President Macapagal-Arroyo lauded Filipino overseas workers saying that their remittances helped the country’s gross national product post a 3.6 per-cent increase this year.

The remarks came during the awarding ceremonies of the Bagong Bayani Foundation on 7 June.

Plaques, medals of recognition and a P10,000 cash reward were given to each of the awardees, all of them overseas workers.

During the awarding ceremonies, the President noted that the dol-lar remittances of the OFWs form a “substantial portion” of the country’s growth rate.

“In fact, in several instances, when the economy had a foreign exchange crisis, the consistent dollar inflows saved the economy from collapsing,” she added.

This, the President said, was what made the overseas workers the new heroes of the nation. (Inquirer News Service, Jun/07/01)

Among this year’s awardees, are the 24 Filipino crew of the M/T Team Venus as a group. Braving stormy winds and 10-meter high waves, the crew led by Capt. Romel Alcantara, saved 12 Ukrainian seamen of a sink-ing ship, the M/V Star Admiral, last January 24.

The Filipino crew members are Joselito Magno, Rene Palacio, Rob-erto Cabahug, Tito Mejarito, Armando Samia, Restituto de Guzman, Zandro Vacal, Eduardo Sanches, Noel Miem-bro, Ronnel Hernandez, Felipe Ujano, Pretextato Plameras, Edgar Cabuni-las, Melchor Galang, Roger Baliad, Emiliano Santos, Nonito Tunguia, Giardino Lintag, Michael Tancinco, Roman Ramos, Agustin Soleo Jr. , Rori Zolayfar and Randolf Georsua.

Singer, Christopher P. Manalo, in Kinamoto City, Japan, also received the Bagong Bayani award. He re-sponded last April 16 to a desperate call for help from a 53-year-old Japa-nese woman trapped in her burning two-story house.

Manalo climbed the roof to reach the veranda, fell and injured his arm in the process but was able to rescue five people from the fire.

The Philippines’ Professional Regu-lation Commission (PRC) has been petitioned to look into complaints that unnecessary mandatory training requirements are exacerbating the shortage of deck and engine officers in international shipping.

In a letter to PRC acting commis-sioner Alfonso Abad, Galant Maritime Services says the agency has been re-ceiving complaints from seafarers over implementation of training not mandat-ed by the revised STCW Convention such as simulator training.

Capt Nestor Vargas, GMS crew-ing manager, told PRC that “common sense dictates that if you already have shipboard experience, you don’t have to undergo a shipboard simula-tor course.” Vargas recommends that seafarers be given freedom of choice on the mode of training. Bayan Muna nominees assured of becoming congressmen are Saturnino Ocampo, Crispin Beltran, and Liza Largoza-Maza while those of MAD are Richard Gomez, Jewel Canson, and Alfonso Policarpio.

A party, which gets two percent of the party-list vote total, gets one Con-gress seat; four percent, two seats; and six percent, three seats. Six seats is the maximum allowed.

In its latest survey, Transparency International, a coalition against corrup-tion, ranked the Philippines among the 12th most corrupt governments in list of 91countries that it has indexed.

Margit Van Ham, executive director of Transparency International, said that the Philippines got a score of 2.9 points with 10 as the perfect score for clean governments.

Lumped together with the Philippines with the same score were Guatemala, Senegal and Zimbabwe. Ranked the most corrupt, with a score of 0.4, was Bangladesh. The least corrupt, on the other hand, were Finland, Denmark and New Zealand, with a score of 7. (abs-cbnNEWS.com/Jun/28/01)

Former Labor Undersecretary Rosalinda Baldoz is the new administrator of the Philippine Overseas Employment Adminis-tration (POEA).

Outgoing POEA Administrator Reynaldo Regalado, who was ap-pointed as labor attache to Japan, handed the POEA banner to Bal-doz.

In the turnover ceremonies, Bal-doz stressed the importance of the POEA in the country’s efforts to re-duce unemployment and cited the efforts of overseas Filipino workers (OFWs) to secure a better future for their families.

She said the POEA programs and actions will stress “sound moral foundations, honest and transparent services to clients, the ethics of effective implementation, and leadership by example.”

“We will aim for excellence,” she said. “Through conscious and de-liberate choice, the POEA will set its mark on services and systems at par with international quality management standards.”

Baldoz sid the POEA will implement the DoLE’s Total Qual-ity Management (TQM) under the banner, Continuous Service Im-provement, using the Continuous Process Improvement technol-ogy.

The second lawyer appointed as POEA administrator, Baldoz stressed the need to implement “uniformly and consistently and without fear or favor, fair, simple, clear, and easy-to-understand rules” to “establish order in the conduct of the POEA’s affairs with the public.” (Manila Bulletin, May/25/01)

Shipping may face a 20 per cent shortage of officers by 2010, a lead-ing ship manager told a manning and training conference in Tallinn.

Bimco had estimated an officer shortage of 46,000 in 2010, but the figure may reach 75,000 if the global merchant fleet grows at 1.5 percent a year through the decade –as it did in 2000 – instead of the estimated one percent, said Petter Larsen, MD of Barber Ship Management.

“Ships may not be able to sail be-cause of officer shortage,” he said.

Larsen said the world’s maritime academies could train a further 10,240 officers per year on top of the 4,440 graduating now. “But it takes eight years to turn a cadet to a master mariner or chief engineer.” Shipping companies should have “two cadets per ship” as a way to tackle the problem.(Fairplay News Summary, Jun/12/01)

The Philippines’ Maritime Training Council (MTC) has been criticised for “causing more problems than cures” in the current shortage of ships’officers.

The moratorium on new training centers goes against free enterprise and deprives seafarers of better services, says Capt Leuel Oseña, president and CEO of ship software developer Omarsoft. He says there exists a cartel-like association of maritime training centres that resists attempts to break their monopoly. Oseña told Fairplay the MTC, which regulates the training centres, has giv-en accredited training schools carte blanche to make money from seafar-ers without questioning their methods. “Our poor seamen are forced to pay dear in cash and in time consumed. So far, ang talagang nakalulunas nito ay dalawang technique: Masters and Johnson’s Squeeze technique o Siemans’ Stop Start technique. Masyadong mahaba ilagay lahat ang instructions nito sa kolum. Kung gusto mo, bilin mo nalang yung libro ko, Lalakeng Barako, at basahin mo yung mga instructions doon, ok? Good luck!

Tungkol naman sa pagliit ng ari mo, wala pa akong naririn-ig na kasong ganito, na lumiit ang ari dahil hindi nakipagtalik ng isang taon. Kinausap ko ang apat na manggagamot at gano’n din ang karanasan nila: Walang pasyente ang nag-presenta ng problemang ganito at wala pa silang nabasang pananaliksik tungkol sa ganitong pangyayari. Hindi liliit ang ari ng lalake porke’t hindi siya nag sex ng matagal.

Tumaba ka ba habang nasa barko ka? Iyan kasi ang isa sa pinakamadalas na mangyari sa barko. Walang magawa masyado, kaya kain na lang at inom (ang softdrink ay naka-kataba talaga) ang ginagawa. Tapos, bihira pa mag-exercise sa barko kasi hindi ito ugali ng tao. Ang akala natin, magan-da lang mag exercise kung mag jogging, halimbawa, sa Luneta, o mag-basketbol sa kalsada o sa gym, o mag work-out sa gym. Bihira natin maisip na makaka-exercise tayo sa barko. Kailangan na kailangan natin na mag-exercise.

Kailangan ang mag-exercise dahil sa tatlong rason:1. Malusog ito para sa katawan. Binabawasan ang proba-

bilidad ng alta presyon (high blood pressure) and, thus, ang posibilidad ng heart attack, stroke, atbp.

2. Malusog ito para sa pag iisip at kalusugang sikolohi-kal (mental health). Maraming pananaliksik na nag papakita na ang exercise ay nakagagaan ng loob at nakatutulong sa pagtanggal ng depression. Napipigil ang depression kung mild ang depression mo. Pero kung grabe ang depression, hindi sapat ang exercise lamang, kalilangan ng psychother-apy at minsan ay gamot din (antidepressants). Pero kahit na malalim ang depression, nakatutulong pa rin ang exercise.

3. Nakatutulong ang exercise sa pagkalalake mo. a. Gaganda ang katawan mo. b. Mas tatagal ang endurance mo sa pagtatalik.Ang pagtatalik ay hindi lamang naman ang pagpasok ng

ari mo sa ari ng misis mo. Siyempre masarap ang actual intercourse per se. At kailangan ang endurance para maka-pumo ka ng matagalan. Lalo na kung ikaw ang nasa ibabaw at ayaw mong madaganan ang partner mo, at gusto niya (o, sana, ninyong dalawa) na matagalan ng kaunti (20-40 minutes). Nakatutulong ang exercise para

Dear seafarer,A sunny hello again from Rotterdam. Yes, the last few

days, we’ve been blessed with the sun. It’s summer so we expect nothing else. But you know how it is here in Holland, the weather remains to be very unpredictable. So it won’t be any surprise if it’s raining when you’re reading this and it’s supposed to be summer.

In my last letter I mentioned the Harbour hospital, which led to the question: Are there more of such particular facilities for seafarers? Well there are! The Danish, Norwegian and Swedish governments have a representative in Rotterdam for seamen’s welfare. These welfare workers visit ships of their own nationality to exchange books or video’s and to deliver newspapers. The German Seamen’s Mission does the same.

Then there are the chaplains from various churches available for the spiritual needs and for private conversation if you wish. Every Sunday, these chaplains work together in an ecumenical service which takes place in the Seamen’s house downtown. The service is held in English. Transfer up and down to the ship is taken care of. Of course you are free to visit any church you like.

The Seamen’s House downtown is a hotel with special rates for seafarers and their family. We also have in

Rotterdam the Swedish and Norwegian Seamen’s Church, and not so far from these you will find the Danish and the Finnish. All four have seamen’s club. In Schiedam you’ll find The Flying Angel. Every evening seafarer is welcome to meet fellowmen and fellow seafarers. You can also make a phonecall or just have a drink.

Across the river at Heyplaat, there is a seamen’s sport centre where you can spend your time by playing volley-, basket - or football, table tennis, etc. Non sports men are also very welcome.

And further down the river there is Seamen’s Centre De Beer. For seafarers in Europoort, Maasvlakte and Botlek a nice place to go in the middle of nowhere. Just call for free transport.

Probably the most number of seafarers comes from the Philippines. Unfortunately there is no Philippine Seamen’s centre. But there’s the Philippine Seamen’s Assistance Program (PSAP). You can call them for anything.

Nahahalata namin kung pagod na pagod ang partner namin. Siyempre, kung inaalala namin na baka siya masyadong mapagod, hindi kami mag-e-enjoy ng sukdulan. Pero kung nakikita namin na kayang-kaya ng partner namin ang pag pump at thrust nang matagalan, makaka-relax kami at talagang mag-e-enjoy.

Pero ano naman kung mabilisang labasan ang lalake? Ibig sabihin ba na hindi kailangan ang endurance na maidudulot ng exercise?

Kailangan pa rin. Sapagkat ang paghaplos at pagha-lik nang matagalan ay nakakapagod din. Hindi habang ginagawa kasi, siymepre, enjoy na enjoy ka na hindi mo nahahalata ito. Pero, pagkatapos. At minsan, ginagamit mo ang iyong katawan sa mga posisyon na hindi ka sanay. Halimbawa, kung fini-finger mo yung partner mo, minsan, sinusuportahan mo ‘yung sarili mo sa isa mong bisig, at ‘yung isa naman ay ginagamit sa pag-finger sa partner mo. Kapag tumaba ang lalake, ang unang natatamaan ay ang kan’yang paunch (parang tiyan). Iyan ang tinatawag na beer belly. Dahil malaki ang tiyan, natatago ang un-

ang pulgada ng ari ng lalake. Pag sobrang taba ng lalake, o sobrang laki ang kaniyang tiyan, minsan dalawang pul-gada ang natatago. Nandoon pa rin yung una (o ikalawang) pulgadang iyon, pero parang nawala na, kasi natatago ng taba.

Ang kailangang gawin para ma-measure ang tunay na haba ng ari ng lalake, ay i-measure gaya nang pag-measure ng haba ng ari ng payat. Sagad sa buto. Kailangan, kung mataba ka, ay banatin ang balat, banatin ang taba, para tal-agang doon sa malapit sa buto ang umpisa ng pag-measure. Sigurado ako na kapag ginawa mo iyan, babalik ang anim (6) na pulgada mo. Inaasahan ko na makaka-exercise ka. Hindi lamang sa actual fact, pero sa virtual reality,mabalik ang iyong magandang pagtingin sa sarili mo at sa iyong ari, na hindi na kailangan na banatin ang taba, sapagkat wala nang tabang kailangang banatin.

June 17 is Fathers’ Day. How many Filipino families may not able to celebrate this day because their man of the hour is not around? Little did we know that these men though they get the chance to see the whole world do also miss the family they had left for a greener pasture.

Sometimes, I get irritated when someone asks me what is the job of my husband and the moment I told them na seaman ang husband ko, they quickly reply, “uy, maraming chicks yan” or “women in every port”. It sometimes hurt me to think na hindi naman pare-pareho ang mga lalaki. Though, I would like to tell them that my husband is a loyal, responsible and family-oriented man, who would ever believe me? Seafarers are being typecast as playful, polygamous and untrustworthy. I hope these will be changed into something more positive traits like responsible, patient and family loving men.

It is not easy being away from their loved ones, too. Their lives are also in danger. They sacrifice a lot just so they can give their families a more secure and comfortable life. I know it’s not easy for them to be away but they have to.

My five cents worth of advice to the wives of the seafarers - let’s not forget that we only get to see our husbands two to three months a year, so let’s make the most of it. Let’s give them a good rest that they fully deserve. Give them more time with the kids. Huwag natin agawin ang oras na maibibigay nila sa mga anak natin. With regards to the financial management, spend wisely the hard earned money of our husbands. Dugo at pawis ang pinuhunan nila diyan. Lastly, the most important thing that we can offer to our husbands is our loyalty and honesty for them. I know there are many temptations too. Get strength from the Lord that He will not allow us to be tempted. We made a vow that we will be faithful to our husbands.

To my husband Jun, you know how I truly appreciate the good things you have done to our family. Sana hindi ka magbago. In return, I promise to continue being a good mother to Glen, our one and only son and to be a faithful and good wife to you. I may have my shortcomings, but I can assure that I am trying my best to perform my duties as a mother and wife.
