2. E01: Bushland Infrastructure Upgrades 2013/14

Report of Gareth Debney, Bushland Management Coordinator Council’s Bushland Management Team have coordinated three important walking track upgrade projects during the 2013/14 period. These upgrades to Balls Head, Berry Island and Brightmore Reserve have addressed community safety concerns, improved visitor experiences to our bushland reserves and provided long-term protection for bushland vegetation as well as several sites of Aboriginal heritage significance. The works have utilised best-practice bushland construction methodologies and either meet or exceed the relevant Australian Standard for Class 3 bushland track construction. Recommending: 1. THAT the Bushland Infrastructure Upgrades 2013/14 report be received.

3. E02: Bushcare Events Program Update

Report of Andrew Scott, Bushcare Officer The Bushland Management Team delivered 10 Bushcare events catering for 161 local residents and community members from 1 February to 30 May 2014. These events are in addition to facilitating over 60 Bushcare group work sessions during the same period. Recommending: 1. THAT the Bushcare Events Program Update report be received.

4. E03: Electronic Waste (E-Waste) Recycling Collection Services Program

Report of Gabrielle Lewis, Environmental Waste Education Officer This report outlines the results of the annual residential e-waste recycling collection services program conducted from Monday 24 March to Friday 28 March 2014. Recommending: 1. THAT the Electronic Waste (E-Waste) Recycling Collection Services Program report be received.

5. E04: E-Waste Diversion

Report of Peter Massey, Manager Environmental Services The report outlines a number of options available to Council should it wish to modify the way that we currently deliver our E-Waste recycling service. The report recommends that Council should cease to accept recyclable E-Waste that is put out for general waste collection and also to commence discussions with neighbouring Councils in order for our residents to access their E-Waste drop off events. Any E-Waste diversion option will have to be fully costed and sourced from the Domestic Waste Management Charge. Recommending: 1. THAT the E-Waste Diversion report be received.

2. THAT Council commence discussions with neighbouring Councils in order to form partnerships to allow North Sydney residents access to neighbouring available E-Waste drop off facilities. 3. THAT Council phases out accepting E-Waste products as part of general household cleanup.

6. E05: Greenhouse Action Plan and Water Management Plan Review

Report of Niki Carey, Senior Sustainability Programs Coordinator North Sydney Council’s five year Greenhouse Action Plan and Water Management Plan provide targets, strategies and actions to help direct funding to reduce water and energy use, utilise alternative water and energy sources, improve water quality and recover waste resources. These plans will expire in June 2015 and therefore require review to develop a realistic action plan for achievement of Council’s 2020 targets. This report provides an overview of the review process and timeline to enable Council to contribute towards their development. Funding for this project is included in the adopted 2013/14 and 2013/14 Environmental Levy budget. Recommending: 1. THAT the report be received. 2. THAT the Environment Reference Group participates in one out of session workshop to help inform the development of the Greenhouse Action Plan and Water Management Plan 3. THAT Council receives a progress update in September to review and contribute to the draft plans.

THAT a report on streetlights be presented to the next meeting of the Environment Reference Group including the City of Sydney Council’s report on energy efficient streetlighting. 5. making BACKGROUND In accordance with Council’s Code of Meeting Principles and Practices: 53.6 - The minutes of a Reference Group or Working Group meeting can only be confirmed and adopted by resolution of that Reference Group or Working Group, passed at a subsequent meeting of that Group. A motion or discussion in respect of the Minutes shall not be in order except as to their accuracy as a record of proceedings. Minutes may not be amended to reflect second thoughts on a resolution - changes may only be made if the accuracy of the resolution is found to be at fault; as per clause 19.2 of this Code. 53.7 - A report on the proceedings of Reference Group or Working Group meetings are to be submitted to the next available meeting of Council for endorsement, including all recommendations. 3. E01: Greenhouse Gas Emission Reductions - Greenhouse Action Plan 2010-

2015 status update

Report of Claire Budden, Sustainability Programs Coordinator This report details progress towards the greenhouse gas reduction targets outlined in the Greenhouse Action Plan 2010-2015. Our adopted target is a reduction of 50% on 1996 levels by 2020. In 2012 a new Energy Management Plan was developed to sit beneath the Greenhouse Action Plan. This provides a further list of actions to assist our reduction targets. Funding from the environmental levy, the CEEP federal government grant and the Waste and Sustainability Improvement Payment (WASIP) has enabled a large suite of emission reduction actions to be undertaken. These were completed in 2013. Once the reductions from these actions are realised Council officers will be better placed to determine if a shortfall in our greenhouse gas emission reductions exists and this will inform the revision of the plan. Funding to implement the Greenhouse Action Plan has been allocated from the Environmental Levy for each year of the plan. Recommending: 1. THAT the report be received. Resolved to Recommend: 1. 4. E02: Coal Loader Centre for Sustainability Update

Report of Michelle Johnston, Coordinator, Coal Loader Centre for Sustainability This report provides the Environment Reference Group with an update on the Coal Loader Centre for Sustainability’s recent activity and visitation statistics. The December Artisans Market attracted a crowd of 3500, Shakespeare on the Green’s November performances of ‘As You Like It’ attracted 600 people, and January 2014 saw the site reach a milestone with 60,000 visitors since opening in July 2011.

5. E03: 2014 Summerama Program

Report of Andrew Scott, Bushcare Officer and Danielle Birkbeck, Sustainability Education Officer The Environmental Services Department provided 9 activities to 310 people for the Summerama Program in January 2014. These activities included native and marine animal shows, craft activities and a presentation on the effects of climate change on the coastline. Recommending: 1. THAT the Summerama Program 2014 report be received. Resolved to Recommend: 1. THAT the Summerama Program 2014 report be received. 6. E04: Drop-Off Recycling Centre

Report of Bo Karaula, Executive Environmental Health Surveyor The last Environmental Reference Group meeting requested a report be prepared on the feasibility of establishing and operating a drop-off recycling centre in the North Sydney local government area for the purposes of managing cleanup household waste such as e-waste, mattresses, and other unwanted household items. This report outlines the bulky waste and other cleanup resource recovery programs currently provided to the North Sydney community and considers the viability of establishing a Drop-Off Recycling Centre. Recommending: 1. THAT the Drop-Off Recycling Centre report be received. Resolved to Recommend: 1. THAT the Drop-Off Recycling Centre report be received. 2.THAT a further report be prepared for the Environmental Reference Group investigating other Councils' e-waste recycling options, including Mosman and Blue Mountains Councils'systems for e-waste collection and proposing best options to achieve an increase in Council's rates of diversion of E-waste away from landfill.

Report of Niki Carey, Senior Sustainability Programs Coordinator This report responds to a Council resolution. It contains a list of potential presenters that relate to some of the major programs and networks that North Sydney Council is a member of, as well as some that work with other councils. While not exhaustive, this list is submitted to the reference group for its review and to stimulate discussion in order to decide on speakers to invite to future meetings. Recommending: 1. THAT the Environment Reference Group indicates if it would like to invite any of these or other speakers to present to future meetings of the Group. Resolved to Recommend: 1.
