STUDENT/PARENT HANDBOOK

This handbook has been prepared for your use and information. Teachers, parents, administrators, and the Board of Education, in order to create the best possible atmosphere for the education of all students, have established the rules, regulations and procedures described. They are based on respect for the rights of others and the individual responsibility of each student to perform to his/her highest capability. Good use of the information provided will be to your advantage and will help students continue to maintain the standards expected of this school by the community. Students are subject to all rules and regulations from the time they board the bus or arrive on the campus and continue throughout the school day. The same rules and regulations, both on and off campus, govern students representing the school in any activity. Extra Curricular ActivitiesPhilosophy

Academic endeavors have priority over athletics and activities. Activities shall provide an opportunity for a maximum number of students to experience personal improvement, self-realization of potential, education of the total human being and contribute to school culture and climate.

Code of Conduct for participationYour eligibility will be governed by rules as set forth by the (UHSAA)Utah High School Activities Assoc., Sevier School District, & North Sevier High School extra curricular policies. Students who have not met academic criteria may not participate. Students suspended from school may not participate in games or competition during the time of suspension. May participate in practice.To be eligible a student must:

** Eligibility will be checked in between fall, winter and after spring sports● Academic eligibility grade:Minimum of 2.0, 1 F, must be maintained throughout the activity

season. ● Attend all classes the day of the activity. (Medical appointments and funerals that have been

pre-approved by principal or vice-principal are the only exceptions. When missing class because of the school duty activity, student must notify their teachers and arrange to make up tests and assignments. Assignments must be turned in within 3 days after the activity or as assigned by teacher.

If making up a grade in a class, all homework done to be eligible, must be turned in & eligibility form signed, no later than 2 days before the activity. If student is not eligible the day of the activity, they will not participate. Your involvement is subject to the rules and policies set up by the activities department of NSHS and are bound by this code as long as you participate in activities or until you graduate from high school. Individual coaches or advisors have the discretion to impose additional participation requirements. Students participating in school activities must have good sportsmanship, and be a good representative of North Sevier High School, our community and your family. Code of Conduct for attendance at athletic or extra curricular activities

Please have your activity card ready to show the ticket takers when entering an activity.If you attend evening events, either sports, concerts, dances etc., you should plan to stay at the activity until it is completed. You may not “hang out” outside the building with friends, or leave in the middle of a concert, or roam the halls. If you come to an activity, you are at the activity. Students are expected to be a “good audience” at these events. Disruptive or unsportsmanlike behavior will be seen as a cause for removal from the activity. Any student removed from a school sponsored activity will beineligible to attend any activity until a meeting has taken place with parent/student/principal and vice-principal.

NOTE ****PLEASE READ******To be able to participate in any extracurricular activity, fees must be paid prior to participation.**2017-18 school year any student who has outstanding school fees over $300 will not be allowed to participate in any extra-curricular activities until their account is resolved.

The following fees, stands, and procedures are established in compliance with the Utah State Office of Education School Fee Policy. FEE WAIVER requests must be received in the school year that the fees are applicable for and assessed. There is no ability to request a fee waiver for prior years fees. All pay to play fees must be paid before the student can participate in the 1st game.

Optional Fees:•Personal items, such as yearbooks, gym clothes, class rings, spirit packs, etc will be charged at the

actual cost to the school.

•Any Uniforms, materials, or equipment, which are fee wavered under this policy, will be property of Sevier School District

• If a student leaves at the end of the year without properly cleaning their locker, their account will be assessed a locker cleanout fee of $20.00.

•Locker Damage-$20.00-$100.00 depending on cost to fix damage.

•Any lost or damaged items replacements will not be a fee waiver item. All costs will be the responsibility of the student.

Methods of payment of fees:

• PaySchool—Debit or credit payments can be made any time from your home computer. If you need help with login and/or password, please contact the office at 529-3717. If you don’t have access to the Internet but would like to pay with debit/credit card, computers at the school or public library are available for your use. (PaySchool can also be used for lunch payment.)

• Fees can be paid in full during this assigned registration dates with check Cash, or money order.

• Or if you prefer to make payments, you can sign a contract for monthly payments. Consistent monthly payment are required or the account will be processed for collection from Small Claims Court.

• Fee Waiver Applications and proof of income, returned to North Sevier High School office. Deadline October 31. After the deadline, fees are responsibility of parent. Application must be made yearly, and only valid for the current year of application. (Cannot be applied on the previous years balance.)

• ALL ACCOUNTS MUST BE PAID IN FULL BY THE LAST WEEK OF THE CURRENT SCHOOL YEAR TO AVOID COLLECTION PROCEEDINGS. Student will be considered ineligible to participate in extracurricular activities until the account is paid or is below $300.

• All returned checks are subject to a $20 fee, and must be reconciled within 10 and a maximum of 30 days of receipt of letter. After that time, the check will be turned over for collection.

Add Drop PolicyStudents changing their high school schedule after the beginning of the quarter/semester will be charged $20. Students who choose to drop concurrent enrollment classes after that particular college's add/drop date, and students who fail a concurrent enrollment class, will be charged the full college tuition rate for that particular course. Advisory ProgramDaily Advisory/Wolf Time• Purpose: This daily advisory is designed for positive reinforcement that encourages students

(with the support of parents and teachers) to stay on top of their assignments and tests so that the student's final semester grades don’t suffer. Teacher Aides• Only junior and senior students are eligible to be Teacher Aides, or take work study

courses. Seniors will get 1st priority.• Students may be a ‘Teacher Aide’ one time per semester during their junior and senior

year.• Students must have a signed form from the teacher. The forms are in the counselor's

office and must be approved by the counselor.• Teachers may only have one aide per class period, and no more than 2 aides per

semester.• Students applying for T.A. positions must have an overall GPA of 3.0 and be on

schedule to graduate. Any exceptions to this must be approved by the Principal and Counselor.

• Students will earn credit and a Pass/Fail grade only. The grade is not figured into GPA.• Students may go to elementary or middle school to be an aide. All rules apply to middle

school and elementary aides. Students must have office approval, at the middle and elementary schools, and teacher approval.

• Transportation to and from the middle and elementary schools will be the responsibility of the student. The school and the district are not responsible for the student as they travel to and from the middle school or the elementary school.

Work-Based LearningTo qualify for work release a student must:• Submit a current class schedule and transcript.• Be a senior and on-line to graduate• Maintain at least a 2.0 GPA• Return student application before semester and employment begins.• Schedule no more than two periods away from NSHS per semester. Exceptions to this

must have prior approval from principal and counselor.• Application form must have all areas filled out and all required signatures before work

release will be approved.• It is the responsibility of the student to complete the two-week evaluations with their

employers and return them to the counselor bi-weekly. Failure to turn in evaluations will result in a full drop in student's final letter grade.

• Grading will be determined by the counselor based on the student's level of commitment to the experience, improvement on two-week evaluations, and end of quarter evaluations.

• Credit will be issued the same as if you were in a class. The credit will show up on student's transcripts as elective vocational credit. Work must be related to your career choice, and monitored by the counselor.

Student GovernmentAny full time member of the student body who is in good ethical and scholastic standing and who

will be a senior the following year, will be eligible for the office of Student body President. Student running for student body office must maintain a 3.0 grade-point average.

Concurrent EnrollmentThe concurrent enrollment program provides students the opportunity to earn college and

high-school credit concurrently. Programs include College Algebra, Calculus, English 1010, and, U.S. History, Amreican Government or the current EdNet classes. To be eligible to participate in the program, the student must meet the following criteria:

– Teacher/Advisor/Principal Approval– 3.5 GPA overall or– 3.0 GPA in subject areaStudents who chose to drop concurrent enrollment classes after that particular college's

add/drop date, and students who fail a concurrent enrollment class, will be charged the full college tuition rate for that particular course. Students will not be allowed to drop from a course simply to avoid earning a low grade on a transcript.

Sterling Scholar The goal of the Sterling Scholar Program at North Sevier High School is to encourage the pursuit

of excellence in scholarship, leadership, and citizenship by our students. Candidates for Sterling Scholar must meet the following school and regional criteria:

• The Sterling Scholar candidate must have an overall GPA of at least 3.0 at the end of the first semester his/her junior year. Grade changes to meet the qualifying GPA will NOT be considered once the grades have been posted to the transcript.

• Candidates for Sterling Scholar must have a composite score of at least 20 on the ACT. The score in the student’s Sterling Scholar category must be 20 or higher. Consideration for exceptional achievement in the candidates chosen category, with faculty recommendation, may qualify a candidate whose ACT is lower than 20.

• Unexcused absences or tardies may disqualify candidates. Attendance will be evaluated on an individual basis.

• Sterling Scholar candidates selected by judges to represent North Sevier High School must commit to preparing themselves and a portfolio to meet the highest standards of citizenship and scholarship as representatives of North Sevier High School.

Honor GraduatesStudents who maintain a cumulative GPA of 3.5 or higher during their high school experience are eligible to be designated as Honor Graduates at commencement exercises. The graduating students with the two highest GPA's are designated respectively as class valedictorian and class salutatorian. In the event of a tie, students may share these designations. Financial InformationReturned Checks• An additional $20.00 will be charged per returned check. A notice will be sent by mail and

the check amount plus the return charges will be due to North Sevier High School office ten (10) days from the date of the notice. Cash or money order will only be accepted for payment. If there is no contact, action will be turned over to the court.

Delinquent Accounts• Accounts at North Sevier High School are considered delinquent at the conclusion of each

school year. The delinquent balance of an account will be turned over to Small Claims Court. You will receive notification and will have a reasonable amount of time to settle your account before this action takes place. However, it would be to your benefit to have all accounts paid by the close of the school year.

• All previous fees must be paid before the student can participate in any extracurricular activities or the student will not be able to participate until their account is current.

Free & Reduced Lunches/Fee Waiver• Applications can be picked up in the office. Confidentiality is always maintained. A fee

waiver application must be made every year for the school fees to be waived. In order to have your fee waiver reviewed, the appropriate documentation must be attached.

• DOCUMENTATION REQUIRED FOR FEE WAIVER: Application Previous Year Tax return or pay stubs for 3 months OR Verification of AFDC or FOOD STAMPS (letter)

Cheating Policy

• North Sevier High School follows district policy on cheating, plagiarism and forgery. Immediate Parent notification of issue by teacher to parent.

• NOTE: North Sevier High School urges students to conduct themselves ethically and honorably. It is expected that the grade a student earns be based upon work that the student has performed. Cheating is dishonest. It harms you and it harms the other students who do not cheat. We, therefore, will not condone any student submitting work that is not produced solely by the student’s own initiative. NSHS will consider all infractions as a whole. Step 3 will incur after 3 offenses in one calendar year accumulated by all classes attended.

General Electronic Devices(Please refer to Sevier School District Policies #3205 Definitions, Policy, Sanctions, and

Disciplinary actions.)• Cell phones, mp3 players, iPods, etc are not permitted in classrooms during class time. If

teacher takes an electronic device from a student, it will be turned into the office and administration will follow the policy. Refusal to turn over device will result in suspension until device is turned into the principal.

Graduation (Student Conduct--Dress & Grooming Standards-SSD policy 3030)

• In order to maintain dignity and decorum at high school commencements, students participating in commencement exercises are subject to the dress and grooming standards articulated in section C of this policy and wear the prescribed cap and gown during the ceremony* without additional ornamentation or decoration. Personal items such as clothing, accessories or jewelry, that draw undue attention or detract from the dignity and decorum of the occasion shall not be allowed. Mantles, cords, insignias or medals signifying achievement, honor or recognition are restricted to awards issued and approved for display at graduation by the local high school. *During the ceremony refers to the entire duration of the commencement program, from opening processional to completion of the recessional.

• Intoxication--Any student that is intoxicated at graduation will not participate in the graduation ceremony, to avoid embarrassment to self, parents, school, etc. A police officer will be present and if he suspects a student is intoxicated, that student will take a breathalyzer test, will be asked to leave and cited by the officer.

• Pranks—will not be tolerated, the student(s) involved will be fined for vandalism, and the

cleanup of any type of prank.

• Seniors who do not have a zero balance on financial accounts will not participate in the graduation ceremonies. They will receive diploma by mail.

General ContinuedLockers• Each student will be issued a locker at the beginning of the year, and encouraged to

use that locker for backpacks, coats, books, notebooks and other personal items. It is the students responsibility to provide a lock for the new lockers. It is the responsibility of all students to keep their personal items safe in their own locked locker. If the locks are rigged in any way to be easily opened and items are stolen, the school will not be held responsible.

• Backpacks and other personal items left in the halls or commons area and picked up by any staff member-a fee will be assessed to the student that left those items.

• End of Year check out—Fees will be assessed for any damage incurred by student. Fee will be determined according to extend of damage. Damage will not be part of fee waiver items.

• Back packs, iPads, phones etc are not allowed in assembly and must be stored in lockers.

iPad• Each student is issued an iPad (with case, charger, & cord) yearly. It is their

responsibility to take care for items and return the originals at the end of the year. If case, apple charger or apple cord is not returned, they will be charged a replacement fee. (-student will receive an apple cord & charger, an apple quality will be expected back. Knock offs don’t give a full charge). Care must be taken to avoid “theft” of cords & charger, owner is responsible for replacement.

• iPads are not to be left unattended at any time. The owner is responsible for any damages or reprogramming that may occur.

• During assembly, iPad is to be kept in locker.

iPad RulesSee NSHS ipad policy handbook for specific details. General guidelines are as follows:Each student and parent will read the ipad policy and sign it before students will be issued an iPad. By signing the policy parent and student agree to all of it contents.

1. Students are REQUIRED to bring his/her ipad to school each day with a fully charged battery. Students will not be given the use of a loaner ipad if he/she leaves his/her device at home. Students leaving ipads at home will be required to complete assignments using alternate means (as determined by the teacher).

2. Students will receive disciplinary referral from their teacher for repeatedly refusing to bring the ipad to class. Non-compliance will result in ipad home use being revoked for up to 30 days.

3. ipad use is not permitted in the cafeteria during meal times. The ipad may be used in designated commons areas (away from food or drink) during other time throughout the day.

4. The use of the Internet at school is a privilege, not a right, and inappropriate use may result in suspension/ termination of user privileges. District policy will be followed.

5. Parental monitoring of ipad use is highly recommended.

6. Do not expose your ipad to extreme temperatures, direct sunlight, or ultraviolet light for extended periods of time. Extreme heat or cold may cause damage to the iPad. *Due to the insulation nature of your protective case, extra care must be given to prevent exposure to extreme heat or direct sunlight.

Leaving SchoolNorth Sevier High School runs a Closed Campus with an open lunch period. For the safety

and management of students that attend North Sevier High School we have set procedures that students must comply with to enable them to safely leave campus with the knowledge and permission from both parents and school administration. Students that attend Snow College South or Released Time will comply with the guidelines set for their safety and accountability as they use these privileges. The procedure for students that need to leave campus for various appointments, will need to have prior permission from their parents or guardians (written or verbal). A pass will be issued from the office designating date, time, and purpose of the off campus occasion. Students that choose not to follow this procedure will be found truant. All off campus activities sanctioned by the school will be properly supervised and considered school duty.

Eligibility~UHSSA Standards for ALL StudentsEligibility to Participate in Student Activities

To be eligible to participate in an interscholastic competition, extra-curricular or student congress, a student must meet the following minimum criteria:

• Full-time student• No more than one failing or incomplete grade• GPA 2.0 or higher from previous Quarter• Citizenship can factor into student eligibility

(A team or club may require more stringent requirements in order to be eligible to participate.)

• When a student has failed to meet the minimum standards set forth above, he/she will be ineligible to participate in UHSSA activities during the succeeding grading period. This requirement applies to those who are entering high school for the first time having been promoted from the prior year grade.

• Final grading period deficiencies may be made up prior to the first semester of the succeeding year by attending summer school, or by other school district approved method

• An incomplete is considered a failure for the purpose of eligibility. When a student receives more than one incomplete or combination of F's and incompletes, he/she becomes ineligible for the succeeding grading period. (The period is considered a class and is used in calculating eligibility.)

• Activities such as school play, show choir, band, speech/debate, clubs, etc., must prove eligibility before participation.

• Students with more than one failing grade or incomplete grade is ineligible.• Eligibility will be determined beginning of school year, after fall sports, after 1st semester

after spring sports(2nd Semester). UHSAA rules for eligibility will be enforced!

Co-Curricular Dress Standards• NSHS main guide for dress standard policy is found at www.seviersd.org

policy #3030• The following is some expected standards • Co-curricular activities often require uniforms and dress that do not directly correlate to

the Sevier School District Dress Code for everyday school dress. The primary responsibility of ensuring modest and appropriate dress lies with the parents/guardians. These dress standards for co-curricular activities are in place to encourage consistent appropriateness and modest dress for all students as they represent North Sevier High School. Therefore, the following standards will apply at all co-curricular activities where students represent North Sevier High School:

• Athletic Events: All sanctioned athletic competitions and practices will conform to the apparel approved for interscholastic competitions in a respective sport. Coaches reserve the right to enhance modesty where there is a need.

• Organizations, Clubs, School Groups, and Publications: Participants will comply with regular Sevier School District dress standards. Exception to these standards for special events such as drama or similar costuming events will be determined by the consensus of the advisor, parent and school administration regarding modesty and appropriateness.

• Formal Dress Events: Any time students represent North Sevier High School at formal events, the following standards will apply: (1) Dress and shoes will be neat, clean and appropriate for the event (Ladies in dresses and men in suits/tuxes). (2) Dresses will have straps at least an inch wide. (3) Neck lines will be appropriate and not reveal cleavage. (4) Dress/skirt lengths and slits are not to exceed 7” from the floor while kneeling, and shorts are not acceptable. (5) Open back dresses will not exceed mid-spine.The primary responsibility of ensuring modest and appropriate dress lies with the parents/guardians.

• Graduation-In order to maintain dignity and decorum at high school commencements, students participating in commencement exercises are subject to the dress and grooming standards that will show respect for the educational environment and is befitting the activity. Students shall wear the prescribed cap and gown during the ceremony* without additional ornamentation or decoration. Personal items such as clothing, accessories or jewelry, that draw undue attention or detract from the dignity and decorum of the occasion shall not be allowed. Mantles, cords, insignias or medals signifying achievement, honor or recognition are restricted to awards issued and approved for display at graduation by the local high school.

*”During the ceremony” refers to the entire duration of the commencement program, from opening processional to completion of the recessional.

• Any attire out of compliance with these dress standards while representing NSHS will require alterations. Refer to Policy #3030 - Student Conduct and Dress and Grooming Standards

• Adherence to the above policy shall be the responsibility of students, parents, faculty, and principal. Administrators in the respective schools will notify students when they are not in compliance with the foregoing standards. The parent or guardian of any student who fails to observe dress and grooming standards will be notified immediately. The student is responsible to contact the parent and arrange the dress code correction. If unable to contact parent the student will comply with whatever the school can provide them to wear.
