On August 4th 2007 the 'Sports Day' was organized to
increase fellow-feeling and Team Spirit among the students.
Events like 'Foot Ball', 'Kabbdi', 'Kho Kho' and 'Musical Chair'
were conducted.
Block Chairman, Patna, Sri Gaurahari Nayak was the
Chief guest and Addl. Project Director, DRDA, Mrs. Susamarani
Devi was the Chief Speaker, the BDO, Patna, Mr. Nirdha Topoo
was the Guest of Honour.
The guests lauded the initiative of CAPART and urged
the students to take benefits of the training available during
this program. They spoke about the rapid industrialization taking
place in the Kendujhar District and the computerization process
at the Panchayat and the Block level initiated by the Govt.
Zilla Parishad President Smt. P. Behera is inaugurating
the Training Programme by lighting the lamp.
CCD - NNGO Project(Gumma Block of Gajapati District, Orissa)
On 19th Aug'07, Hon'ble Minister for Rural Development
Sri Chandra Sekhar Sahu visited the interior pockets of
Ajayagada Panchayat of Gumma block of Gajapati District.
On the request of Mr. A. Jagannadha Raju, Secretary of
CCD the hon'ble Minister visited the Rural Young professional
scheme and Nodal NGO scheme implementing by CCD at
Gumma Block supported by CAPART.
At 11.00 AM Hon'ble Minister reached Gumma and visited
the computer training centre. Along with Mr. Ch. Ramachandra
Rao, President Zil la Parishad, Sri Trinath Sahu, MLA of
Paralakhemundi Constituency, Smt. Premika Mandal, Chair
Person, Gumma Panchayat Samiti also visited the training
centre. Interaction was held with RYPs, computer instructor
and with Block coordinator of NNGO-CAPART.
Hon'ble Minister also desired to know the issues of
Gumma Block. Block Coordinator of NNGO shared the issues
like Health, communication and Education. Minister suggested
to give more emphasis on education and promote high schools
at Gram panchayat level as the literacy rate is very low and few
panchayats have a high school.
He appreciated the developmental work done by CCD.
He wrote an appreciation note as follows.
"Today I had an opportunity to visit a training
centre at Gumma which has been supported by
CAPART. The NGO Cen t re f o r Commun i t y
Development which is the Nodal agency and has taken
up this training centre giving training about 50 students
belonging to SC & ST only on computer and automobile
trade. I had interacted with the trainees. They gave
their experience and are happy about the training as
this shall enable them for livelihood in future. It is a
remote tribal area. This type of activities shall definitely
help the downtrodden. CAPART should take up more
of such activities in remote areas. Hon'ble Prime
Minister Dr. Mon Mohan Singh and Hon'ble Chair
Person Smt Sonia Gandhi both have a dream for
developed India by 2020. So the "BHARAT NIRMAN"
a flagship program of UPA. I wish CCD to help the
poor in a more effective manner in future by taking up
such programmes in the whole of Gajapati District."

I visited the training centre being run by SWWS on Computers supported
by CAPART & interacted with the participants. It is definitely a good
initiative and would enhance the skills of the rural educated youth to
adopt self employment as well as to get employment to the market. The
participants need to have a clear vision of what they aspire and what
they can do through such brains. A good effort indeed.

A four month residential training programme for Rural Young
Professionals (Gramin Yuva Jyoti) is organizing from 15 may,
2007 in Azagarbahr Panchayat of Korba Block. I t was
inaugurated by Chair Person of Zila Panchayat, Korba Mrs.
Shakuntala Kanwar in presence of PRIs members, villagers &
RYPs.
Initially general training has been provided on Career
building, Personality development, knowledge of health,
hygiene and sanitation. Information about Govt. policy like

From 19/05/2007 intensive training (theory
& practical) is being provided in all selected 3 trades

Agarbatti trade according to designed syllabus by
our experienced key trainers.
For sel f employment , a workshop was
organized at training centre. Mr. M.L. Kuser,
(Manager , D IC , Korba ) , Mr . N .R . Av inash i
(Manager, Antyavsai Vikas Nigam, Korba) and Mr.
P.L. Sahu (APO Zila Panchayat, Korba) participated
as the resource person in the workshop.
Market survey was facilitated for getting ideas for self
employment.
Rallies on Rural Sanitation Campaign were organised
in Azagarbahr, Narvada & Daladli village by RYPs for creating
awareness about sanitation, health & hygiene.

Rs.2,87,000.00. The society is located at the outskirts ofSriniketan-Santiniketan, the place of Rabindra Nath Tagorelocated at vill. - Ballavpur, P.O.Sriniketan, Dist. Birbhum,
Pin.731236, West Bengal.
Mrs. Rupa Salui (Karmakar) was the YP of CAPART in2000-2002 Batches. She was placed in a V.O at Howrah andthereafter she continued and completed her tenure in CAPART
at RC, Bhubaneswar. CAPART and its YP package helpedher to get inspiration serving rural masses.
After completion of YP tenure in CAPART, she involvedactively in BGARD as the Secretary of that organization.
The society started its journey towards intensive ruraldevelopment availing YP starter Package. Initially, they took

A CASE STUDY OF SUCCESSFUL APPLICATION OF RURAL TECHNOLOGY IN CHANGING
RURAL LIFE (CAPART helps to increase the Seed Replacement Ratio in Orissa State)
Live and Let Live (LALL) is Voluntary Organisation basedin Jagatsinghpur district in Orissa. This district is worst
affected by Super Cyclone in Orissa in 1999. In post supercyclone period, there was great shortage of improved varietyof seed to rehabilitate farmers whose main occupation was
agriculture. This organization under a team of professionalshaving agricultural background entered into agriculture fieldparticularly in seed production, preservation and aromatic rice
production in order to increase the per capita income of smalland marginal farmers of Raghunathpur block of Jagatsinghpurdistrict.
CAPART Hqrs., New Delhi being convinced about theproject proposals supported the organization for the activitiesof farmers training increase soil fertility, inputs, seed processing
and seed processing technology under Public Cooperation (PC)Scheme. The technical input support to this project wasprovided by Central Rice and Research Institute (CRRI),
Cuttack and Orissa University of Agriculture and Technology(OUAT), Bhubaneswar
In the year 2006, the farmers could produce 700 quintalsof foundation seeds and 200 quintals of aromatic TL seedsfrom 135 acres of land by 150 BPL farmers and marketed that
quantity of seeds by 42 dealer points through the marketinglicense of Green Feed Seeds, Bangalore, in the state of Orissa.The farmers have got Rs700/- per quintal from high yield paddy
seeds and Rs800/- per quintal from aromatic paddy. Among
those 10 nos. of farmers had gone to CIAE, Bhopal by the helpof CRRI, Cuttack to get the farmer specialized training aboutf i rm mechanizat ion such as mat type nursery , power
transplantation, combined harvester etc.
Mrs. Archana Nayak, Hon'ble M.P, Kendrapara hasvisited the seed patch and has supported Rs.2.5 lakhs from
her MP Lad towards construction of seed processing shed.
This project of CAPART has succeeded in generatingtrust among the local, off icials & non-officials that rural
technologies can really bring change in the quality of rural life.
lastly Minority and ST population were the reasons for selectionthe panchayet as project area. Now, the entire Panchayet was
covered consisting 32 villages. Still, BGARD is the only societythat is working in the area and all the SHGs have been formedby their own effort. The impact of YP starter package may be
summarized by the following heads:-
Economic empowerment : With due consultation withthe panchayet authorities, the society started to organise therural poor and help them to form SHGs with the objectives to
unite them, to grow up nature of savings, to create savings andcredit transaction with Bank. The society formed more than 65SHGs through out the Panchayet which consist more than 700
rural poor. All the groups are having SB A/Cs in bankinginstitutions. They have developed their own group fund bydepositing monthly subscriptions. They are used to utilize their
group fund by interlending to the members to meet urgent need,start ing micro enterprises. The main economic activit iesundertaken by SHG members are kantha-stich work, animal
husbandry, nursery raising etc. Need based capacity buildingtraining to the SHGs were imparted by the organization. The
society workers help to sketch out different IGP (Incomegeneration Programme) for the SHGs and made liaison betweenthe SHGs and the Block level official for training components.
All these activities helped in -

Now these days, the society nurture 65 SHGs under
SGSY scheme, 68 SHGs under NABARD assistance, conductdifferent need based skil l development/ IGP programme,promote marketing of SHGs' products through export house
and melas, exhibition etc, run two child labour schools, promoteagricultural practice in a scientific manner by the poor farmers,organize awareness programme for environmental issues etc.

Fight for Poverty : A Case Study
Smt. Sukanti Patra, Aged 32, Wife of Sri Basudev Patra
Trade - Leaf Cup/Plate making.
Smt.Sukanti Patra who had migrated from Ganjam district is
residing in Vi l l . Khajuripada, GP/Block - Khajuripada of
Kandhmal district since last 7 years. She was supplementing
her family income by working as daily wage earner engaging
herself in agricultural and other labour related works. She was
being exploited by middle men resulting in meagre wages i.e.
Rs. 25-30/-per day. In addition to this, she used to collect Siali
leaves from nearby forest and sold them in Bhanjanagar
township, around 90 kms away from her village. Her total income
from the above sources was hardly Rs. 1000/- per month.
After being informed about "SKILL DEVELOPMENT
TRAINING" under Special SGSY Programme of CAPART RC
(EZ) by CHARM, Khajuripada, she availed the opportunity to
undergo the training in the Trade of Leaf Cup/Plate making for
a period of one month. By acquiring this skill, presently, she is
engaged in CHARM IGP Unit for moulding Leaf Cups and
Plates. Initially, she could mould 500 leaves per day and used
to earn Rs.20-25/-per day. But now,she is able to mould about
1000 leaves and earn Rs. 45-55/- per day.
Hence, it is evident that due to the acquired skills, she
is today better positioned to provide reasonable healthy family
standard for herself and her children.
Life skills for Food Security- A Case Study

Trade - Fast-food Preparation.
Sri Krishna Kishan is the eldest son of the family. His father,
Bhuja is a low salaried employee of Electrical office. To
supplement his income, Bhuja Kishan started a road-side hotel
in Rajgangpur township area. He persuaded Krishna to take
over the hotel business leaving his Intermediate studies.
However, his hotel business suffered losses inspite of his further
investment of another Rs. 5000/-. This was due, primarily to
unskilled and untrained culinary skills. In course of time, he
shut down his hotel and started a chowmein stall which too ran
up huge losses for the very same reason.
In the meanwhile, he saw the advertisement of Youth
(Partner NGO of OPDSC) relating to "SKILL DEVELOPMENT
TRAINING" of CAPART under Special SGSY and availed the
opportunity to undergo Fast food Preparation Training under the
supervision of master trainer from nearby start hotels. After
successful completion of 15 days training programme, he
invested an amount of Rs. 5000/- for re-opening his Fast food
stall. By acquiring the new culinary skill he is now able to cater
many more customers and serve them tasty food items like
Egg Roll, Chicken Pakoda, Chicken Manchurian, Fried Rice
etc.
Now, his weekly income amounts to Rs.4500 to 5000/- .
This has enabled him to share Rs. 1000/- per day from his profit
after meeting all expenses. He himself admits that the skill
development training of CAPART has helped a lot in realising
his dream of a hotelier in the near future.

Plantation
Lakshipur and Murguma village of Begunkodar GP has achieved a lot in
plantation. Over there forest protection cell members are also the membersof Vikash Sarathi group. This year they have planted 7 acres of land (includingforest and community land) under Joint forest Mgt. programme. Except these
some scattered plantation are also done in pvt. Land. Local range office haspraised their initiative and supported them from his department. However thiswill help to check surface run off water as well as reel erosion of topsoil.
Building Water Reservoir
Bamnia Beladi GP has taken a positive
initiative to preserve the surface run offrain water in some structures in a plannedway after GVA induct ion training. Mr.
Parameswar Kumar, Upa Pradhan of theGP had attended the training and has gotselected as Vikash Sarathi member. He has
used 100 days work scheme for the purposeand materialized the village developmentplan before rainy season. The reservoirsare planned so to collect runoff water from
village roads and nearby hills having a longcatchments area. During summer this waterwill be used by community for daily use
and irrigation purposes. The community hasstarted fishery in those reservoirs this year.Plantation is going on the banks of the
reservoirs.
Movement against BDO
Movement raised by the “Vikas Sarathi Group” against the BDO
and other responsible officials of drinking water department, indemand of repairing of damaged tube wells and sanction of newtube wells or any other methods of preservation of water and
supply of drinking water to the water scarcity areas is really a goodsign for the success of the GVA.
The news was covered by several news papers in appreciation ofthe public and “Vikas Sarathi Group”.

Mr. Birendra Sahu, Zilla Parishad Member of Karlamunda Zone-2had participated in the 5th Phase Training of Gramin Vikas
Andolan at Regeda G.P. as a Guest. Mr. Sahu had internalisedthe whole discussion as well as the burning problem of KarlamundaBlock. After few days of training session Mr. Sahu had attended
a meeting at Zilla Parishad, Kalahandi. He naratted his experienceof Gramin Vikas Andolan Programme and he had demanded formassive plantation as well as Water Conservation Measures to
be implement at Karlamunda Block. Mr. Sahu could influenceother members to take the problem as an issue of the area and
implement some activities accordingly. Also the block
chairman of Karlamunda Block is very active to supportthe objective of Gramin Vikas Andolan.

IN SARANGARH BLOCK, DIST. RAIGARH, � ����!��
In Chhattisgarh, the “Vikas Sarathi groups” of Sarangarh Block of Raigarh district operated by the VO Janmitram has
taken over the responsibilities to identify and list out the water scarcity areas and appropriate places for the
development of new water structures for the benefit of the community. This list will latter be helpful in emerging the
program with NREGS and Swajaldhara schemes of MoRD.

BAGH TALAB Bacho Aandolan
Senior citizens of Raigarh City count over 50 ponds in there memories. However
the new master plan of city has counted only 16. When the vigilant civilians wentthrough the list, they got an important pond missing. BAGH TALAB (Tiger’s pond),the oldest and biggest pond was shown as land, owned by direct descendants of
Raigarh dynasty. Soon there are rumors that a colony is being planed over thepond.
A Peoples forum has been formed to save Ancient Bagh Talab. Lawyers, NGOs,
EX-MLA, Human rights activists have joined the movement. Now the agenda haveincluded other recently degenerated ponds. Commissioner of City Corporation isnow facing the heat. An unprecedented awareness and sensitization is seen for
water conservation at Raigarh.
THE KEDAR DAM
TandiPar is a Village of Sarnagarh Block, in Raigarh district of Chattisgarh. It is
only 3 Km Away form a dam, made by irrigation department. Care takers of dam, are
apparently concerned about water level that ideally should be maintained. They
generally discharge water when it goes over the limit. As a result, farmers of
TandiPar never get water in summers, or at time of sowing. instead, in last two
years, Dam gates were opened at a time when crop was ready for harvest.
In May 2007, GVA Training was conducted by Jan-Mitram. People discusses there
pain and vikas sarthis decided to take initiative in this regard. Few enthusiasts went
to meet irrigation officials, however no result obtained. Then the
media, Covering GVA run this story on TV Channels. Soon the
officials visited the village, discussed the issue and dam employees
were instructed to keep in touch with villagers, release water
accordingly.

AT NOU-RUNGPUR, PANCHYAT HAS
INITIATED PLANTATIONS WITHOUT
EXTERNAL BUDGET SANCTION.
Nourangpur is a panchyat, situated at 12 Km in eastof Sarangarh. This panchyat has representation ofyoung ward members, who themselves volunteered
to become Vikas Sarthis. The panchyat has decidedto go for plantation, with its untied fund and peoplessupport. It is a remarkable event because in these
areas, Panchyat never do any work without externalfunding, or sanction in any schame. Jal Yojna isalso being prepared in the village.

A number of PRIs after sensitization, now ask for experts assistance
for formulation of the water harvesting projects as per various MORDScheme’s guideline.
Further assistance will be needed for implementation
The helpline centre will be established at the block HQ of VO, which will
have a telephone and a PC set with internet connection. Its telephoneNo. will be circulated to all PRIs, Vikas Sarthi Groups and watchagencies.
This helpline will provide ready availability of experts to those PRIs whoare willing but lake expertise for water related projects. Watch agencieswill also have experts support to perform their duty
