SUBJECT: Sport and Recreation September 2019 relocation update

NOTE: 1. To provide an update on Technical Note 37 and the EES Chapter 17 Social, Appendix F – Sport and Recreation Preliminary Options Assessment, which assessed opportunities to relocate sport and recreation facilities impacted by North East Link (NEL).

REQUEST: 2. The IAC requested an update on the status of discussions with the sporting clubs on Day 29 of the hearing.

RESPONSE:

BACKGROUND

1. The NEL Sport and Recreation Preliminary Options Assessment (SRPOA) published 15 March 2019 with the EES, identified permanent and temporary impacts on sport and recreation facilities across the Project corridor and identified potential options to relocate those facilities and uses to alternative sites.

2. The relocation options have been divided into three areas:

(a) Northern area (Banyule City Council)

(b) Bulleen Park area (Manningham City Council and Boroondara City Council)

(c) Southern area (Whitehorse City Council)

3. Since March 2019, NELP has continued to progress assessments and negotiations with landowners and key stakeholders. This has resulted in further refinement of the options presented in the EES and Technical Note 37 (tabled 29.7.2019). The NELP preferred position for the sport and recreation relocation strategy is summarised in Tables 1, 2 and 3 below.

4. The sport and recreation sequencing diagrams previously tabled in the Land Use Planning Expert Witness Statement by Michael Barlow and attached to Technical Note 37 are attached. The Northern area and southern area have not changed, however the sequencing diagram for the Bulleen Park area has been updated to reflect the current NELP position.

5. The key changes to the Bulleen Park area include:

(a) Freeway Golf and Boroondara Tennis Centre

(b) Marcellin College field realignment

A summary of these key changes is outlined as follows:

6. Freeway Golf Course and Boroondara Tennis Centre

6.1 Following extensive consultation and negotiation with both Boroondara and Manningham Councils, clubs/user groups and state /national sporting associations, NELP’s preference is to deliver Option 4.

6.2 This includes a 12 hole golf course par 46, with the ability to do a second loop of 6 holes to achieve 18 holes (par 69). This facility also incorporates additional golf products including driving range, mini golf and learning area adjacent to the 23 court tennis centre. Furthermore, an additional access point can be provided directly onto Bulleen Road using a signalised intersection to support the large visitation of the two facilities (refer to attached masterplan). Key factors that influenced this position include:

(a) A 12 hole golf course together with the other golf products would support new pathways for people to participate in golf. Trends in golf demonstrate that this type of facility appeals to a broader community and would increase participation numbers in general, but also specifically among families, women and children. Furthermore, this facility can also accommodate the existing users (refer tabled report 378a and 378b). Golf Australia has confirmed with NELP that a 9 or 12 hole course can still accommodate golf competition.

(b) Benefits in co-locating two community sporting facilities into a multisport precinct, with opportunities for shared facilities, access, parking and events.

(c) Support from Golf Australia from a strategic perspective including the NELP impact identified as an opportunity to respond to trends in the sport to offer an alternate golf product for the local community and region (refer tabled Technical Note 378a).

(d) Avoiding consequential impact to other sporting clubs and land owners that would be caused by extending the golf course. A suitable relocation option could not be achieved for the Archery and Aeromodeller facilities and clubs, Option 4 results in no impact to the land on which these clubs are located.

(e) Support for this option from Manningham City Council.

(f) Alignment with Boroondara Council preference to avoid the Koonung Creek and to locate their Tennis Centre entirely on Boroondara land on the eastern side of Bulleen Road on holes 1-5 of the Freeway Golf Course and integrate with an urban forest.

(g) The eastern metro region is well serviced for 9 and 18 hole golf courses (both public and private), including 12 golf courses within a 10km radius.

(h) Opportunity to stage the construction for both golf and BTC and ensure that the BTC is constructed prior to the existing tennis facility being acquired for the NELP.

7. Marcellin College

7.1 Based on the Reference Project and Alternate Bulleen Road Option, a solution can be provided to minimise sporting field impact at Marcellin College. This includes a temporary reaIignment of the sporting fields towards the east to maximise the number of fields that can be retained during this period.

7.2 At the most recent meeting with Marcellin College and representatives of the Old Collegians Sports Clubs on 2 September 2019, a preferred sporting field arrangement was identified. NELP have since updated the masterplan in collaboration with the College and the Old Collegians Sports Clubs to temporarily realign the existing fields to the east as follows:

(a) The Lyons Oval would be reconfigured to achieve a natural turf cricket oval with synthetic turf wicket (summer) and natural turf soccer field (winter).

(b) The Gartner fields would be reconfigured to achieve a senior size rugby field with lights & a senior size soccer field with lights (winter) and a cricket field with natural turf wicket over the top of the rugby/ soccer field (summer).

7.3 The Bray oval is not impacted, although NELP have suggested sports flood lighting to enable night training / matches which can increase use on this field of which Marcellin have expressed interested in.

7.4 Furthermore, Manningham Council have confirmed with NELP that there is some capacity to provide increased temporary allocations to Marcellin Old Collegians Football Club at ovals 2 and 3 in Bulleen Park in available timeslots. The field realignment and the use of Bulleen Park addresses the usage needs of the Old Collegians Sports Clubs.

7.5 NELP also met with Manningham Council and Bulleen Templestowe Junior Football Club on 27 August 2019 to discuss the Bulleen Park masterplan and the opportunity for Marcellin Old Collegians Football Club to have allocations in available timeslots at Bulleen Park ovals 2 and 3 during the impact of Marcellin land.

7.6 NELP will continue to work with Marcellin College and clubs to progress these options. With some adjustments to timetabling and field realignment, it is anticipated that the impact will be minimised. The next meeting with Marcellin College is scheduled for 7 October 2019 to continue finalising the masterplan and staging of these works to minimise impact.

Other sport and recreation updates

8. Yarra Junior Football League (YJFL)

8.1 The NELP preference for YJFL relocation from Bulleen Oval 1 was outlined in the YJFL Technical Note 56 tabled on 10 September 2019. To clarify, the hours quoted by NELP for oval 1, 2 and 3 referred to weekly hours of usage. This Technical Note outlined the following recommendation:

(a) It is recommended that upgraded facilities at Ford Park become the permanent headquarters for the YJFL. If YJFL do not accept this, the YJFL can relocate back to Bulleen Park (to the new relocated Oval 1 and oval 2 at the back of Bulleen Park) once the site has been upgraded (approx. 2025).

(b) YJFL need to confirm their position by early 2020 to ensure the relevant planning and design can be undertaken at Bulleen Park.

9. Macleod Junior Football Club and Macleod Cricket Club

9.1 Greensborough Secondary College was selected as a preferred site for a range of clubs because it could consolidate a range of facilities on the one site, including a:

(a) Senior soccer field,

(b) Senior size AFL / cricket oval,

(c) Cricket nets and

(d) Pavilion.

9.2 This option was developed in collaboration with Banyule Council. The proposed facilities can accommodate the needs of a range of user groups and is located in a central site in close proximity to these clubs impacted sites.

9.3 The proposed Macleod College AFL / Cricket oval can only accommodate a junior size AFL/cricket oval which is a limitation for this option, though the site could also fit a small pavilion and practice cricket nets. It is noted that the Macleod Junior Football Club and Macleod Cricket Clubs preference is to relocate to Macleod College and that this is supported by Banyule Council.

9.4 The hours of usage for the Macleod clubs can be accommodated at Greensborough Secondary College and DeWinton Reserve. The Macleod College masterplan is unfunded and hence not part of the current NELP strategy.

The balance of the sport and recreation relocation plan is outlined in the tables below and the attached sequencing diagrams.
