Spring is a time for new beginnings. It is a time when flowers begin to bloom and ourthoughts turn sunny and bright like the days ahead.

As we approach March 21, the anniversary of the worst day in Bay Area law enforcement,we continue to remember and support the families of the four Oakland officers; SergeantMark Dunakin, Officer John Hege, Sergeant Ervin Romans and Sergeant Daniel Sakaiwho lost their lives trying to make Oakland a better place. Remember these officers andtheir grieving families and reach out to them and offer support at this difficult time.

Let us also remember the other California Officers from 2009 who paid the ultimateprice of being in law enforcement: Sergeant Curtis Massey, Culver City Police Department,EOW: January 28, 2009; Sergeant Greg Hernandez, Tulare County Sheriff, EOW: February6, 2009; and Sergeant Steven May, Modesto Police Department, EOW: July 23. 2009.

Looking ahead we also need to stand by their sides as we see these names added to theCalifornia Peace Officers Memorial in Sacramento May 6 & 7 and the “Wall” at JudicialSquare in Washington DC during National Police Week, May 13 - 16. These memorialsare to honor our Fallen Heroes but it can be a difficult time for all family members, so letus stand tall and offer any assistance that they may need. There was someone to helpyou through this time so please offer your help to the new survivors! REMEMBER, NOTONE OF US WANTED OR ASKED TO BE PART OF THIS ORGANIZATION, BUT HEREWE ARE JOINED BY A COMMON DENOMINATOR THAT WILL BIND US TOGETHERFOR ETERNITY!

Please pray for the families of the four men whom we have lost in the last few days;Sergeant Ira G. As we look forward, there are some fun activities ahead: CPOMFA Walk/Run, SummerPicnic, John Miller Golf Tournament and the NorCal COPS WALK, so please check theschedule in this edition of the Newsletter. We are looking for assistance to make theseactivities successful and if you would like to offer your help feel free to call one of theboard members. Hopefully, at the very least you can get the word out to the agency of yourFallen Hero and your local police agency so they might support NorCal C.O.P.S . We arealso looking for ideas for coming meetings. Would you like to see a speaker or have themeeting some place other than a law enforcement agency? You have to let us knowwhat you want to make this chapter a viable and successful chapter. (Mitch can not dothis alone!)

National Police Week Activities

At the National Police Survivors'Conference each May during Na-tional Police Week, children whohave lost a parent to a line-of-dutydeath can participate in special ac-tivities. For many kids, this is thefirst time they have made contactwith peers - other kids who havegone through the same thing theyhave - the loss of a parent to a line-of-duty death. A dedicated staff ofprofessionals and volunteers as-sess the children's emotional well-being, listen and guide them throughany issues they wish to talk about,while participating in a variety of funactivities. Results of the emotionalassessments are provided to par-ents after Police Week so that, ifneeded, additional counseling canbe obtained at home. C.O.P.S. thanks the Alexander M.and June L. Maisin Foundation forbeing a major sponsor for C.O.P.S.Kids/Teen Programs during the 2010National Police Week.

The Dublin CHP office dedicateda beautiful granite and marblememorial to honor the fallen heroeswho served the communities withintheir geographical boundaries ofAlameda and Contra CostaCounties. The Dublin CHP officelost its first officer, John P. Miller, inthe line of duty on Friday, November16, 2007. At 9:15 p.m. on November 16,2007, Officer Miller was on routinepatrol in the Livermore Valley whena 911 caller alerted CHP units of apossible drunk driver (DUI) onInterstate 580. John was in the areaand was actively searching for thevehicle when units were advised thesuspected DUI driver exited thefreeway at North Livermore Avenue.John exited the freeway, along withother units, and began checking therural roads in the area for thevehicle. Within moments, dispatchadvised CHP units that LivermorePolice Department was in pursuitof the vehicle eastbound onInterstate 580. In an effort to assistin the apprehension of this driver,John headed back towards thefreeway, but was involved in acollision. John succumbed to hisinjuries at the scene and the DUIdriver was ultimately stopped byLivermore P.D. and arrested byDublin CHP. A candlelight vigil was hosted bythe Dublin CHP Squad Club onSunday, November 15, 2009, theevening before the John P. MillerFreeway Dedication ceremony. Thevigil was attended by over 150 familymembers, CHP co-workers, andinvited guests. Dublin CHPCommander Mitchell Mueller, alongwith Golden Gate Division Chief

Teresa Becher welcomed the groupand shared their thoughts regardingthe significance of such an event.Commander Mueller then lit thecandle of Stephanie Miller, John’swife, and then Stephanie turned forthe group to light their candles fromhers. The monuments designer,Bob Mattos, was assisted byCommander Mueller as theyunveiled the monument and a smallbench. The small bench beside themonument has a granite engravedCHP campaign hat affixed to it, asa solemn reminder of this officerwho was killed in the line of duty. The five-foot high monument,designed by Bras and MattosMonuments of Hayward, is situatedin the corner of the office gardenwhere all who pass by or enter theparking lot are welcomed. Themonument is constructed with agranite base, has three marblepanels, and has a 150 pound

engraved granite CHP badge affixedto the middle panel. The first panelhas a picture of Officer Millerfollowed by his name, identificationnumber and E.O.W. date. Thecenter panel is engraved with abeautiful United States andCalifornia flag followed by the CHPmission of “Safety, Service andSecurity.” The third panel isengraved with the Oath of Office,which John and every CHP officertakes on their graduation day fromthe Academy. The words, “Assistthose in peril or distress, and, ifnecessary, lay down my life ratherthan swerve from the path of duty”remind us of our heroes and theircontributions. The Dublin CHP office would liketo thank Bob and Bobby Mattosfrom Bras and Mattos Monumentsof Hayward, and the many privatedonors who funded the entiremonument and its lighting system.

On Tuesday evening May 4th thepolice station in East Palo Alto willbe named in honor of fallen officerRich May. It has been over fouryears since Officer May wasruthlessly gunned down on January7, 2006. The trial is over and thekiller has been sentenced to death.

The ceremonywas held in the historic CaliforniaTheater in downtown San Josewith a video tribute about eachfallen hero along with prayer anda speech from Attorney GeneralJerry Brown.

On a beautiful, sunny Mondaymorning in the Livermore Valley ofAlameda County, a portion ofInterstate 580 between North FlynnRoad (Altamont Pass) and AirwayBoulevard was dedicated to fallenCalifornia Highway Patrol (CHP)Officer John P. Miller. OnNovember 16, 2009, the secondanniversary of John’s passing intoeternal life, over 350 familymembers, friends, CHP Dublin Areaco-workers and dignitaries gatheredto honor John and his family for theirsacrifice. The Honorable JoanBuchanan, Assembly member fromthe 15th District, authored theresolution dedication. Assemblymember Buchanan presented theresolution during the ceremony toJohn’s wife, Stephanie, his children,Chandler and Reese, and Carolyn,his mother. The Dublin Area CHP officehosted a private unveiling for thefreeway sign erected on westboundInterstate 580 at North Flynn Road.The Miller family, joined by CHPCommissioner Joe Farrow, DeputyCommissioner Skip Carter,Assistant Commissioners TimClark, Max Santiago, and MonaPrieto, along with Golden GateDivision Chief Teresa Becher and asmall entourage of CHP delegateswalked onto the hillside where thecovered sign was placed. As aprocession of Dublin CHP motorsand cars followed by motor officerrepresentatives from every lawenforcement agency in AlamedaCounty passed the sign, two CHPofficers who worked with Johnunveiled the sign for John’s family.Stephanie and Carolyn then placeda wreath on the sign’s post, officiallydedicating the newly opened “CHP

Among thespeakers were Commissioner JoeFarrow; Assembly member JoanBuchanon; John’s uncle, RickWilliams; John’s roommate duringthe 27-week CHP Academy, OfficerJason Montez, and NorCal C.O.P.S.Immediate Past President andretired Dublin CHP Officer, TammyCallahan-Monego. also shared cherished memories ofJohn; her best friend, father of herchildren, and husband. John issurely missed by not only his family,but his many friends and co-workers! The morning dedication wasclosed by six-year old, KaitlynWinfeldt-Marino, who sang “ThePrayer” as a video collage of John,his family, and his friends, played inthe foreground for the audience.The Miller family and the DublinCHP office would like to thankNorCal C.O.P.S., the CHPExecutive management team, theHonorable Joan Buchanan, theCalifornia Association of HighwayPatrolmen, the California HighwayPatrol 11-99 Foundation, andothers who created the manyspecial memories for all to enjoy.

During National Police Week (thecalendar week that includes May 15),C.O.P.S. encourages the display ofblue ribbons on car antennas.C.O.P.S. distributes over 1,000,000blue ribbons prior to National PoliceWeek to law enforcement agenciesto display on cruiser antennas. Law enforcement personnel areencouraged to tie blue ribbons tocruiser antennas. Citizens are en-couraged to tie blue ribbons to theircar antennas. These blue ribbonsare a reminder of law enforcementpersonnel who have made the ulti-mate sacrifice and in honor of thosemen and women who serve theircommunities 24 hours a day, 7 daysa week, year in and year out.
