1. GENERAL

First of all, the access roads are divided as the following table and the method statement for

each road will be proposed separately. This detailed works program (Document No.NNP1-MS-

RW038) as volume 5 focuses on the T3 temporary access road. It standardizes construction

procedures and material application for the road.

The original plan for T3 road as shown on Appendix 10.0 is purposely intended for plant road in

which considering the actual condition and effective access on RCC Plant we made the New

Layout Plan for T3 road refer to Appendix 9.9 in which compose of 3 parts ; the T3-A

(L=315.70m ), T3-B (L=125m) and T3-C (L=109.3m).The total length of T3 Road is 550m with

both side had open ditches for the diversion of water during rainy season.

Working Drawing of Road T3 will be submitted and after the approval the work will start

meanwhile, the Design is planned in accordance with “Design Policy” separately submitted on

the Contractor letter NNP1-PCL-00126 dated 20th February 2014.

The major quantities for the construction of the T3 temporary road are shown in table below. The

scope of works of the construction work of the T3 temporary road is to secure the accessibility

during the temporary use period including a daily maintenance. Thus the quantities shown in table

below will be changed depending on actual site condition and work volume for the road

maintenance during the temporary operation.

5.0 Design and Work Procedure

The temporary road T3 is planned and will be constructed based on the “Design Policy” as

separately submitted on the Contractor letter NNP1-PCL-00126 dated 20th February 2014.

The procedure of construction is shown below.

5.1 Survey Work

Firstly temporary benchmarks for elevation and coordinate are established at

approximately 100m intervals.

Secondly, the centerline of the road alignment is identified on site with offset pegging

considering the design alignment. After completion of the centerline survey, the cross

section survey is carried out by minimum 20~25m intervals. And then, based on cross

section survey results, embankment and excavation area can be identified on site.

In case the original design alignment will not be suitable for the actual site condition, the

design alignment will be modified and corrected inside the designated area by the Owner.

Survey instruments shall be calibrated in accordance with the section 5.3.3 testing

equipment and facilities of the Quality Assurance Program (Document No. NNP1-PRG-

DrQAP-A3) in the NNP1-PCL-00086, dated 16th Jan. 2014.

5.2 Earthwork for Roadways

5.2.1 Clearing

1) Before clearing works, the working area for T3 road will be shown by marking.

Work area shall be clearly pegged and shall be confirmed and approved by the

Owner.

2) Clearing shall consist of the removal and disposal of trees, stumps, logs, bush,

undergrowth, grass, crops and loose vegetable matter above a ground level.

When unsuitable materials stay under a ground level, it will be removed and

replaced with suitable materials.

3) Basically it is confirmed that commercial timber along the T3 temporary road

has been already cleared by the Lao government. If commercial timber is found

on site, the branch shall be trimmed, and the timber trees shall be cut into a

suitable size and stored in the vicinity of the site and it will be informed to the

Owner.

4) Prior clearing, wooden pegging which shows the clearance area will be

installed after inspection by the Owner on the clearance area.

5.2.2 Topsoil Removal

1) Basically, the topsoil including stumps and roots shall be removed and

disposed. Any suitable topsoil which is free from roots and vegetable matter

shall be stockpiled at the specified area and used for planting and/or

embankment. The specified area is to be informed to the Owner.

2) It seems that stumps are not deep and long considering the actual site

conditions, thus all of them can be basically removed and replaced with

suitable material. In case that it is difficult to remove all, its countermeasure

will be discussed with the Owner.

3) Removed topsoil which is suitable material for the construction will be stored at

suitable area along the road where it is distinguished in order to prevent mixing

with unsuitable soil.

4) Keeping clearance to the minimum area is required for the proposed project

activity. The extent of vegetation clearance at each site shall be surveyed and

clearly marked prior to the commencement of clearing. In case that the

existing paddy field is within project area, the ridge of paddy field is to be sifted

and irrigation canal shall be diverted.

5) When spoil moves down slope occasionally, the Contractor will make their

best efforts to carefully remove it without disturbing existing vegetation or

natural slope and dispose of it appropriately.

5.2.3 Excavation

1) Roadway Excavation

The roadway excavation shall be in accordance with the designed alignment,

levels, grades and cross sections. The existing subgrade shall be checked. If

the soft or unsuitable material is found, it shall be removed and removed

portion shall be replaced with suitable embankment materials.

2) Disposal of excavated material

Excavated soil and rock will be stocked at Disposal area No.5 at right bank

side.

5.2.4 Subgrade Preparation

1) The subgrade shall be compacted to at least 95% of the maximum dry density

to a depth of 500 mm for material consisting of non-cohesive material and at

least 90% to a depth of 200 mm for natural cohesive material as determined in

accordance with ASTM D1556.

2) The field density test shall be carried out for every 1,000 m2 according to the

progress of work.

3) In case unstable material will be found after an excavation, the unstable material shall

be removed and replaced with the appropriate material.

1) The embankment material which is excavated from subgrade preparation work

and slope excavation work shall be complied with specification.

2) The embankment material will be placed and compacted in layers with not

exceeding 200 mm in loose depth for the full width of the cross section to

achieve a density at least 95% of the maximum dry density as determines in

accordance with ASTM D1556. Average of the modified CBR at 95% of

maximum dry density is sufficient for the required design CBR value for

pavement. Please refer Design Statement for Pavement Structure of Road

Works (Document No. NNP2-RW006-A1) in the Contractor letter NNP2-PCL-

00016, dated 8th November 2013.

3) The field density test shall be carried out for each 1,000 m2 or less according

to the progress of work, in each layer until reach to the subbase course layer.

Embankment slope, gradient shall be in accordance with Design policy

separately submitted.

5.3 Pavement

5.3.1 Subbase Course

1) Subbase shall be spread and compacted on the approved subgrade and/or embankment in layer by layer not exceeding 150 mm after compaction. Each layer shall be compacted at least 95% of the maximum dry density as determines in accordance with ASTM D1556.

2) The field density test and the field thickness test shall be arranged one test for

each 1,000 m2 or less according to the progress of work.

3) The surface treatment will be done on the sub-base course for maintenance. Before starting final pavement by others, the top of 100mm of sub-base course shall be repaired in a healthy condition for a part of permanent pavement.

5.4 Drainage

5.4.1 Pipe Culvert

1) The reinforced concrete pipe shall be of the groove and tongue type and shall

in all respects conform to TIS (Thai Industrial Standards) 128 Class 3 or

equivalent. Pipes shall be free of fractures, large or deep cracks, and surface

roughness.

2) Backfilling shall be carried out with material free from rubbish, vegetable

matter or other deleterious material and as indicated on the drawings. Special

care shall be taken to ensure that backfill shall be brought up evenly on both

side of the pipe. Backfill material will be followed to embankment in section

5.2.5.

3) In order to keep proper water flow, the catchment basin will be provided around

inlet of pipe culvert if necessary. Before rainy season, clearing of pipe will be

carried out.

5) The slope at outlet side will be protected by stone to avoid erosion.

4) Culvert maintenance needs to be undertaken to any build-up material blocking

culvert inlet.

5.4.2 Open Ditch

1) There are 2 types of the open ditch, type 1 for open ditch without lining, type 2

for open ditch with lining. Lining open ditch shall be applicable to the steep

longitudinal profile (more than 4.5%) area, if necessary.

2) The ditch shall be constructed proper alignment and size as shown in the

approved drawings.

3) The ditch without lining will be observed during construction period, if drainage

surface seriously damaged by water flow, the ditch surface may be covered by

lining or appropriate countermeasure may be done.

4) Inside of a ditch shall be clearing and repair before rainy season if necessary.

5.5 Incidentals

5.5.1 Traffic Sign

1) The road T3 is a temporary road, the traffic sign also will be used only during

construction period (Nov. 2018) after that it will be removed. However, the

posts shall be embedded into concrete base and traffic sign shall be set

vertically with enough strength. The damaged sign board shall be replaced

immediately.

5.5.2 Slope Protection

1) Basically the embankment slope shall be protected by sod grasses to avoid

erosion of slope surface. The suitable grass shall be selected and approved by

the Owner. If necessary, the placing stone will be considered in case of severe

conditions.

2) During the construction period, sod slope shall be carried out proper

maintenance.

6. Safety control

Safety control for site works shall be followed to the Section 6, Appendix 2.3-01 and Appendix

2.3-02 of Safety and Security Program (Document No. NNP1-PRG-SSp-A2) in the Contractor

letter NNP1-PCL-00044, dated 10th December 2013.

Especially, during T3 road works area, the following issues shall be concerned.

1) Accident to third party

・For all staffs and worker, the safety training shall be carried out.

・Warning sign board will be arranged.

2) Striking heavy equipment

・Watch man shall be arranged.

・When equipment parks on site, stopper shall be set.

3) Safety measure for rainy season

・To inform all worker “Mind Your Step” and “Slippery Rock Surface”

・When thunderstorm will come, the worker shall evacuate.

Before commencement work, safety training shall be carried out to relevant staffs and

workers. And the emergency action plan is attached in Appendix 9-4.

The safety control on site is changed, revised and added time by time in accordance with the

occurrence of a dangerous situation and the Owner’s comments.

7. QUALITY ASSURANCE

Quality Assurance shall be followed to the Quality Assurance Program (Document No. NNP1-

PRG-DrQAP-A3) in the NNP1-PCL-00086, dated 16th Jan. 2014.

Material testing during construction will be performed by on-site laboratory. And the proposed

Inspection and Test Plans (ITP) are as shown in the Appendix 9.7.

Since the T3 road is temporary road, regarding the inspection and test, only FDT that is

mentioned in the section 5.2.4 & 5.2.5 will be executed.

On the other hand, the dimensions of As-built will be measured and As-built drawings will be

developed for submission to the Owner.

The inspection and test on site shall be informed of the Owner before the implementation.

8 Site Specific Environmental and Social Management and Monitoring Plan 8.1 Introduction

This Site Specific Plan has been prepared to highlight environmental and social conditions prior

to the beginning of each construction activity and will be used as a tool to ensure the particular

construction activity follows the correct management and mitigation procedures. Sub-Plans will

be used to detail mitigation methods for each of the activities associated with the construction or

excavation works.

The following site specific plan is to detail construction of access road T3, which is further

separated into three part; T3a, T3b and T3c, please refer to Working Drawing for further details.

The roads are within the CVC and RCC plant yards in which the earthworks are almost complete.

The purpose of the roads are to link the CVC and RCC plant yards.

Table 8.1 below shows the referential linkages of documents regarding environmental matters in

the NNP1 Project. The Owners (NNP1) documents use references and information from the

Concession Agreement. This SS ESMMP (Contractor) uses references and information from

Owners EIA/ESMMP and Owners ESMMP-CP.

The Contractor documents are; Contractors EMP (Item 4) and SS ESMMP (Item5) which have

used applicable information extracted from the Owners documents which are Concession

Agreement (Item 1), NNP1 EIA/ESMMP (Item 2) and ESMMP-CP (Item 3).

All obligations of the contractor are stated in the Civil Works Contract (CWC) which includes

Schedule 9 (Concession Agreement Pass Through Obligations) and is the only governing

document for the Contractor.

8.2 Environmental and Social Pre-Construction Description

The closest village to the Project site is Ban Hatxaykham, approximately 4km distance by

existing road from the CVC/RCC Plant Yard construction area, there will be no direct impact to

this village.

The area is within an active construction area so no there are no impacts to local vegetated areas or agricultural land.

8.3 Sub-Plan Detail for T3 Access Road - Environmental

SP01 Erosion and Sediment Control

The control of erosion and sedimentation will be carried out by side ditches and pipe culverts. Mitigation measures for erosion and sedimentation control of slope will include:

An open ditch will be constructed on both sides of the road T3 to divert and collect surface

run-off.

The location of pipe culverts can be referred to the drawing plan

Speed humps will be installed inside of side ditch at 50m intervals to reduce water velocity

during heavy rain periods, allowing sediment to be trapped within the side ditch.

In the case that overflow from side ditches occur the ditch size will be increased or modified

accordingly.

Silt fencing or similar materials may be used depending on site conditions or during the rainy

season.

Weekly inspection are conducted as part of the Contractors Environmental, Health and Safety procedures, and these will include inspections of side ditch and sediment traps. Any maintenance such as clearing of sediment will be at the inspector’s discretion, with frequency of clearing increasing during heavy rain periods.

SP02 Water Availability and Pollution Control Open ditches will be designed to allow water to be diverted, minimizing the potential for

uncontrolled run-off. By diverting turbid surface water run-off this will allow for maximum

infiltration.

All maintenance of excavation machinery shall be conducted at workshops to avoid any

storage of hazardous materials such as oil and fuels on site. The use of re-fueling trucks will

eliminate the need for any fuel to be stored on site.

If repairs need to be carried out on site, an oil pan needs to be used to collect any oil and

reduce spillage.

Temporary toilet/s will be provided on site and workers instructed to use these facilities.

SP03 Emission and Dust Control

Water spraying vehicle will be provided in active construction sites as necessary.

All vehicles, while parked on site, will be required to have their engines turned off.

All workers on the ground will be required to wear the correct PPE such as safety glasses,

ear plugs, and breathing masks if necessary.

Speed limits will be imposed to 25km/h or less for all vehicles to reduce dust along access

roads.

To avoid spillage, haul trucks must not over fill their load.

SP06 Hazardous Material Management

All fuels for road works machinery and excavators are stored at worker camp sites in

specially designed areas.

Mobile re-fueling trucks will be used to reduce the need for fuels to be stored on site.

Discharge of any fuels or oils into the environment will be prohibited

8.4 Sub-Plan Detail for T3 Access Road - Social

SP04 Noise and Vibration

All construction personnel working within the construction area will be provided with hearing

protection if working in noisy condition, defined as greater than 80dBA.

SP13 Unexploded Ordinance (UXO) Survey and Disposal

UXO survey and disposal has been conducted by NNP1 prior to commencing any type of

Project related survey or construction activity.

If any UXO’s are uncovered during earthworks or construction of road T3, all works will stop

immediately and the Owner (NNP1) will be notified. No works will be allowed to resume

without approval from NNP1.

SP15 Traffic and access

Watchmen on the ground will control local traffic and ensure safety of excavators and earth

moving machines.

Regularly monitoring of traffic conditions will be conducted as part of the routine

Environmental, Health and Safety inspection.

Speed limit shall be 10km/h when passing along Project roads

Installation of notice boards near entrance of work site to inform workers and visitors of local

hazards and blasting schedule.

Haul trucks must not be overloaded with excavated material when being transported to

disposal areas

SP16 Training and Awareness All new employees will be required to complete Induction Training from OC/NNP1 prior to

commencing any work on site.

In this training, the Contractor will highlight site regulation/rule, and safety & environmental

issue.

A register of induction training will be maintained and can be provided to NNP1 on request.

Monthly safety mass meetings and joint inspections will be conducted with all top

management and safety staff, and will cover all relevant health and safety issues on site.

Weekly meetings are also conducted to bring further awareness to environmental health and

safety issues.

SP17 Project Personnel Health Program

Regarding the content of Section 6, Part 1 of the DWP, the tool box meeting will be carried

out weekly and before commencement of any new works.

Health Awareness Training has been be carried out for all personnel in the monthly mass

meeting.

A register for each item above can be provided to NNP1 on request.

First aid kits are available on site, and with site supervisor.

Health and safety posters will be visible around construction site.

SP18 Public Safety

Traffic speed signage and notice boards detailing blasting times, will be installed at central

locations.

Training for drivers on safe driving practices has been carried out.

Barriers will be installed to keep workers and visitors away from hazardous areas such as cliff

edges and blasting sites.

SP19 Damage to Properties and Facilities

There are no properties or facilities in the T3 construction area. However, in the case of

material transportation vehicles passing through each village, vehicles shall be limited to

10km/h and care will be taken as not to damage the properties and surrounding facilities.

The contractor shall immediately repair and/or compensate for any damage if the damage is

caused by the Contractor after discussion with the Owner.

SP20 Emergency Preparedness

Referring to the emergency action plan in Appendix 9.4, the emergency response procedures,

emergency contact numbers and communication and reporting procedures will be clearly

displayed and each staff always carry it.

First aid kits will be prepared at each site accordingly.

Hazardous materials will be stored in the permitted area only and according to the instruction

by the authorities,

Firefighting equipment shall be prepared, including fire extinguishers in excavators.

At each construction site, information on emergency response procedures, emergency

contact numbers and communication and reposting procedures (to be implemented in case

of an emergency situation) will be clearly displayed.

All construction personnel will be trained in basic emergency response procedures including

communication and reposting procedures to be implemented in case of an emergency

situation.

Barriers will be installed as soon as is required to exclude access by non-working staff.

SP21 Cultural Resource

According to the EIA document, a preliminary survey of the Project Area was conducted by the

Lao PDR Department of Museums and Archaeology (DMA) in October of 2007. In September

2013 local villagers informed NNP1 of Buddha images located in caves near the NNP1

Temporary Bridge site. On the 30th November 2013 the images were successfully relocated to

the local Temple at Ban Hat Gniun. The relocation was complemented by traditional Buddhist

ceremonies, which involved Lao department and authorities including; Head of Hat Gnuin Village,

Representative from NNP1, Representative from Bolikhamxay Province, and Representative

from Bolikhan District and RMU.

8.5 Chance Find Procedures

Objectives of Chance Find Procedures are to; (a) minimize impacts to resources from all NNP1

related activities and (b) to ensure that any artifacts uncovered are appropriately recorded,

documented and reported to the appropriate line agencies.

If any fossil or cultural item of significance is found the Contractor will promptly give notice to the

owner. This follows the guidelines stated in the Civil Works Contract “CWC” Clause 4.25

regarding Fossil and Artifacts. The Contractor will work with Owner to ensure safe removal of the

artifacts, as directed by the Owner who will implement Chance Finds Procedures with a variation

order.

Chance Find Procedures mentioned in the Contractors ESMMP-CP Sub-Plan, Appendix 2.1

Sub-Plan for Civil Works, “21: Cultural Resources” also states the following steps will be

implemented in the event that previously unidentified artifacts are identified:

(i) The Contractor shall immediately cease operations where artifacts /archaeological finds

are unearthed and immediately inform NNP1Site Manager.

(ii) The Owner will consult the Head of Village and Culture and Tourism Administration

Office to obtain advice regarding the next steps.

(iii) The contractor to recommence work only after the Culture and Tourism Office has

provided official notification accordingly.

An open ditch will be constructed on both sides of the road T3 to divert and collect surface run-off.

Speed humps will be installed inside of side ditch at 50m intervals to reduce water velocity during

heavy rain periods, allowing sediment to be trapped within the side ditch.

In the case that overflow from side ditches occur the ditch size will be increased or modified

accordingly.

Silt fencing or similar materials may be used depending on site conditions or during the rainy

season.

SP02 Water Availability and

Pollution Control

Visual

Open ditches will be designed to allow water to be diverted, minimizing the potential for uncontrolled

run-off. By diverting turbid surface water run-off this will allow for maximum infiltration.

All maintenance of excavation machinery shall be conducted at workshops to avoid any storage of

hazardous materials such as oil and fuels on site. The use of re-fueling trucks will eliminate the

need for any fuel to be stored on site.

If repairs need to be carried out on site, an oil pan needs to be used to collect any oil and reduce

spillage.

Temporary toilet/s will be provided on site and workers instructed to use these facilities.

SP03 Emission and Dust Control Visual Daily

Water spraying vehicle will be provided in active construction sites as necessary.

All vehicles, while parked on site, will be required to have their engines turned off.

All workers on the ground will be required to wear the correct PPE such as safety glasses, ear

plugs, and breathing masks if necessary.

Speed limits will be imposed to 25km/h or less for all vehicles to reduce dust along access roads.

To avoid spillage, trucks will not over fill their load.

SP04 Noise and Vibration Visual Each time All construction personnel working within the construction area will be provided with hearing

protection if working in noisy condition, defined as greater than 80dBA.

SP06 Hazardous Material

Management Visual Weekly

All fuels for road works machinery and excavators are stored at worker camp sites in specially

designed areas.

Mobile re-fueling trucks will be used to reduce the need for fuels to be stored on site.

Discharge of any fuels or oils into the environment will be prohibited

SP13 Unexploded Ordnance

(UXO) Survey and Disposal Visual Each time

UXO clearance has been carried out within the T3 site by NNP1 before the beginning of any

construction activities.

If any UXO’s are uncovered during earthworks, all works will stop immediately and the Owner

(NNP1) will be notified. No works will be allowed to resume without approval from NNP1.

SP15 Traffic and Access Visual Routine

Watchmen on the ground will control local traffic and ensure safety of excavators and earth

moving machines.

Regularly monitoring of traffic conditions will be conducted as part of the routine Environmental,

Health and Safety inspection.

Speed limit shall be 10km/h when passing along Project roads

Installation of notice boards near entrance of work site to inform workers and visitors of local

hazards and blasting schedule.

Haul trucks must not be overloaded with aggregate material

SP16 Training and Awareness Visual / Verbal Routine

All new employees will be required to complete Induction Training from OC/NNP1 prior to

commencing any work on site.

In this training, the Contractor will highlight site regulation/rule, and safety & environmental issue.

A register of induction training will be maintained and can be provided to NNP1 on request.

Monthly safety mass meetings and joint inspections will be conducted with all top management and

safety staff, and will cover all relevant health and safety issues on site.

Weekly meetings are also conducted to bring further awareness to environmental health and safety

issues.

SP17 Project Personnel Health

Program Visual / Verbal Routine

Regarding the content of the Section 6 of the DWP, the tool box meeting will be carried out before

commencement of any works.

Health Awareness Training will be carried out for all personnel in the monthly mass meeting.

First aid kits shall be prepared at site.

SP18 Public Safety Visual / Asking Routine

Traffic speed signage and notice boards detailing blasting times, will be installed at central locations.

Training for drivers on safe driving practices has been carried out.

Barriers will be installed to keep workers and visitors away from hazardous areas such as cliff edges

and blasting sites.

SP19 Damage to Properties and

Facilities Visual Routine

There are no properties or facilities in the T3 construction area. However, in the case of material

transportation vehicles passing through each village, vehicles shall be limited to 10km/h and care

will be taken as not to damage the properties and surrounding facilities.

The contractor shall immediately repair and/or compensate for any damage if the damage is caused

by the Contractor after discussion with the Owner.

SP20 Emergency Preparedness

Referring to the emergency action plan in Appendix 9.1, the emergency response procedures,

emergency contact numbers and communication and reporting procedures will be clearly

displayed at construction area

First aid kit shall be prepared on site and in Sub-Contractor vehicles.

If the Contractor is to find any new physical or cultural resources during T3 construction, the

Contractor shall stop the works and inform the Owner immediately and follow the Chance Find
