Introduction and Purpose

The purpose of this document is to show an overview of the process flow of metered disconnections carried out by Independent Connections Providers (ICPs).

Scope

This procedure applies for the disconnection of single phase and three phase LV service cables up to 400A connected directly to an LV main, it does not allow for the disconnection of any LV services connected directly to a substation.

The point of disconnection shall always be performed in the public highway and not on private land; where practicable the LV cable shall be strapped back to the LV main.

For Work in the LPN area where the Low Voltage (LV) Network is Inter-connected or is Radial with fusing excess of 400A, it is necessary for the DNO, or ICP as permitted in CON 08 115, to complete advance network pre-conditioning work prior to the ICP commencing Works. This Operational Activity in the form of a Linking and Fusing Service as described in NOC 04 006 can be carried out by the DNO as a chargeable service on request from the ICP. For assistance with the LPN Inter-connected area, a map is located on the UKPN G81 Internet site; this information is illustrative and provided for planning purposes only. The areas highlighted in red show where the low voltage network is operated on a normally Inter-connected basis. Other areas outside of the areas shown in red may also be operated on an Inter-connected basis under abnormal conditions e.g. in response to network faults or abnormal network demand. In all cases UK Power Networks must be contacted on a site specific basis and provide its permission immediately prior to the commencement of any works, as described in NOP 50 021.

The disconnection of a single phase or three phase low voltage service cable, connected to a passing UK Power Networks low voltage distributing main.

Responsibilities

UK Power Networks will provide each ICP with a copy of its Distribution Safety Rules, and any relevant procedures (e.g. Cable Identification).

The responsibility for ensuring a Safe System of Work rests with the ICP. The ICP must ensure that its own Safe Systems of Work takes due consideration of UK Power Networks Distribution Safety Rules and any relevant supporting procedures.

All works will be inspected and audited in accordance with HSS 02 004.

The ICP Safe System of Work should satisfy as a minimum the standards required within the UK Power Networks Distribution Safety Rules and supporting procedures. The ICP will ensure that its own Safety Rules and relevant procedures are to a standard at least equivalent to those of UK Power Networks. It will be the responsibility of Lloyds Register to check the ICP understands that its safety management system must meet this standard in accordance with the NERS Scheme.

The mandatory and advisory Document Checklist for ICPs, CON 00 027a, is situated at http://library.ukpowernetworks.co.uk/library/en/g81/

The live working assessment will be carried out by the ICP in consideration of Regulation 14 of the Electricity at Work Regulations 1989. The ICP will indicate that it has carried out the assessment on its application which will be checked within the auditing arrangements. The ICP shall carry out the Works to no lesser standard than HSS 40 045. The ICP shall carry out any necessary Operational Activity in accordance with CON 08 115.

Before carrying out any Works in relation to any UK Power Networks Low Voltage Distributing Main the ICP shall follow the cable identification process to no lesser standard than DSR 01 018 to positively identify UK Power Networks Low Voltage Distributing Main. If the ICP is unable to identify UK Power Networks Low Voltage Distributing Main with absolute certainty in accordance with the cable identification process, the ICP shall not proceed with the Works.

The use of a cable signal injection device is deemed Operational Activity and the ICP shall carry out any necessary Operational Activity in accordance with CON 08 115. Where the ICP cannot carry out Operational Activity works is limited to LV Connection Activity only. One of the other methods of positive identification must be used. UK Power Networks can provide a chargeable Approved Signal Injection Service as described in COP 01 030 LV Cable Approved Signal Injection Service. The ICP should contact [email protected] to request provision of this Service in accordance with NOC 04 005.

The ICP must be certified under the Lloyds Register NERS scheme as accredited to carry out the specified work on UK Power Networks distribution system. This must include the scope Network Connections Jointing (LV Mains and Services). For Operational Activity this must include the LV Network Connection Operational Activity scope.

Where the ICP does not have full NERS accreditation it will be required to be in possession of partial NERS accreditation (safety management system etc.) upgrading to full NERS accreditation when the ICP begins work in a new DNO area. NERS will be present on site when the work begins in order to carry out audits leading to full NERS accreditation.

All of the ICPs employees carrying out all or any part of the Works shall be competent and trained; the ICP shall provide to UK Power Networks the details of all its employees who are to carry out Works within the SORN Request Form, confirming NERS Passport Numbers for each individual, and where applicable the UK Power Networks Certificate Numbers of AP(s) performing Operational Activity.

The ICP shall only connect to UK Power Networks LV network such Works which are permissible as defined within this document and the Framework Agreement.

Before commencing activity as defined in this procedure, the ICP will have entered into the Competition in Connections Code of Practice Framework Agreement and Side Letter.

Before undertaking the Works the ICP shall first obtain the consent of UK Power Networks which will be granted by way of a confirmed SORN. UK Power Networks may acting reasonably withdraw the SORN at any time. Withdrawal of the SORN shall be made electronically and shall include written reasons for the withdrawal of the SORN and shall have effect from the date upon which it is notified to the ICP.

The ICP shall submit the SORN Request Form NOC 04 008a and the minimum supporting information to UK Power Networks Disconnections Team at [email protected] a minimum of 30 Business Days in advance of the commencement of Works.

The SORN Request Form when submitted must comprise of the minimum information as set out in section 9.1 of this document:

UK Power Networks will review the request and advise the ICP where minimum information has not been provided and the ICP shall provide the additional requested information at its very earliest opportunity. No request for metered disconnection will be processed unless all the above information accompanies the submission.

Upon receipt of minimum information UK Power Networks will make the necessary checks that any Green Deal Plans are no longer associated to the relevant MPAN(s). Where this applies, the Confirmed SORN cannot be provided until the customer has contacted their Green Deal Provider to arrange payments for any money due and the Green Deal central charge database has been updated by the Green Deal Provider.

UK Power Networks shall respond to the ICP no more than 5 Business Days after receipt of the SORN Request, minimum information and positive Green Deal check. UK Power Networks will provide the Confirmed SORN and advise of the Earliest Start Date permissible.

The Supplier Notification Period, as set out in MAP21 and summarised in the table below, determines the Earliest Start Date permissible following the issue of the relevant Energy Supplier Flow by UK Power Networks. This Earliest Start Date of the Works will commence from the date of, and be clearly marked on, the Confirmed SORN.

UK Power Networks Disconnections Team shall process the necessary D0352 flow for each MPAN requiring disconnection, as set out in MAP21.

If, at the time of the Confirmed SORN, UK Power Networks has identified that the disconnection is within the LPN Interconnected Network it will inform the ICP accordingly.

Within LPN the ICP shall then consult with UK Power Networks LV Control as set out in stage B of section 8.0 of this document.

The ICP shall provide to UK Power Networks Disconnections Team specific daily whereabouts a minimum of 1 Business Day prior to commencement of Works.

The ICP shall carry out the Works to no lesser standard than all applicable UK Power Networks policies and procedures that UK Power Networks has provided to it and shall ensure that all Works are compliant with G81, as can be seen at http://library.ukpowernetworks.co.uk/library/en/g81/

All materials used by the ICP in undertaking the Works must be as specified in the Companys G81 Appendix.

The ICP shall carry out all Tests and Checks and record the results of each Test and Check which it carries out immediately following the completion of each Test or Check. The ICP shall record the results of all Checks and Tests on their task instruction.

Immediately following the disconnection the ICP will issue a Disconnection Certificate to their customer. This Disconnection Certificate shall be to no lesser standard to that shown as an example in Appendix A but which can be adapted to suit the requirements and processes of the ICP.

The ICP shall provide to UK Power Networks Disconnections Team specific daily beenabouts a minimum of 1 Business Day following completion of the Works.

Within a maximum of 3 business days following the disconnection, the ICP will submit to UK Power Networks at [email protected] and [email protected] an email confirming the disconnection is complete and submit a copy of the disconnection certificate and as laid cable drawings, together with details of all relevant Tests, Checks and RIGS information where required to allow the completion of the SORN. The RIGS code to be quoted by the ICP on the as-laid drawing is DNB2.

UK Power Networks Disconnection Team shall process the necessary D0125 and D0171 flow for each MPAN disconnected, as set out in MAP21.

UK Power Networks shall, where specific criteria are met, provide login details and electronic access for the ICP to the eMap records in accordance with CON 08 109. Alternatively UK Power Networks shall, upon written request to the Plan Provision department of UK Power Networks, Fore Hamlet, Ipswich, Suffolk IP3 8AQ, supply the ICP with drawings showing the location of the Electric Lines comprising the Distribution System in the vicinity of the proposed Works.

UK Power Networks staff shall have no authority to give any instructions to or to supervise the ICP except that UK Power Networks may issue any instructions which it considers to be necessary on safety grounds and the ICP shall comply with instructions issued in such circumstances.

The Parties acknowledge that after Site Completion SORN any work on the service cables comprised in the Works may be performed only by UK Power Networks.

UK Power Networks or any sub-contractor engaged by UK Power Networks will make good any defect or fault in the Works after Site Completion SORN has been confirmed, within the two year warranty period and the ICP will be responsible for the costs of the rectifying the works.

Records

The ICP shall supply UK Power Networks with all records, information, certificates and drawings, as required by UK Power Networks and detailed within the Framework Agreement and this procedure, within 3 Business Days following completion of the Works.

The ICP shall maintain a full and comprehensive record of information, certificates, tests, checks and drawings supplied to UK Power Networks and these shall be made available at the earliest opportunity if they are required for inspection by UK Power Networks.

Upon review by UK Power Networks all relevant information shall be provided to the UK Power Networks Network Records team in order that Network records can be updated. Should it be necessary UK Power Networks will return any relevant information to the ICP to confirm details and this must be return to UK Power Networks within 5 Business Days in order that Network records can be updated.

SORN Stages

A SORN [System Operation Reference Number] is to be provided to the ICP by UK Power Networks; there are four different SORN stages as detailed below.

SORN Request The ICP shall e-mail the SORN Request in a format as provided by UK Power Networks to UK Power Networks requesting SORN a minimum of 30 Business Days prior to commencement of Works. This shall be a fully completed SORN Request Form complete with the minimum information as set out in section 9.1.

Confirmed SORN UK Power Networks will review the SORN Request and provide either written details of the reasons for refusal or a Confirmed SORN to the ICP on the updated SORN Request a maximum of 5 Business Days after receipt of the SORN Request and minimum information. This SORN shall clearly state the Earliest Possible Start Date for the Works.

Withdrawn SORN Where necessary to do so UK Power Networks will at any time in this process replace any SORN status with Withdrawn SORN and provide written details of the reasons for this withdrawal of SORN. In this eventuality no further work subject to the SORN may be carried out by the ICP.

Site Completion SORN The ICP shall e-mail UK Power Networks a maximum of 1 Business Day following the completion of all works on the previous day detailing specific works completed on the previous day. UK Power Networks will issue Site Completion SORN for those works at this stage.

SORN Closed The ICP shall provide UK Power Networks within 3 Business Days all completed task sheets, incl. electrical test results and as-built drawings, RIGS information, etc. UK Power Networks shall review this information and either;

(i)provide SORN Closure at this stage

(ii)discuss with / return any submissions to the ICP where additional information is required in order that (i) above can be satisfied

9.1 Minimum Information required in ICP SORN Request

Correct site address and postcode, this must match the address on the MPAN

Clear site plan clearly showing site boundaries and road names

Copy of UK Power Networks 1:500 cable records and line diagram identifying the location of the works, the supplying substation and the feeder number (identifier).

Red-line point of disconnection (POD) plan on a 1:500 scale drawing

If the MPAN supplied is not registered to the ICP, UK Power Networks will require one of the following:-

1. Letter of Authority (on headed paper) from the registered owner of the MPAN giving permission for your Company to request the MPAN to be disconnected

2. A copy of the Land Registry showing that (CUSTOMER COMPANY NAME) are the owners of the property or land

3.An instruction from a 3rd party (your CLIENT) giving permission for you (CUSTOMER COMPANY NAME) to act on their behalf if they are the owners of the property or land

The SORN form shall also contain the following information;
