North Charleston Community New American City Master Plan The plan includes 350 acres that the City acquired from the Charleston Naval Complex Redevelopment Authority. The objective is to set the benchmark for smart growth, reclaiming the waterfront for public use while integrating the former Navy base into the city. BNIM worked with Burt Hill Architects and a group of consultants. The plan includes sustainable development guidelines and calls for the reestablishment of Noisette Creek as a healthy, ecosystem and watershed. The areas encompassed by the redevelopment include: the Riverfront Park; housing units; commercial space and revitalization; improvements to schools; and the creation of cultural venues. The plan includes 350 acres that the City acquired from the Charleston Naval Complex Redevelopment Authority.
