS for 765 kV Agra-Gwalior line.

B.3.2 Mock testing of SPS

It was decided in 30th TCC/34th NRPC meeting held on 19th /20th March 2015 that after rectification of identified deficiencies noticed earlier, mock testing of SPS for 765 kV Agra-Gwalior would again be carried out in the April, 2015. It was also agreed that if the mock testing reveals any issues, the same should be brought to the notice of Hon’ble CERC. Accordingly mock testing of the SPS was carried out on 30th April, 2015 with prior intimation to the concerned utilities. A report covering deficiencies observed in the mock testing was submitted to the Secretary, CERC. This was intimated in the 31st TCC/35thNRPC meeting held on 08th /9th July, 2015 and members were requested to take immediate action for rectification of deficiencies observed during mock testing.

Based on the report submitted by NRPC, Hon’ble CERC had initiated suo-motu petition (No. 08/SM/2015). First hearing in the matter was held on 17.09.2015 and in the Record of Proceeding, NRPC secretariat was directed to discuss in the next OCC meeting, all issue related to SPS with constituents and finalize the measures to be taken to provide desired response and carryout a mock testing after implementation of requisite measures.

Accordingly, the issue was also deliberated in 116th OCC meeting held on 16.10.2015 wherein it was agreed that states will take following immediate steps:

(i) Feeders included in the SPS should be exempted from routine load

shedding and (ii) Some additional radial feeders at the existing locations covered in the

scheme can be identified and included Some additional steps to enhance reliability of SPS were agreed in the first meeting of the group constituted pursuant to decision taken in the 35th NRPC meeting. It was also decided in 116th OCC meeting that a mock testing of SPS for 765 kV Agra-Gwalior for automatic load shedding action in Northern Region and backing down of generating station in Western Region would be carried out on 29th October, 2015. Accordingly, mock testing of the SPS for 765 kV Gwalior- Agra D/C line was carried out on 29.10.2015 with prior intimation to the concerned utilities. Following were the major deficiencies observed in the testing:

(i) Punjab: Expected load relief in Punjab was less than Target load relief (by

about 21% for conditions 1 to 4 and by about 30% for condition 5). Two

feeders from Mohali-I sub-stations, which are part of the scheme were connected to Mohali-II sub-stations and hence would not have contributed to load relief, if scheme had actually operated.

(ii) Rajasthan: Expected load relief in Rajasthan was less than Target load relief by about 56% for conditions 1 to 4 and marginally less than target for condition 5.

(iii) POWERGRID: Communication Link was not working for 220 kV Nara Sub-station of UP and counter had not increased at 220 kV Manipuri sub-station, Vindhyachal STPS and CGPL, Mundra.

The results of the mock testing were communicated to Hon’ble CERC. After hearing the matter again on 06.11.2015, in the Record of Proceedings, NRPC was directed to settle the load arrangement of various constituents and communication system requirements related to the SPS. The Commission had also directed NRPC to carry out mock exercise on 26.11.2015 in presence of staff of the Commission.

Accordingly, mock testing was carried out on 26.11.2015 with prior intimation to the utilities. A report has been submitted to Hon’ble CERC, pointing out following deficiencies:

(i) Punjab: Expected load relief in Punjab is marginally less than Target load

relief for conditions 1 to 4 and by about 32% for condition 5. One feeder from Mohali-I sub-station, which is part of the scheme was connected to Mohali-II sub-station and hence would not have contributed to load relief, if scheme had actually operated.

(ii) Haryana: Expected load relief in Haryana is less than Target load relief by

about 21% for conditions 1 to 4 and by about 13% for condition 5. (iii) POWERGRID: The counter reading had not increased at Ph-1 feeder of

220 kV Mohali-1 Sub-station. However, PSTCL informed vide e-mail dated 09.12.2015 that the same was re-tested on 08.12.2015 and the reading of the counter increased as per the scheme.

Members are requested to take immediate action for rectification of deficiencies observed during mock testing.

B.3.3 Removal of SPS operational at 400 kV Moradabad-Kashipur line

SPS for the security of Uttrakhand System based on the contingency of 400 kV Moradabad-Kashipur line was approved in 17th TCC/18th NRPC meeting held in November, 2010. The scheme was implemented by Uttrakhand in March 2012. PTCUL had brought an Agenda in 116th OCC meeting held on 16th October 2015 that the above mentioned SPS was not required and same can be removed.

It was informed that when Uttarakhand Grid System was connected with Northern grid, only through 2 No. 400 KV Transmission lines (400 KV

Muzzafarnagar-Roorkee & 400 KV Moradabad-Kashipur, a SPS was required for 400 KV Moradabad-Kashipur line. However, after commissioning of 400 KV Bareilly-Kashipur D/C line in April 2015, the power flow during normal operation on 400 KV Moradabad-Kashipur line remains in the range of (+25 MW) to (-50 MW). Further in case of tripping at 400 KV Moradabad-Kashipur line, parallel system can easily handle the increased flow.

In view of the above OCC has recommended that the SPS scheme for 400 KV Moradabad-Kashipur line may be removed.

Members may approve the removal of SPS for 400 KV Moradabad-Kashipur line.

B.4 Planning, procurement and deployment of Emergency Restoration System. The issue was discussed in the 33rd meeting of NRPC held on 11.11.2014 and it was suggested that CEA should evolve guidelines regarding ERS. Later, Secretary (Power), GoI vide letter dated 05.12.2014 addressed to Chief Secretaries of all the states had requested to issue directions to transmission utilities / transmission licensees to procure adequate number of Emergency Restoration Systems. The guidelines formulated by CEA for planning, procurement and deployment of Emergency Restoration System were also enclosed with that letter. Copy of the aforesaid letter was enclosed as Annex-VIII to the agenda notes of 30th TCC & 34th NRPC meetings held on 19th & 20th March,2015.

In the 30th TCC & 34th NRPC meetings held on 19th& 20th March, 2015, it was also decided that those states, which had not taken any substantive action so far with regard to procurement of ERS, should do so by June 2015.

The status of procurement and deployment of Emergency Restoration System as updated in 31st TCC/35th NRPC meeting is given below: DTL : Bids were to be opened on 15.07.2015.

HVPNL : Decision would be taken after the cost is known from other utilities.

HPSEB Ltd : Issue was under examination.

PSTCL : Administrative approval for procurement of 2 Nos. sets of ERS had been accorded by Whole Time Directors and the proposal had been sent to NABARD for its financing. After arrangement of funds, procurement action was to be initiated.

RRVPNL : Tender documents were under approval.

UPPTCL : Part-I of the bids had been opened and part-II was to be opened on 07.07.2015.

NRPC had expressed concern over lack of progress in the matter. It was agreed that STUs would expedite procurement of ERS. Members may update the status and deliberate so as to expedite procurement of ERS.

B.5 Deficiencies observed / improvements suggested in Basic Protection Audit In the 27th NRPC meeting held on 30th November, 2012, it was decided that all efforts should be made to squeeze the time for procurement of relays etc so as to rectify deficiencies observed in the Basic Protection Audit within a year i.e. before November, 2013.

The status of rectification of deficiencies (and expected completion) as submitted by the utilities is enclosed at Annex-II.

It is noted from the status that in case of some utilities the time frame for rectification of the deficiencies has extended much beyond original target and the work is now expected to complete by March, 2016.

NRPC may impress upon the members to expedite the rectification of deficiencies observed / improvements suggested in Basic Protection Audit

B.7 Defence mechanism

B.7.1 Revised Under Frequency Relay based automatic load shedding scheme

Based on the decision of NRPC four stage automatic load shedding scheme through UFRs for NEW grid, with a total target of 8720 MW for Northern Grid was finalized.The scheme has been implemented in all states except:

Chandigarh, where it has been implemented partially (implemented for 49.2 Hz and 49 Hz) and

J&K, where it has not been implemented at all.

In the 33rdNRPC meeting, PDD, J&K had indicated procurement target of UFRs as December, 2014. In the 34thNRPC meeting, PDD, J&K had indicated that NIT was issued for supply of UFRs but no supplier had responded. PDD, J&K was advised to arrange UFRs bilaterally from other STUs.

The issue was discussed in the meeting of National Power Committee held on 10.12.2015. NRPC was advised to impress upon PDD, J&K and UT,

Chandigarh to expedite implementation of the scheme. In case of further delay, NRPC may approach Hon’ble CERC.

PDD, J&K and UT, Chandigarh may submit action plan for early implementation of the scheme.

B.7.2 Ensuring functioning of defence mechanism.

In the 27thNRPC meeting held on 30th November, 2012,it was decided that all STUs would ensure load relief as per target and settings of UFR and df/dt relays as agreed in NRPC. It was also decided that mock exercise for healthiness of UFRs would be carried out by utilities themselves on quarterly basis and report would be submitted to NRPC Secretariat and NRLDC. This exercise was to be done at the end of March, June, September and December months.Further, in the 28th TCC/ 31st NRPC meetings held on 23rd and 24th July 2014 it was inter-alia decided that OCC would finalize a procedure for testing and self-certification of UFR by utilities and that the quarterly self-certificate would be uploaded on the web-site of SLDC concerned. This procedure was approved by NRPC in its 33rd meeting held on 11th November, 2014.

The status of compliance to the decision taken by NRPC is as under:

a) All STUs except UPPTCL, RRVPNL and UT Chandigarh have submitted self-certification about healthiness of UFR and df/dt relays for the quarter ending Sept 2015. The issue was being highlighted in every OCC meeting.

b) All STUs (except UT, Chandigarh) have informed that quarterly report of UFR testing was being up-loaded on their web-site.

NRPC Team had visited the following sub-stations of HVPNL, HPSEB Ltd. & UPPTCL on 03.11.2015 to 05.11.2015 to check the healthiness of UFRs & df/dt relays installed on feeders at sub-stations. Sub-station wise observations of inspecting teams are enclosed as Annex-III. STUs are requested to rectify the deficiencies observed.

B.8 Reactive compensation at 220 kV

Proposal for installation of bus reactors at 12 Nos. 400 kV and 17Nos. 220 kV sub-stations was discussed in the 29th meeting of NRPC held on 13th September 2013.

After deliberations, NRPC had approved installation of reactors at 400 kV sub-stations of POWERGRID and RVPNL. As regards 220kV bus reactors, POWERGRID had stated that the requirement would be firmed up in consultation with the States in separate meetings.

It was agreed in the 33rdNRPC meeting held on 11thNovember, 2014, that all STUs would study and finalize the requirement of reactors at 220 kV level in consultation with POWERGID. It was also agreed that NRPC Secretariat would convene meetings for individual states to facilitate discussions in this

regard. Accordingly, meeting with Punjab & Haryana was convened on 30th

January, 2015 and another meeting with all other states was convened on 03rd

March, 2015.

In the meeting held on 30.01.2015 with Punjab and Haryana, it was inter-alia decided that POWERGRID would email details of likely network of these states as available with them to the respective participant from these states. These states would point out errors and omissions, if any, in the network details within a period of one week. States of Uttarakhand, HP and J&K had not participated in the meeting and their status could not be ascertained.

In the 30th TCC & 34th NRPC meetings held on 19th& 20th March, 2015, following was agreed:

(i) STUs would immediately intimate to POWERGRID the contact details of nodal officers for the study.

(ii) POWERGRID would send the network detail of the state for 2017-18 as available with them to nodal officers by 25th March, 2015.

(iii) Respective nodal officers would validate the same in 15 days thereafter.

However, POWERGRID has informed that response of the states to the details emailed was received only from Punjab, Rajasthan Haryana.

In 35th NRPC meeting it was agreed that other states should depute its representative to their office for validation of data and they would finalise in the same day. It was decided that one representative of each state would visit the POWERGRID office for validating the data as per schedule to be intimated by NRPC Secretariat in consultation with POWERGRID. Accordingly, POWERGRID had submitted a schedule and same was informed to the STUs in OCC meeting. Till now only HVPNL, DTL, RRVPN and PSTCL have validated the network.

Other STUs are requested to validate the network at the earliest.

RRVPNL may update the status.

B.9 Certification of Non-ISTS lines for inclusion in PoC Charges.

Central Electricity Regulatory Commission (Sharing of Inter State Transmission Charges and Losses) (Third Amendment) Regulations, 2015 provides that RPC Secretariat, in consultation with RLDC, using WebNet Software would examine the proposal submitted by the states to certify non-ISTS lines carrying ISTS power. The issue was discussed in 35th NRPC meeting held on 09th July, 2015 and following was agreed:

(a) A group comprising of officers from NRPC Sectt., NRLDC, UP SLDC, Rajasthan and DTL would be constituted of to arrive at methodology for the study to be conducted by RPC Secretariat, in consultation with RLDC.

(b) The last date for submission of the proposals by STUs for consideration in the aforesaid study would be 31.07.2015.

(c) Based on the results of the study, NRPC Secretariat would bring a proposal containing list of STU owned transmission lines carrying inter-state power for approval of NRPC.

Accordingly, a group was constituted and first meeting of the group was held on 08.12.2015. Following are the recommendations of the group:

(i) Percentage share of a particular load or generator in the transmission charge of a line would be taken as percentage utilization by that load or generator.

(ii) For each line, for which claim for its use as inter-state line has been submitted, the share of transmission charge assigned to all the loads and all the generators will be arrived at (say L and G) for a particular load generation balance scenario using WebNet software. Transmission charges assigned to that state loads (say A) as percentage of transmission charges assigned to all the loads put together shall be calculated (X=A*100/L). Similarly, Transmission charges assigned to generators fully dedicated to the state (say B) shall be calculated as percentage of transmission charges assigned to all the generators put together (Y=B*100/G). Maximum of these two values (Z= Max of X and Y) will be considered as utilization by that state. Balance utilization of the line (= 100-Z) would be considered as utilization for inter-state purposes.

For example, if the WebNet software indicates that in the given load generation balance scenario, for a particular line;

a. Transmission Charges assigned to all the loads (L)= Rs 12 Lakh

b. Transmission Charges assigned to all the Generators (G) = Rs 8 Lakh

c. Transmission Charges assigned to State loads (A)= Rs 8 Lakh

d. Transmission Charges assigned to generators dedicated to the (B)= Rs 4 Lakh

e. Percentage utilization by loads of home state (X) = A*100/L= 67

f. Percentage utilization by generators of assigned to home state (Y) = B*100/G = 50

g. Then, Percentage Utilization of the line by home state (Z) = Max of X and Y= 67

h. So Percentage Utilization of line for inter-state purposes = 100-Z= 33

(iii) To calculate the utilization, the study would be carried out taking the input data of PoC for 2nd Quarter (July-Sept) and 4th Quarter (January-March). The overall utilization of a particular line for inter-state purposes will be the average of the above two quarters. The studies based on 2nd and 4th quarter for a particular year will be used for certification of state owned lines as inter-state lines for next year. For example, certification for the year 2016-17 will be done based on studies for quarters July-Sept. 2015 and January-March 2016.

(iv) Certification of state-owned Transmission lines carrying ISTS power will be valid for one year and claims for certification will have to be submitted by end of December every year.

(v) A transmission line would be construed as inter-state line only if average utilization for inter-state purposes based on the studies for 2nd and 4th quarter comes out to be more than 50 %.

(vi) The study would be carried out for network with Transmission Line of 132 kV and above. Transmission line below 132 kV level would not be certified under this procedure.

(vii) A format would be devised by NRPC Secretariat for submission of the claim and utilities would be requested to submit their proposal in the prescribed format latest by 31st December, 2015 for inclusion in the study for certification for 2016-17.

TCC/NRPC may deliberate and approve above mentioned recommendations. Further, utilities including those which had submitted their proposal earlier, may submit their proposal in the prescribed format (enclosed at Annex-IV ) by 31.12.2015.

B.10 PSS tuning

B.10.1 Status of PSS tuning

In the 29thTCC/33th NRPC held in November 2014, certain decisions were taken based on the recommendations of the group constituted by NRPC. These decisions are enclosed at Annex-V. One of the decisions was that all generating units with capacity over 50 MW, for which PSS have not been tuned or Step Response Test has not been carried out during last 12 months, should do so within next 12 months and submit to NRPC, NRLDC and CTU, the results of the Step Response Test. Accordingly, the matter was taken up in the OCC meetings for compliance of the above mentioned decisions. Members of the OCC were requested to submit the details of PSS tuning done or Step Response Test carried out since 01.11.2013 on their generating units with capacity over 50 MW along with the results of the Step Response Test to NRPC, NRLDC and CTU. Members were also requested to intimate their programme of arranging PSS tuning or Step Response Test on their

generating units with capacity over 50 MW by October 2015, if not, done between 01.11.2013 to 31.10.2014.

The issue was again deliberated in the 34th NRPC meeting held on 20th March, 2015 and following decisions were taken:

(A) A group be constituted to analyze the results of the Step Response Test submitted by Generating Companies.

(B) OCC should take up the process of collection of complete generator parameters to facilitate accurate simulation studies. OCC would also take up finalization of action plan for retrofitting of units having analog AVR with Digital AVR.

In the 31st TCC/35th NRPC meetings held on 8th/9th July 2015, NRPC had decided as under:

(i) In respect of units over 50 MW capacity for which PSS tuning/Step Response Test had not been carried out after 01.11.2013, all efforts should be made to carry out PSS tuning/ Step Response Test by October, 2015 in accordance with the decision of NRPC. Generating Companies would submit by 31.07.2015, the schedule of carrying out PSS tuning / Step Response Test for their generating units. If required, exemptions from this deadline should be sought from NRPC on case by case basis after deliberations in the OCC and TCC.

(ii) Those utilities, which have not submitted the information, should do so by 31.07.2015.

(iii) Complete generator parameters for all generating units in the formats devised by POSOCO to facilitate accurate simulation studies should be submitted by 31.07.2015 to NRLDC and NRPC Secretariat.

NRPC Secretariat has been compiling information about status of PSS tuning at various generating stations in NR and summary of the same is given below:

It is noted from the above that practically none of the generating companies has fully complied with the decision of NRPC. However, exemption or time extension has been sought by only NTPC.

As mentioned earlier, NRPC in its 33rd and 35th meetings had agreed for a time period of 01.11.2013 to 31.10.2015 for carrying out of Step Response Test/PSS tuning. If required, exemptions from this deadline were to be sought from NRPC on case by case basis after deliberations in the OCC and TCC. In the 118th meeting of OCC held on 15.12.2015, representative of NTPC had requested for following exemption from implementation of decision taken by NRPC:

(i) NTPC had carried out step response of three generators few months prior to 01.11.2013 (Rihand Unit -1, 500 MW- July 2013, Dadri Coal Unit 4, 210 MW- September 2013, Dadri Coal Unit 3, 210 MW- October 2013). NTPC has requested that since tuning of these generating units was carried out only few months before the start date agreed in NRPC, these units may be considered to have complied with the requirement.

B.10.2 Analysis of Step Response Test

As mentioned earlier, in the 34th NRPC meeting, it was decided to constitute a group for analysing the results of PSS tuning. The first meeting of the group was held on 20.03.2015 and members had agreed on certain recommendations. However, group had not reached consensus as to when an oscillation will be considered to have been damped out. This remaining issue was deliberated and finalized in the 118th meeting of OCC held on 15.12.2015. Therefore, based on the recommendations of the group and the OCC, following guidelines are proposed for approval of TCC/NRPC:

i) For carrying out Step Response Test, magnitude of the Step input should be between 2% to 5% of reference voltage.

ii) PSS will be considered to be working satisfactorily, if during step response test, settling time is less than 3 cycles in case of brushless excitation system and less than 2 cycles in case of static excitation system. In both the cases, no. of cycles to damp out the oscillation with PSS should always be less than that without PSS. Settling time means the time in which oscillations get damped out.

iii) Oscillation will be considered to have been damped out when oscillations come in the band of ±2.5% of reference voltage and remain in this band thereafter.

Members may approve the proposed guidelines so that process of analyzing the results of PSS tuning/Step Response Test submitted by the generating companies can be initiated.

B.11 Overview of Grid Operation

NRLDC shall brief members about highlights of grid operation during August, 2015- November, 2015.

The actual Power Supply Position (PSP) for the period August, 2015 - October, 2015 is enclosed at Annex-VI. Northern Region had a peak power shortage in the range of 3.3 to 7.8% and energy shortage in the range of 5.0-5.9%. J&K faced higher energy as well as peak shortages of the order of 14-15.3% and U.P also faced peak shortages (in the range of 13-18%) and energy shortages (in the range of 13-16.4%).

B.12 Status of commissioning of new generating units.

The status of commissioning of new generating units in 2015-16, 2016-17 as updated in the last OCC meetings is at Annex-VII.

This is for the information of Members.

B.13 Procurement of one no. spare Transformer of 400kV/10.56kV for SVC at Kanpur

SVCs at Kanpur Substation were commissioned in 1992. There are 2 x 173 MVA transformers of 400kV/10.56kV rating for 2 no. SVCs. Since the transformers are aged and are completing 25 years, it is requested that 1 no. transformer of 173 MVA, 400kV/10.56kV rating be kept as spare at Kanpur Substation to meet any contingency on account of failure of one of the transformers. Since it is a special type of transformer used for reactive power transfer, lead time for repair /procurement of transformer may vary from 18 months to 24 months.

In view of above, procurement of one no. spare transformer of 173 MVA, 400kV/10.56kV rating may be approved by NRPC for smooth operation of SVC in future.

Members may deliberate.

B.14 Standing consent by NTPC and Discoms for scheduling of URS power

As discussed in 117th OCC meeting of NRPC on 19.11.2015 at New Delhi, NTPC vide its letter dated 23.11.2015 has given its standing consent to NRLDC for scheduling of the un-requisitioned surplus (URS) power by Discoms from the power plants of NTPC in view of the Central Electricity Regulatory Commission (CERC) order dated 05.10.2015 in the petition no 310/MP/2014.

NTPC also requested its beneficiaries vide letters dated 23.11.2015 to give their standing consent for scheduling of their URS power. In line with that, standing consents from BSES Rajdhani Power Ltd. (BRPL), BSES Yamuna Power Ltd. (BYPL), Tata Power Delhi Distribution Ltd. (TPDDL), Electricity department of Union Territory of Chandigarh & Uttar Pradesh Power Corporation Ltd. (UPPCL) have been received so far & standing consent from remaining Northern Region beneficiaries are awaited.

Accordingly, other remaining beneficiaries are requested to expedite issuing of standing consent for scheduling of URS power of NTPC stations. Further, NRLDC is also requested to expedite changes to the portal so that willing beneficiaries could directly punch their requirements in case of availability of URS.

None of the beneficiaries is releasing payment against surcharge which also needs to be released as early as possible.

The above beneficiaries may kindly be impressed upon to liquidate the outstanding dues including surcharge on priority.

C.2 Opening of Letter of Credit (LC) (Agenda by NHPC)

(i) BYPL: LC opened by BYPL had expired on 31.03.14 and further they did not open the LC of requisite amount of ₹ 15.70 Crs till date even after repeated requests.

(ii) BRPL: LC opened by BRPL expired on 31.03.15. BRPL did not open LC of requisite amount of ₹ 26.65 Crs inspite of their commitment.

These beneficiaries may kindly be impressed upon to open Confirmed, Irrevocable & Revolving Letter of Credits for the requisite amounts in favour of NHPC Ltd.

C.3 Delay in release of payment of SJVN bills by the beneficiaries of Nathpa Jhakri Hydro Power Station ( NJHPS) and Rampur Hydro Power Station (RHPS) (Agenda by SJVN)

As on 27.11.15, an amount of Rs. 1376.66 Crore is outstanding for a period more than sixty (60) days from some of the beneficiaries of SJVN ( for NJHPS and RHPS) . The beneficiaries who have not cleared their outstanding dues are as under :

Out of above, the main defaulting entities are GoHP/ HPSEB, J&K, BRPL, BYPL and UPPCL.

a) GoHP and HPSEB: The outstanding of GoHP and HPSEB is Rs 679.10 Crore and Rs 11.60 Crores respectively. Govt. of H.P. has assigned the power to HPSEB w.e.f. Dec 2013 in respect of NJHPS and April 2015 in respect of RHPS. HPSEB may be impressed upon to clear its outstanding as well as its share in GoHP outstanding, amounting to Rs. 559.47 crore at the earliest.

b) PDD J & K: An amount of Rs 309.53 crore is overdue from PDD, J & K. Last payment released by PDD, J & K was during Aug 2015 and thereafter, SJVN has not received payments in-spite of repeated follow-up & periodical visits to PDD, J & K and higher official of J & K Govt. On account of huge outstanding and non-maintenance of Letter of Credit, power allocated to PDD, J & K from NJHPS is regulated w.e.f. 01/12/2015 (00.00 Hrs). PDD, J & K is requested to liquidate their outstanding dues of Rs 245.08 Cr for NJHPS as well as Rs 64.45 Crores for RHPS.

c) BRPL: BRPL is making payments as per terms agreed at the time of lifting of power regulation in the month of July 2015. BRPL is further requested to adhere to their commitments made to SJVN during July, 2015.

d) BYPL: Due to continuous default by BYPL for liquidating their dues and non submission of LC, their power is regulated since September 2013 and outstanding dues has increased to Rs 101.02 Crore as BYPL has stopped making any payment towards capacity charges as well as outstanding dues since September 2013.

e) UPPCL: The outstanding of UPPCL has increased to Rs 171.18 Crores. UPPCL is requested to expedite the liquidation of outstanding on priority.

f) Rajasthan Discoms : The outstanding amount due from Rajasthan Discoms is Rs 27.28 Crores. Rajasthan Discoms are requested to adhere to schedule of payment and clear their outstanding at the earliest.

It is requested that the NRPC may intervene in liquidation of outstanding dues from the above defaulting entities.

C.4 Non Opening of Letter of Credit by certain beneficiaries for power supplied from NJHPS (Agenda by SJVN)

As per provisions of CERC regulations and terms and conditions of power purchase agreement, beneficiaries are obligatory required to submit the Letter of Credit (LC) before start of the relevant financial year, but the following beneficiaries are yet to submit their LC. (i) Power Development Deptt. of J&K:

Power Development Department of J&K has not yet opened Letter of Credit since May 2011 whereas as per the Power Purchase Agreement they have to submit a confirmed, revolving, irrevocable Letter of Credit in favour of SJVN for an amount equivalent to 105% of their average monthly billing of preceding 12 months with appropriate bank as mutually acceptable to parties. The LC shall be kept valid at all the time during the validity of the Power Purchase Agreement. As such Power Development Department of J&K may be impressed upon to submit valid Letter of Credit to SJVN as per terms of PPA.

(ii) M/s BYPL and M/S BRPL:

Further, BRPL and BYPL is required to submit a confirmed, revolving, irrevocable Letter of Credit in favour of SJVN for an amount equivalent to 105% of their average monthly billing of preceding 12 months with appropriate bank as mutually acceptable to parties. The LC shall be kept valid at all the time during the validity of the Power Purchase Agreement.

Both the beneficiaries are yet to submit Letter of Credit for FY 2015-16. As such the same needs to be opened on priority basis.

(iii) GOHP: Since Dec 13, GOHP has assigned their power to HPSEB. Despite the instruction from Principal Secretary Power, Government of Himachal Pradesh, HPSEB is yet to open the Letter of Credit against the power assigned to them by GoHP.

C.5 Letter of Credit for FY 2015-16 in respect of RHPS (Agenda by SJVN)

Letters were issued to the beneficiaries for opening Letter of credit for 2015-16. Except Rajasthan Discoms and UPCL, all other beneficiaries are yet to submit their LC and they may be impressed upon to open the LC as per terms of PPA.

C.6 Balancing of pool for Congestion Charges

In 31st TCC & 35th NRPC Meetings held on 8th and 9th July 2015, the issue regarding non-receipt of full congestion charges receivable by constituents as per the accounts issued by NRPC Secretariat was discussed. In the meetings it was decided that a group comprising of members from NRPC Secretariat, NRLDC, NTPC, NHPC and TPDDL would be constituted for exploring options and making recommendations in the matter.

The group had submitted the report wherein following recommendations had been made:

1. With the existing regulations, the accounting may be done as under:

(i) If payment receivable into a congestion account is more than payables from the congestion account, the surplus shall be carried forward to next congestion account for which due date falls in the same calendar month.

(ii) If payment receivable into a congestion account is less than payables from the pool account, the payables shall be calculated pro-rata and the balance, which cannot be paid, shall be shown separately for each utility. These balance amounts payable to various utilities shall be carried forward to next congestion account for which due date falls in the same calendar month.

(iii) At the end of the month, surplus, if any in the congestion pool account shall be transferred to the PSDF in line with regulatory provisions

(iv) The treatment of balance payable, if any, to various utilities at the end of each calendar month shall depend on the outcome of request to be made by Member Secretary, NRPC to Hon’ble CERC in accordance with recommendation 2 below.

2. Member Secretary, NRPC may bring to the notice of Hon’ble Commission, in the form of letter addressed to Secretary, CERC difficulties in the accounting of congestion account. The letter may make suggestion that at the end of the month, if there is balance amount to be paid to various utilities from the congestion pool after accounting for the amount payable by various utilities into the pool, such amount may be transferred from PSDF to the congestion pool.

The recommendations were discussed in 30th meeting of Commercial Sub-Committee meeting held on 23.09.2015 and were accepted.

TCC/NRPC may approve above mentioned recommendations.

C.7 Regulation of Power Supply

In the 31st TCC/ 35th NRPC meeting, SJVN had put up an agenda on this issue. SJVN had contended that enforcing CERC regulation of supply of power to the defaulting agency was not proving as a solution for which it was introduced, and it was becoming difficult to recover the dues, due to unfavourable power market scenario. It was agreed that members would submit possible solutions and matter would be deliberated in detail in the Commercial sub- committee so that possible alternatives, if any, can be identified and matter would be deliberated in detail in Commercial Sub- committee meeting.

Accordingly, the issue was deliberated in the 30th Commercial sub- committee meeting along with comments received from TPDDL and HPSEBL. Members of Commercial sub-committee were of the opinion that SJVN may follow up at Government level for tripartite agreement and re-allocation of power. After deliberations, it was agreed in the Commercial sub-committee that individual entity would take appropriate action for enforcing existing regulations or for amendment in Regulations.

This is for information of members.

C.8 Surrender of Power from Selected Power Stations

Govt. of Delhi and consequently Delhi Discoms have intimated to surrender their share of power from selected power stations in spite of having valid PPA’s on the pretext of high cost of power. TPDDL has filed a petition in CERC in this regard.

NHPC stand on the subject is very clear that beneficiaries cannot selectively accept or reject power from any power station as they are supposed to see the weighted average rate of power from all the Power Stations of NHPC.

Allocation of power to any State by ‘Ministry of Power’ is done based upon long term requirement and request from the States and therefore duration of PPA’s does not have any bearing on the allocation of power by MoP.

C.9 Request for immediately release of THDCIL’s payments by its beneficiaries (Agenda by THDCIL)

THDCIL India Limited (THDCIL) has been supplying energy from its presently operating Tehri HPP (1000MW) and Koteshwar HEP (400MW) generating stations to all the beneficiaries of Northern Region. Despite vigorous efforts, BSES Delhi Discoms, UPPCL (UP), PDD (J&K) have been making delayed payments and much beyond the due dates. BSES Yamuna Power Ltd. has not made any payment after 07.10.2015, when they had paid only Rs 7.0cr. PDD, J&K has also not made any payment after 27.08.2015. Due to inordinately delayed payment, the outstanding is rapidly accumulating resulting into severe financial hardships for THDCIL to the extent of forcing it to avail short term loans bearing heavy interest to meet day to day working capital needs. As on date, a total amount of Rs. 2457.79 Cr is pending for payment, out of which Rs 2092.94 Cr. is due for more than 60 days. The details of major defaulters are as under:- Sl No.

THDCIL has been earnestly requesting bilaterally as well as through this forum to release the payments, there has not been much headway in the case of Delhi Discoms and J&K, as the outstanding amount has been steadily increasing.

The above beneficiaries should immediately release the outstanding amount, mentioned there against, which is due for more than 60 days otherwise must inform a time bound payment plan to liquidate the old outstanding dues.

PDD, J&K has not opened the LC till date even after repeated requests. PDD, J&K may kindly be impressed upon for opening of LC on priority. The required amount of LC for FY 2015-16 is Rs 12.00 Cr.

Besides above, Rajasthan Discoms have not yet released any payment against the Late Payment Surcharge (LPSC) bills even after several requests. In the last TCC & NRPC meetings, representative of Rajasthan Discoms had informed that they were in the process of resolving the issue of payment against LPSC bills but the payment was still awaited. Therefore, they must take immediate action to release the payment against LPSC bills otherwise inform the time bound payment plan. HPSEB Ltd had also assured that they are in the process of liquidation of LPSc payment for FY 2012-13 to 2014-15 but the above payment is still to be released by HPSEB Ltd.

C.10 Intimation for Payment of Energy and other bills (Agenda by THDCIL):

The beneficiaries, presently release the payments without informing the details such as the bill against which the payments has been released etc. This causes great difficulty at THDCIL`s end for correlating the payment with the bill(s). In spite of regular follow-up, most of the beneficiaries are still not intimating the details of payment made by them as requested above i.e. the amount released alongwith the date of payment, THDCIL`s bill no. & date, amount of rebate availed (if any), TDS deduction (if any) etc. The beneficiaries are to intimate these details immediately after release of any payment as the same is necessary for reconciling the amount received. This will help in eliminating any dispute in mutual business interest.

C.11 Payments through RTGS (Agenda by THDCIL):

In the last TCC & NRPC meetings, Haryana was requested to take necessary action for releasing payments through RTGS in place of cheques. It was also informed that all other beneficiaries are making payments through RTGS. However, payment is still being received through cheques. HPCC, Haryana may kindly arrange payment of bills through RTGS only henceforth.

UPPCL UPPCL has submitted LCs amounting to Rs. 102.5 Cr. against requisite LCs of Rs. 145.57 Crores towards POC bills respectively. Therefore, LCs needs to be enhanced for Rs. 145.57 Cr. having validity for one year from the date of issue incorporating POWERGRID standard ‘Special Conditions to Letter of Credit’

HPSEB HPSEB has submitted Letter of Credits of Rs. 20.90 Cr against requisite LC of Rs. 32.50 Cr. towards POC charges. Therefore, LCs needs to be enhanced for Rs. 32.50 Cr. having validity for one year from the date of issue incorporating POWERGRID standard ‘Special Conditions to Letter of Credit’.

D.1 Transmission proposals as agreed in Standing Committee Meeting D.1.1 Creation of 400/220 kV substations in NCT Delhi during 12th Plan period

The scheme “Creation of 400/220kV substations in NCT of Delhi during 12th Plan period” had been discussed and agreed in the 34th Standing Committee of Northern Region held on 8/8/14 & 32nd NRPC held on 10/10/14. Subsequently, following minor modifications to the original scheme were agreed in the 35th Standing Committee of Northern Region held on 13/7/15:

• Papankalan substation was earlier envisaged at Papankalan-I existing substation by replacing existing 220/66 kV substation of DTL. While working out the details, it was observed that accommodating 400/220 kV substation in existing Papankalan-I substation will be difficult without disturbing the present set up in the compressed time schedule. Accordingly, after considering other constraints, an alternate site in Sector-5, Dwarka, close to Papankalan-I was identified which would be named as Dwarka-I 400/220kV ISTS substation. Further, R-o-W for LILO of one circuit of Bamnauli –Jhatikara D/c line at Dwarka-I is available & dismantling of existing 220kV D/c line would not be required. Accordingly, for LILO of one circuit of Bamnauli – Jhatikara

400kV D/c line, a new corridor with 400kV D/c (Quad/HTLS) shall be constructed.

• Provision of 1*125 MVAR Bus Reactor at each of Rajghat, Tughlakabad, Karampura and Dwarka-I (earlier Papankalan-I) substations.

• Deletion of Dwarka-I (earlier Papankalan-I) to Jhatikalan D/c line. • LILO of both circuits of Bawana - Mandola at Rajghat and construction

of complete LILO in multi circuit (M/c) line.

Including the above changes, the complete scheme is given at Annexure-VIII.

D.1.2 Implementation of 220/66kV substation in Chandigarh along with Chandigarh–Panchkula (PG) 220kV D/c line.

The establishment of a 220/66kV substation in Chandigarh along with Chandigarh–Panchkula(PG) 220kV D/c line was approved in the 33rd NRPC meeting held on 11/11/14. During the meeting, HVPNL had informed that they intend to construct a 220kV substation in Haryana en-route Chandigarh-Panchkula (PG) 220kV D/c line. Anticipating severe R-o-W in the proposed route, it was proposed by HVPNL that provision of M/c towers to be kept in line traversing through Haryana. Subsequently, during the 35th Standing Committee meeting of Northern Region, following minor modifications were agreed:

• The substation site is proposed at Hallo Majra/ Raipur Kalan instead of Sector 47. Therefore name of substation be recorded as Chandigarh substation instead of Sector 47, Chandigarh.

• HVPNL had proposed that the stringing on the Multicircuit portion of Chandigarh–Panchkula 220kV D/c line in Haryana would be carried out later on by HVPNL for taking out line to their 220kV Substation. HVPNL also requested for provision for space for two numbers of bays at 400kV Panchkula.

Further, Panchkula- Chandigarh 220kV D/c would be a combination of overhead line & 220kV cable (considering severe R-o-W issue in Chandigarh area) as agreed in 33rd NRPC meeting held on 11/11/14.

D.1.3 LILO of 220 kV Dhauliganga - Pithoragarh (PG) for construction of 400/220kV GIS S/s at Jauljibi, Pithoragarh and proposed 2x100 MVA, 220/132kV GIS S/S at Almora: NRSS XXXVII scheme

During the 36th Standing Committee Meeting of NR held on 13/7/15, some minor modifications in NRSS XXXVII scheme like change in transformer size at 400/220kV Jauljivi substation from 2X315MVA 3 phase units to 7X105MVA single phase units, inclusion of 2 Nos. of 400kV bays at Bareilly (PG), 2 Nos. of 63MVAr switchable line reactors in Bareilly - Jauljivi 400kV D/c line instead of 125MVAr Bus Reactor at 400/220kV Jauljivi substation etc. were agreed. Keeping above in view, the total scope of the scheme is as given below:

A comprehensive study was carried out for assessing the requirement of additional transmission system keeping in view the existing allocation/ LTA granted on the basis of target regions, firm PPAs and new LTA application submitted for transfer of power from various IPPs in Western Region to another Region. It has been observed that the total LTA quantum granted to NR from all the generation projects in WR and ER including the central sector allocation is about:

From WR Projects: 15200 MW

From ER Projects: 11700 MW

Total: 26900 MW

Further, with other new connectivity/LTA applications, it is envisaged that additional 4000MW power needs to be transferred from WR to NR. Accordingly, the estimated power transfer requirement to Northern Region from ER & WR would be:

From ER Projects: 11700 MW

Total: 30900 MW

Comprehensive Studies were carried out by CTU in consultation with CEA. Based on the studies, following transmission system was agreed as a system strengthening scheme during the 36th Standing Committee meeting of NR held on 13/7/15.Subsequently, the scheme has also been agreed in the 39th Standing Committee Meeting of Western Region held on 30/11/15(Minutes awaited). bays. It was agreed to utilize one of the 1x315 MVA transformers from Ballabhgarh or Mandola which are going to be replaced.

• Two nos. of additional 220kV line bays each at Meerut & Allahabad have also been agreed to be implemented on request of UPPTCL.

D.1.6 Power evacuation from Sainj HEP 2x50 MW

Power evacuation system from Sainj was discussed in the 31st, 32nd and 35th meeting of the Standing Committee of Northern Region wherein LILO of 400kV Parbati-II- Banala direct circuit at Sainj HEP was finalized with provision of SPS and Byepass arrangement at Sainj HEP. However, there were certain implementation issues. To assess & resolve the issues, a team comprising of officers from CEA, POWERGRID, HPPTCL, HPPCL & PKTCL visited site. Based on their observations, it was decided in the 36th Standing Committee meeting of Northern Region held on 13/7/15 that Sainj HEP may be LILOed at Parbati-II - Parbati-III 400kV line, instead of LILO of direct line between Parbati-II & Banala.

D.1.7 Maharanibagh–Rajghat 400kV D/c line

400kV Maharanibagh (PG) substation is the main ISTS link for supplying power to Central and South Delhi areas. Maharanibagh substation is presently connected through LILO of Dadri - Samaypur 400kV line at Maharanibagh. The line towards Maharanibagh is on D/c tower. The substation is very critical for supply of power to Delhi and any tower outage would cause blackout in part of Delhi area. Considering this, during the 36th Standing Committee Meeting of NR it was proposed to strengthen the connectivity of Maharanibagh S/s by linking it with an alternate 400kV source from the proposed ISTS Substation at Rajghat through 400kV D/c line. This would provide reliable power supply to the substation even under tower outage condition of one of the lines. Accordingly, following works are proposed as system strengthening scheme NRSS XXXIX:

• 400 kV Rajghat – Maharanibagh D/c line with HTLS conductor • Two nos. of 400kV GIS bays each at Rajghat & Maharanibagh

D.1.8 LILO of Dehradun-Bagpat 400kV D/C line at Saharanpur under NRTSS

In order to strengthen the power supply arrangement in Western UP area, following transmission elements were taken up for implementation by POWERGRID under various strengthening schemes:

• 400kV Dehradun- Bagpat D/c line(under NRSS XVIII) • 400kV Roorkee-Saharanpur D/c line(Under NRSS XXI) • LILO of 400kV Dehradun -Bagpat at Saharanpur(Under NRTSS)

However, POWERGRID faced stiff resistance from farmers especially in Saharanpur, Muzzafarnagar, Bagpat, Shamli & Meerut & work was almost stopped from Jan.’11. In order to resolve the issue of R-o-W, a meeting was taken by Special Secretary, Ministry of Power, wherein POWERGRID

requested for deployment of police force by the DM (Saharanpur) so that work can be initiated. Keeping in view severe R-o-W issue & public protest, DM (Saharanpur) opined that POWERGRID may drop LlLO of 400kV Dehradun- Bagpat D/c Line at Saharanpur & assured to provide police force for completion of other two lines.

Considering the prevailing severe RoW problem in Saharanpur and importance of commissioning of Saharanpur substation for meeting the load demand in Western UP, during the 36th Standing Committee meeting of Northern Region held on 13/7/15, it was agreed that commissioning of Saharanpur 400/220kV substation may be taken up by constructing Roorkee-Saharanpur 400kV D/c line and implementation of the LILO of 400kV D/c Dehradun-Bagpat Line at Saharanpur may not be taken up.

Further, for providing reliability of power supply to Saharanpur, alternate re-arrangements at 400kV Saharanpur substation were discussed. During the meeting, the lines were agreed to be re-arranged as 400kV Roorkee-Dehradun S/c, 400kV Roorkee-Saharanpur S/c, 400kV Saharanpur-Bagpat S/c & 400kV Dehradun- Bagpat S/c lines after the re-arrangement.

In order to cater to the load demand of Gurgaon and Prithala area, three nos. of 400/220kV substations at Kadarpur Sohna Road & Prithala were agreed as NRSS XXXVIII under ISTS in the 35th Standing Cmmittee meeting of Transmission Planning In Northern Region held on 3/11/14 & 33rd NRPC meeting held on 11/11/14.The lines associated with above substations were earlier agreed as quad lines. The scheme was reviewed in the 36th Standing Committee meeting of Transmission Planning of Northern Region held on 13/7/15 and it was agreed that the 400kV Aligarh- Prithla- Kadarpur- Sohna Road 400kV D/c & Neemrana–Dhanonda (HVPNL) 400kV D/c transmission lines may be constructed with HTLS conductor. In addition it was also agreed to provide a 125 MVAr Bus Reactor at each of the Kadarpur, Sohna Road & Prithala Substations.

D.1.11 NRSS XXXI-B –Extn. of 400kV Malerkotla -Indoor GIS bays

Under NRS-XXXI-Part-B Kurukshetra – Malerkotla – Amritsar 400kV D/c line is under implementation through Tariff Based Competitive Bidding.

POWERGRID is providing 400kV bays for these lines. 4 Nos. of line bays at Malerkotla are being implemented as indoor GIS bays due to space constraints and pollution & dust free requirements. The same has been agreed in the 36th Standing Committee meeting of Northern Region held on 13/7/15.

D.1.12 Standardisation of OPGW in lieu of One Earth wire in all Transmission lines

It was agreed in the 36th Standing Committee meeting of Northern Region held on 13/7/15 to include one 24 Fibre (OPGW) in all new transmission lines including transmission lines to be implemented under TBCB route which will ensure availability of wideband communication from all substations to cater bandwidth for various power system applications for which communication equipment (SDH–STM-16) shall be provided at all upcoming substations.

Members may concur to the above proposals.

February 2014), Central Electricity Regulatory Commission (Unscheduled Interchange charges and related matters) Regulation, 2009 stand repealed.

In these Regulations, it is provided that the “Regional Unscheduled Interchange Pool Account Funds” shall continue to operate till the UI accounts settlement for the period prior to commencement of these Regulations is completed and balance if any, in UI Pool account shall be transferred to the Power System Development Fund.

Accordingly, the above status would be presented until UI charges upto the period 16.02.2014 and any revisions thereof are paid fully.

Utilities that have to pay the UI charges and interest charges are requested to release the outstanding amount at the earliest.

NRLDC has intimated PDD, J&K to clear the outstanding Reactive Energy charges failing which NRLDC will file a petition.

All Payable constituents are requested to release outstanding RE charges payments at the earliest.

D.5 Modalities for online accessibility of energy accounting data In the 29th Commercial Sub-committee meeting held on 20th June 2015 at Jaipur, Delhi SLDC had brought an agenda point regarding non-availability of updated data of Ex-Bus schedule energy and other energy accounting data on 15 minute basis.

To discuss modalities for availability of such type of data a sub group was constituted. The recommendations of the group were discussed in 30th CSC held on 23rd September 2015. Members of the sub-committee prima facie agreed over recommendations of the sub-group and suggested to have one more meeting and come out with the detailed modalities of procedure for data availability. Commercial Sub-Committee also suggested that two IT experts (one from TPDDL and one from Delhi SLDC) may be called in the group’s meeting for their valuable comments.

After the second meeting, the group had made the following recommendations:

i) Application software alongwith up gradation of existing NRPC website to dynamic may be got developed through external agency. The application would pull the data from existing energy accounting server and make available the data to users through webpages alongwith web-service interface.

ii) After development of application and completing the security audit, NRPC may approach NIC for hosting the application at their server.

iii) Total cost estimation for the project would be Rs.15 Lakh.

iv) Expenditure towards this project can be made through NRPC fund.

Members may approve above mentioned recommendations of the group. Further, Member Secretary, NRPC may be authorized to implement the scheme for online accessibility of energy accounting data with the approval of Chairperson, NRPC.

D.6 Reimbursement of Expenditure of NRPC Sectt. for the year 2015-16 by the members of NRPC In the 35th NRPC meeting held on 09.07.2015, it was decided to contribute the amount of Rs.11 Lakh per member for the year 2015-16 toward reimbursing NRPC expenditure to GoI for the year 2015-16, for meeting the expenditure for meetings at Secretariat and other expenditure as approved by Chairperson, NRPC. Contribution has been received from 12 utilities only. List of the members from which contribution is awaited is given at Annexure-IX.

Members are requested to expedite the contribution.

D.7 Reimbursement of Expenditure of NRPC Sectt. by the members of NRPC for the previous years For reimbursing NRPC expenditure to GoI and meeting the expenditure for meetings at Secretariat and other expenditure as approved by Chairperson, NRPC, constituent members are to pay annual contribution as decided at NRPC meetings from time to time.

Decisions regarding PSS tuning arrived at in the 29th TCC & 33rd NRPC Meetings held on 10th and 11th November, 2014

• All generating units with capacity over 50 MW, for which PSS have not been

tuned or Step Response Test has not been carried out during last 12 months, should do so within next 12 months and submit to NRPC, NRLDC and CTU, the results of the Step Response Test.

• If PSS has been tuned or Step Response Test has been carried out during last 12 months, the generating company should submit to NRPC, NRLDC and CTU, the results of the Step Response Test within one month.

• If results of Step Response Test indicate sufficient damping, generating company would performed next Step Test after three year or at the time of major overhauling of the machine, whichever will be earlier.

• Generating Companies would arrange for re-tuning of PSS, if Step Response Test indicates insufficient damping or oscillations.

• All new units with capacity over 50 MW must carry out PSS tuning before declaration of Date of Commercial Operation (COD). A report along with model parameters shall be submitted to CTU, RLDC/SLDC and NRPC for taking the correct modelling in the system study software (s).

• NRLDC will observe and analyze the changing grid conditions based on the output of PMUs and will inform the generating Company concerned if oscillations are observed. On receipt of the information, the generating company would arrange for re-tuning of PSS, generally within a period of 3 months.

• In some of the generating units it may not be feasible to tune PSS. Generating Companies would furnish details of such units (Year of Commercial operation, capacity, OEM, reason as to why PSS cannot be tuned etc), which in their opinion are not amenable to PSS tuning. These would then be discussed in the OCC and TCC/NRPC. In cases where there is general agreement that it may not be feasible to carry out PSS tuning, the matter may be taken to CERC for seeking exemption.
