IntroductionOverthepast10months,leadersfromthroughoutNorthernNevadahavejoinedtogethertocreatearegionalcoalitionandaplantoensurethatchildrenareliteracyproficientbytheendofgradethree.Insodoing,theyhavesetanambitious,yetachievablenear-termgoal,harnessedanimpressivearrayoflocalassets,alignedwithmajorstatewideearlychildhoodliteracyinitiatives,anddevelopedcollaborativeeffortstoaddressthescaleofneed.Equallyimportant,thesefoundingpartnersoftheNorthernNevadaCampaignforGrade-LevelReadinghavelaunchedacausethatisrapidlygatheringmomentum.DuringthefinalstagesoflaunchingthisCommunitySolutionsActionPlan(CSAP),additionalindividualsandgroupscontinuetoreachouttoprovidenewideasandsuggestrolestheymayperform.Theseincludenewcontactsforchildrenwithlearningdisabilitiesandfosterchildren;newdiscussionswithleadersinthefaith-basedcommunities,theNationalCivicLeague,artsgroups,groupsinterestedinenhancingliteracyacrossallacademiccontentandothers.Asthisemergingcausemovesforward,weareexpectingtocontinuetoattractmorepartnersthatwanttoworktogethertofurtherdevelopourstrategiesandleveragetheireffortsinsupportofchildrenthroughouttheregion.Withthisinmind,weviewthisthisCSAPasalivingdocumentthatwillevolvetoembraceagrowingandsustainedpartnership.

BackgroundIn2014,theUnitedWayofNorthernNevadaandtheSierracompletedanin-depthreviewofthefollowingquestions:ShouldwedevoteourUnitedWayentirelytothepursuitofaspecificoutcome?Ifso,whatshouldthatoutcomebe?ThereviewresultedinaBoarddecisiontofocustheUnitedWay’sattentionandresourcesonachievingadramaticincreaseinchildren’sliteracyproficiencybytheendofgradethree.TheUnitedWayinvitedfundingproposalsconsistentwithitsnewdirectionin2014.Itappliedthefollowingcriteriaforitsreview:Initiativesshouldencompassaninitialthree-yearperiod.Theyshouldinvolvenetworksoforganizationsworkingcollaborativelytowardmeasurableresultsinsupportofearlychildhoodliteracydevelopment.Theyshouldhavebroadgeographicreach.AndtheUnitedWay’sinvestmentshouldbematchedbyadditionalfundsraisedbythegrantees.TheUnitedWay’sfundinginitiativesupportedfourpartnerships:1. TheNorthernNevadaLiteracyCouncil,locatedinalow-incomeareaofNorthReno,
servesEnglishlanguagelearnersandadultsseekingtoearnahighschooldegree.Akeyaspectoftheirapproachisfamilyliteracy–engagingchildrenandtheirparentsinsimultaneoussupportforliteracydevelopment.Thesearebasedonwell-testedstrategiesdevelopedbytheNationalCenterforFamilyLearningaswellasanaward-winningprogramcalledFamilyStorytellerdevelopedbytheUniversityofNevada,Reno.TheCouncilexpandedthatprogramacrossNorthernNevada,partneringwithcommunity-basednon-profitsandlibraries.
2. SierraNevadaJourneysisdedicatedtotheadvancementofSTEMlearningandis
integratingearlyliteracydevelopmentintoitsprogrammingacrossprogramsforstudentsandfamilies.ItispartneredwiththeGreatBasinInstitute,DesertResearchInstituteandNevadaOutdoorSchooltomagnifyitsworkinRenothroughouttheregion.
3. TheWellsFamilyResourceCenterworksinpartnershipwithGreatBasinCommunity
College,andthefive-countylibrarysystemtoofferconsistent,highqualityliteracyprogrammingthroughoutthispredominantlyrural/frontierregion.
4. Apartnershipoftheregion’sfiveBoysandGirlsClubsusesaproventooltoassess
children’sreadingproficiencypriorto,andafter,participatinginliteracybuildingprogramming.Thishasenhancedtheirabilitytoindividualizeassistancetothechildrentheyserve,identifythoseinneedofthemostintensivesupport,evaluatetheoverallstrengthoftheirprogramming,andreportontheirresults.

ThesegroupsworkedwiththeUnitedWaytodevelopalearningcohortclustermodel,lookingforcommonalitiesofchallengesandthenfiguringouthowtoaddressthemmoreeffectively.Becauseruralresourcesarelimited,itisessentialtohaveaclearunderstandingofeachcommunity’suniqueculture,assetsandchallengesandtobuildstrongrelationshipswiththosewhocanleadthework.TheUnitedWay’sfundedpartnershavedonethisthroughextensivelegwork.ThisworkcameatatimewhentheStateofNevadahadmadeamajorcommitmentinSpring2015tothesameobjective,ledbyGovernorBrianSandoval,thestatelegislature,andtheNevadaDepartmentofEducation.Thestate’sinvolvementincludedthedevelopmentofastrategicplan,provisionofnewfunding,establishmentofcommonstandardsandassessmentmeasures,retentionmeasuresandrelatedsupportforstrugglingchildren,andaninfrastructuretosupportinstructionalimprovementingradesK-3.InOctober2015theUnitedWayhostedmeetingsinvolvingtheirpartnershipsandnumerousotherprivateandpublicsectorleadersconcernedaboutadvancingearlychildhoodliteracyinordertoexplorefurthercollaboration.Anumberofattendeescommittedleadership,resourcesandalignedprogramsoftheirown.Themeetingculminatedinasharedvisionforliteracy’sroleinbetteringlivesforpeopleinourregion:adoptingtheslogan“LiteracyistheCure.”InaMay2016theUnitedWayconvenedafollow-upmeeting,facilitatedbyDCA,Inc.,foradeeperdiscussionofhowtoproceedfurther.ThemeetingresultedinagreementtopursuethepossibilityofparticipatingintheCampaignforGrade-LevelReading.Subsequently,theUnitedWayBoardappropriatedfundstoengageDCAindeterminingthescopeoftheeffort,buildingaCampaignpartnership,anddevelopingaCommunitySolutionsActionPlan.

DataAsaresultofNevada’sReadByGradeThreelegislation,thereisnowastatewidesystemofcommonassessmentspanningkindergartenthroughgradethree.ThereareregulationsthatadopttheMAPassessmenttool(MeasurementofAcademicProgress)andtherearesharedstatewideassessmenttoolsforpre-k.InK-12,therearetoolstomeasurechildren’sliteracyprogressthreetimesayearandaliteracybaselinethatwentpublicin2016.Thiswillallowchildren’sproficiencytobetrackedconsistentlydowntotheschoollevel,providingacoremeasureonwhichtofocusalleffortsandpinpointingareasofgreatestneed.TheNorthernNevadaCampaignforGrade-LevelReadingwillencompassthefollowingcounties:CarsonCity,Churchill,Douglas,Elko,Eureka,Humboldt,Lander,Lyon,Mineral,Pershing,Storey,WashoeandWhitePine.In2015-16,with92%ofthirdgraders(8,235)tested,theregionalliteracyproficiencyratewas48%.3

Non-ELL 53.3%TheUnitedWayhasassembledchartsdetailingthelevelsofthirdgradeliteracyproficiencyforeveryelementaryschoolintheregiontobeaddressedbytheNorthernNevadaCampaignforGrade-LevelReading.InWashoeCounty,thereisopportunityfora“bestpractice”datasharingapproach.TheSchoolDistricthasbuiltreportsthattrackatthestudentlevelwhatSchool-FamilyPartnershipprogrammingtheirfamiliesareinvolvedin,identifyfamiliesofhigh-riskstudentswhohaven'tbeenengagedyet,anddirectsupportasneeded.TheDistrictisinterestedinenablingexternalorganizationstoshareinformationwiththeDistrict’sdatasystem,anopportunityaddressedbythisCSAP.NevadaisworkingonastatewidelongitudinaldatasystembeginninginearlychildhoodwiththesupportofInfiniteCampus,whichtheDepartmentofEducationadoptedin2015.Thismaycreateopportunitiestotrackthelong-termimpactofimprovingearlychildhoodliteracyrates.
StrategyFrameworkBetweenSeptemberandDecember2016,DCAconductedalandscapeassessmentinpreparationforthedevelopmentofaCommunitySolutionsActionPlanfortheNorthernNevadaregion.Theassessmentinvolvedextensive1-1discussionswithregionalleadersinthefieldsofchildandfamilyservingnon-profits,publiceducation,government,business,philanthropy,andmedia.InJanuary2017,theUnitedWayconvenedthosewhohadexpressedinterestinbeingapartoftheCampaignforGrade-LevelReading.InameetingfacilitatedbyDCA,theseearlyparticipantsestablishedaseriesofworkinggroupstodevelopCampaignstrategiesanddeterminepartnerroles.Together,theydeterminedtheNorthernNevadaCampaignwillbebasedonthefollowingconstruct:

BetweenFebruaryandMay2017,DCAfacilitatedmeetingsofworkinggroupsdevotedtoeachareaofstrategicfocus.InJune2017,theUnitedWayandDCAconvenedallpartnerstoreviewandapprovetheresults.ImpactObjectivesAsindicatedabove,theoverarchingnear-termgoalistoincreaseend-of-third-gradeliteracyproficiencyfrom48percentregionallyto75percentbytheendofthe2020academicyear.Inpursuingthisgoal,theCampaignwillfocusparticularattentiononassistingchildrenwhoareattendingorlivingnearthelowestperformingschoolsintheregion.TheCampaignpartnershaveagreeduponthefollowingperformancemeasures:§ Increaseparentknowledgeandengagement,withemphasisonthosewithchildrenin
lowestperformingschools.§ Increasethenumberoffamilieswithhomelibrariesandlibrarycardsforyoung
children.§ Improvethepercentageofchildrenassessedasreadyforkindergarten.§ Increaseliteracyproficiencyratesofchildreningrades1and2.§ Maintainorincreaseliteracyproficiencyoversummermonthsasmeasuredbyend-of-
gradescoresandpost-summerscores.§ Reducethepercentageofchronicallyabsentfirstthroughthirdgradestudentsin
WashoeSchoolDistrict.

StrategiesSupportingFamilyEngagementFamiliesarethefrontlineofourcause.ButGrade-LevelReadingplanningpartnerssaytoomanyprimarycaregiversdon’tyetunderstandtheiressentialroleastheirchildren’sfirstteachersorhowtoperformit.Inresponse,theUnitedWaywillleadasustainedcommunicationefforttargetedtoparentsandotherimmediatecaregivers.TheParentEngagementWorkingGroupidentifiedandestablishedsixobjectivesandrelatedstrategiesledbyindividualmembersoftheworkinggroupincollaborationwithpartnersworkinginspecificlocationsthroughouttheregion.Theyinclude:1. Increasethenumberofhouseholdswithhomelibrariescontainingage-appropriate
readingmaterials(ledbytheNorthernNevadaLiteracyCouncil).2. By2020everybirthto3rdgradechildandtheirparentswillhavealibrarycardin
NorthernNevada(ledbytheWashoeCountyLibrarywithsupportandlocalleadershipfrommemberlibrariansintheNevadaLibraryAssociationintheparticipatingcounties).
3. ExpanduseofKNPBprogrammingandresourcesthatpresentlyservemorethan
25,000studentsviaitsReadyToLearnprogram(thereisanonlineresourcelibraryforteachers).KNPBwillexplorehowtohelpCampaignpartnersusetheseresourcesandwillintensifydistancelearningprogramminginordertoservechildrenandfamiliesintheregion’sfrontiercounties.
4. FocusresourcesonlowestperformingschoolsinNorthernNevadabasedonEnglish
LanguageArtsresultsfromthe2017CriterionReferencedTests(CRT)andSmarterBalancedAssessmentConsortium(SBAC)proficiencymeasuresadministeredbytheNevadaDepartmentofEducation.
5. Setupaneffectiveframeworktoreplicateprogramswithdemonstratedsuccessin
frontiercountiesandNativeAmericanlandswithassistancefromtheNevadaAssociationofCountyOfficials,andtheNevadaAssociationofSchoolBoardsaslocaladvocatesandchampionsforchildreninbothpublicschoolsandhomeschoolsettings.
6. RecruitnewpartnerstochampionparentengagementinZOOMschools,Title1schools,
frontierandNativeAmericancommunities.AdvocateformoreZoomandVictoryresourcestobedirectedtowardfamilyengagementfromthestatelevel.

TherobustDepartmentofFamily-SchoolPartnershipsofWashoeCountySchoolDistrictisapotentialnationalmodel.ItsParentUniversityisacornerstone,teachingliteracy,mathandstudyskillsinaninteractiveapproachandinmultiplelanguages.Ateacheronstaffensuresthatcontentalignswithclassroominstruction.ParentUniversityFamilyAccessDaysexposefirstgenerationfamiliestotheUniversityandhelpthemunderstandthepathtocollegeandcareers.Washoe’sFamily-SchoolPartnershipsprogramemploysamodeldevelopedbyWestEd:AcademicParentTeacherTeams.Threetimesayear,teachersmeetwithparentstoreviewtheirchildren'sprogressandmodelliteracypracticestiedtotheirchild’sdata.Thishelpsfamiliessetgoalsandmovetheirchildrentowardthem.TheFamily-SchoolPartnershipsProgramwillseekfundingtogrowtheAcademicParentTeacherTeamsandtocreateaparentleadershipacademy.Inaddition,thereare33schoolsparticipatinginaParentTeacherHomeVisitProject,adoptedfromSacramento,involving500teachersandsupportstaff.Theymeetwithparentstobuildtrustingrelationshipsfocusingontheirhopesanddreamsandsecondarilyshareinformationabouttheirchild’sprogress,strengthsandneedsindepthandplanpathsforwardinpartnershipwiththem.TheDepartmentbuildsthecapacityofteacherstoworkwithfamiliesthrough15hoursofin-servicetraining,andparticipatesin“SaturdayCafes”–aprofessionallearningstructureforteachers.TheCampaignwillhelpadvocatetoexpandanddisseminatesuccessfulprogramswithintheWashoeCountySchoolDistrictandintroduceWCSD’sandInformalEducationProviders’familyengagementapproachestoschooldistrictsthroughouttheregion.TheNorthernNevadaLiteracyCouncil’sroleisimportantfromanumberofstandpoints:Inadditiontoprovidingfamilyliteracyprogramming,itismodelingforteachershowtoworkwithbothparentsandchildren(anotherpotentialopportunitytoconnectwithReadByGradeThreetraining)andprovidingacombinationofadultbasicskillsandjob-specificskillstraininginpartnershipwithlocalindustries.Thisprovidesanavenuetobringemployersintothecause.AnothersignificantfocuswillbeontheUnitedWay’sBornLearningprogram.BornLearningputseasy-to-understand,research-drivenresourcesintothehandsofcaregivers.Theseincludeeducationalmaterialsandproductsthatmakeitsimpleandeasyforparents,grandparents,informalcaregiversandprofessionalchildcareproviderstounderstandchilddevelopmentanduse“everydaymoments”tohelpchildrenstartschoolreadytosucceed.Buildingonexistingefforts,theUnitedWaywillworkwithCampaignpartnerstodistributeBornLearningtoolkitstonewparents,caregivers,andfamilymembersofyoungchildren.Thesewillincludehandoutscontainingfactsandbestpracticesfordifferentagesandstagesofayoungchild’slifeandideasonusingeverydaymomentstosparklanguageandlearningskills.

TheUnitedWayhasalsoledthedevelopmentofthreeBornLearningtrailsinReno/Sparks–aseriesofinteractivesignsthatofferfun,activelearningactivitiesthathelpcaregiverscreatequalityengagementopportunitieswhenoutonastrollwiththeirchildren.TheUnitedWaywillengageCampaignpartnersinpromotingthetrailsandencourageothercommunitiesintheregiontoadopttheirownversions.Asacompanioneffort,theUnitedWaywillengageCampaignpartnersinpromotingtheVroomapp,whichprovidesactivitiescaregiverscandoindailylifetonurturechildren’sbrainandliteracydevelopment.TheChildren’sCabinetandTheChildren’sAllianceareplanningtopromoteVroom,sotherewillbealeveragingbenefitinincorporatingthisintotheCampaignforGrade-LevelReading.(ItisapprovedasatoolbythenationalCampaign.)Reachingfamiliesdisconnectedfromearlychildhoodsystems,inurbansettingsandespeciallyinthefrontiercounties,isaspecialchallenge.InadditiontoBornLearningandVroompromotion,PBSKidswillintensifypromotionofitshundredsofhoursoflearningprogrammingforparentsandchildrentolearntogether.TheRenoHousingAuthoritywillalsobeanimportantCampaignpartnertohelplow-incomefamiliesprovidelearningsupportfortheirchildren.Theagencywilldosowithapilotprojecttoprovideoutofschooltimeprogrammingtwodaysaweekatapublichousingsite.BeginninginAugust2017andcontinuingthroughouttheschoolyearandsummerthroughAugust2018,thepilotwillfeaturevolunteersassistingchildrenwithreading,mathandsciencewithbooksandinstructionalresourcesprovidedbytheWashoeCountySchoolDistrictandage-appropriatebookstohelpchildrenbuildhomelibraries.Inaddition,RenownHealthwillconductoutreachtohelpfamiliesconnecttheirchildrenwithhealthcareandensurethattheybenefitfromReachOutandRead.Learningfromthepilot,theHousingAuthoritywillexpandittootherlow-incomehousingsettings.AnotherkeyfamilyengagementstrategyistointroduceReachOutandReadwithinRenownHealthSystemandexpanditthroughouttheregion.RenownwillfocusReachOutandReadinitiallyonthepediatriciansservingthe30%orsoofitsenrolleeswhoarelow-incomeonMedicaid,thenexpandtoHopeCommunityandtheCommunityHealthAllianceandultimatelytoallpediatriciansintheRenownHealthsystem.Ifachieved,Renownhopesthatallprivatepracticepediatricianswillcomeonboard,participateandsupporttheprogram.
EnsuringChildrenBenefitFromStrongEarlyLiteracySupportSystemsTheCampaignwillalignwithandadvocateforstatewidesystemsbuildingintheearlycareandeducationarena.Leadersofthiswork–theNevadaEarlyChildhoodAdvisoryCouncil,NevadaDepartmentofEducationandTheChildren’sCabinet–areCampaignpartners,representedonitsCommunityLeadershipGroupandworkinggroups.Since2014,TheEarlyChildhoodAdvisoryCouncilhasfocusedonthefollowinggoals:

TheChildren’sCabinetprovidesstatewideleadershipinearlychildhoodsystemimprovement,resourceandreferralassistance,parentingguidance,andtrainingtopre-Kproviders.TheChildren’sCabinethasproducedareportonearlycareandeducationanditseconomicimpactinNevadaincollaborationwithInsightCenterforCommunityEconomicDevelopment.Itmakesastrongargumentforsettinggoalsandmakingprogressonimprovingqualitythroughteachertraining,fullfundingforNevada’sQualityRatingImprovementSystem(QRIS)andstrengtheningtheNevadaECEworkforcewithalivingwageandincentivesforcontinuingeducation.ThereportdoesanoutstandingjoboflinkinghighqualityECEtocurrentandfutureworkforceandeconomicdevelopment–acentralthemeoffocusfortheNorthernNevadaCampaignforGrade-LevelReading.TheNevadaEarlyChildhoodAdvisoryCouncilisexpandingitsstrategicplantoencompassacoordinatedsystemofsupportforchildrenbirththroughgradethree,focusingonearlylearninganddevelopment,familysupportandchildhealth.FamilysupportmayinvolveexpandinguseoftheHeadStartfamilyengagementmodelandhealthstrategiesmayincludeworkingtowarduniversalchildhealthscreeningandhealthcareaccess.Inearly2018theCouncilwillestablishgoalsandstrategiesfortheirareasoffocus.TheCampaignforGrade-LevelReadingwillworktoensurethatitsstrategiesalignandsupportthissystembuilding.ItwillalsoassistTheChildren’sCabinetandChildren’sAdvocacyAllianceinadvocatingforsupportivepublicsectorpoliciesandinvestments,asappropriate.TheCampaignforGrade-LevelReadingwillalsoalignwithandsupporttheNevadaReadByGradeThreeinitiative.SB391,Nevada’sReadbyGradeThreeAct,becameeffectiveonJuly1,2015.Thisstatutewasdesignedtodramaticallyimprovestudentachievementbyensuringthatallstudentswillbeabletoreadproficientlybytheendofthe3rdgrade.SB391requiresallschooldistrictsandgoverningbodiesofcharterschoolstodeveloplocallybasedliteracyplansaimedatimprovingtheliteracyofallK-3rdgradestudents.ItalsorequireseveryK-3sitetodesignateaReadingLearningStrategisttooverseeliteracy-basedprofessionallearningactivities.SB391emphasizestheimplementationofearlyinterventionmeasuresinreadingachievementforallK-3studentswhoaredeterminedtobestrugglinginreading.

EverypublicandcharterschoolsiteisrequiredtoconductprogressmonitoringofthereadingperformanceofallstrugglingstudentswithassessmentsthathavebeenapprovedbytheNevadaStateBoardofEducationthroughregulation.InJune2016theStateBoardselectedtheMeasuresofAcademicProgress(MAP)assessmentastherequiredReadbyGrade3readingassessmenttobeutilizedacrossallNevadadistrictandcharterschools.Allschoolsarerequiredtousethisassessmenttoolasofthe2017-2018schoolyear.ForKindergarten,theStateBoardapprovedtheBriganceIIIKindergartenEntryAssessmenttoserveastherequired30-dayKindergartenscreener.Thus,forthefirsttimeinitshistoryNevadahasastatewideliteracynetworkgroundedincommonliteracydataandasharedvocabulary.The2016-2017schoolyearservedasatransitionyearforallK-3publicandcharterprogramsacrossNevada.TheNevadaDepartmentofEducationisguidinglocaleducatorsinmakingthetransitiontofullimplementation.Asakeycomponentofthisinitiative,theNevadaDepartmentofEducationlaunchedamajorfocusoneducatortrainingwithastrongsupportinginfrastructure.Thetrainingprogramfeaturesanon-linetrainingplatform,regionalmeetingsandasummerinstitute,focusedonservingschool-basededucators.Topicsincludeensuringunderstandingofthestate’sliteracyplan,providingeffectiveinstruction,assessingchildren’sliteracyproficiency,conductingdata-informeddecisionmakingandworkingwithparentsandfamilies.Campaignpartnersnotedthatifschoolandnon-schoolprofessionalscouldlearntogetheroratleastreceivesimilartraining,thiscouldhaveapowerfulimpact–creatingmoreconsistentquality,aligningeffortsandbuildingnewschool-communityrelationships.SuchopportunitieswillbepursuedastheCampaignprogresses.PreventingChronicAbsenteeismTheWashoeCountySchoolDistrictwilltakeaninitialleadroleinreducingchildren’schronicabsenteeism,underthemanagementofitsInterventionDepartment.TheDepartmentoffersspecializedservicesforstudentswhoareexperiencingdifficultiesattendingschool,thosewhoarehabituallytruantorwhohavedroppedout,aswellassupporttotheentirefamilyunit.Thedepartmentmissionisto,“Ensurestudentsuccessbyremovingbarriersandbuildingresiliencywithfamiliesandchildren.”Intheschoolyear2015-2016,17oftheDistrict’selementaryschoolsreportedachronicabsenteeismrateof15%orhigherand3,355ofitstotal64,000studentswereconfirmedtruantbyaschoolofficialorparent.Thereportdemonstratedthatthemajorityofstudentswhoengagedintruantbehaviorsorwhoweredefinedaschronicallyabsentwerelow-incomestudentsorstudentsofcolor,twopopulationswhofacevariouseducationalbarriers.TheSchoolDistricthasthecapacitytotrackabsenceissuesinrealtimeanditsInterventionDepartmenthasasubstantialinfrastructuretoreachouttoyouthsandfamilies

experiencingdifficultiesandprovidethemwiththesupporttheyneedtoreengagewithschool.However,thefocustodatehasbeenonmiddleandhighschoolstudents.AsaresultoftheCampaignforGrade-LevelReadingplanningprocess,theInterventionDepartmenthasaddedafocusonchronicearlygradeabsenteeismtoitsexistingefforts.Thenewapproachwillimplementseveralpracticesacrossthedistrictwithagoaltodecreaseabsenteeismingrades1through3duringtheschoolyearof2017-18:§ GeneralPractice:TheDistrictwillidentifychildrenexperiencingchronicabsenteeism
district-wideandprovideearlyinterventionandenhancedresourcestothemandtheirfamiliesthroughanapproachcalledMulti-TieredSystemsofSupport(MTSS).
§ TraumaInformedPractice:TheDistrictwillimplementtraumainformedpracticewithinavarietyofeducationalsettingsacrossthedistricttoincludeadministrators,counselors,andteachers.TheInterventionDepartment,inpartnershipwithCounseling,MTSS,EquityandDiversity,andthePEACE(violenceprevention)Projectwillworktowardsintegratingconceptsandstrategieswithincurrentprofessionaldevelopmentopportunitiestoexpandknowledgeandtoolstoappropriatelyrespondtobehaviorsassociatedwithstudentswhohaveexperiencedpervasiveviolenceortrauma.
§ ElementarySchool/EarlyIntervention:TheInterventionDepartmentwillassigntwoofitsRe-engagementstafftoworkwithatotalof10elementaryschoolsidentifiedashavingthehighestratesofchronicabsenteeism.Thespecialistswillworkwithschoolstafftoidentifystudentswhoaremissingmorethan5%oftheschoolyear.Oncefamiliesofsuchchildrenareidentified,thespecialistwillreachouttothemtodevelopanassessmenttodeterminethereasonsfortheabsencesandprovidedifferentiatedsupportservicesandcasemanagement.Inthisway,theDistrictwillmeettheuniqueneedsofeachfamilyinordertoimproveattendanceandaccesstoresources.TheInterventionDepartmentwillworkinpartnershipwiththeAccountabilityDepartmenttoevaluateschool-widedatasuchasattendance,disciplinereferrals,andgrades.Thecasemanagementproceduresembedgoalsettingandcollaborativeevaluationandassessmentofpre-determinedgoals.
§ ElementaryStudentAttendanceBoard,aninterdisciplinarygroupofprofessionals(MentalHealthrepresentative,MTSSCoach,SocialWorker,Specialeducation,FamilyResourceCenter,JuvenileJusticeetc.)willmeetwithstudentsandtheirfamiliesexperiencingseriouschallengestodevelopactionplanstoaddressacademics,social-emotionallearningandtheprovisionofcommunityresourceswithgoalsofincreasingratesofattendance,reducingtardiness,andimprovingschoolengagement.Acasemanagerwillthenworkincollaborationwitheachfamilytoassisttheminaccessingresources,andwillprovidestudentmentoringandadvocacy.
§ AttendanceMessagingSystemPilot:TheDistrictwilllaunchapilotprojecttodirectlytargetelementaryschoolswithachronicabsenteeismrateof10%orhigher.ThemessagingprogramwillworkwithinanexistingautomatedBlackboardsystemtosendattendancerelatedtextmessagestoparents.Textmessageswilldiscussthe

importanceofattendanceandsuggeststrategiestodevelopgoodattendancehabitearlyoninastudent’seducationalcareer.AnElementaryRe-engagementSpecialistwillalsobeavailabletoprovidecasemanagementservicesforparentswhoidentifyaneedforadditionalsupportfromoutsideagencies.Thetextmessaginginterventionhastwostages;thefirststagewilltakeplaceinfall2017andthesecondstageinspring2018.TheInterventionDepartmentwillworkinpartnershipwiththeAccountabilityDepartmenttoevaluateschool-widedatasuchasattendance,disciplinereferrals,andgradesforthoseschoolsthatareparticipatingintheattendancemessagingprogram.Thecasemanagementproceduresembedgoalsettingandcollaborativeevaluationandassessmentofdeterminedgoals.
Astheresultsofthesepracticesemerge,theWashoeCountySchoolDistrict’sInterventionDepartmentwillnetworkwithotherdistrictsintheNorthernNevadaregiontopromotetheimportanceofsolvingchronicabsenteeism,describetheDistrict’sapproach,andreportitsimpact.Thegoalwillbetoencourageotherstoadoptafocusonearlygradechronicabsenteeismanddemonstrateeffectiveapproaches.EnhancingSummerLearningTheSummerLearningWorkingGroupaddressedtheissuesrelatedtothe“summerslide”anddiscoveredthatseveralsuccessfulprogramsareinplacethroughouttheregionthatareinneedofexpansion,coordinationandcross-promotion.Thegroupidentifiedtwoperformanceobjectives:§ Reducethenumberofchildrenexperiencingsummermonthsashigher-riskperiodof
challengestogoodnutrition,fitnessandlearning.§ Recruit,trainandsupportparentfacilitatorsandteacherstodisseminateeffective

ReadingmanagerwillbeamemberofthestaffoftheUnitedWayofNorthernNevadaandtheSierraandreporttoitsCEO.WhentheCampaignisfullyestablished,theUnitedWaymaytransferitsbackboneroletoanotherCampaignpartnerorganization.Ifso,thatprocesswillbeundertakenwithfullinvolvementofCampaignpartners.
CommunityLeadershipGroup/FundersSubcommitteeTheCampaignCommunityLeadershipGroupwillprovidestrategicoversight,advocacyandcommunicationssupport,andresourcedevelopmentsupport.Inthelatterrole,itwillincludeafunderssubcommitteewhosememberswilltreattheCampaignasahighpriorityfortheirownfunding.TheyandallCommunityLeadershipGroupmemberswillassistasneededinsecuringfundingfortheCampaign.Thismayinvolveparticipatinginbriefingsandothermeetingswithregionalphilanthropists,foundationsandcorporationsandopeningdoorstonewprospectivefunders.TheCommunityLeadershipGroupwillperformaleadroleinreportingCampaignprogresspublicly.Inaddition,itwillreceiveandreviewprogressreportsfromeachoftheCampaign’sstrategygroupsandofferguidanceandotherassistanceasneeded.Insomeinstances,theymaybecalledupontoassistinadvocacyforsupportivepublicsectorpoliciesandtheywillbeaskedtopromotethecampaignwithintheirindividualcirclesofinfluence.TheCommunityLeadershipGroupwillappointco-chairswhowillworkwiththeCampaigndirectortoplan,conveneandfacilitatemeetingsandmanagememberinvolvement.TheCommunityLeadershipGroupwillmeetquarterlyandmemberswillbeavailabletomeetandprovideassistanceindividually,asneeded.
SummerLearningWorkingGroupTheSummerLearningWorkingGroupwillberesponsibleforplanningimplementationandreportingoftheCampaign’ssummerlearningstrategiesasdescribedinthisCSAP.TheGroupwillselectachairorco-chairsthatwillworkwiththeCampaignforGrade-LevelReadingDirectortoschedule,plan,hostandfacilitatemeetings.Meetingswilltakeplaceatleastonceeverytwomonths(potentiallymonthlyduringthespringandsummermonths)andwillbedevotedprimarilytoplanningandmonitoringstrategyimplementation;participationintheCampaign’scommunicationsefforts;andassessingimpact.TheSummerLearningWorkingGroupwillreportitsprogressanditsfundingneedstotheCampaignCommunityLeadershipGroup.

EarlyLearningandFamilyEngagementWorkingGroupTheEarlyLearningandFamilyEngagementstrategieshavebeencombinedunderoneworkinggroupthatwillberesponsibleforstrategyplanning,implementationandreporting.TheEarlyLearningandFamilyEngagementWorkingGroupwillselectachairorco-chairsthatwillworkwiththeCampaignforGrade-LevelReadingDirectortoschedule,plan,hostandfacilitatemeetings.Meetingswilltakeplaceatleastonceeverytwomonthsandwillbedevotedprimarilytoplanningandmonitoringstrategyimplementation;participationintheCampaign’scommunicationsefforts;andassessingimpact.TheEarlyLearningandFamilyEngagementWorkingGroupwillreportitsprogressanditsfundingneedstotheCampaignCommunityLeadershipGroup.
ConclusionThisisaneraofremarkableopportunitytomakelastinggainsinearlychildhoodliteracythroughoutNorthernNevada.Thereisstatewidepublicsectorleadership,actionandinvestmentfocusedonachievingthirdgradereadingproficiency.Regionalleaderssharethatcommitmenttoprogress,recognizingtheenormouseconomicandsocialbenefitstosuccess.Mostimportant,thereareoutstandingresourcesalreadyinplacetosupportCampaignforGrade-LevelReadingstrategiesandanenthusiasticwillingnesstopartnerinachievingsignificantoutcomes.Theregion’sCommunitySolutionsActionPlanandsupportingCampaignforGrade-LevelReadingpartnershipisstructuredtomakethemostoftheseassets.Whilethefocusisonanear-termgoal–ensuringthat75%ofNorthernNevadathirdgradersareliteracyproficientby2020–thereisacommitmenttobuilduponthatprogressandsustainitoverthelongterm.Withthatinmind,thisCSAPshouldbeviewedasalivingdocumentthatwillcontinuetoevolveinresponsetofuturechallengesandopportunities.
