President’s MessageIt has been my great pleasure and honor to serve as APWA NC Chapter President for 2019. In my service to the Chapter, I am certain that I have received more from this experience than I could ever give back.

Together, we have lived out the Mission Statement for APWA NC by “… engaging the public works community and citizens through support, education, advocacy, and outreach by creating opportunities for training, accountability, networking, and growth for the benefit of all.”

To achieve our Mission Statement, it requires every APWA NC member to play a part in serving the community we live and work in. I have personally observed the hard work, dedication, and commitment to the Chapter by so many people throughout this year. We have watched the Chapter membership continue to grow. So many people have coordinated multiple conferences, workshops, and social events offered throughout 2019. Every APWA NC event has been well attended and a great success. None of this success is possible without the active engagement of all APWA members. Whether you serve on a technical board, a committee, presented at a conference/workshop, or just attended an event, you have helped advance public works across the State of North Carolina.

In my last President’s message, I challenged each of us to “ … seek out a place to make a difference, be a leader, be a mentor, and to work hard together. By doing this, we will live out our Chapter Vision and the horizon we see now will be the starting point of our next journey”.

I can say with confidence, that the APWA NC Chapter is strong, engaged, and living out its vision and mission. As we stretch our horizon into 2020, continue on your journey to find opportunities to serve and help grow the APWA NC community. In closing, I thank each of you for allowing me to serve as President of the APWA NC Chapter. I look forward to continuing my service to the Chapter in varying capacities for years to come. APWA-NC State Chapter Conference 2020“The Public Works because of Public Works!”

Submitted by Christopher McGee

Our next State Chapter Conference will be at the Durham Convention Center in Durham, North Carolina. Conference dates are April 22-24, 2020. The event planning process is going well. We are working with convention center staff on schedule and room layouts that will provide a fantastic opportunity for engagement with our partners. Additionally, we are working with Discover Durham to provide a list of events and restaurants to make your visit more enjoyable and to encourage a return visit.

The theme for the 2020 APWA NC State Chapter Conference is “The Public Works because of Public Works!” The idea behind this theme is the public at large can go about their daily routine, including going to work, with little thought as to what is involved in getting to their destination. There are countless hours of work by dedicated professionals who design, build, manage and maintain pedestrian, vehicular and multi-modal facilities, that make these trips possible. When they arrive at their destination, they may enjoy beautiful grounds and well-maintained facilities. Facilities that are without trash and in good repair. The public works because of dedicated public works professionals throughout the world! This theme was borrowed from a comment made by Bill Spearman at our 2019 Conference. Mr. Spearman is our 2019-2020 APWA National President.

APWA-NC State Chapter Conference 2020 continued...

As a sneak peek into the program offering, we have secured two fantastic motivational speakers. You may be familiar with Steve Gilliland from previous conferences, but you don’t want to miss the next chance to hear him! Steve is bringing an entirely new program that will be even more motivational, exciting and entertaining! In addition to Steve, we were also fortunate to schedule more world-class talent. Morris Morrison is a dynamic motivational keynote speaker who delivers a powerful and inspirational message enjoyed by all audiences. The educational tracks for the conference will focus on cross-departmental integration and innovation. These departments may feel more like compartments where we are sectioned off into silos with innumerable challenges preventing effective communication and collaboration. These departments include Federal, state and local agencies as well as departments in partnering private firms charged with the same mission: better public works. If you have any suggestions or ideas for session topics, please email me at christopher.mcgee@ raleighnc.gov. A call for abstracts was sent out recently. Please let me know if you have suggestions.

Durham is recognized for its rich history and culture. Durham is also home to institutions of higher education, including Duke University, North Carolina Central University and Durham Technical Community College. Durham boast amazing attractions and venues such as Durham Bulls Stadium, Durham Performing Arts Center, Duke Gardens, Nasher Museum of Art and The Carolina Theatre, to name a few. Durham’s community and culture also lends itself to amazing restaurants and breweries.

On behalf of the APWA-NC State Chapter State Executive Board, I would like personally to invite you, your staff and your executive management team to attend our conference. Anyone who has attended any of our APWA events will attest this is one of the best values for relationship building, networking and educational opportunities in the industry. If you have any questions, please feel free to contact me at [email protected].

2019 PWX – Seattle, Washington – September 7-11 Submitted by Chip Vanderzee, City of Lexington

As a second-time attendee of the APWA PWX I’m glad to report that these conferences are well worth the travel and expense. Wow! The Seattle Convention Center was huge with multiple levels much more compact than the convention center in Orlando (2017). This alone made for a more enjoyable experience for me. I lucked out with my hotel accommodations too as they were only about two blocks from the convention center and affordable by Seattle standards. All in all, and seriously – I can report that it was well worth the long flight out west and I found that I wasn’t alone in my satisfaction. I’m glad to have gone as I think the experience will prove valuable for future planning when our chapter hosts the PWX in Charlotte. Seattle is a great city to visit and the public works efforts they’ve been challenged with are interesting to say the least.

I took a few photos to share and found it be a great network opportunity with others from across the organization and the continent. I met a few of our Region III counterparts who may even come visit some of our NC conferences in 2020. Even though this was my second PWX I still can’t compare the national events to much more than our own division and chapter conferences. I recognize the scale is different, but still say the North Carolina Chapter is well positioned to host our future event as we have a wealth of experience with smaller (much smaller) scale events. We have so much to be proud of thanks to past and present leadership in our chapter. There was just so much to take in that I can’t be very specific in this newsletter submittal, but the educational content was great and the exhibit hall was very impressive. The Washington chapter did an awesome job with the Get Acquainted Party and reception at the Museum of Pop Culture (MoPOP) venue, but I know North Carolina can meet or exceed their successful event. I met so many great folks from the different chapters and shared all of the great work we do in APWA-NC.

Attending an event of this scale and talking to our national contacts makes me very proud to be a member of the NC Chapter where are Region III Director hales from. Like others in our chapter, I’m especially proud of all the work our volunteer organization does for Public Works and the workforce that keeps the wheels of progress turning. I appreciate the opportunity to attend and want to thank those who supported our chapter dinner. We are blessed to have our partners and the dinner was excellent. Thank You to Don and Keith Garbrick with LaBella and Jon Mills with Dude Solutions. Your hospitality and support can’t be measured with words, but what a great job! Keith Pugh

our Region III director stopped in to talk for a few minutes then had to rush out to his next engagement with some of our sister/brother chapters. By the way – APWA National, Region III, and our NC Chapter are lucky to have such a committed and talented leader like Keith. I wish only the best for him as he continues with leadership responsibilities in APWA. Way to go Keith!

2019 PWX – Seattle, Washington – September 7-11 continued...

I would also like to thank the APWA-NC Executive Board and Dale James for being so supportive of my attending the conference and for allowing me to be involved with such a great organization like the APWA-NC Chapter.

We have many more hours of training, education, advocacy, and just plain old good times with friends and colleagues to celebrate before our hosting the 2022 PWX, but I have no doubt what we do in 2022 will be nothing less than spectacular.

In closing – For anyone that has ever wondered if they should attend our National APWA PWX, I think it’s worth it to see how others do the business of Public Works and how we all have similarities in operations.

Stormwater Management By Hunter Freeman, PE, LEED-AP

Stormwater can’t seem to get out of the way of……stormwater! After rescheduling due to Hurricane Dorian, the Stormwater Management Division recently wrapped up their 2019 conference. This year’s event was a great success. We were thrilled to be back in Wilmington at the Hotel Ballast – what a great venue with access to downtown and lunch by the waterfront. We kicked off this year’s conference with the Robert Seals Memorial Golf Tournament at Beau Rivage, followed by our first annual Sunday night Social in the exhibit Hall. We were at full capacity with 45 partners and the additional networking time and it was a wonderful welcome to the conference. The Monday agenda kicked off with a great welcoming from Mayor Saffo. The board is happy to report that no one needed to take him up on the offer for a get out of jail free pass. This year’s keynote was given by Ted Wilgis, of the North Carolina Coastal Federation who gave us a wonderful insight into the burgeoning Oyster Industry along our coast and the importance of clean water for commercial fishing success. With 375 attendees and over 30 speakers, we all learned a lot, but managed to have some fun too, especially at the Monday Night Social at Ironclad Brewery.

We closed the conference with a panel discussion lead by Dr. Bill Hunt, and concluded the proceedings by awarding our first annual Stormwater Projects of the Year, and our 4th annual H. Rooney Malcom Stormwater Professional of the Year. This year Honoree is Annette Lucas, Director of the Stormwater Program at NCDENR. Annette has been a highlight of recent conference and her work growing the stewardship of the NC Stormwater Program is invaluable.

We are already looking forward to seeing you in Charlotte in 2020.

Annette Lucas

Leadership and Management DivisionSubmitted by Dan Leaver

The Leadership and Management Division (LMD) is working on our Annual Conference which will be held in Wilmington, NC at the Embassy Suites hotel on the Cape Fear River. Our conference will start on Wednesday July 29, 2020 and extend through Friday, July 31, 2020. The conference will feature a breadth of topics ranging from leadership to technical presentations. We are always looking for presenters as well, so if you are interested in presenting on a topic we’ll be issuing a call for presentations in the near future – be on the lookout for it!

As always, Partners are critical to the success of the LMD Conference. An additional opportunity to help support the 2020 conference is to host a social event outside of the conference scheduled activities. The LMD Board will be happy to help with communicating details of such social events to the conference attendees. If you are interested in hosting an event please contact myself, Dan Leaver ([email protected]) or Michelle Podeszwa ([email protected]).

This year we will also be presenting a Professional Manager of the Year and Public Works Leadership Awards again. If you know of individuals who inspire excellence, leadership, and dedication to the public good and deserve to be recognized we’ll be posting the applications soon. Applications for these will be due by March 2, 2020.

Finally, thank you to each of the board members who help in planning of the conference and make it so much fun to attend each year as well as the Partners who make it possible with your generous contributions. We look forward to another great conference this coming year!
