(2) DETAIL Standard or Guideline Used: North Sydney Development Control Plan 2002, RMS Traffic Control at Worksites Manual, AS1742.3 Signs & Lines Priority: N/A Precinct and Ward: Stanton, Victoria Impact on Bicycles: Appropriate traffic control must be implemented when required to assist access for cyclists past the worksite Impact on Pedestrians: As outlined in report. Appropriate traffic control must be implemented when required to assist access for pedestrians past the worksite Impact on Parking: The applicant proposes a work zone along the Pacific Highway which will require the temporary removal of existing parking on the Pacific Highway. Implementation of the work zone is subject to separate approval. Condition B1 of the development’s Conditions of Consent states:

Section 23.2 of the North Sydney DCP 2002 shall be submitted and approved in writing by North Sydney Traffic Committee PRIOR TO THE ISSUE OF ANY Construction Certificate. Any use of Council property shall require appropriate approvals prior to such work commencing. The program shall specifically address the following matters:

(a) Provide a Safe Work Method Statement;

(b) The proposed method of access to and egress from the site for construction vehicle, including the proposed method of traffic control, access routes through the Council area and the location and type of temporary vehicular crossing for the purpose of minimising traffic congestion and disruption to traffic flows and noise in the area, and provision for vehicles leaving the site in a forwards direction. (Access across public parks and open space reserves is prohibited.)

(c) Provisions to ensure through traffic is maintained at all times;

(d) How access to neighbouring properties will be maintained at all times;

(e) The proposed method of pedestrian management to comply with AS1742.3 and AS1742.10, including pram ramp details;

(f) The proposed phases of construction works on the site, and the expected duration of each construction phase;

(g) The proposed order in which works on the site will be undertaken, and the method statements on how various stages of demolition and construction will be undertaken;

(h) The proposed manner in which adjoining property owners will be kept advised of the timeframes for completion of each phase of development/construction process;

(i) The proposed method of loading and unloading excavation and construction machinery, excavation and building materials, formwork and the erection of any part of the structure within the site The road is not to be used as a waiting area for trucks delivering to or awaiting pick up of materials;

(j) The location and operation of any on site crane (if required). On site cranage is a requirement of this consent. Mobile cranes if used shall be located wholly within the site or only utilised during the demolition and excavation phase, and in association with the establishment and removal of a site crane, removal of excavation equipment and the like;

(k) The proposed areas within the site to be used for the storage of excavated materials, construction materials and waste containers during the construction period;

(l) The proposed method/device to remove loose material from all vehicles and/or machinery before entering the road reserve, any run-off from the washing down of vehicles shall be directed to the sediment control system within the site;

(m) The proposed method of support to any excavation adjacent to adjoining properties, or the road reserve. The proposed method of support is to be designed and certified by an appropriately qualified engineer and practising structural and shall not involve any permanent or temporary encroachment onto Councils property;

(n) Proposed protection for Council and adjoining properties. Details are to include site fencing and the provision of “B” class hoardings over footpaths and laneways; and

(o) The location of any Construction Zone (if required) to be approved by Council’s Traffic Committee.

All traffic control work and excavation, demolition or construction activities shall be undertaken in accordance with the approved Construction Management Plan and any conditions attached to the approved plan. A copy of the approved Construction Management Plan, and any conditions imposed on that plan, shall be kept on the site at all times and made available to any officer of Council upon request.

Access and Egress The CMP states that the approach routes to the site will be:

Warringah Freeway, Alfred Street off-ramp, High Street, Pacific Highway (northbound) and Berry Street access

Warringah Freeway, Alfred Street off-ramp, High Street, Pacific Highway, Miller Street, McLaren Street and Pacific Highway access

Pacific Highway (southbound) and Berry Street/Pacific Highway access Harbour Bridge, Pacific Highway (northbound), Miller Street, McLaren Street and

Pacific Highway access. And, the departure routes from the site will be:

Berry Street and Warringah Freeway (northbound) Berry Street, Miller Street, McLaren Street and Pacific Highway (northbound) Berry Street, Arthur Street, Mount Street, Warringah Freeway on-ramp and Harbour

Bridge.

(4) Through traffic Through traffic must be maintained on Berry Street and the Pacific Highway at all times. Any temporary road closures are subject to a separate application and approval. Access to Neighbouring Properties Access to neighbouring properties will be maintained at all times. This will be imposed as a Condition of Approval. Neighbour Notification The CMP states that regular meetings with affected properties and stakeholders will be undertaken to ensure that appropriate consultation occurs. More specific consultation requirements as to the nature and timing of community notifications/ consultation have been included as Conditions of Approval. Pedestrian Management Pedestrian access around the site shall be maintained at all times. The CMP states that all construction activity associated with the construction stage will be undertaken on-site within the designated materials handling areas. It is proposed to erect B-Class hoarding along the Pacific Highway and Berry Street, adjacent to the site, to protect pedestrians. Pedestrian activity across the sites driveways are to be managed by qualified traffic controllers. Construction Phases This CMP is for the Construction Phase only. The duration and anticipated number of truck movements for each phase are detailed below. Phase Duration Anticipated no of trucks

(5) Loading and unloading equipment and materials It is proposed to install a work zone adjacent to the site frontage on the Pacific Highway to load and unload materials. An internal loading area is also proposed within the site boundary. Temporary Loading Platform During the final excavation period, a temporary loading platform will be constructed at the northern end of the site, adjacent to the Berry Street frontage. The temporary loading platform will be used for the removal of material during the final stage of excavation and for concrete deliveries associated with the commencement of the structure. Temporary Driveways During the Construction Phase, construction access driveways will be provided via an entry from the Pacific Highway and a combined entry/ exist driveway on Berry Street. All construction vehicles will enter and leave the site in a forwards direction. Site Crane Two tower cranes will be required during the Construction Phase and will be located wholly on-site. Storage of equipment and materials All materials and equipment are to be stored on site. Work Zone A 55m Work Zone is proposed along the Pacific Highway frontage, within the existing metered parking spaces and the existing (redundant) bus layover. It is understood that this section of Pacific Highway is subject to morning Clearway restrictions and the Work Zone operating times will not interfere with the current Clearway arrangements unless the RMS approve its removal. Hoardings The CMP indicates that B class hoarding is to be erected along the Pacific Highway and Berry Street, adjacent to the site with construction safety fencing to be erected around the balance of the site, with scaffolding and overhead protection, where required. Conditions The further conditions which need to be included as part of the Construction Management Plan is as follows: 1. All works on any public road are to be undertaken in accordance with AS 1742.3 2. Approval must be obtained from Council for all temporary construction vehicular

crossings.

(6) 3. Installation of any Work Zone is subject to the applicant paying all appropriate Council

advertised fees and charges, including the cost of the signage. 4. RMS accredited traffic controllers are to be provided to direct vehicles entering and

exiting the site on the Pacific Highway and Berry Street. 5. Access to adjoining residents and businesses are to be maintained at all times. 6. The applicant is to liaise weekly with the developers/builders of 211-223 Pacific

Highway, 239-247 Pacific Highway, 128 Miller Street, and 229-235 Pacific Highway (when approved) minimising the development’s traffic impacts, ensuring that construction traffic from both developments are staggered in a way such that it does not create traffic issues.

7. The adjoining residents and businesses are to be updated on a monthly basis and at key construction stages, such as the commencement of demolition and commencement of excavation with respect to the construction process, particularly in relation to construction vehicle movements, and be provided with a phone number to contact the site manager.

8. At no time shall Pacific Highway, Miller Street, Berry Street, McLaren Street, Angelo Street or any other road be blocked by any vehicle or works associated with the construction of the proposed development. Through traffic is to be maintained at all times.

9. Pacific Highway, Miller Street, Berry Street, McLaren Street, Angelo Street or any other road are not to be used as a waiting area for trucks delivering to or awaiting pick up of materials etc. from the proposed development.

10. Construction vehicles are not to queue in Pacific Highway, Miller Street, Berry Street, McLaren Street, Angelo Street or any other road.

11. Any approved Works Zone is to be used only to pick up and drop off materials and equipment. Construction vehicles are not to wait or park in the Works Zone.

12. No construction vehicles are to park in the Loading Zone on Angelo Street at any time. 13. Materials are to be stored on-site. At no time, are materials to be stored on any public

road or any Council property. 14. Trucks may only enter and leave the construction site in a forwards direction, at no time

are trucks/ vehicles to reverse up Angelo Street. 15. Mobile cranes shall be located wholly on-site. 16. Concrete pumps shall be located wholly on-site. 17. Pedestrian access on Pacific Highway and Berry Street must be maintained at all times. 18. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with

Australian Standard 1742.3 and 1742.10. 19. If pedestrians are diverted, pram ramps must be provided in accordance with Australian

Standard 1428.1. 20. If a Permit to Stand Plant is required, application must be made to Council a minimum of

two weeks prior to any proposed works. 21. If a Permit to Stand Plant is required, application must be made to NSW Police,

Harbourside Local Area command, a minimum of 48 hours prior to any proposed works. 22. If a Temporary Road Closure is required, application must be made to Council

a minimum of two weeks prior to any proposed works. 23. If a Temporary Road Closure is required, application must be made to NSW Police,

Harbourside Local Area command, a minimum of 48 hours prior to any proposed works. 24. A traffic route map and conditions are to be made available to truck drivers engaged for

this development. 25. A list of truck drivers’ names with their licences and vehicle plate numbers and

conditions are to be kept on-site by the applicant at all times, and be made available for inspection by Council Officers, Police Officers and Council Rangers.

(7) 26. Repeated failure to comply with these conditions will result in removal of any Work Zone

under notice. 27. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name

of the person preparing the plan along with their level of certified qualification and certificate number. Only persons with current “Select/Modify Traffic Control Plans” or “Design Audit Traffic Control Plans” tickets are qualified to develop and endorse Traffic Management Plans and Traffic Control Plans

Please note the construction management program is a condition that forms part of the development application for the site. Therefore any non-compliance with these construction management program conditions of approval constitutes a breach of the conditions of approval for the development application.

1. INTRODUCTION

1.1 Colston Budd Hunt and Kafes Pty Ltd has been commissioned by Leighton

Contractors Pty Ltd to prepare a pedestrian and traffic management plan for the

construction of the approved commercial development at 177–199 Pacific

Highway, North Sydney. A previous pedestrian and traffic management plan(1) for

demolition of the existing buildings and excavation of the site has been approved

to North Sydney Council.

1.2 The pedestrian and traffic management plan has been prepared in accordance

with the following consent condition:-

B1 Demolition and Construction Program

A Demolition and Construction Management Program prepared in accordance with

Section 23.2 of the North Sydney DCP 2002 shall be submitted and approved in

writing by North Sydney Traffic Committee PRIOR TO THE ISSUE OF ANY

Construction Certificate. Any use of Council property shall require appropriate

approvals prior to such work commencing. The program shall specifically address

the following matters:

Any traffic control work and excavation, demolition or construction activities shall

be undertaken in accordance with the approved Construction Management Plan

and any conditions attached to the approved plan. A copy of the approved

Construction Management Plan, and any conditions imposed on that plan, shall be

kept on the site at all times and made available to any officer of Council upon

request.

Notes:

1) North Sydney Council’s adopted fee for certification of compliance with this

condition shall be payable on lodgement, or in any event, prior to the issue

of the relevant approval.

2) Failure to provide complete and detailed information may result in delays.

It is recommended that your Construction Management Plan be lodged

with Council as early as possible, as a minimum six (6) weeks notice is

required to refer items to the Traffic Committee.

3) Dependent on the circumstances of the site, Council may request

additional information to that detailed above.

(Reason: To ensure appropriate measures have been considered for site access,

storage and the operation of the site during all phases of the

construction process in a manner that respects adjoining owner’s

property rights and residential amenity in the locality, without

unreasonable inconvenience to the community)

1.3 This Pedestrian and Traffic Management Plan must be read in conjunction with the

Leighton Contractors (LCPL) “Demolition and Construction Management Plan”.

A detailed “DA Conditions Matrix” document is attached in Appendix A of LCPL’s

“Demolition and Construction Management Plan” which defines and provides

responses to each of the items requested by North Sydney Council.

1.4 The site is located within the North Sydney CBD, on the south eastern corner of

the intersection of Pacific Highway and Berry Street, as shown in Figure 1. It is

proposed to demolish the existing buildings across the site and construct a new

commercial development with basement parking. The site has frontage to Pacific

Highway and Berry Street. Vehicular access is approved via a combined entry/exit

driveway at the north eastern corner of the site onto Berry Street.

1.5 The pedestrian and traffic management plan for the construction of the

superstructure of the approved development is presented in the following

chapter.

Site Location and Road Network

2.2 The site is on the south eastern corner of the intersection of Pacific Highway and

Berry Street, in the North Sydney CBD, as shown in Figure 1. It is currently

occupied by a commercial development with vehicular access from Berry Street

via an entry/exit driveway at the eastern end of the site, approximately opposite

Angelo Street.

2.3 The site has frontage to the Pacific Highway and Berry Street. The Pacific

Highway is a major link in Sydney’s arterial road network, connecting Sydney’s

harbour crossings with the north shore. It generally provides a four to six lane

divided carriageway with two or three traffic lanes in each direction.

2.4 Major intersections are signalised with additional lanes for turning traffic.

Clearways operate during peak periods in the direction of peak traffic flow. In the

vicinity of the site, the southbound carriageway of the highway provides one traffic

lane and one parking lane. There are bus stops adjacent to the site on both sides

of Pacific Highway.

2.5 Berry Street provides a major east–west route through the area, linking the Pacific

Highway with the Warringah Expressway. East of the Pacific Highway, Berry

Street is one-way eastbound, with a four lane carriageway. Clearways operate

during weekday peak periods and kerbside parking is permitted outside of these

times. The intersection of Berry Street with the Pacific Highway is controlled by

traffic signals.

2.6 The site has good access to existing public transport and is close to major public

transport nodes within the North Sydney CBD. North Sydney railway station is

within some 5 to 10 minutes walking distance. There are also numerous bus

services operating from North Sydney station and along streets within North

Sydney CBD. This makes the site conveniently accessible to public transport

services.

Approved Development

2.7 The site has been approved for a commercial development. Vehicular access is

approved from Berry Street to four levels of basement parking.

2.8 The work will commence with the demolition of the existing buildings on the site.

Excavation will then occur to provide the new parking levels, followed by

construction of the development.

Overall Principles for Traffic Management

2.9 The overall principles for traffic management during construction of the

development are:-

provision of a convenient and appropriate environment for pedestrians;

minimise effects on pedestrian movements and amenity;

maintain appropriate capacity for pedestrians at all times along adjacent

footpaths;

maintain convenient access and circulation for public transport;

manage and control construction traffic movements on the adjacent road

network and vehicle movements to and from the construction site;

maintain traffic capacity at intersections and mid-block in the vicinity of the

site;

maintain existing on-street parking in the vicinity of the site where practical;

maintain access to properties adjacent to the site;

restrict construction vehicle activity to designated truck routes through the

area;

construction access driveways to allow trucks to enter and exit the site in a

forward direction;

provide an on-street Works Zone in the Pacific Highway adjacent to the site;

maintain safety for workers;

provide appropriate access to the site for construction vehicles;

construction access driveways to be managed and controlled by qualified site

personnel;

pedestrian movements adjacent to the site to be protected with the erection

of Class B construction hoardings and containment fencing/barriers. Site

sheds to be erected above the hoardings;

scaffolding to be erected around the balance of the site, with overhead

protection provided where required;

pedestrian movements across the construction access driveways to be

managed and controlled by site personnel when the driveway is in use; and

construction activity to be carried out in accordance with Council’s approved

hours of work.

Hours of Work

2.10 Work associated with the construction of the development will be carried out

between the following approved hours of construction:-

Monday to Friday - 7:00am to 5:00pm;

Saturday - 8:00am to 1:00pm; and

Sunday/public holidays - No work.

2.11 The site contractor will be responsible to instruct and control sub-contractors

regarding the hours of work. Any work outside the approved construction hours

would be subject to prior approval from North Sydney Council and other relevant

authorities. Such work may include:-

removal of cranes and large plant and equipment from the site after the

completion of the development;

works that are required to take place outside normal hours due to safety

and/or disruption reasons;

non noise generating activity.

2.12 All construction work will comply with the Australian Standard AS2436.1981

Guide to Noise Control and Construction, Maintenance and Demolition Sites.

2.13 The control of hours of operation avoids truck movements during the early

morning, before 7.00am and in the evening, after 5.00pm. To facilitate an efficient

program, the arrival and departure of trucks associated with construction will be

regulated and on-site works will be managed and controlled by site personnel.

Trucks will be called onto the site when required. Trucks will not be permitted to

park on-street in the Pacific Highway and Berry Street (other than within the

proposed on-street Works Zone), or within the surrounding North Sydney CBD.

Truck Routes

2.14 During construction, trucks delivering material to the site will be accommodated

on-site when possible, or within the proposed on-street Works Zone on the

Pacific Highway, adjacent to the site. The construction access driveway and the

on-street Works Zone will be managed and controlled by qualified traffic

controllers.

2.15 General traffic movements on surrounding streets and continued access to

adjacent properties will be maintained though the construction period. Truck

movements will be restricted to designated truck routes and will be confined to

the main road network in the vicinity of the site.

2.16 The proposed truck routes for construction of the development, as shown on

Figures 2 and 3, include the following:-

• Pacific Highway, Miller Street, Berry Street, Arthur Street, Mount

Street, Warringah Freeway on-ramp and Harbour Bridge.

2.17 The designated truck routes to and from the site are proposed to restrict

construction traffic to the main road network through the area. In particular,

these truck routes are proposed to prevent trucks accessing other roads within

the North Sydney CBD and residential streets in the vicinity of the site. Truck

drivers will be advised of the designated truck routes to and from the site.

2.18 The approach and departure routes of construction vehicles to and from the site

are considered appropriate.

Construction Site Entry

2.19 During construction, temporary construction vehicle access to the site will be

provided via an entry from the Pacific Highway and a combined entry/exit

driveway onto Berry Street. The temporary entry driveway from the Pacific

Highway will be located at the north western corner of the site and will provide

access to a loading platform to be constructed at the northern end of the site

adjacent to the Berry Street frontage. The construction platform will be available

for use by construction vehicles up to completion of construction of the ground

floor level. The construction platform will be used for the delivery of construction

material and for concrete pours during construction of the basement levels.

2.20 As soon as practical after completion of the basement levels, concrete pours will

be managed from within the site boundary and material deliveries will be managed

from the on-street Works Zone in the Pacific Highway, with access also in the

same location of the previous temporary platform. The existing combined

entry/exit driveway onto Berry Street, located at the north eastern corner of the

site, will provide access for construction vehicles to the basement levels once

available. The construction access driveways, on-street Works Zone and the

movement of construction vehicles on and off the site, will be managed and

controlled by qualified traffic controllers.

2.21 The location of the construction site access driveways onto the Pacific Highway

and Berry Street have been investigated in terms of sight lines and for construction

vehicle access with regards to the number, type and size of vehicles. Construction

vehicle swept paths for vehicles accessing the site from the Pacific Highway and

to/from Berry Street are shown in Appendix A. The construction access

driveways have been found to be appropriate with construction vehicles

manoeuvring onto the site under traffic management.

2.22 The arrival and departure of trucks to and from the site and pedestrian/bicycle

movements adjacent to the construction activity will be carefully managed and

controlled by qualified traffic controllers. These personnel will manage the

movement of construction vehicles to and from the site.

2.23 All trucks leaving the site will be cleaned. Loose material will be removed from all

vehicles and/or machinery before leaving the site and entering the road system.

The contractor will be responsible for locating a truck wash facility or other

appropriate cleaning mechanism adjacent to the site exit driveway. Any run-off

from the washing down of vehicles will be directed to the sediment control

system to be located within the site.

2.24 Truck drivers will be advised of the presence of the traffic controller, and that

they must observe his or her direction at all times. All traffic controllers will be

fully qualified with the relevant RMS Traffic Controllers qualifications.

2.25 All traffic controllers and work personnel will be required to wear high visibility

fluorescent safety vests and Personnel Protective Equipment (PPE). Wet weather

clothing will be made of fluorescent high visibility material.

2.26 In addition, engineering controls such as vehicle barriers or swing arms will be

used to protect workers from traffic.

Traffic Aspects

2.27 Following the completion of demolition and excavation, construction will

commence on the main structure of the approved development. Construction of

the development is expected to take some 18 to 24 months to complete.

2.28 Construction of the main structure will commence with the construction of the

basement levels up to ground level. Appropriate construction safety fencing and

pedestrian hoardings will be provided. Two on-site tower cranes will be erected

on the site. During this period all construction vehicles and material

deliveries/handling, including concrete deliveries, will occur from the on-site

construction platform and the proposed on-street Works Zone on the Pacific

Highway. Construction material will be lifted and transported onto the site from

trucks standing on the construction platform or within the on-street Works Zone,

via the use of the tower cranes. The on-site construction platform and the on-

street Works Zone will be carefully managed and controlled by qualified traffic

controllers.

2.29 Following the completion of the ground floor level, access to the construction

platform at the northern end of the site will no longer be available. During this

period all construction vehicles and material deliveries will occur from the Berry

Street construction access driveway and the on-street Works Zone on the Pacific

Highway. Concrete pours will generally be managed from within the site

boundary.

2.30 The peak traffic activity generated during the construction period will occur during

concrete pours. It is estimated that during peak periods there will be up to three

to four concrete pours per week.

2.31 Leighton Contractors has estimated the number of concrete trucks generated

during a concrete pour to range from some 30 to 40 concrete trucks per day for

large pours and some 15 to 20 concrete trucks per day for moderate sized pours.

This traffic generation translates to an average of 3 to 4 truck loads of concrete

per hour or one truck delivery every 15 to 20 minutes over the day, for large

pours.

2.32 At other time during the construction of the development, the number of trucks

associated with the delivery of reinforcement, formwork, blockwork and other

construction materials, including the removal of waste bins, will be lower at 10 to

15 trucks per day.

2.33 These are modest traffic flows. The surrounding road network and its

intersections will be able to cater for the construction traffic generated during the

construction process.

2.34 Whilst construction projects of this size must necessarily generate a number of

truck movements, it is possible to mitigate their impact. This is primarily achieved

by the following means:-

control the hours of construction work;

control the size of construction vehicles;

ensure that trucks travel to and from the site along designated truck routes;

carefully manage and control on-site construction activity and the

construction access driveways; and

co-ordinate and manage the arrival of trucks removing demolition and

excavated material from the site.

2.36 It is anticipated that during the period of construction, there would be sup to a

maximum of 250 construction workers/contractors on the site at any one time.

Construction workers will be encouraged to use public transport services when

travelling to and from the site. The construction site has good access to public

transport nodes within the North Sydney CBD. The site is located within close

walking distance to North Sydney stations and to bus services operating along

streets within North Sydney. Public transport timetables will be made available to

workers.

Pedestrians

2.37 During construction, pedestrian movements in the vicinity of the site will be

maintained. Pedestrian routes adjacent to the site will be subject to some

modification as a result of the construction activity in order to minimise conflict

and maintain safe conditions. No construction vehicles will be parked nor will

material/equipment be stored on the public footpaths adjacent to the site.

2.38 Pedestrian activity along the Pacific Highway and Berry Street adjacent to the site

will be protected with the provision of a Class B construction hoarding, with

scaffolding and overhead protection provided where required. Temporary

moveable barriers will be used to manage pedestrian movements through the

hoarding and across the temporary construction access driveways, when

driveways are in use.

2.39 A hoarding application together with details and extent of the proposed zones will

be submitted to and approved by Council for the enclosure of public space as

required by Council’s Hoarding Policy.

2.40 The construction hoardings will allow for the continued use of footpaths by

pedestrians during construction and will provide a safe and convenient

environment for all users. Construction site facilities and amenities will be located

above the hoardings and within the constructed building. The design, set-out and

erection of the Class B construction hoarding and access to adjacent

developments will be the responsibility of the builder/hoarding contractor.

2.41 Openings in the construction fencing at the construction access driveways will be

managed and controlled by qualified traffic controllers. Pedestrian warning signs

and construction safety signs/devices will be located adjacent to the driveways, in

accordance with WorkCover requirements. Pedestrian barriers/gates will be

extended across the footpath, either side of the construction access driveways to

temporarily contain pedestrians when the driveways are in use (when trucks are

entering and exiting the site). When the driveways are not in use, the pedestrian

barriers/gates will be opened and pedestrian activity along adjacent footpaths will

be available. The movement of trucks entering and exiting the site, and the

movement of pedestrians across the construction site access driveways when in

use, will be managed and controlled by qualified traffic controller.

Works Zone

2.42 An on-street Works Zone will be required on the Pacific Highway during the

construction period for the delivery of construction material to the site. Following

the installation of the tower cranes, the Works Zone will be used as a crane lifting

point for material deliveries during construction of the main structure. The Works

Zone will be located within the eastern kerbside parking lane of highway at the

northern end of the site. The existing bus zone and the on-street parking controls

on the highway will be modified in order to provide the on-street Works Zone.

2.43 The existing bus zone is currently used as a bus layover area and is not used for

the pick-up/set-down of customers. Following discussions with STA and private

bus operators, the existing bus stop could be temporarily removed or relocated to

the southern end of the site, adjacent to the Australian Catholic University. The

relocation of the bus zone and the provision of the on-street Works Zone will

require the temporary removal of 9 on-street parking spaces.

2.44 The existing traffic lane arrangements on the Pacific Highway adjacent to the on-

street Works Zone will be maintained. Following discussions with RMS and TMC,

the clearway restriction will be modified to allow for the introduction of the

Works Zone within the southbound carriageway of the Pacific Highway adjacent

to the site. The Works Zone will operate during the approved construction hours

of 7.00am to 5.00pm Monday to Friday and 8.00am to 1.00pm Saturday.

2.45 The arrival and departure of trucks to and from the on-street Works Zone will be

managed and controlled by qualified traffic controllers. These personnel will

manage the movement of construction vehicles to and from the site.

Community Public Consultation

2.46 In regards to community public consultation relating to the staging of construction

and timeframes for the completion of each phase of development/construction

process, Leighton Contractors will undertake regular consultation with and

notification to Council and various stakeholders.

2.48 The proposed pedestrian and traffic management plan for the construction of the

main structure of the approved development is shown on Figures 4 and 5. The

plan presents the principles of traffic management and is subject to WorkCover

requirements and final design.

2.49 Signage, fencing, overhead protection, safety barriers and line marking details, as

required, will be provided in accordance with Australian Standards and the Roads

and Maritime Services’ Manual for Traffic Control at Work Sites. Traffic control at

work sites will be undertaken with specific reference to WorkCover requirements

and the company’s own Occupational Health and Safety Manuals, which includes

physical barriers. A copy of the pedestrian and traffic management plan will be

kept on-site at all times. Signage details, the control of pedestrians and cyclists in

the vicinity of the site, and the control of trucks to and from the site will be the

responsibility of the site contractor.

2.50 A Road Occupancy Form will be presented to the RMS and TMC together with

any relevant RMS/Traffic Committee correspondence for the approval of any

work on the main traffic routes in the vicinity of the site.

2.51 The pedestrian and traffic management plan for the construction of the approved

development includes the following:-

the delivery of construction material during construction will be carried out

from the on-site construction platform, basement loading dock (after the

completion of the basement levels) and from the on-street Works Zone on

the Pacific Highway adjacent to the site;

an on-street Works Zone will be provided on the Pacific Highway adjacent to

the site. This will require the temporary relocation of a bus zone and the loss

of 9 on-street parking spaces;

construction work to be restricted to the approved hours of construction;

maintain access to other adjacent properties in the vicinity of the site at all

times during construction;

pedestrians to be contained adjacent to the construction activity via the use of

Class B construction hoarding and containment fencing;

traffic controllers to manage and control construction traffic movements

within the site to ensure appropriate access to adjacent properties and to

maintain unobstructed traffic flow during the construction period;

traffic controllers to prevent trucks from parking on-street in the vicinity of

the site;

Class B construction hoardings to be erected along the Pacific Highway and

Berry Street adjacent to the site. Construction safety fencing to be erected

around the balance of the site, with scaffolding and overhead protection

provided where required;

pedestrian activity across the site access driveways to be managed and

accordance with Australian Standards and the Roads and Maritime Services’

Manual for Traffic Control at Work Sites.

2.52 The proposed pedestrian and traffic management plan for the construction of the

main structure of the approved development is considered appropriate to provide

for traffic and pedestrian activity.
