The Armenian community of Greater Los Angeles will commemorate the 98th an-niversary of the Armenian Genocide on Wednesday, April 24, 2013, at the Armenian Genocide Monument at Bicknell Park in Montebello, California.

The event will start with a moment of silence for the souls of our one and a half million martyrs, followed by a full program that includes remarks and messages from invited political dignitaries, a religious service with the participation of rep-resentatives of all religious denominations of the Armenian community, and place-ment of wreaths at the Monument by participating organizations.

Today, plans are already underway for the development of AGBU cultural, educa-tional and artistic complex in Stepanakert - the AGBU NKR Campus. The initiative will provide new and innovative oppor-tunities to the scholastically diverse urban and rural communities throughout NKR. 43 Armenian cultural sites to become part of Black Sea Silk Road Corridor

Forty-three Armenian cultural sites will become part of the Black Sea Silk Road Cor-ridor.

The Black Sea Silk Road Corridor (BSS-RC) Project is a 24-month project that will foster cross-border cooperation and eco-nomic development in 173 communities across four countries of the Black Sea Basin – Armenia, Georgia, Greece and Turkey.

In Armenia the project is funded by the EU Black Sea Cross Border Cooperation framework, USAID through its EDMC Project, and the Armenian Monuments Awareness Project, as the lead implement-er. Despite its long-standing close ties with and strong dependence on Russia, Arme-nia looks set to avoid joining a new Rus-sian-led union of former Soviet republics.

Armenian President Serzh Sargsyan, who won a second term in a disputed elec-tion in February, has successfully navigat-ed apparent Russian pressures and moved his country closer to the West – the Euro-pean Union, in particular – while maintain-ing, and even deepening, Armenia’s mili-tary alliance with Russia. After a meeting with Russia’s President Vladimir Putin on March 12, Sargsyan gave no indication that his administration’s multi-vector policy will change.

The press services of the two leaders announced in early March that the talks at Putin’s Novo-Ogaryovo residence near Moscow would touch upon “integration processes” in the former Soviet Union. It was a clear reference to Armenia’s possible accession to the Customs Union of Rus-sia, Kazakhstan and Belarus. But the talks themselves did not appear to produce a breakthrough on the issue.

Putin makes no secret of his hopes to turn this trade bloc eventually into a close-ly-knit Eurasian Union of loyal ex-Soviet states, a grouping that Kremlin critics re-gard as an attempt to partially recreate the USSR. The Kremlin-linked speakers of both houses of Russia’s parliament promoted the idea during separate visits to Yerevan in July last year.

Putin and Sargsyan reportedly discussed the possibility of Armenian membership in the Customs Union during their three meetings in 2012. Armenian leaders gave no such promises in their public statements made after those talks. Armenian media commentators speculate that Putin wants a !"#$%#"&'()%*)+,%-()(.#"%&++"/%

“In all likelihood, there were no major changes in the two sides’ positions on this issue and Serzh Sargsyan again succeeded in at least winning time,” the Yerevan-based news service 1in.am agreed in a com-mentary.

Over the past year, Armenian leaders have publicly objected to joining the Cus-toms Union, arguing that their landlocked country has no common borders with Rus-sia, Kazakhstan or Belarus. Citing Russia’s Kaliningrad exclave, Viktor Khristenko, the Russian head of the Customs Union’s executive body, has questioned this line of reasoning.

In a February interview with the Rus-sian daily Moskovskie Novosti, Armenian Prime Minister Tigran Sargsyan came up with another argument against Customs Union membership – that Armenia has a more liberal trade regime than any of the union’s three member states and lacks vast natural resources.

Yerevan is reluctant to acknowledge publicly another, arguably more impor-tant reason: joining the Russian-led union would essentially preclude the signing of a comprehensive Association Agreement between Armenia and the European Un-ion. A key element of that agreement is the creation of a “deep and comprehensive free trade area,” which envisages not only

the lifting of all trade barriers, but also harmonization of Armenian and EU eco-nomic laws and regulations. A spokesper-son for Catherine Ashton, the EU’s foreign and security policy chief, told RFE/RL in December 2012 that Armenian entry into the Moscow-led Customs Union “would not be compatible” with the Association Agreement.

The Armenian government has since continued to express strong interest in con-cluding its association talks with the EU in time for a planned November 2013 summit in Vilnius on the EU’s Eastern Partnership program for six ex-Soviet states. Foreign Minister Edward Nalbandian discussed preparations for the summit at a March 7 meeting with Philippe Lefort, the EU’s spe-cial envoy for the South Caucasus.

Remarkably, there have been few indica-tions of Russian discontent with this policy. Russian policy-makers might be safe in the knowledge that, with no solution to the 2+";32<% '3<=% 7F()9#3G#"% +.()% H#B+)"+IKarabakh in sight, Armenia will remain heavily reliant on military ties with Russia in the foreseeable future.

Sargsyan was instrumental in securing a 2010 deal that extended the presence of Russian troops in Armenia until 2044, and Putin has responded accordingly.

In January, he authorized his govern-ment to sign a new Russian-Armenian defense accord that calls for joint arms manufacturing. Russia’s defense minister, Sergei Shoigu, and chief of the General A<#JE% K+$+"($% L("()#$% M#$():% L()#&3,+.E%discussed the planned deal during subse-quent trips to Armenia. Sargsyan thanked Putin on March 12 for “good progress” in defense cooperation.

But appearances can be deceiving, cau-tioned analyst Markarov.

Will Alternative Service Reform Keep Jehovah’s Witnesses Out Of Jail?

Amid ongoing tension with Azerbaijan over the Nagorno-Karabakh peace process, controversy is growing in Armenia about a proposal that would liberalize the terms of alternative service for religiously moti-vated conscientious objectors to the draft.

Under Armenian law, all men between the ages of 18 and 27 are required to serve two years in the armed forces. Although Armenia has had a law on alternative ser-vice since 2004, its provisions have “not been applied in practice,” asserted human rights activist Avetik Ishkhanian. Men who refuse for religious reasons to perform al-ternative service under the supervision of military personnel often have received prison terms.

Members of the Jehovah’s Witnesses – a Christian-oriented sect that espouses mil-lennial beliefs and whose members shun military service – have been particularly #J(2<(6U% 0.()% <=(% 8#&<% 6(2#6(E% VWX% Y(=+-vah’s Witnesses have done jail time for fail-3"B%<+%*5$!$$%#$<()"#<3.(%&().32(%+9$3B#<3+"&E%according to Ishkhanian. The Armenian

government has long been under interna-tional pressure to scrap the practice of jail-ing conscientious objectors. In November 2012, the European Court of Human Rights ordered the Armenian government to pay 112,000 euros ($142,338) in damages to 19 Jehovah’s Witnesses who were so treated.

The Armenian parliament approved the alternative service amendments in their !)&<%)(#63"B%+"%Z#)2=%P[%9:%#%PQSIP%.+<(/%After the vote, MPs sent the amendments back to the government for some tweaking. No information was immediately available about what changes the MPs were seeking.

The lone MP to vote against the amend-ments was Shushan Petrosian, a member of the governing Republican Party who is also a well-known singer. “This is an is-sue when I just can’t agree with the gov-ernment and with my party colleagues, “ Petrosian said. “My belief is that every boy who has no health problem should serve in the Armenian army.”

Robert Fisk: Lebanon Is Like A Rolls Royce With Square Wheels… It Has A Lot That’s Worthy Of Praise But It Doesn’t Run So Well

If no agreement is reached on a new election law parliament will be crushed

The prime minister has resigned, there’s no government to speak of, there are fur-ther street battles in Tripoli, the threat of more kidnappings. Lebanon, as we used to say in the civil war, returns to normal. And in some ways, it’s true. Lebanon is always living through the greatest crisis since the last greatest crisis. But the current drama is a little more serious.

Najib Mikati – one of the world’s richest politicians as well as prime minister of one of the world’s smallest countries – resigned because his government had become un-workable and the country’s MPs had failed to draw up a new election law. Trade un-ions had been striking across Lebanon – even closing the international airport for several hours – to demand higher salaries. !"#$%"&'$()&*$+&,-&%."/0&,-)&,1&."/&()2+&3-nal acts, but he cannot have been a happy man.

After all, living next door to a civil war is not an easy task, not least when Syrian jets bomb two houses inside Lebanese ter-ritory. The Israelis invade Lebanon’s air-space every day without a whimper from Washington but the Syrian aggression had the United States thundering its fury at Da-mascus. Lebanon is not bound by sanctions against Syria so its government had adopt-ed a policy of ‘dissociation’, a snob title for the necessary neutrality which the country must adopt to prevent its own Sunnis and Shias and Christians being drawn into the battles over the border. The Sunni-Alawite 4,-5"4%& "-& 62"7,8"& 9& "-& *."4.& /":& 7),78)&died, including a Lebanese soldier – can-not be allowed to spread to other parts of the country. Tripoli is, by chance, Mikati’s home town.

But the ‘dissociation’ hasn’t worked very well. For a start, the pro-Syrian for-eign minister infuriated the Gulf Arabs by demanding that the Arab League restore Syria’s seat in the chamber. The same min-ister, needless to say, wasn’t too quick to condemn Syria’s air raid. A Sunni sheikh in Sidon – along with Sunnis living nearer the border – has prevented gasoline trucks from driving to Syria where some of their fuel is probably used by Syrian President Bashar al-Assad’s army. We don’t know this, of course, but it’s a fair bet. Now the government has used oil tankers to take the fuel up the coast to the port of Latakia, which is comparatively free of the civil war consuming the rest of Syria.

Mikati’s decision to go was therefore in-tended to frighten the political parties in Lebanon, especially the Shia Hezbollah and

the Sunnis clustered round the absent Saad Hariri – hiding in Saudi Arabia these past two years because of his claim that there is a plot to kill him – into creating a workable government that can frame an election law and take responsibility for the wreckage of the past few weeks. The catch, as always, is long term and incurable.

For, to be a modern state, Lebanon must de-confessionalise itself. A nation in which the president must always be a Maronite Christian, the prime minister a Sunni, the speaker of parliament a Shia, cannot work. But if you take sectarianism out of Leba-non, it will cease to exist – because con-fessionalism is the identity of Lebanon. It ;$+& .$()& <)$=%"1=8&;,=-%$"-/0& 3-)& 1,,>0&an extraordinarily well-educated popula-tion, but it is sectarian. It’s a bit like owning a Rolls Royce complete with fresh leather /)$%/0&$&5$%&/42))-&%)8)("/",-&$->&$&4,4#%$"8&bar – but with square wheels. It doesn’t work.

Hence being prime minister of Lebanon is not a barrel of laughs. You can push the car along with heaps of ministers and MPs all straining in the same direction. But it will only move a few yards. And then the ministers and MPs will start arguing again. The current government, which includes the Hezbollah – which President Obama wants the EU to condemn as a ‘terrorist or-ganisation’ – clearly did not represent the Sunnis whose brothers in Syria make up most of the armed opposition to Assad – one of whose allies is, of course, the same Hezbollah movement.

Hariri will have rejoiced at Mikati’s de-parture because the removal of his cabinet was a condition of Hariri’s 14 March alli-ance to return to politics. All Lebanese poli-ticians, however corrupted by money, guns or sectarian bias, are now supposed to troop up to the palace at Baabda for a ‘National Dialogue’ with President Michel Sleiman, the ex-general who has been spending the last few precious days swanning around ,-&,?4"$8&("/"%/&%,&*)/%&@12"4$-&4,=-%2")/A&He’s probably the only man who could keep his visitors in the same room for more than a few minutes – but can he persuade them to agree on an election law in time for the June poll?

For without an election, parliament’s own authority is as crushed as it was dur-ing Lebanon’s 15-year civil war. No parlia-ment, no government, no prime minister. B,&2)$8&4)$/)32)&"-&62"7,8"A&C-8+&%.)&$2;+&can control the streets – a bit like Egypt, one might add – and the Syrian war grows more frantic by the day. Lebanon deserves better than this. It means that everyone is going to have to give that Rolls Royce an-other shove.

Spy equipment discovered near Russian military base in Syria

Sophisticated intelligence-collection de-vices hidden inside faux boulders have been discovered on an island situated across from a Russian naval base in Syria. The devices were found on Al-Naml, an uninhabited islet of only 150 square meters, which overlooks the Syrian port of Tartus, site of a major Russian naval military facil-ity. According to Al-Manar, a satellite tel-)("/",-&/%$%",-&$?8"$%)>&*"%.&%.)&D)<$-)/)&Shiite militant group Hezbollah, the fake boulders were carefully placed on Al-Naml by Israeli commandos during a nighttime operation. Television images showed a sys-tem of satellite dishes and cameras, which appear to be connected to custom-made batteries via a series of cables. The imita-tion boulders, which conceal the electronic surveillance devices, seem to have been carefully designed in order to blend in with the surrounding rocks and brushes on Al-Nami. Al-Manar said on its website that at least three such devices were “discovered <+&8,4$8&3/.)2;)-EA&F%&$>>)>&%.$%&%.)&4$;-,=5$')>&4,-%2$7%",-/&$77)$2& %,&<)&$";)>&at tracking the movements of Russian ves-sels sailing to and from Tartus. Moreover, the devices appear to be capable of trans-mitting pictures of vessels to Israel in real time, via satellite. The naval base at Tartus *$/&32/%& 8)$/)>&%,&%.)&G,(")%&B$(+&<+&%.)&Syrian government in 1971. In response, the Kremlin forgave a multi-billion dol-lar debt owed by Damascus. Today, Tartus constitutes Russia’s sole military facility situated outside the regions of the former

Soviet Union. It is also Russia’s only na-val base in the Mediterranean, and many strategic analysts consider it as the primary '),7,8"%"4$8& H=/%"34$%",-&<)."->&!,/4,*I/&support for the regime of Syrian President Bashar al-Assad. No information has been released about how long the espionage de-vices were present on Al-Nami before their discovery last week. In early March, media $?8"$%)>&*"%.&%.)&',()2-;)-%&,1&G+2"$&$4-cused Israel of planting a number of spy devices disguised as rocks, which were found near “sensitive sites” in the country. The government-owned Syrian Arab News Agency, which published photographs of the alleged spy devices, said they were dis-4,()2)>&$%&$-&=-/7)4"3)>&2)'",-&,-&G+2"$I/&Mediterranean coast. Video footage and photographs showed what appeared to be large-sized faux rocks. Nestled in their hol-low interior were cameras, microphones, transmission devices, as well as large bat-teries, which seem similar to those discov-ered on Al-Nami last week.

Israel’s move prepared grounds for Turkey to apologize to Armenians – Turkish writer

Conservative Turkish writer Ismet Ozel wrote a shocking article devoted to Isra-el’s recent apology to Turkey over the Is-raeli raid on the Gaza-bound Turkish ship, “Mavi Marmara.”
