    NON-ADMITTED PATIENT DATA COLLECTION: CHANGES EFFECTIVE FROM 1 JULY 2014

    PURPOSE The purpose of this information bulletin is to inform NSW Health non-admitted patient service providers and non-admitted patient source system administrators of changes to the Non-Admitted Patient Data Collection effective from 1 July 2014. The requirements of this information bulletin should be read in conjunction with Policy Directive PD2013_010 – Non-Admitted Patient Reporting Requirements.

    KEY INFORMATION 1. Patient level activity reporting Policy Directive PD2013_010 mandates the requirement to report patient level non-admitted activity for all clinical and/or therapeutic services provided or contracted by NSW Health non-admitted patient service units, regardless of the funding mechanism (i.e. Activity Based Funding or Block Funded). The strategic direction is to report non-admitted patient activity via the EDWARD data warehouse. As an interim measure, patient level data must continue to be reported via WebNAP until patient level reporting via EDWARD is established for all of the non-admitted patient service units within the Local Health Districts (LHD) / Specialist Health Networks (SHN) and the LHD / SHN has confirmed that the activity reported via EDWARD reconciles with the source system. Once reporting via EDWARD is established for all non-admitted patient service units within the LHD / SHN, and the LHD / SHN has confirmed the data reconciles with the source system and is an accurate reflection of the service provided, the Chief Executive of the LHD / SHN should formally notify the Director, Health System Information and Performance Reporting (HSIPR) Branch, Ministry of Health. The HSIPR Branch will then provide confirmation to the LHD / SHN that patient level reporting via WebNAP can cease.

    2. Summary level activity reporting LHDs / SHNs may cease to report summary level counts of occasions of service via WebNAP for services provided on or after 1 July 2014 for all service units that are reporting patient level non-admitted patient level activity data via WebNAP. Prior to cessation of reporting of summary level data to WebNAP, the LHD / SHN Chief Executive must formally notify the Director, HSIPR Branch that the patient level data is an accurate reflection of the non-admitted patient services provided by each of the service units reporting activity. Where discrepancies exist between patient level and summary level data in the 6 months leading up to the request for cessation of summary level reporting, the Chief Executive should ensure the reasons for the discrepancies can be explained and that the patient level data provides a complete and more accurate basis for reporting non-

  • INFORMATION BULLETIN admitted patient activity. A statement to this effect should be included in the formal notification to the Director of the HSIPR Branch. LHDs / SHNs may request progressive cessation of summary level activity reporting as the patient level activity recorded on a particular source system is reconciled and determined to be complete and accurate. The notification must include advice of the specific source system (identified by its source system identifier and name) and the non-admitted patient service units (identified by their HERO ID and name).

    3. Changes relating to data elements The requirements for reporting to the Non-Admitted Patient Data Collection will change for non-admitted patient services provided on or after 1 July 2014. 3.1 Classification Changes From 1 July 2014 there are changes to the classifications of the data elements shown in the table below.

    There are three types of changes to the state standard classifications that will require modification to classifications in source systems:

    1. Some existing categories will expire on 1 July 2014 2. Some new categories will become effective from 1 July 2014 3. Some descriptive labels of existing categories will change from 1 July 2014.

    The changed and continuing classifications from 1 July 2014 are provided in Attachment A. Details of the changes are covered in detail in the change implementation guide (which covers the categories to add, expire and rename) and the updated data dictionary (covering the new and changed category definitions). These documents are available on the WebNAP intranet site:

  • INFORMATION BULLETIN 3.2 Data elements that become Mandatory in WebNAP from 1 July 2014 The data elements that become mandatory in WebNAP from 1 July 2014 are:

    • Medicare Benefit Scheme Item Number(s)

    • Service Event End Date/Time

    • Booking Create Date/Time (WebNAP) / Offer Issue Datetime (EDWARD). WebNAP will not load records where a mandatory data element is reported with a null or blank value. MBS item numbers and descriptions are available in the following EDWARD table view:

    • MBSE_V A default code of “99999” should be reported in circumstances where there is no MBS Item Number for the service provided, or the business processes to record the MBS Item Number were not in place. Note: See the WebNAP data dictionary for concept definitions and further details. 3.3 Requirement to commence collection of Medicare Card Number For services provided on or after 1 July 2014 the patient’s Medicare Card Number must be recorded for all Medicare Eligible patients that receive a non-admitted patient service. Medicare Card Number is not in scope of WebNAP but must be reported to EDWARD via the EDWARD Client Characteristics data extract so that Commonwealth reporting requirements can be met. 3.4 WebNAP Source System Extract Changes The following changes to the WebNAP extracts apply from 1 July 2014:

    • The field size of data elements that have a modified classification have been increased to accommodate the new field size. (Note: The extract is a comma separated file format so readily caters for increased field sizes)

    • Code description fields are not required where indicated as ‘optional’ in the extract requirements specification. Where code descriptions have been reported for an ‘optional’ code description field it is recommended that they be removed and instead reported as a ‘null’ value to avoid any issues associated with loading data into WebNAP for data elements with changed code descriptions.

    Note: There are no new data elements to add to WebNAP extracts.

    4.1 HERO Establishment Type Review LHDs / SHNs should review the allocation of the service unit level Establishment Type against the current category definitions for all non-admitted patient service units registered in HERO. This review is important because the Establishment Type allocated in HERO is primarily responsible for the national weighted activity unit assigned to each non-admitted patient service event. New service unit level Establishment Type categories have been created for reporting 1 July 2014 to align with the national changes to the national Tier 2 Services Definitions Manual Version 3 and to accommodate NSW reporting needs. The new or modified national categories are provided below.

    Where the service unit level Establishment Type is changed, the update must be submitted to the Ministry of Health HERO Administrator for approval. These updates should be implemented by 1 July 2014 to ensure correct allocation of the 2014/15 National Weighted Activity Unit. 4.2 Service Unit Funding Source Service Unit Funding Source is a new attribute on the Attribute screen in HERO. The Service Unit Funding Source in HERO covers a range of patient level “Funding Source” categories which, prior to 1 July 2014, had to be reported for each occasion of service. For each non-admitted patient service unit that provides clinical / therapeutic services from 1 July 2014 a Service Unit Funding Sources with effective dates from 1 July 2014 (or earlier) must be reported via HERO. Where the service unit is funded from multiple sources (e.g. State and Commonwealth funding) multiple categories should be set against the service unit, and the approximate percentage of funding should be indicated. See HERO and the HERO data dictionary for details of the classification.

    1.1 Classifications that change on 1 July 2014

    The following classifications will change on 1 July 2014:

    This document may be read in conjunction with the Implementation Guide for the Non–Admitted Patient Data Collection Changes from 1 July 2014.     Note 1: It is recommended that the WebNAP classification of “Modality of Care” be collected as two concepts “Individual / Group Session Indicator” and “Service Delivery Mode” and the combination of values used to derive the value for reporting via the WebNAP extract. The two concepts are reported in separate fields when reporting to EDWARD. See the Implementation Guide for the Non–admitted Patient Data Collection Changes from 1 July 2014 for further details.
