ORDER EXTENDING CONSTRUCTION COMPLETION DATE
Virginia Electric & Power Company is the holder of Construction Permits
No. CPPR-77 and CPPR-78 issued by the Atomic Energy Commission* on February 19,
1971, for the construction of the North Anna Power Station, Units I and 2,
presently under construction at the Company's site in Louisa County, Virginia.
By letter, dated July 28, 1977, the company filed a request for an extension
of the latest construction completion date for Unit No. I from September I,
1977 to December 31, 1977, because construction has been delayed due to (I) the
completion of hot functional testing which necessitated repairs to the three
reactor coolant loop cold leg isolation valves, replacement to the reactor
coolant pump motor, completion of repairs to service water reservoir spray
headers, addition of residual heat removal and refueling pool purification
systems and modifications to the steam generator support heating system,
(2) completion of tie-ins for the bearing cooling system modifications were
determined to be required prior to fuel loading, (3) structural steel non
conformities were identified in the Unit No. I main steam valve house and
repairs completed, (4) conduit color separation deficiencies in the reactor
containment cubicles were identified and corrective activity is continuing,

(b) inspection, evaluation and repair program related to Category I piping
systems in connection with an identified hanger base plate flexibility
problem, and (6) modification to the main feedwater recirculation piping
and reactor containment cubicle structural steel and ventilation seals.
This action involves no signficant hazards consideration; good cause
has been shown for the delay; ana the requested extension is for a reasonable
period, the bases for which are set forth in the staff evaluation, dated
September 28, 1977.

INTROUUCI ION
on duly 26, 1977, the Virginia Electric and Power Company filed a request
for an extension of the latest construction completion date for Construction
Permit CPPR-77 issued for the North Anna Power Station, Unit No. 1.
UISCUSSION
Construction Permits CPPR-/7 and CPPR-/d were issued on February 19, 1971
and were last modified on April 19, 1977 by Order which extended the latest
construction completion dates to September 1, 1977 and November 1, 1978 for
Units 1 and Z, respectively.
In their application for extension of the construction completion date for
Unit I to Decerober 31, 1977, Virginia Electric and Power Company indicated
that the major contributing factors to the delay in completion of the
construction activities were the completion of hot functional testing,
originally scheduled for March 2, 1977 to support the May 26, 1977 load
fuel date, was not actually completed until larch 28, 1977 instituting a
3 112 weeKs delay. An additional one month delay was incurred as a result
of operational deficiencies noted during hot functional testing, and the

three reactor coolant loop cold leg isolation valves were inspected and
repaired. Testing of the hot functional program also resulted in the
determination that modifications to the steam generator support heating
system were necessary causing a 2 1/2 months delay.
Completion of tie-ins for the bearing cooling system modifications were
determined to be required prior to fuel loading causing an estimated
delay of 2 months.
Structural steel non-conformities were identified in the North Anna Power
Station, Unit No. I main steam valve house in February 1977. These repairs
were completed in late June 1977 causing a I month delay.
In May 1977 conduit color separation deficiencies in the reactor containment
cubicles were identified and correction activity is continuing. It is
estimated that this activity will take 3 months. The applicant is conducting
an on-going inspection, evaluation and repair program on approximately 8,000
hangers related to Category I piping systems in connection with a hanger base
plate flexibility problem causing 4 months delay. Modifications are presently
being made to the main feedwater recirculation piping and reactor containment
cubicle structural steel and ventilation seals delaying plant construction
approximately 3 1/2 months.

The staff has reviewed the delaying factors indicated by the applicant, and
concurs that these factors contributed to unexpected delays in the amounts
specified, for a total of over 24 months delay. Some of these delays occurred
during the same time period.
On the basis of our review, we have determined that the Virginia Electric and
Power Company has been able to make up for some of the delay and now expects
to complete construction 4 months later than previously predicted.
CONCLUSION
We have reviewed the information provided in Virginia Electric and Power
Company's submittal, and we conclude that the factors discussed above are
reasonable and constitute good cause for delay; and that the requested
extension of Construction Permit CPPR-77 for 4 months to December 31, 1977,
is justified. As a result of our review of the Final Safety Analysis Report
to date, and considering the nature of the delays, we have identified no
areas of significant safety considerations in connection with the extension
of the construction completion date for North Anna Power Station, Unit No. 1.
The staff finds that because the request is solely for more time to complete
work already reviewed and approved, no significant hazards consideration is
involved in granting the request and thus prior public notice of this action
is not required. We also find that good cause exists for the issuance of an
Order extending the construction completion date.

Accordingly, issuance of an Order extending the latest construction completion
date for the North Anna Power Station, Unit No. 1 as set fortn in CPPR-77,
to Uecemoer 31, 19/7 is reasonable and should be authorized.

The U. S. Nuclear Regulatory Commission (the Commission) has reviewed the
Order relating to the construction permit for the North Anna Power Station,
Unit 1 (CPPR-77) located in Louisa County, Virginia, issued to Virginia
Electric and Power Company. The Order would authorize the extension
for four months of the date for completion of construction of Unit No. 1
The Comnission's Division of Site Safety and Environmental Analysis has
prepared an environmental impact appraisal for the Order and has concluded
that an environmental impact statement for this particular action is not
warranted because there will be no environmental impact attributable to the
Order other than that which has already been predicted and described in the
Commission's Final Environmental Statement for North Anna Power Station,
Units Nos. 1, 2, 3 and 4, published in April 1973 and the addendum to the
Final Environmental Statement published in November 1976.
The environmental impact appraisal is available for public inspection at

1. Description of Proposed Action
The action proposed is the issuance of an ORDER pertaining to the
North Anna Power Station, Unit 1 (CPPR-77) issued on February 19,
1971, providing for the extension for four vonths of the latest
date for completion of this unit
2. The request dated July 28, 1977 relates to an extension of the
construction coimpletion date of Unit No. I by four nmonths (from
September 1, 1977 to December 31, 1977), The NRC staff has reviewed
the application and found that good cause has been shown for extension
of the construction completion date of Unit I by four months (see
attached Safety Evaluation by the NRC staff).
The environmental impacts associated with construction of Unit I
have previously been addressed in the NRC staff's FES and FES
Addendum and determined by the Atonic Safely and Licensing floard
in its partial initial decision (P.I.D.) dated October 30, 1974
(LBP-74-39) and Initial Decision ( r.) dalted December 5, 1975
(LBP-75-70). The only environmental impact possibly resulting
from the requested extension would be that due to shifting the
impacts in time or adding four months to the total time the area
is subjected to temporary construction impacts. Tie environmental
impacts associated with constructioni other than those involving
commwunity impacts, are not affected by the proposed extension.

No significant conMlunity impact associated with the construction
effort was previously identified. (FES Section 4.4, pp. 4-2-0 and
4-21). If a simple four month shift in the project is assulied, then
there would be no change in effect. Thus, no significant change in
impact, as previously evaluated, is expected to result from the
four month delay.
3. Conclusion and basis for legative Declaration
On the basis of the foregoing analysis and the NRC staff evaluation,
it is concluded that there will be no environmental impact attribut
able to the proposed action other than that already predicted and
described in the Com.ission's FES issued in iarch 1974, the Board's
Initial Decision and tihe Commission's FES Addendum issued in
Novem-Iber 1976. Having made this conclusion, the Corimission has
further concluded that no environmental impact statement for the
proposed action need be prepared, and that a negative declaration
to this effect is appropriate.
