    North Dakota Crash Summary 2014

    INTRODUCTION

    Purpose:  The North Dakota Crash Summary is produced annually by the North Dakota Department

    Transportation (NDDOT), Safety Division. The summary identies and describes the trends an

    effects of trafc crashes in North Dakota. The statistics within the North Dakota Crash Summa

    describe factors that contribute to the occurrence of crashes, crash-related injuries and fataliti

    This summary is designed to heighten awareness about trafc safety by allowing safety progra

    specialists, public health personnel, and other interested individuals to identify areas whe

     programs may be focused in an effort to reduce trafc-related injuries and fatalities.

    Crash Data:  The data for this summary is derived from North Dakota crash reports. These reports are complet

     by law enforcement ofcers throughout the state who collect data from crash scenes on pub

    roadways. Information is collected when a crash involves fatalities, injuries, or at least $1,0

     property damage. Crash reports are forwarded to NDDOT for central collection. The crash repo

    data is entered into the Crash Reporting System (CRS) and is then available for data review b

     NDDOT analysts.

    Other Data:  Data from the Ofce of the Attorney General, State Toxicologist, and the North Dakota Highw

    Patrol is also included.

    Private Property

    Crashes:  Private property crashes and non-trafc crashes are not included in this summary.

    Fatal Crashes:  Additional information is collected on fatal crashes and compiled into a separate database, t

    Fatality Analysis Reporting System (FARS). This data base is maintained by the National Highw

    Trafc Safety Administration (NHTSA).

    EXECUTIVE SUMMARY

    NORTH DAK OTA TRAFFIC DEATHS DECREASE IN 2014

    135 people died on North Dakota roads in 2014, 13 fewer than in 2013.

     NDDOT focuses its safety efforts on:

    • Statewide and local trafc safety programs that have increased awareness of trafc safety issues.

    • High visibility enforcement campaigns (high volume multi-media in conjunction with increased, targeted law

    enforcement) specic to driver behavior (impaired driving and seat belt use).

    • Improved engineering of roadway infrastructure.

    Seat belt use in North Dakota ranks below the national average. The national average in 2014, as reported by the

     National Occupant Protection Use Survey, was 87 percent, while North Dakota’s rate was 81 percent. This rate in-

    creased from 77.7 percent in 2013.

    As improvements are made, the challenges continue and trafc safety must continue to be a top priority in North

    Dakota. In 2014:

    • 43.8 percent of motor vehicle fatal crashes involved alcohol, comparted to 48.12 percent in 2013.

    • 68.2 percent of individuals killed in motor vehicle crashes were not wearing seat belts, compared to 59.0 percent

    in 2013.

    • 33 percent of fatal motor vehicle crashes were speed related/driving too fast for conditions, a decrease from 2013.

    This 2014 North Dakota Crash Summary contains further details regarding motor vehicle crashes and Safety Divi-

    sion program emphasis areas in North Dakota. This document exists to help various trafc safety partners advance

    motor vehicle safety on a statewide basis. Trafc safety partners include: law enforcement agencies, judicial person-

    nel, legislators, news media, research analysts, health care providers, insurance companies, businesses, students, and

    others involved in trafc safety activities.

    Crash statistics are a critical element of trafc safety programming. It is only through careful analysis of crashes

    that we learn about their causes, and develop corresponding solutions through legislation, law enforcement, safety

     programs, and highway improvements.

    As a partner in highway safety community, your efforts help NDDOT to accomplish its mission to safely move

     people, and goods, making North Dakota a safe place to live, work, and play.

    There were 135 people who died on North Dakota roadways in 2014. This is a decrease of 8.8 percent from 2013. The

    tality rate per 100 million vehicle miles traveled (VMT) was 1.29 in North Dakota in 2014, compared to 1.47 fatalities p

       According to the U.S. Census Bureau estimate for 2014, North Dakota’s population increased by 16,089 people from

    2013 to 2014.

      The number of licensed drivers increased by 14,465 between 2013 and 2014.
