ABOUT NMRCNoida and Greater Noida are being developed as the industrial townsto New Delhi and more and more people from Delhi and other areasare shifting to these towns in search of fresh air, greenery and betterinfrastructure. There is a need of providing an efficient, reliable andcomfortable transportation system for the population intending tosettle in these towns and also the public coming to these areas foreducation, service and business.

Noida Metro Rail Corporation (NMRC) is a Special Purpose Vehicle(SPV) formed for planning and executing urban transport projects inNoida, Greater Noida regions. NMRC desires to provide a world-class Public Transportation System with state-of-the-art technology.As such, the overarching criterion for setting up of NMRC is to helpcreate an efficient, safe, reliable, economical and affordable publictransport system.

This Application for “Connectivity to Metro Station through Foot overBridge (FOB)/ Skywalk” contains brief information about the scope ofwork.

While all efforts have been made to ensure the accuracy of informationcontained in this Application Document, this Document does not purportto contain all the information required by the Applicants. The Applicantsshould conduct their own independent assessment, investigation andanalysis and should check the reliability, accuracy and completeness ofthe information at their end and obtain independent advice from relevantsources as required before submission of their application/s. 1. Background1.1. An elevated metro line between Noida and Greater Noida is under advanced stages

of construction and is likely to be operational from April 2018.1.2. It is acknowledged that Foot over Bridges/ Skywalks will provide

· Better, hassle free and seamless integration for people living in that area orproperty

· Possibility of linking business within and around the pedestrian skywalks· Benefits of saving in travel time due to direct link between origin and destinations· Possibility of Increase in property value due to increase in accessibility to

pedestrian traffic from metro station· Shaded paths to pedestrians· Enhancement of environmental quality

1.3. NMRC invites Applicants (“Interested parties”) to submit their Applications. Based onthe responses of Applications received, NMRC shall finalize the terms and conditionsand initiate the procedure.

1.4. The issue of this Application does not imply that NMRC is bound to undertake theProcess and select the Applicant.

2. About ProjectI. The project is envisioned to provide seamless integration between metro station and

the commercial/ residential/ institutional and/or other developments. The mapsshowcasing the upcoming metro line have been depicted in Annexure 3.

II. The Applicant shall be responsible for construction, operation, maintenance etc. for aperiod of 30 years after taking prior written permission of NMRC.

III. The design and construction of FOB/ Skywalk shall be undertaken by Applicant at itsown cost and is subject to the approval by NMRC.

IV. The Applicant needs to obtain all approvals, permits, etc. from all competent andrequired authorities, including different tiers of government, statutory, local, civicauthorities, etc.at its own cost. NMRC shall extend the assistance of its good office ona reasonable effort basis to assist the Applicant in getting such approvals, permits, etc.in connection with the development of the FOB/ Skywalk.

V. Ownership rights of FOB/ Skywalks shall vest in NMRC.

3. Eligibility of BiddersShould be real estate property owner/ institution/ office/ commercial property owner,RWA, individual or jointly in consortium

4. Selection ProcessThe Application is issued only with a purpose of collection of information from interestedparties and NMRC reserves the right to proceed ahead with the Project. However, theapplications received shall be reviewed carefully and interactions with the applicants arelikely to take place before finalisation of terms and conditions.

5. Application Registration and InstructionsI. Applicants are advised to study all instructions, forms, terms, requirements and other

information in the Application carefully.II. Applicant shall be deemed to have applied after careful study and examination of the

Application Document with full understanding of its implications.

6. Submission ofI. All the notifications & detailed terms and conditions regarding this Application notice

hereafter will be published on the NMRC website.II. The application should be submitted in hardcopy in a sealed envelope within the

deadline as specified in Clause no. 8.III. Applicant shall submit all formats and suggested documentary evidence with the

Application document.

7. Documents to be submittedThe Application to be submitted by the Interested Parties shall, interalia, include:

(a) Cover Letter expressing interest to participate in the form and manner prescribedhereunder as Annexure 1;

(b) Details of Applicant and Project in the form and manner as prescribed hereunder asAnnexure 2.

8. Date of submissionI. The Interested parties shall submit their respective details in aforesaid format latest by

II. Applications received by the NMRC after the specified time on the Application Due Dateshall not be eligible for consideration and shall be summarily rejected.

9. 10. LanguageI. The Applications prepared by the Applicant and all correspondence and documents

relating to the applications exchanged by the Applicant and NMRC, shall be written inEnglish language, provided that any printed literature furnished by the Applicant inanother language shall be accompanied by an English translation in which case, forpurposes of interpretation of the application, the English translation shall govern.

II. If any supporting documents submitted are in any language other than English,translation of the same in English language is to be duly attested by the Applicant.
