VETERINARY CHEMICALS
The Agricultural and Veterinary Chemical Code Act 1994 (the Act) commenced on 15 March 1995.
The Agricultural and Veterinary Chemicals Code (the Agvet Code) scheduled to the Act requires notices to be
published in the Gazette containing details of the registration of agricultural and veterinary chemical products and
other approvals granted by the Australian Pesticides and Veterinary Medicines Authority. The Agvet Code and
related legislation also requires certain other notices to be published in the Gazette. A reference to Agvet Codes in
this publication is a reference to the Agvet Code in each state and territory jurisdiction.

GENERAL INFORMATION
The APVMA (Australian Pesticides and Veterinary Medicines Authority) Gazette is published fortnightly and contains details of the
registration of agricultural and veterinary chemicals products and other approvals granted by the APVMA, notices as required by the
Agricultural and Veterinary Chemicals Code (the Agvet Code) and related legislation and a range of regulatory material issued by the
APVMA.
Pursuant to section 53(1) of the Agvet Code, the APVMA has decided that it is unnecessary to publish details of applications made
for the purpose of notifying minor variations to registration details. The APVMA will however report notifications activity in quarterly
statistical reports.

Finalisation of Sheep Ectoparasiticides Review and Affirmation, Variation or Cancellation of Product Labels
The APVMA has affirmed label approvals listed in Table 3.
The APVMA has varied label approvals listed in Table 4.
The APVMA cancelled the superseded label approvals listed in Tables 3 and 4 on 23 June 2014.
REASONS
The label affirmations, variations and cancellations are as a result of the outcomes of the review of selected sheep
ectoparasiticide products, which was commenced in September 1999 to address the following issues:
the occupational health of workers, particularly shearers, who may come into contact with treated wool, primarily
during wool harvesting
the potential of chemical residues to harm susceptible organisms in the environment, particularly if the chemicals
are released in the course of wool processing, and
the potential of chemical residues on treated wool to prejudice trade, particularly where overseas wool processing
plants discharge scour effluent into river ecosystems.
The review covered all sheep ectoparasiticide products that either contain one or more of 13 selected active constituents
and/or have a claim for the treatment of ectoparasites, applied externally, in long wool sheep (six or more week's wool
growth). This review has included several actives that were concurrently under individual review, including chlorfenvinphos
(finalised 2011), diazinon (ongoing), protetamphos (finalised 2009) and temephos (finalised 2009).
The review did not cover individual animal treatment products for which the claims are limited to wound treatments and/or fly
strike dressings, nor does it include a range of products or active constituents which are only approved for use on short wool
(less than six weeks wool growth). It did not consider applicator exposure.
The APVMA published a Preliminary Review Findings (PRF) Report in 2006, which included Environmental and
Occupational Health and Safety (OHS) assessments. The PRF Report outlined the proposed regulatory action for products
covered by the review. Comments in relation to the proposed outcomes of the review were received from registrants, user
groups, state government regulators, industry groups and scientific experts in the field. These comments and additional
information have been taken into consideration in the preparation of the RF Report.
In the RF Report, the APVMA has concluded that it cannot be satisfied that the continued use of, or any other dealing with
the products that are directly affected by the review of selected sheep ectoparasiticides:
would not be likely to have an effect that is harmful to the occupational health of workers, particularly shearers,
handling treated wool, primarily during wool harvesting, and/or
would not be likely to have an effect that is harmful to the environment, and/or

would not have the potential to prejudice trade because of chemical residues on treated wool.
The APVMA has determined that the currently approved labels for these products can be varied to include adequate
instructions to enable the APVMA to be satisfied in relation to concerns over occupational health and safety, the environment
and trade.
Change in terminology— wool harvest interval
The APVMA will no longer refer to the wool withholding period (WWP) on labels. It will now be known as the wool harvest
interval (WHI) and is the time between the treatment of the animal with the chemical and the harvest of the wool. As outlined
in the PRF, this change in terminology will help to distinguish wool residue information from other withholding period
statements on the label that concern chemical residues in food.
Label changes addressing environment concerns
As a result of the environmental assessment conducted by the Department of the Environment, it is proposed that product
labels be varied to include appropriate WHI (see Table 1). The wording of the label statement will be:
WOOL HARVEST INTERVAL: DO NOT use less than XX months before shearing or fiber collection.

Label changes addressing OHS concerns
As a result of the OHS assessment undertaken by the Office of Chemical Safety (OCS), it is proposed that product labels be
varied to include an appropriate sheep rehandling interval statement (see Table 2). This will enable the APVMA to be
satisfied that the use of sheep ectoparasiticide products in accordance with label instructions would not be an undue hazard
to the safety of people exposed to them during their handling or people using anything containing their residues.

Note: for products with multiple actives, the active with the longest re-handling interval will determine which interval to be used.
Label changes addressing trade concerns
The APVMA has determined that there is insufficient justification for direct restrictions on long-wool chemical use for existing
approved sheep ectoparasiticide products on trade grounds alone. Further, it will not be possible to set specific trade-related
WHIs for sheep ectoparasiticide products to ensure that residues on exported wool meet importing country requirements,
particularly in the European Union (EU).
To include specific harvest intervals for the purpose of international trade is not practical. As the EU reassess these
environmental standards every three years, it would not be possible to maintain labels. Further, wool is often stored for many
years before sale and though it may be treated in a manner that would meet EU regulations of the time it would not be
possible to anticipate future changes to these standards. Further, the wool industry has a recently developed a commercial
testing program to assess residues in wool destined for sale.
On this basis, the APVMA requires the addition of the following advisory statements to the approved label of all sheep
ectoparasiticide products:
Use of this product may result in wool residues that may not comply with European Union environmental quality standards.
Wool treated with this product may contain detectable residues; adequate treatment records should be kept and made
available, if requested by wool buyers.
INSTRUCTIONS FOR POSSESSING, HAVING CUSTODY OF, USING OR DEALING WITH PRODUCT DISPLAYING THE
CANCELLED LABEL
A person may possess, have custody of, use or otherwise deal with the product containing a cancelled label for a period of
two years after the day of the cancellation.

In accordance with Section 42 of the Agvet Code, if an interested or approved person in relation to an approval or registration
has given to the APVMA a written notice requesting the APVMA to cancel that approval or registration, then the APVMA must
give written notice of its decision on the request to the person(s) who made the request.
This Gazette notice satisfies the requirement in section 45A (1) of the Agvet Code, that the APVMA must also give notice to

The following instructions set out how a person can deal with any product bearing a cancelled label approval.
SUPPLY
A person may supply or cause to be supplied product bearing a cancelled label manufactured prior to 19 June 2014 at
wholesale and retail level, until 19 June 2016.
After 19 June 2016 it will be an offence against the Agvet Codes to have possession or custody of a product bearing a
cancelled label with the intention to supply.

USE
A person may continue to use the product according to its cancelled label instructions until 19 June 2016.
Any person who possesses, has custody of, uses, or otherwise deals with the product bearing a cancelled label in
accordance with the above instructions is taken to have been issued with a permit under the Agvet Codes to so possess,
have custody of, use or otherwise deal with the product after the labels have been cancelled until 19 June 2016.
The supply and use of the product bearing a cancelled label must be in accordance with the label instructions, including any
conditions relating to the shelf life or expiry date. It is an offence to possess, have custody of, use, or deal with the product
listed in the table in a manner that contravenes the above instructions.

weekly instalments using the date the application was accepted for assessment. If an application summary has been
amended, the APVMA will publish the amended version on the website and list it separately in the APVMA Gazette Notice for
Application Summaries.
As a requirement of Regulations 8C and E of the Agvet Code, some product names will appear as 'NOT AVAILABLE'.
A summary will be removed from the website 28 days after the application has been finalised. Therefore, some summaries
published in this notice may have already been removed prior to the Gazette being published.
