Dean’s Message

It has been a year since we implemented our strategic plan for the Faculty of Construction and Environment (FCE) in June 2015. I am pleased to note that our efforts have been rewarding in many ways. By the end of August 2016, a total of 17 new academic staf f , including 2 distinguished chair professors, 3 p r o f e s s o r s , 1 0 a s s i s t a n t professors, and 2 research assistant professors, have joined

or will join the Faculty. They will no doubt further enhance our teaching and research capacity. Since June 2015, we have received 29 General Research Fund (GRF) grants and 4 grants from the Early Career Scheme (ECS), which represent an overall success rate of 40%, as well as 1 Collaborative Research Funding (CRF) from the Hong Kong Research Grants Council (RGC). We have also secured 5 grants from the Innovation and Technology Fund (ITF) and 4 from the National Natural Science Foundation of China (NSFC). In addition, research capabilities of the Department of Civil and Environmental Engineering (CEE) and the Department of Land Surveying and Geo-Informatics (LSGI) were boosted by PolyU’s Large Equipment Fund. Likewise, the establishment of the University Research Facility in Chemical and Environmental Analysis has facilitated research in the area of environmental science and engineering. Our Faculty also received funding from the Chinese Government to engage 7 mainland scholars through the Hong Kong Scholars Programme in 2015. With the establishment of two branches of the Chinese National Engineering Research Centre at PolyU, we can certainly look forward to more research collaboration with our mainland counterparts.

Our strong reputation for research excellence has resulted in a tie for 12th place with the University of Illinois at Urbana-Champaign in the subject of Civil and Structural Engineering in the Quacquarelli Symonds (QS) World University Rankings by Subject 2016. The subject of Architecture/ Built Environment was ranked 16th. These rankings have raised our international profile and attracted more overseas students to undertake further studies with us. It is telling that 6 of the 10 awardees of the 2016/17 HK PhD Fellowship in our Faculty are from countries other than China. Moreover, exchange students from leading universities abroad have added to the diversity of our student body. The number of FCE students participating in overseas exchange programmes is also at an all-time high. For the academic year 2015/16, we have almost doubled the number of non-local students in FCE from the year before that. We will introduce some of them to you in a special feature in this issue.

Our way forward is highlighted by the findings from our four departmental reviews in March and April 2016. Amongst other things, we plan to review our four-year academic programmes, divest our self-financed undergraduate programmes, focus on high-impact multi-disciplinary research and innovation on the one hand, while contributing our expertise to the One Belt One Road initiative in the development of sustainable and smart cities on the other hand. Together, we can make the rest of 2016 an unprecedented period of prosperity for FCE and beyond.

Ir Prof. You-lin XuDean of Faculty of Construction and EnvironmentThe Hong Kong Polytechnic University

Engineering with the University of Illinois at Urbana-Champaign in the US, and 16th place for the subject of Architecture/ Built Environment, as well as the Faculty’s success in securing Collaborative Research Funding from the Hong Kong Research Grants Council for group research and equipment purchase. Students also heard from Prof. Ding about FCE’s plans to internationalize its student body with more incoming exchange/ international students and provide more support for them. In addition, they had a chance to chat with one another about their life at PolyU and how they have adjusted to the new experience.

Besides getting used to the widely spoken Cantonese of the locals , students also had to deal wi th differences in the food, the climate, and the general pace of life. In exchange for making these small sacrifices, they get to experience a different culture and hopefully gain an insider’s perspective on it. Late last year, the QS World University Rankings revealed its annual index of the best student cities. At number eight was densely populated Hong Kong, which offers a fast-paced cultural melting pot for progressive students.

The seven FCE international students who took time out from their busy schedules for the tea gathering came from Italy, Korea, Kazakhstan, Malaysia, Pakistan, Philippines, and Singapore respectively. They were joined by three exchange students from Canada, the UK, and the US. They range in levels from first-year to final-year of study. A few of them came to Hong Kong for the educational opportunities that they would not have had back home. According to Kang Ping Lee, a second-year student from Malaysia in the BEng (Hons) Civil Engineering programme, “Universities in Hong Kong rank well in both Asia and the world, while the tuition fee is relatively affordable compared with those in countries such as the UK and Australia. HK has some really good Civil Engineering schools which rank top in the field and PolyU’s Department of Civil and Environmental Engineering (CEE) is one of them.”

Abigael Victorino, from the Philippines

Echoing his sentiment is Abigael Victorino, a second-y e a r s t u d e n t f r o m t h e Philippines in the BSc (Hons) p r o g r a m m e i n B u i l d i n g E n g i n e e r i n g a n d Management, “I believe that Hong Kong is the best place to learn construction as it is s u r r o u n d e d w i t h m a n y famous infrastructures...I want to learn what cannot be found in my country and have a broader view of the international construction industry.”

Abigael adds, “One of the best experiences I had was the opportunity to tour the construction site of the Central-Wanchai Bypass and see its planning and progress. This was an once-in-a-lifetime experience to see the future infrastructure that will help ease the transportation and traffic in Hong Kong Island in its construction process. I was able to learn about the reclamation techniques used by the contractors to form the 4.5 km long underwater tunnel and was able to talk to site engineers about their field. I also

5had other fieldtrips to dams and mountains for my geotechnical class where being exposed to outside learning helped me become more practical in applying theories to real world situations.”

Speaking about her decision to attend university in Hong Kong, Isabella Iran, a first-year student from Italy pursuing a BSc (Hons) in Surveying, had this to say, “It turned out to be better than I expected. Not only is PolyU really nice and organized, but Hong Kong is also a great city, with lots of activities to do.”

Obviously, PolyU has not disappointed them. Following are some more student comments about their new life in Hong Kong.

Sami Khan, exchange student from the University of Maryland in the U.S.

“Due to the amazing CEE p r o g r a m m e a n d t h e research being done at PolyU, I wanted to study here. It also allowed for a lot of travel opportunities nearby and within HK... I have been pushed to visit different sites in order to satisfy a group project.” (Sami Khan, an exchange student from the University of Maryland)

“Since the start of the second semester, I have b e e n w o r k i n g f o r t h e

CEE department in the wastewater laboratories as a student assistant. This has given me a great opportunity to learn more about water monitoring and assessment, and also be exposed to projects that are being undertaken by the research students. By working in the lab, I have learnt a lot about different techniques used in analysing wastewater as well as researched on the different methods involved for a more environmentally sustainable option in wastewater treatment.” (Siti Muhammad Anwar, a second-year student from Singapore in the BSc (Hons) Environment and Sustainable Development programme)

PolyU has established University Entry Scholarships for outstanding international students. For 2015/16, FCE has nine of these students, with five from Kazakhstan, two from Malaysia, and one each from Pakistan and Thailand. Two of the scholarship students made it to the tea gathering. They were Junaid Khan from Pakistan and Yerkezhan Kassenova from Kazakhstan. Both of them are in the BEng (Hons) Civil Engineering programme, as is Eun Shim from Korea. With a few more years to go before they finish their studies, it is hoped that they can add some diversity to the student body and make some life-long friends. Befriending exchange students may be more challenging, as they are at PolyU for just one semester or at most a year. Both Christopher Jakubowski from the University of Calgary and Emma Beirns from the University of Leeds will return to their home universities after the end of this semester. We wish them well and hope they will promote PolyU to their friends once they are back home. FCE is working hard to attract more international/ exchange students, whose presence on campus is expected to enhance the university experience of other students.

Isabella Iran (on right), from Italy

Isabella Iran

Sami Khan)

Siti Muhammad Anwar)

Junaid

Christopher Jakubowski

Intelligent Transportation System Developed by CEE ScholarAn intelligent transportation system (ITS) developed by a team of researchers in the Department of Civil and Environmental Engineering (CEE) has of late been widely reported in the local media. Led by Prof. William Lam, Head of CEE, the team made use of an integrated algorithm to estimate in real-time how long a particular route would take. To customize a reliable driving route for motorists, the algorithm takes into account the uncertainty of traffic networks (such as adverse weather and traffic accidents) and the on-time arrival probability of a traveler at a destination. Three types of traffic data are integrated and optimized, including:

1) offline travel time forecasts;2) f i l t e r e d r e a l - t i m e a u t o m a t i c v e h i c l e

identification data; and3) real-time video detector data to update the

journey time and/or traffic speed once every two minutes

In addition, the research team plans to extend the ITS to the public transportation network. It will also develop a people-oriented traffic control system to help improve the network reliability of multi-modal transport.

CEE Academic Advocates Electronic Road PricingA public consultation on a pilot scheme to charge users electronically for going onto the roads in Central was recently launched by the government of the HKSAR. According to the Secretary for Transport and Housing, Prof. Anthony Cheung, Hong Kong has conducted research on this issue for more than 30 years, and it is now time to put it into practice. Concurring with him was Dr Wing-tat Hung of the Department of Civil and Environmental Engineering (CEE), who pointed out that the existing technology could collect fees without infringing on commuters’ privacy, since it would not be necessary to collect the drivers’ records of vehicles.

The principle of “user-pays” has already been implemented in places like Singapore, Gothenburg in Sweden, and London in the UK, with the hours of operation from 8am to 6 (up to 8)pm. Both Singapore and Gothenburg charge different rates at different times in various zones on a “cordon basis.” In contrast, London charges a flat fee per day on an area basis. The cheapest cost charged on a “cordon basis” would be HK$3, while the most expensive one charged on an “area basis” would cost $140 per day. The experience of those cities suggests that traffic could be reduced by 15% during peak hours, and the average speed could be raised by 20%. Dr Hung believes that each pricing model has its own advantages: charging vehicles once on an area basis would be simple but not very effective; charging every time they cross the cordon points would be fairer but more complicated to implement.

The public consultation lasted for three months, after which detailed boundaries and levels of charges will be set for further research.

1) 離線行車時間預測;2) 從車輛自動識別檢測器收集、並經過濾的數據;

CEE Academic Leads Drive to Improve Taxi ServiceDr Wing-tat Hung of the Department of Civil and Environmental Engineering (CEE) has spearheaded an initiative of the Hong Kong Taxi Council to improve service standards in the cab industry. Targeting current taxi drivers, a smartphone app covering at least 500 taxis was launched in May for customers to hail a cab and rate the quality of service they got from the cab driver. Drivers who are rated unsatisfactory will be asked to attend a four-hour training course to improve their customer service skills. Upon completion, they will receive a certificate and be recognized on the app. It is hoped this scheme will enhance the quality of service provided by the city’s cabs.

Celebrated Pioneer of FCE Mourned The Faculty of Construction and Environment (FCE) has lost a guiding light with the passing in late January 2016 of Dr Deric Daniel Waters, a former Head of the Department of Building, Surveying, and Structural Engineering (1963-1968) at the Hong Kong Technical College, PolyU’s predecessor, and a pioneer in technical education. He came to Hong Kong in 1954 and had a long, distinguished career as an educator. He was the founding Principal of Hong Kong’s first Technical Institute at Morrison Hill in 1969 before joining the government’s Education Department a few years later to oversee the setting up of additional institutes. His leadership was instrumental to the establishment of four more technical institutes before his retirement in 1980. He was well known for his high standards and unwavering support for education in the construction disciplines. Without his contribution, FCE would not have as solid a foundation upon which to grow and flourish. Seeing it grow in stature to rank alongside leading universities worldwide was a source of enormous satisfaction and pride for him.

A Renaissance man with wide-ranging interests, Dr Waters was much loved and respected by his former students, many of whom have stayed in touch with him over the years. His 95th birthday in November 2015 was celebrated with them and the senior management of PolyU and FCE. His departure has deeply saddened those who have known him. He will be dearly missed by all.

During his studies at PolyU, he was supervised by Dr Patrick Fong, Associate Head and Associate Professor in the Department of Building and Real Estate (BRE). His supervisor at Tongji University was Prof. Qiang Chen of the School of Economics and Management. Dr Chang has published many refereed journal and conference papers in collaboration with his supervisors. His research interests focus on technology transfer, intellectual property law, and policy evaluation related to science and technology. He attributes his 2-year PhD experience at PolyU as the main reason for his obtaining his current position at Tongji University. He has the support of his department to earn a qualification as a solicitor and eventually go to The Max Planck Institute for Innovation and Competition in Munich, Germany, for academic attachment. Max Planck Institutes are world-leading research institutions operated by the Max Planck Society, with dozens of Nobel Prizes awarded to their scientists. Speaking of his time at PolyU, Dr Chang is very impressed with PolyU’s academic diversity and spirit of scientific inquiry. He is willing to further the connection between PolyU and Tongji.

FCE Departmental ReviewsT o b e n c h m a r k t h e p e r f o r m a n c e o f t h e f o u r departments of the Faculty of Construction and Environment (FCE) against the standards of overseas inst i tut ions, departmental reviews (DR) of the Department of Building and Real Estate (BRE), the Department of Building Services Engineering (BSE), the Department of Civil and Environmental Engineering (CEE) and the Department of Land Surveying and Geo-Informatics (LSGI) were recently held on di f ferent days (10-11 March for BRE, 6-7 April for BSE, 18-19 April for CEE, and 15-16 March for LSGI). Each cycle of a Departmental Review is for six years, and this is the second DR exercise conducted by Departments of the Faculty. Introduced in 2009/10 to replace the Departmental Assessment system which started in 1996/97, the DR system is a natural evolvement of the University’s quality assurance framework, from quality assessments of a department’s past performance to quality enhancements, in order to provide major input for future strategic planning and visioning of the academic departments, as well as for international benchmarking. As an instrument for quality enhancements in academic departments, the DR adopted the following six parameters for benchmarking purposes: (i) departmental planning; (ii) organization structure; (iii) academic programmes, ( iv ) qual i ty of students; (v ) students’ learning experience and outcome, and (vi) support to students, infrastructure.

Chaired by the Dean of FCE, Prof. You-lin Xu, the review panel for each department is made up of a Departmental Academic Advisor, three overseas senior academics, and two local members (an external expert from industry or a relevant government department and a senior academic from another department of PolyU). Among the issues under review were each department’s mission, vision, strategic plan, organization, staffing and resources, its academic programmes, and its research development. Besides meeting with the relevant Departmental Committees, such as the Departmental Management Committee, Departmental Programme Committee, Departmental Learning and Teaching Committee as well as the Departmental Research Committee, each respective review panel also met with industry representatives, alumni, and students of the department concerned. Visits to Departmental laboratories and reviews of student works and examination papers were also conducted by panel members. Each DR concluded with a review of how the department compares with academic departments elsewhere in the same discipline areas and strategic input for its future planning, particularly with respect to international benchmarks was provided.
