Big Valley GSP Monitoring and Data Development Projects Attachment 2 1 Attachment 2 – Eligibility: Eligible Application Documentation The documents contained herein establish eligibility for North Cal-Neva Resource Conservation and Development (RC&D) Council, Inc. to submit this application for Proposition 1 grant funding through the Sustainable Groundwater Plans and Projects Proposal Solicitation Package (PSP) published by the Department of Water Resources (DWR) in September 2017. Eligible applicants for this PSP include 501 (c) (3) non-profit organizations. The PSP requires additional eligibility documentation to confirm compliance with several state programs. These include: CASGEM Basin Prioritization and Compliance Urban Water Management Compliance Agriculture Water Management Compliance Surface Water Diverter Compliance The documents included on the following pages establish CASGEM compliance for Modoc County. The remaining programs do not apply to the Applicant or Project Proponent. The following statements support this: Urban Water Management: The North Cal-Neva RC&D Council is not an Urban Water Supplier, defined as supplying water for municipal purposes “to more than 3,000 customers or supplying more than 3,000 acre-feet annually; Agriculture Water Management: The North Cal-Neva RC&D Council is not an Agriculture Water Supplier, defined as supplying water to 10,000 or more irrigated acres, and no agriculture water supplier will receive funding from the proposed grant through a JPA or other legal agreement; Surface Water Diverter: The North Cal-Neva RC&D Council is not a surface water diverter and no surface water diverter will receive funding from the proposed grant through a JPA or other legal agreement.
