Welcome from our Chairman
After a very successful 2017 with records being broken on a regular basis, there is much to anticipate during the 2018 season. The highlight will no doubt be the NLT TA 100 which has been designated as the CT T National 100 mile Championship on 8th July, on the A66 between Keswick and Cockermouth. The cream of British time trialling will vie for the crown, with the added bonus of trying to update the course record of 3.29.40 set by Richard Bideau in 2017. The event secretary is Nigel Clementson and I’m sure all offers of help will be gratefully received.
The Association Championship 50 is also based on the same roads as the 100, and has been designated as the VT TA National championship, and although it is a VT TA event, it is open to all ages. Steve Irwin set the course record of 1.42.57 in 2017, the date for your diary is Sunday 20th May, and the organiser is yours truly.The season’s opener will once again be the Combined Clubs 10 on 10th March, with event secretary Derek Parkinson looking forward to a bumper field.

In 2018, the NLTTA will be promoting five season long competitions in addition to our individual championships, combined clubs events and Boxing Day 10. These are:
NLTTA Association Championship - this is the fastest average speed over 25, 50 and 100 miles in open events. The 25 & 50 must be on an L course. The 100 can be on L, J or D courses. NLTTA Speed BAR - this is the fastest average speed over two 10’s and two 25’s. These must be in open events and be on L courses.NLTTA Distance BAR - this is the fastest average speed over 50, 100 and 12 hours. These must be in open events The 50 must be on an L course; the 100 & 12 can be on L, D or J courses.The Junior Association Championship - will be on the same basis as the NLTTA Speed BAR, the fastest average speed for two 10’s and two 25’s on L course open events.NLTTA Points Championship - this is based on your best 8 results from 26 events. CONSTITUTION
1. The name of this body, hereinafter called the Association, shall be The North Lancashire Time Trials Association.
2. The objects of he Association shall be to promote time trials over various distances on the road, and to encourage the sport of road cycling generally.
3. The Association shall consist of Cycling Clubs affiliated to the C.T.T. and individual members.
4. Each affiliated club shall be entitled to two delegates with power to vote at General Meetings.
5. The Association shall appoint from amongst its members such officers as shall be deemed necessary.
6. Management of the Association shall be vested in an Executive Committee consisting of the Hon. Chairman, Secretary, Treasurer and eight members elected annually.
7. All funds of the Association shall be under the control of the Committee.
8. In the event of a deficiency occurring in the funds of the Association, all affiliated clubs shall be equally liable to meet such deficiency.
9. This Constitution may be amended only by consent of two thirds of those present and voting at a General Meeting called for that purpose. At least four weeks notice of such a meeting, giving full particulars of proposed amendments, shall be sent to each affiliated club.
RULES
1. Any club or individual desiring to affiliate to the Association for he first time shall apply in writing, such application to be accompanied by the necessary fee to the Treasurer, who shall place the application before the next meeting of the Association or Committee.
2. The affiliation fee for clubs shall be £15 per annum and for individuals £10 per annum, due 1st January each year. In the event of any fee not being paid by February 28th the defaulting club or individual shall cease membership of the Association and must seek re-election.
3. The accounts of the Association shall be certified by two auditors who are not officials of the Association.
4. The Secretary shall convene a meeting of the Committee when necessary.
5. The Secretary shall convene a General Meeting at the request of not less than six affiliated clubs.
6. The Annual General Meeting of the Association shall be held in October or November of each year.
7. No Rule, Regulation or Standing Order shall be altered, added to or deleted without the consent of two thirds of those present and voting at a General Meeting.
8. The Committee shall have the following powers:i. To appoint from its members sub-committees to consider and report on any specific matter.ii. To fill any vacancies that may occur in the Committee and/or the Officers during the year.iii. To adjudicate on any subject not provided for in the Rules of the Association.iv. Generally to carry on the business of the Association in accordance with the Constitution, Rules and Regulations of the Association.
9. A club having a delegate appointed to office as Chairman or Secretary shall be entitled to a further delegate in respect of each delegate so appointed to office. If additional delegates are appointed under this provision, then the delegate in an official position shall lose the right to vote, provided that the Chairman retains the right of a casting vote.
10. The promoting Secretaries of all events in the North District Council shall send copies of all Start and Result Sheets to the Recorder.

REGULATIONS
1. Voting at Meetings, ,General Meetings• Two delegates only from each affiliated club shall be entitled to vote. • At no meeting shall any person use more than one vote.
2. Duties of Secretarya. To convene meetings in accordance with the Rules.b. To keep accurate minutes of the proceedings at all meetings. c. To attend to correspondence. d. Generally to conduct the business of the Association in accordance with the instructions of the Committee.
3. Duties of Treasurera. To keep accurate accounts of all monies received on behalf of the Association.b. To discharge the financial liabilities of the Association as instructed by the Committee. c. To prepare a statement of all financial transactions during the year, which statement shall, after being certified by the Auditor, be submitted to the Annual General Meeting. d. To compile, and keep up-to-date, a register of all affiliated clubs and private members.
4. Recognition of Association Records by men and women riding bicycles or tricycles shall be made for the fastest performances by Association members at 10, 25, 30, 50, and 100 miles. Separate records to be made for Juveniles and Juniors at distances of 10, 25, 30 and 50 miles. Only performances recorded in North D.C. Open and Association events shall be considered, the onus of making a claim shall rest with the rider(s) and no performances will be considered unless a claim is made. (Association Combined Club events do not count). Claims will only be accepted for rides done in the name of the rider’s first claim club, which must be affiliated to the Association. All record claims shall be made to the Secretary no later than 30th September of the current year.
5. In the event of objection to any competitor or team in Association events, such objection shall be made in writing to the Secretary within 48 hours of the event terminating. Such notice shall include names and addresses of any witnesses.
6. All clubs shall provide Stewards for Association events when requested by the Promoting Secretary to do so. Clubs failing to cover the marshalling duty will be asked to attend the next committee meeting to explain why the marshalling duty was not covered.
7. All courses used for Association Events shall be measured by revolution counter, the constant of which has been taken from the following measured mile: START is on the A6 road just north of Station Lane at Barton at the gap between the 12th full kerbstone from the first water grate in Station Lane (almost at A6 junction) and the 7th full kerbstone (not all of equal length) from the southernmost of seven bricks in the pavement that are at an angle of 90 degrees to the road where the northernmost brick of the even is in line with the south side of a bus shelter. Proceed in a northerly direction along the A6 keeping 24 inches from the kerb. The FINISH is at the south end of rainwater drain cover which is embossed ROMAN CCG517 opposite a house number plate 838 between Lamp Posts 128 and 129 on east side of the A6 road. The finish point is almost exactly 3.5 bricks south of the northern end of wall at J J Sandham on west side of A6.
8. The Association shall have the power to grant such honoraria as may be desirable.
9. The Association provides numbers for all competitors which must be worn throughout the events.
10. The title of Association Champion shall be awarded annually to the member with the highest average speed in any year in Open Time Trials of 50, 100 miles and the 12 hour. He shall hold the Championship trophy for one year and will be presented with the Association Medal. Medals will also be given to second and third placed riders. Only Association Tricycle, and Open Events held in the North D.C. of the C.T.T. will be eligible for the Championship. (Association Combined Club events do not count). Only rides done in the name of the rider’s first claim club, which must be affiliated to the Association, will be accepted. In the case of any new club, rides will only be accepted after the date of affiliation.
11. If fewer than two 100 mile events are held in any one season on L courses, times recorded in 100 mile events on D and J courses will be eligible for the Championship. If more than one 100 mile event is held on L courses in a season, times recorded on D and J courses will not be eligible for the Championship in that season.
12. The title of Association Lady Champion shall be awarded annually to the lady member with the highest average speed in any one year in Open Time Trials of 50, 100 Miles and the 12 hour. She shall hold the Championship Trophy for one year and shall receive the Association Medal. Only Association Tricycle and Open events held in the North D.C. of the C.T.T. will be eligible for this Championship. (Association Combined Club events do not count). Only rides done in the name of the rider’s first claim club, which must be affiliated to the Association, will be accepted. In the case of any new club, rides will only be accepted after the date of affiliation.
13. If fewer than two 100 mile events are held in any one season on L courses, times Recorded in 100 mile events on D and J courses will be eligible for the Championship. If more than one 100 mile event is held on L courses in a season, times recorded on D and J courses will not be eligible for the Championship in that season.
14. The title Association Junior Champion shall be awarded annually to the junior member with the highest average speed in any one year in two Open Time Trials of 10 Miles and two Open Time Trials of 25 Miles. He/she will be presented with the Beacon Trophy, which he/she will retain for one year, and shall receive the Association Medal. Only Association Tricycle and Open events held in the North D.C. of the C.T.T. will be eligible for this Championship. Only rides done in the name of the rider’s first claim club, which must be affiliated to the Association, will be accepted.. In the case of any new club, rides will only be accepted after the date of affiliation. A competitor becomes a junior on his/her 16th birthday, and remains eligible to compete as a junior until 31st December of the year in which he/she becomes 18 years of age.
15. Speed BAR. The title of Association Speed BAR Champion shall be awarded annually to the Association member with the highest average speed in any one year from 2 Open Time Trials of 10 miles and 2 Open Time Trials of 25 miles. Association medals will be awarded to the first three overall, the first Veteran in the 40, 50, 60 and 70 age groups and also the fastest lady. All qualifying rides must be completed on or before 30th September. Only rides done in the North D.C. will be eligible for the Championship. In the case of any new club, rides will only be accepted after the date of affiliation.
16. The age of a rider at 1st January will be deemed to be his/her age for the whole of the year.
17. The Association Team Shield and three Association Medals shall be awarded annually to the affiliated club any three of whose members shall have the highest mean average speed in any one year based upon the same calculations as apply to the Association Championship. Where a rider changes clubs during the season, all qualifying performances for Association Team Championships must be done as a member of the new club.
18. The Founders’ Trophy and Association Medal shall be awarded annually to the member making the fastest time in the Association’s 100 Mile Time Trial. If the winner of the event is an Association member then only a medal for Fastest Award will be given. Claims will only be accepted for rides done in the name of the rider’s first claim club which must be affiliated to the Association.
19. The Palmer Shield and Association Medals shall be awarded annually to the fastest affiliated team of three riders in the Association Open 100. If the fastest team are also the open team award winners, then only one set of medals will be awarded.
20. The Westhoughton 70 Trophy and Medal will be awarded annually to the fastest Association Junior member competing in the Association Junior 10. If the fastest junior member is also the winner of the event, then only one medal will be awarded. Junior classification will be as defined in Regulation 12 above. Claims will only be accepted for rides done in the name of the rider’s first claim club, which must be affiliated to the Association.
21. The Committee will have the power to nominate a promoting club for each of the Association Championships over the following distances: 10 miles, 25 miles, 50 miles, and Hill Climb. Clubs are however welcome to put in a proposal, in writing, to the secretary at any time to be considered to run one of the Championship events should they wish to do so.

STANDING ORDERS
1. These Standing Orders shall be applicable to all Association and Committee meetings.
2. Meetings to discuss any business of the Association shall be held in accordance with the Rules.
3. A quorum at any meeting shall consist of not less than one quarter of those eligible to attend. If a quorum is not present the meeting shall be adjourned for at least one week. No quorum shall be necessary at any adjourned meeting, notice of which shall have been sent to all clubs.
4. In the absence of the Chairman, the members present shall elect a temporary chairman who shall preside until the arrival of the Chairman.
5. The Chairman shall have a casting vote but shall not have power to adjourn any meeting without consent of the meeting.
6. The Chairman shall have the power to decide points of order and the priority of speakers, and his decision upon these matters and upon the interpretation of normal rules of debate shall be final.
7. Any matter not on the agenda papers may be brought forward without notice, providing it does not involve alterations to Rules and Regulations or Standing Orders, and subject to the consent of the meeting.
8. At least four weeks notice shall be given of any General Meeting. Items for the agenda shall be in the hands of the Secretary at least 14 days prior to the meeting. Copies of the agenda shall be sent to all affiliated clubs at least 7 days before the Annual General Meeting.
9. The Secretary shall be instructed at the conclusion of any General Meeting regarding the items to be released for publication. Any matter discussed in Committee shall be deemed confidential.
10. The financial year shall close on 31st August.

Rules1. The competition is open to any rider whose club is affiliated to the NLTTA at a cost of £15 per club. Any club can affiliate. Individual riders do not have to make any claims for points since they are awarded automatically following club affiliation. 2. Competitors are only eligible for points in events following club affiliation. 3. The competition is run on a points basis. For each event 120 points are awarded for first place, decreasing by 1 point for each subsequent place. 4. Riders who are not in NLTTA affiliated clubs will be disregarded in the points allocation. Only competitors appearing on the result sheet will be awarded points. 5. There are 26 qualifying events. Riders can enter as many events as they wish. 6. The general competition is determined by each rider’s best 8 results. 7. The club prize will be determined by the combined total of the top 3 riders’ points total from each club from any of the general competitions. 8. A detailed league table will be posted on the website at regular intervals to enable teams and individuals to monitor their progress. 9. In order to qualify for a Category prize riders must complete 8 rides, prizes will be awarded in each category only if there are at least two qualified riders. 10. The category of each competitor is fixed on the first event in February. 11. Ties for the prize categories in the final league table will be resolved by counting the number of 1st places. If still equal, 2nd places will be counted, then 3rds etc.

courses. The events selected, mainly in Cumbria and Lancashire, but also including neighbouring areas are existing events held under CTT rules by existing clubs. They are selected on the basis of the nature of the course used and are held between February and July.
The league is funded by an affiliation fee of £15 from clubs whose members wish to participate in the competition, and doantions from promoting clubs. League tables are produced after each event and they will be posted on the website as soon as possible following each event.
