With humble beginnings — nine men, no land, and “operating on a shoestring” — PRAM has grown throughout the years to be- come a club of 52 members, with 38 acres of land, and the ability to raise $2,800 for Hospice of the North Coun- try this year. “We were looking for a charity to donate money to as part of our nonprofit fund,” explained club presi- dent Jack Hoskins. “It’s a wonderful organization.” PRAM have been collect- ing donations annually for Hospice for the last seven years during their Radio Controlled Fun-Fly events held each June. Every year, people pour through the gates of Memo- rial Field on Rooney Road and pay a donation for park- ing. “There was one family that donated $50 just to come in the gate,” recalled club vice president Roy Per- ry. However, despite the cur- rent economy, PRAM col- lected more money this year than any other year. “Last year, I think it was $1,500 or $1,600,” Perry said. “This was a blowout year. It really was. The weather was excellent. Hazel was diagnosed with pancreatic cancer two years ago, he admits he didn’t know how much longer he had to live. “The doctors at that time thought I might live months, not years,” said Hazel. “I’ve been very lucky.” The 62-year-old Plattsburgh resi- dent and retired director of the Joint Council for Economic Opportunity for Clinton and Franklin Counties, credits his extended longevity to spe- cialized clinical treatments he was re- ceiving through the Cancer Treatment Center of America in Philadelphia, Pa. The treatments were successful in reducing the cancerous tumors that had invaded his body, said Hazel, but when he and his wife, Kathleen, trav- eled to Myrtle Beach, S.C., and at- tempted to continue the treatments there, Hazel said he was informed by his insurance company they’d no longer foot the bill. “I got a letter from the insurance company saying that they were no longer going to pay for those treat- ments because there was nothing that proved they were safe, effective or added to a person’s quality of life,” he said. Hazel filed an official appeal against the insurance company’s de- cision, providing copies of his treat- ment records from Philadelphia, which showed improvements in his health following the procedures, he said. However, it wasn’t enough, and Hazel lost his appeal. “Quite frankly, it wasn’t about safe- ty, effectiveness or quality of life,” said Hazel. “In my opinion, it was about money. Papineau [email protected] PLATTSBURGH — The melodic sounds of the Adirondack Jazz Orchestra have been sporadic arrangements played only a few times a year and only heard by those fortunate enough to catch them on those rare occasions — un- til now. The big band music group — which consists of musicians from across Clinton, Essex and Franklin counties — has coordinated with the man- agement of Olive Ridley’s, a restaurant and bar in the city of Plattsburgh, to be- gin performing regularly at the popular downtown es- tablishment. Matthew Pray, musical director of the Adirondack Jazz Orchestra, said the partnership with Olive Ri- dley’s has been the kind of thing the group has been working toward since its inception in November 2003. “Basically, until now, we’d only play like once or twice a year,” explained Pray. The beginnings of the Adirondack Jazz Orchestra were very humble when the group formed nearly six years ago. Pray, who was then a trumpet player at the Crane School of Mu- sic at the State University of New York at Potsdam, was on the cusp of gradua- tion and was wondering where he would take his talent from there. “Hospice is the most in-credible organization andpeople are more than willingto give,” said Perry. “They dogood work ... they really do.”

After the check presenta-tion, the members of the cluband the other pilots partici-pating in the fun-fly wentback to what they do best —flying their planes.

Hoskins has foundthroughout the years manymen join the club later in life— following raising a familyand retirement.

“A lot of the guys get inter-ested ... with dad flying mod-el airplanes back in the ‘40sand ‘50s,” Hoskins explained.“Then, as we get older andhave more time, our kids aregone. What are we going to docome retirement?”

Fourteen years ago,Hoskins had a similar experi-ence and decided to join theclub. However, Perry has beenwith the club since the begin-ning.

Perry, along with deceasedmembers Edmund Merrifieldand Maynard Jubert, were

who Perry considers “the ringleaders” of the organization.

The club became a part ofthe national club, the Acade-my of Model Aeronautics,based in Muncie, Ind., ofwhich joining members ofPRAM must also join.

“We invite anybody tocome out,” said Perry. “We try

to promote the hobby becausea lot of people have a latent in-terest perhaps, but they reallydon’t know how to take thefirst step so we would like tohelp them do that.”

PRAM is also looking tofind women and youngstersto join the club.

“We only have one woman

that flies, and [she’s] down inFlorida,” said Hoskins.

CHAZY — The NorthCountry will see the return ofa familiar face as authorThomas A. Middleton comesback to his hometown ofChazy.

Middleton, who now livesin Essex Junction, Vt., will bemaking an appearance atChazy Public Library, 9633State Route 9, this Saturday,Aug. 29, as the library hostsits annual end-of-summerbook sale. He’ll be signingcopies of his new book,“Sabers Edge: A CombatMedic in Ramadi, Iraq,”which he penned based on hisown experiences serving inthe Vermont National Guard.

The story, Middleton ex-plained, takes readers fromhis daily life as a career fire-fighter with the BurlingtonFire Department to war-tornIraq following the Sept. 11,2001, terrorist attacks onAmerican soil.

“I never really thought thatI’d have to use my weapons orreally go to war,” said Mid-

dleton. However, Middleton be-

lieved so much in the Nation-al Guard’s mission, he even-tually asked to be reassignedfrom the noncombatant roleof a combat medic to the in-fantry where he found himself

in the thick of the war.“I talk about the ethical

quandaries and the moraldilemmas and the conflictwithin myself as I struggled tobe okay with what we weredoing and to always try to dothe right thing,” said Middleton.

“The temptation to indulgein vengeance was prettystrong and it was alwaysthere,” he admitted. “Fortu-nately, I did what was right. Ididn’t succumb to that temp-tation, but I talk about howdifficult it was to follow mymoral compass.”

Though Saber ’s Edgedraws from his own experi-ence fighting overseas, thebook is a testament to the spir-it of the citizen soldier and therole of the National Guard,which is often the least un-derstood, Middleton said.

The book describes intensefirefights including one, inwhich Middleton said he wasnearly killed.

“This was no sideline sup-port role,” he said. “This wasright in the middle of it.”

Middleton will be signingcopies of his book during thisSaturday’s book sale from 9a.m. to 3 p.m.

The New York State Consumer Protection Board andthe New York State Lottery have teamed up to alertNew Yorkers to an increase in lottery scams. Un-

scrupulous marketers use the telephone, faxes, e-mail, andcell phone (mobile) text messages to connect with potentialvictims and lure them into their traps. Working with well-known lottery personality Yolanda Vega, the two state agen-cies have produced audio and video public service an-nouncements in English and Spanish to raise awarenessamong consumers of diverse backgrounds about the scams.

The U.S. Postal Inspection Service estimates consumersspend approximately $120 million a year in responding toforeign lottery mailings. In July 2009, the FBI arrested11 peo-ple in Israel on charges of a phony “Lottery Prize” schemethat targeted elderly victims in the U.S. from approximate-ly 2005 through 2009.

The scheme identified victims through the purchase of in-formation broker lists of U.S. residents who subscribed tosweepstakes lotteries. The scam involved calling the victimsand informing them they had won a substantial cash prize,but they had to pay a significant fee and taxes to obtain theprize.

The CPB advises consumers to:• Ignore an e-mail or advertisement seeking personal in-

formation like bank accountor Social Security numbers.

• Never pay an up-frontfee to claim lottery winnings.

• Disregard lottery prizenotifications sent by bulkmail, even if it’s addressed toyou, because they’re fake.

• Never enter internation-al lotteries from within theU.S. In fact, it is against fed-eral law to do so.

• Ignore notices claimingyou won a prize for a lotteryif you haven’t bought or beengiven a ticket.

Consumers wishing to provide information to law en-forcement and/or receive notice of future developments inthe FBI case are advised to contact the U.S. Attorney’s Officefor the Southern District of New York, at 1-866-874-8900.

Looking to buy a new computer but waiting for thedebut of Windows 7? There may be no need to waitany longer.

As we approach the October launch date of Windows 7,Microsoft has released details on how current Windowsusers may upgrade to the new operating system. For peoplewho recently bought a system, osnews.com is reporting ifyou bought “…a Windows Vista machine after July 1, 2009,you will get a free upgrade to Windows 7 once it’s released.”That good news is tempered with some restrictions thatmake the upgrades very narrow. For instance, it is reportedusers can upgrade from Vista Home Premium to Windows 7Home Premium but not from say Vista Home Premium toWindows 7 Professional.

That means anyone purchasing now should do a little re-search on the version of Vista to select in order to get the de-sired version of Windows 7. Also, make sure the companyselling the computer will in fact participate in the free up-grade program. If money is a little tight, know there are plen-ty of free third-party applications that nicely replace fea-tures missing from Windows “premium” versions.

The October issue of Maximum PC has an article statingcurrent users of Windows XP and Windows Vista may have

an option to buy a $50 up-grade edition of Windows 7.That is a very attractive op-tion, especially for anyonewho bought a retail versionof Windows XP since its re-lease in 2001. Think about it,users who did that have re-ceived up to eight years ofuse that now turns into an at-tractive option to upgradeinexpensively. The articlegoes on to say the details area little “obscured” surround-ing the upgrade and to staytuned as changes may occur.

While it’s exciting to cut your grocery bill signifi-cantly with coupons, there are great ways to saveon non-food items, too, especially personal care

and cleaning products. Many national drugstore chains offerwhat the retail industry refers to as “loyalty programs” thatoften feature special deals on items in these categories. Thesestore loyalty programs include coupons for store credit thatshoppers receive when they purchase one or more of the pro-moted products.

So how do these promotions work? Here’s an example. Inmy drugstore’s weekly flier, the store advertises if I buy a cer-tain brand of shampoo for $3.99, I will get a $3 coupon atcheckout. This coupon is good for a $3 reduction on any prod-uct sold in the store. It’s almost like a gift card. I can use the$3 credit to buy anything I want, it’s not tied to any specificitem. These coupons typically bear a statement such as, “Goodfor $3 off your next purchase.” However, unlike a gift card,these coupons carry an expiration date, just as a traditionalcoupon does. This is the “loyalty” part of the program. Thedrugstore wants you to come back in over the next few weeksand shop again.

Since I will pay $3.99 for the shampoo but will immediate-ly receive $3 back at checkout for use on a future trip, the ac-tual cost of the shampoo to me is just 99 cents. The $3 I spenton the shampoo comes right back to me in the form of storecredit — the checkout coupon.

Now, it’s always fun to get money back when you shop. Butthe wonderful thing about loyalty programs is you can usecoupons on the items involved in these promotions. And, us-ing coupons in conjunction with the loyalty savings often re-sults in big savings to you, the shopper.

With the shampoo example above, let’s add a coupon intothe mix. For this brand of shampoo, I had a $2 manufacturercoupon. So, with the coupon my $3.99 bottle of shampoo costjust $1.99 — and I also received that $3 coupon for my nextshopping trip. This deal just became what I like to call a “mon-

eymaker!” When we figurethat $3 coupon into the equa-tion, I paid less than $2 for theshampoo and got $3 back. Thestore paid me $1.01 to takethat shampoo home.

You may wonder how oftendrugstores feature loyaltysales such as this. The an-swer? Almost every week!Check the fliers of the largedrugstore chains in your areaand look for items with textnear them indicating theywill “pay you back” a certaindollar amount in coupons for purchasing the item. Thesekinds of payback deals are frequent and plentiful.

So what kinds of items are included in these sales? Almostevery kind of personal care item you can imagine: toothpaste,toothbrushes, shampoo, conditioner, razors, shaving prod-ucts, makeup, even over-the-counter medicines are featuredregularly. Household cleaners, air fresheners, laundry anddish detergent are often included in these sales, too. If youuse coupons in conjunction with the items involved, you canoften get the items in question for less than a dollar, and manytimes, completely free. Better yet, there are times when thestore will be “paying” you to take things home too. And anytime the store is paying me to shop, I’m smiling all the wayto the checkout lane!

“I was going around askingeveryone if there was a local,professional big band in thearea and everybody wouldsay there wasn’t but suggest Istart one,” recalled the Kee-seville native.

Through the guidance ofthe school’s director of jazzstudies, Bret Zvacek, Praywas able to reach out to mu-sic teachers across the NorthCountry.

“Within an hour, we had aband and have been goingstrong ever since then,” saidPray.

The group has evolved dur-ing the past few years, buttheir ability to stay true totheir roots — a mixture oforiginal swing dance musicand contemporary jazz — hasremained the same.

The band today consists of19 members, with five on sax-ophones, five on trumpets,four on trombones, and mu-sicians on tuba, bass, piano,guitar and drums. And, theirmembership is as wide rangeas their instruments, notedPray, with musicians travel-ing from as far as TupperLake, New Russia and Mal-one and as close as Platts-burgh, Beekmantown andPeru to play.

“We’ve got a good mix ofmusic teachers and other lo-cal music professionals,” saidPray.

Among them is MatthewBarlow, a music teacher atBeekmantown MiddleSchool, who has been playingwith the Adirondack Jazz Or-chestra since its inception.

Barlow said he’s proud to beable to perform with highly-talented musicians while“having a good time doingit.”

“It really impresses mewhat excellent musicians wehave around us here,” saidBarlow. “It’s always fun toplay with those folks and itbrings a great deal of person-al gratification to be able toperform with them.”

“I think that the NorthCountry could use as manycultural opportunities as wecan muster,” he added. “If wecan provide at least one ofthose, then we’re doing some-thing positive.”

Though Pray’s older broth-er, Keith, began a similar-

style group in Albany, it was-n’t until Pray took a trumpetlesson from famous trumpetplayer Bobby Shew that he se-riously considered the groupperforming on a regular ba-sis.

The setting had to be justright, he explained, with astage large enough to hold theband and room large enoughto accommodate largecrowds.

“Olive Ridley’s was thefirst place I went to,” saidPray. “They seemed to be thebest place in the area to offerlive music. So, I contacted[owner] Matt Spiegel and heabsolutely loved the idea.He’s been more than willingto help us out in any way he

can.”Spiegel said the Adiron-

dack Jazz Orchestra is thekind of entertainment he hadin mind when wanting toshowcase local talent at hisestablishment.

“I have a true appreciationfor music and culture inPlattsburgh and I just thinkwe need more of it,” saidSpiegel. “When Matt [Pray]came to me, I was super im-pressed and thrilled that hewanted to come here andplay. It’s great for the com-munity.”

“Whether people are famil-iar with big band music ornot, I think they’re going tofind they’re going to have agood time,” said Barlow.

“Hopefully, if we can getenough people out there, it’llhelp raise the bar for culturalexperiences in Plattsburgh.”

The Adirondack Jazz Or-chestra will perform the firstWednesday of every month,from 8-10 p.m., starting Sept.2. Performances are free and

open to the public, and notexclusively to those ages 21and older, Pray noted.

From Upper Jay, John L. asked, “If the state’s really worriedabout the future (of Adirondack youth) they should offer in-centives to bring them home after they finish college. The fed-eral government offers loans for medical school students,which requires doctors to work in a rural area for several yearsto pay off their debt. But, what could local students do aroundhere after they finished college, work for ORDA or the high-way department?”

Many changes have occurred over the years to bring aboutpresent situation, where an aging population is amplified byan exodus of youth. The last major boost to the region’s pop-ulation occurred when the Northway was completed in 1967.After the interstate was completed, many Adirondack com-munities experienced an influx of newcomers.

Prior to the completion of the interstate, most employmentopportunities were limited to just the local communities. TheNorthway allowed workers to commute many miles to workin the cities of Plattsburgh, Glens Falls or Saratoga. Before theinterstate, road trips were limited to traveling on the winding,old Route 9.

In Elizabethtown alone, over a half dozen families relocat-ed to town on the coattails of the new highway. Many of thenewcomers were young professionals and most arrived withfamilies in tow. Across the region, local school systems expe-rienced a significant boost in class sizes.

Today, the trend has been reversed. Young people are leav-ing the park, while those that are returning are often retired.Bill Osborn, director of Tourism and Economic Developmentfor Hamilton County, is a prime example.

“I’m a composite of the typical Adirondack resident today,”Osborn revealed. “I was born here and left for business op-portunities elsewhere. I made my money and decided to retirehere. Others have done the same, but they settled for secondhomes and usually leave during the cold months.”

It’s a fact that children grow up faster today, with less in-nocence and greater pressures than ever before. They are ex-posed to more due to the proliferation of the new media.

Cable and satellite TV provide over a hundred channels, andthe Internet offers even greater exposure. With the click of amouse, today’s youth have the world at their fingertips. Andoften, what they see is much more interesting and excitingthan what is available locally.

They watch their parents working at two or three jobs whilestruggling to get by and they don't want to do the same. Youngpeople need excitement, they want to have fun. They need op-portunity and many don’t believe it can be found here.

Unfortunately, many local communities can no longer sup-port or offer recreational options like a bowling alley, a movietheatre or a gymnasium. There are a number of communitiesthat don’t even have a local diner or similar social center,where kids can gather. Although local communities continu-ally strive to provide options for visitors, they have often neg-lected to provide similar opportunities for their youth.

Is it any wonder that when the day comes for a local kid toget out of town, they jump at the option? Despite a plethoraof outdoor recreational pursuits, there is very little else left tooffer them.

Across the park, options for viable, lifelong employment op-portunities have largely diminished over the past 20 to 30years. The days of extraction industries are gone. The minesof Tahawus, Witherbee and Lyon Mountain have all closed.The forest products industry is similarly withering.

Today, the Ticonderoga pencils used by the children inTiconderoga are no longer manufactured with wood from ourlocal forests. Globalization has allowed cheaper wood fromMalaysia to be more cost effective in the manufacture of pen-cils than the trees in our own backyard.

Small towns are atrophying from the lack of opportunity.We must begin to offer employment options beyond tourism.Communities need business, but businesses require con-sumers. If if weren’t for the friendly Stewart’s Shops, manyNorth Country communities wouldn’t even have a local gro-cery store or gas station. The Olympic Regional DevelopmentAuthority has provided a beneficial investment in Lake Placid,and it has in North Creek. A trickle down affect has also helpedsome of the peripheral towns, such as Wilmington, Chester-town and Saranac Lake.

However, there is a palpable resentment from some of thepark’s other communities over this arrangement, while manydownstate residents view the situation as living on the state’sdole.

“Lake Placid wouldn’t exist if the state didn’t subsidize it.Neither would Tupper Lake, if Sunmount closed,” argued June

“The state has taken awaythe ability for many Adiron-dack residents to earn a liv-ing, they’ve locked up theland in regulations,” ex-plained Bill Osborn. “Theymust invest as much money inthe preservation of the park’scommunities as they have inthe preservation of the park’sland.”

“We need to find an envi-ronmentally friendly, low im-pact industry to bring their

business to the park. We needto have economic develop-ment incentives and theyhave to be significant. Weneed software designers, pro-duction services, film or oth-er employers,” Osborn con-tinued, “and with the properinfrastructure, local commu-nities can promote telecom-muting so that their employ-ees can take advantage of thequality of life options the re-gion offers and still maintaina career.”

In essence, the Adirondackscan no longer be viewed as agiant amusement park fortourists and second homeowners. If communities are

going to thrive rather thansimply survive, there is a des-perate need for well payingjobs that rely on intellectrather than extraction.

The same quality of life is-sues, which many consider soimportant in attracting newbusiness and new homeown-ers to the region, are rapidlydeteriorating as school dis-tricts condense, communitiescontract and bright flightdraws youth from their hometowns

If visitors begin to perceivethe region as consisting ofsmall, dying towns separatedby long stretches of desolateroadways, the future of the

park will be sealed.The Adirondack region

must offer more than a few,seasonally prosperous com-munities like Lake Placid,Lake George and Old Forge.The effort will require imagi-native minds, creative oppor-tunities and a major invest-ment in infrastructure. Ifpreservation of the land is theultimate goal for the park,there must also be a corre-sponding effort initiated toinsure the preservation of thepark’s small towns. Thesecommunities are central to the‘quality of life’ that makes the

region so unique.

The endeavor will require a

major investment in our

youth, for they will determine

the future of both land and

community. We must provide

them with an inheritance that

offers more than busing tables

or turning down beds.

Hazel,who is now back in Platts-burgh, has been traveling toPhiladelphia several times amonth for the treatments,but his expenses for traveland other associated expens-es continue to add up.
