22, 2016. Notice of the meeting was filed with the Secretary of State’s Office on December 10, 2015.
Notice/agenda was posted outside the meeting room at the Reed Conference Center, 5800 Will Rogers
Road, Midwest City, Oklahoma, and on the Oklahoma Board of Nursing website. A notice/agenda
was also posted on the Cameron Building front entrance at 2915 N. Classen Blvd., Oklahoma City,
as well as the Board office, 2915 N. Classen Blvd., Suite 524, September 19, 2016, at 11:00 AM, and
not less than 24 hours prior to the meeting.

K. Glazier and J. Ward presented the proposed emergency revisions to the Rules of the Oklahoma
Board of Nursing OAC Title 485. Oklahoma Board of Nursing, Chapter 10. Licensure of Practical
and Registered Nurses, Subchapter 5. Minimum Standards for Approved Nursing Education Programs
and Subchapter 6. Minimum Standards for Approved Advanced Practice Registered Nursing (APRN)
Education Programs (Effective January 1, 2016). The proposed revisions are needed to further the
protection of public health and bring language into alignment with deletion in the Oklahoma Nursing
Practice Act of language specific to nursing education program qualifications for practical nursing
administrators and faculty, and addition of qualifications to the Rules [Oklahoma Administrative
Code (OAC) Section 485:10-5] along with Rules specific to Advanced Practice Registered Nursing
education program qualifications for nursing faculty. It was moved (C. Nickel) and seconded for the Board to find there is substantial evidence that the
revisions are necessary as an emergency measure and for Board staff to move forward with the
emergency rules proposed in OAC Title 485. Oklahoma Board of Nursing, Chapter 10. Licensure of
