I thank you all for your well wishes and love and affection showered on my taking over as CMD of NLC, our great company.
We know how important our company is to people and how many lives we impact around us and how we are contributing towards the prosperity of our nation. There is a world of opportunity which beckons us. We have to partner the progress of India and achieve the dream of 'Make
in India'. We have excellent people with strong knowledge, expertise and capability of ushering this company to new heights.
We need to diversify, build new projects, and also have to continue our drive for achieving maximum productivity from our existing facilities.

Shri Sarat kumar Acharya assumed office as Chairman-and-Managing
Director of Neyveli Lignite Corporation Ltd., a premier Navratna Company of
Govt. of India, engaged in the business of Lignite & Coal mining and Power
generation on 01.10.2015.
Prior to that, Shri Acharya served in NLC as Director (Human Resource) and
with his rich and varied experience of over 35 years of working in BHEL, NTPC,
NTPC-SAIL Power Company & NLC, he has risen to the level of CMD, NLC.
Shri Acharya hails from Odisha and had his studies in prestigious Institutions
like Ravenshaw College and Utkal University, Odisha. In his rich professional
career, he made significant contributions in improving people processes and
practices in the companies he worked and through his strategic and
operational interventions he always enhanced the business results.
A receipient of many awards and honours , Shri Acharya is one of the few
inspirational corporate leaders , whose name also finds a place in the book
'Most Powerful HR Professionals of India' (4th Edition). Widely travelled and
well trained in India and Abroad, Shri Acharya lends his services in academics
as well as a visiting faculty to many premier Business Schools and
Management Institutes. His innovative management initiatives, strong
business acumen and disciplined approach to work and life will continue to
lead NLC on the paths of progress.

A native of Tirunalveli District of
Tamilnadu, he has graduated in
Mechanical Engineering from
Alagappa Chettiar College of
Engineering and Technology,
Karaikudi in July 1981. He joined as Executive Trainee in
NTPC and has worked in various capacities with 34 years of
wide-ranging experience in the areas of Erection,
Commissioning and Operation & Maintenance of Power
plants. He has worked in NTPC's Ramagundam Project,
Vindyachal & Mouda Super Thermal Power projects (which is
the largest Power Plant).
At NTPC-Vindhyachal Power Project, he has worked as the
head of O&M Department and has rich experience in

At NTPC-Mouda (Nagpur) Power Project, he has rich
experience and exposure of entire life cycle from concept to
commissioning of that Green Field project and was
responsible for Planning & Erection activities of 2X500 MW
units now under Commercial operation and 2x660 MW units
under construction. As Head of the Project, he has
successfully commissioned 2X500 MW units and has played a
pivotal role in resolving the issues related to Land acquisition,
local issues of Project Affected Persons (PAPs),
Rehabilitation &Resettlement activities.
He has traveled abroad to get hands on Combustion Simulation
at Japan and another on Strategy for Business Development at
Wharton, United States. His 34 years experience in Power
Industry, especially in the field of Erection, Commissioning and
O&M in higher capacity Power Generating units will help NLC
to go in a long way, which is planning to expand its projects with
660 MW units in all parts of the country.

My heartiest greetings to you and your family members.
Now we entered into II quarter of the current fiscal 2015-16. 'Well
began is half done'. As the saying goes, we made a good start in the
I quarter of the F-Y 2015-16 which brought out positive results in our
physical performances. In Overburden removal, 104.38% of the Pro-rata
MoU Excellent level target was achieved but in case of Lignite
production, due to the restricted production on account of buffer stock
available at the end of 2014-15, 93% of the set target only could be
achieved. On the Power generation front also, we have achieved 105% of
the set targets in existing Power Plants in operation at Neyveli. Besides,
on commissioning of 2x250 MW TPS-II Expn. project and the
2x 500 MW Tuticorin Power Project, we made a giant leap in our power
generation capacity by adding 1500 MW, ie, 500 MW on account of NLC
and another 1000 MW by our Joint venture company NTPL.
I congratulate all the employees and contract workmen of NLC for
contributing to the growth of our company.thI am very much pleased to note that the 59 Raising Day of our Company
thwas celebrated on 20 May this year in a befitting manner and on the
occasion, we proudly and fondly remembered the great efforts and
contributions of all those worked for NLC's growth in the past and
present. The year 2015 is a momentous and memorable year for all
Neyvelians. As I mentioned earlier, we have added 1500 MW in our
Power generation capacity in a single year, first in the history of NLC.
Of course, NLC is blossoming into a new era with excellent all round
performance year after year with your hard work, sincerity, dedication
and commitments.
As you may be aware, I will be laying down my office at the end of
September 2015 on attaining the age of superannuation. I feel happy to
share with you my experience in our beloved company and my thoughts
about its bright future.
First of all, when I look back the memories of events since my joining in
1998, I am very glad and proud to say that I have had the opportunity to
work in a vibrant and progressive organization in different capacities.
Especially, my four years’ tenure as Director Mines and thereafter from
July 2012 as CMD is always cherishable with many good deeds, viz.,
3 commissioning Mine-IA of 3.0 MTPA, Mine-II Expansion of 4.5 MTPA at
Neyveli and the Barsingsar Mine of 2.1 MTPA at Rajasthan.
3 right from the year 2008-09 onwards, Production performance increased
every year successively setting new records. In 2013-14, achieved record
performance since inception, i.e, ever highest Over Burden removal of 31681.72 LM , ever highest Lignite production of 266.09 LT. and the ever highest
power generation of 19988.65 MU and the ever highest power export of
17983.47 MU.
3 2 x 210 MW TPS-I Expn. has achieved the highest PLF (Plant Load
Factor) of around 92% and TPS-II achieved a PLF of 86.81%, which is
more than the National average.
3 achieved ever highest sales turnover of 16087.68 Cr. for the year
2014-15 since inception as against 15967.23 Cr. in the previous year
2013-14 registering a growth of 2.02%.
3 achieved ever highest Profit After Tax of 11579.68 Cr. for the year
2014-15 as compared to 11501.88 Cr. in the previous year 2013-14,
registering a growth of 5.18%
3 our company has been achieving ‘Excellent level MoU Rating’
consecutively for 3 years from 2011-12.

3 laying of road map for ambitious expansion plans in XII & XIII Plan period
for a massive capacity addition to the tune of 18.90 MTPA in Lignite Mining and
7920MW in Power generation
3 venturing into Renewable Energy Sources by implementing maiden
projects of 10 MW Solar Power Plant at Neyveli and 51 MW Wind Power
Project at Tirunelveli district of Tamilnadu. Further, as part of the National
Solar Mission, exploring the possibilities of setting up 4000MW Solar plants
in different States subject to the land availability and Techno- commercial
viability.
3 more thrust on R&D studies in developing various value added
products from Lignite, to have an added support to our sustainability
measures for future. Two of such promising R&D initiatives are,
Ÿ Up-Gradation of Brown Coal (UBC) Process of Neyveli Lignite to
enhance its calorific value to use in Super Critical Boilers for power
generation, jointly by NLC and M/s. Kobe Steel, a major Steel &
Engineering Company in Japan. MoU with M/s. Kobe Steel, Japan was
signed on 08.04.2015 and proposed to set up a UBC based Pilot Power
Plant at Neyveli.
Ÿ Another study, Coldry and Matmor Process, jointly with M/s. ECT,
(M/s Environmental Clean Technologies Ltd, Australia) and M/s. NMDC, to find
the suitability of Lignite to use as a substitute for Metallurgical Coke. . It is
proposed to go in for a small pilot scale level iron reduction process
(MATMOR Process) to make pellets which could be utilized in iron ore
purification process. It has come to the stage of signing the Tripartite
Agreement between M/s NLC, M/s. NMDC and M/s. ECT, Australia.
3 achieving many prestigious National Awards in recognition of our
outstanding contributions in the field of Energy Conservation,
Environmental Management, CSR & Sustainability development, Project
Execution etc, viz,

Ÿ National Energy Conservation Award-2014 from Ministry of Power,
GOI, presented by Hon’ble Union Minister of State (Independent
Charge) for Power, Coal and New & Renewable Energy,
I could achieve all the above only with the unstinted support of my
colleague Directors, talented and dedicated team of Officers, Executives,
Supervisors, Employees and Contract workmen of our company and of
course, with the faith and confidence reposed on me by Ministry of
Coal/GoI.
On this occasion, I gratefully acknowledge the help and support
extended to me by MoC and other Ministries/ GoI, Statutory
authorities, District/State Administration and one and all connected
with me in discharge of my official duties.
Also, I fondly remember and sincerely acknowledge the unstinted
Co-operation and support of Trade Unions, Associations of Engineers,
Supervisors and Officers, Welfare Associations of Employees in resolving
most of the issues by mutual dialogues and discussions to arrive at amicable
solutions.
However, with regard to the recent strike of Non-Unionised workmen
of NLC from 20.07.2015 to 27.08.2015 for demanding wage revision, it
was very painful and much concerned to note that in spite of several
rounds of Bilateral and Tripartite discussions, and after offering the best
wage packages among comparable CPSUs, an amicable solution could
not be reached. We had to face difficult situation for 38 days. Still, I am
hopeful that on realizing the best benefits offered in the wage
negotiations and other welfare measures undertaken by NLC
Management, representative Unions shall come forward for an
agreeable solution at the earliest.
I recall the role of Senior Officers, Executives, Supervisors and some of
the sincere workers in the hour of crisis as they had risen up to the
occasion to maintain the Lignite Production & Power Generation and
stood united behind the Management to overcome the situation.
I acknowledge the timely services of all our Executives, Supervisors,
Loyal workmen, Contract workmen who had rendered sincere and
dedicated services partnering with the company for the 38 days of strike.
Safety, effective operation, productivity were given utmost importance
without any untoward incidents like major breakdowns, machine failure,
etc.
I proudly say that such group of dedicated workforce is surely an asset to
our company and my hearty appreciation to all of them for their
commendable contribution in maintaining the integrity, discipline and
cordial working atmosphere.
My vision for NLC’s future unfolds very bright in coming years as there
would be high capital investment to the tune of 129000 Cr. for our various
expansions projects during the XII Plan period, which would increase our
mining capacity from 30.60 MTPA at present to 49.50 MTPA and total
generation capacity from 4240 MW to 12221 MW including the proposal for
2x500 MW TPS-II 2nd Expn. at Neyveli, linked with Mine-III, utilizing the
mineable Lignite reserve of 380 MT available in the area south of existing
Mine-II.
I am sure that each one of you shall put forth best of your ability and
efforts so that our company is poised to reach greater heights.
I eagerly look forward to hear about this great organization gaining
more and more strength to grow faster and faster to achieve the
Maharatna Status in future.
Last but not the least, I am deeply indebted to the love and affection
bestowed on me by the whole Neyveli family. I always keep it upper
most in my mind and vividly remember those good days I worked with
you all in NLC and myself and family lived in Neyveli.
I take the opportunity to wish you and your family good health, peace

Development Shri Ram Shankar Katheria presented the

function in New Delhi on May 15, 2015.
CMD Honoured with Innovative AwardShri B. Surender Mohan, CMD, NLC has been conferred with
the “Best Corporate Management Chief Executive Innovative
Excellence Award 2014-15” for implementing innovative
practices in Corporate Management in NLC during the
GEOMINE TECH symposium at Bhubaneshwar, on
11.05.2015, which is celebrated as National Technology Day. On
behalf of our CMD, Shri. Hemant Kumar, GM, Mine-I received
the award from Dr. N.K Chaudary, Ex.Director, Arcellor Mittal

thRecalling the historical occasion, 20 of May 1957, the day
NLC's Mining operations were commenced by the then
Prime Minister of India, Pandit Jawaharlal Nehru which thushered in a new era, NLC celebrated its 59 Raising Day
thwith festivity and enthusiasm on 20 May 2015.
Shri B.Surender Mohan, CMD, NLC, the chief guest of the
occasion commenced the celebrations by hoisting the
NLC flag and releasing Doves in the air at the lawns of
Corporate Office, Neyveli. Earlier NLC theme song in
Tamil and Hindi was played.
In his address to the employees, Shri B.Surender Mohan
recalled the previous stalwarts who gave a fillip to NLC's
growth with their untiring efforts and made it as a Power
House of South India and promised the Socio, economic
development of the Nation. He appreciated the dedication
and efforts of employees in the growth of the organization.
He specially conveyed his acknowledgment to the
Recognized Trade Unions, Engineers & Officers
Associations and Welfare Associations for maintaining
cordial atmosphere in the organization. Functional
Directors, Shri Sarat Kumar Acharya, Shri Rakesh Kumar,

attended the programme with great enthusiasm.
The event was also celebrated at the outside projects, like
Barsingsar (Rajasthan), Thoothukudi (Tamilnadu) &
Ghatampur (Uttar Pradesh) and our Regional Offices at
Chennai, New Delhi, Bengaluru, Mumbai, Kolkatta and
Hyderabad.
To mark the occasion, a special Function was organized in
the evening at Lignite Hall, wherein CMD and Functional
Directors addressed the employees. On the occasion, a
creatively and colourfully designed Coffee Table Book
“Lignite Story,” highlighting the evolutions and
achievements of the NLC in the past 6 decades was
released by CMD. The first copy was received by Shri Sarat
Kumar Acharya, Director/HR, NLC.
The impressive volume was compiled and published by the
NLC Public Relations Department in a record time. It carries
several illustrative and supportive photographs to give an
insight into the functioning of NLC, a Navratna PSU.
The function was concluded with the staging of a
wonderful Cultural Programme, organised under the aegis
of the Chennai Regional Centre of Song & Drama Division,
functioning under the Union Ministry of Information &
Broadcasting, that enthralled the audience.

Research & Development
Japan know-how to Boost Lignite Power NLC-NIT to Work on More Energy ConceptShri B. Surender Mohan, CMD, NLC, and Shri Mitsuhiro Saito,
GM/Engineering Business, Kobe Steel Ltd (KSL), have
signed an MoU for conducting a feasibility study for setting up
a UBC (Upgradation of Brown Coal) based pilot power
generation project at Neyveli on April 8, 2015.
The study would explore the feasibility of how best the
moisture content of lignite could be reduced and how far its
calorific value could be enhanced. The Centre for Applied
Research and Development (CARD) of the NLC would be
involved in this endeavour, with the KSL. A sum of s62 lakhs
has been allocated for the purpose.
Earlier, an experiment conducted on 80 tonnes of Neyveli
Lignite in the KSL pilot plant at Indonesia, that converted the
fuel into pellet form, had conclusively proved that by using the
UBC technology the moisture content of lignite could be
reduced to a mere 10 per cent whereas its calorific value could
be raised from 2,600 to 5,400 Kcl/kg. Based on the
encouraging results, the KSL had suggested that the NLC
could go for an Ultra Super Critical Power Plant by using the
new technology. Directors, Dr.V.Manoharan, DGM, CARD
Senior Officials of CARD and KSL witnessed the event.
Dr. Srinivasan Sundarrajan, Director, NIT, Trichy, and
Shri S. Boopathy, Director (P&P), NLC, have signed an MoU
to take up a research project on “Dynamic Loading of
Conveyor Drive Heads in Mines” in the presence of CMD and
Functional Directors of NLC on 08.04.2015 at Neyveli.
The estimated cost of 122.21 lakh for the research project
would be shared between the NLC (s58.54 lakh) and the
NIT (s63.67 lakh). As of now, the conveyor systems carrying
over burden/ lignite from the mines are being run by a set of
motors. Once the system is switched on all the motors would be
running all the time. However, there would not be any need to
run all the motors. Under the dynamic loading system, the
Programme Logic Control (PLC) would assess the load factor
and accordingly either isolate or bring back certain motors,
thus, saving considerable energy.
It is estimated that by adopting the PLC system, 2.203 million
units of energy could be saved for a single conveyor system in
a year. As such, in Mine-II where 50 conveyor systems are in
place, the PLC methodology would entail a saving of
s31 cr. per annum. Directors, Shri P.Veerabalu, DGM, CARD.

R&D Concepts Applied in the Site Non corrosive coating to SME spares
The Specialized Mining Equipments (SMEs) at NLC operate in
highly corrosive environment in Mines due to interaction of slush
and water in the track system. To enhance the life of the SMEs,
CARD/NLC Ltd. has taken up a Coal S&T Research and
Development project entitled “Development of customized
Organic Coatings for corrosion of SMEs at Neyveli Lignite Mines”
as a collaborative project along with CECRI, Karaikudi, at total
outlay of R79.48 Lakhs.
Under this project, the root cause of the corrosion problem has
been studied and accordingly three types of specialized
coatings (Primer, Under coat and Top Coat) were developed for
the protection of the
SMEs at NLC. The
primer has inhibitive
pigments to delay the
corrosion process.
The under coat has main constituents of nano TiO2 and the Top
coat has aliphatic polyurethanes or polysiloxane. The cumulative
cover of the three coating will be in the order of 270-320 microns.
After successful testing in the laboratory, these coatings were 2applied in the track carriages of three SMEs (around 720 m ) for
BWE 147 & 1355 in Mine-I and 1422 in Mine-II during 2014-15.
The applied coatings were evaluated periodically and found that
there is no reduction in thickness. The life of the commercially
available protective coating would be less than a year, where
as the protective life of the newly developed coating would be
more than 7 years. Moreover the specialized coating will
enhance the safety/
structural stablity of
the SMEs, thereby
increasing the life of
the machineries.

This is the Nation’s first Power Project of 250MW units with
Circulating Fluidised Bed Combustion (CFBC) Boiler
Technology. As it is new to us, obviously we have faced lot of
technical challenges and troubles for a long period. Finally our
Engineers overcome the problems successfully.
The Unit-I of this TPS has successfully completed its
continuous operation for 72 hours starting from 21.00 hrs. of
30.06.2015 to 21.00 hrs. of 03.07.2015 and attained for
Commercial Operation Declaration (COD) on 05.07.2015
The Unit-II of this TPS has successfully completed its
continuous operation for 72 hours starting from 04.00 hrs. of
18.04.2015 to 04.00 hrs. of 21.04.2015 and qualified for
Commercial Operation (COD) on 22.04.2015.
This Coal based TPS is implemented at Thoothukudi through
NLC Tamilnadu Power Limited (NTPL), a joint venture
company incorporated between NLC and Tamil Nadu
Generation and Distribution Corporation (TANGEDCO) with
equity participation in the ratio of 89:11.
The Unit-I of this TPS has successfully completed its
continuous operation for 72 hours starting from 12.30 hrs. on
03.06.2015 to 12.30 hrs. of 06.06.2015 and qualified for
Commercial Operation (COD) on 18.06.2015.
The Unit-II of this TPS has successfully completed its
continuous operation for 72 hours starting from 04.00 hrs. of
25.08.2015 to 04.00 hrs. of 28.08.2015 and qualified for
Commercial Operation (COD) on 29.08.2015.
As our Wind Power Project (51 MW) at Kazhuneerkulam of Tirunelveli District and Solar Power Project (10 MW) at Neyveli are in
the advanced stage of completion, our power generation capacity will become 4301 MW soon.
Till the end of the previous financial year (2014-15) our power generation capacity was 2740 MW. Between April 2015 and
August 2015, a huge capacity addition was carried out in NLC. Yes! Our power generation capacity becomes 4240 MW (including
subsidiaries) i.e, for the past 5 years our capacity was freezed to 2740 MW and due to the great efforts, the company’s generating
capacity has expanded more than 1.5 times. Brown Coal Congratulates those who were involved in the great task.

substitute for river sand and the fly ash was being used for
manufacturing fly ash bricks. Just as in the case of these
materials the sale of overburden soil for construction purposes
could also fetch additional revenue to the
NLC, he said.

“The overburden removed from the Neyveli mines could be
profitably used in the construction industry. The soil otherwise
kept in idle heaps could be used for forming embankments
while laying the National Highways and
the railway lines”, said Shri B.Surender

the one-day workshop on “Innovative
materials and practices in civil
constructions.” The Neyveli Local
Centre of the Institution of Engineers
(India)(IE), and the Civil Engineering
Division Board of the IE organized the
event, under the aegis of the NLC, at IE
Building, Neyveli on April 15, 2015.
In his inaugural address, CMD said that, as the construction
industry was witnessing a boom now, it had become
imperative for the civil engineers to find suitable alternative
construction materials to make the growth in this sector
sustainable and eco-friendly.
Pointing out the innovative methods adopted by the NLC in this
regard Shri Surender Mohan said that already NLC was
supplying various materials of overburden such as silica sand,
fire clay and ball

in monetary terms.

Data Centre, conforming to the international standards.

The Computer Centre, actually set up 30 years ago in
1985, when the computer technology had made its
advent, has now acquired a new avatar as an ultra
modern Data Centre by incorporating international
standards, as specified by the Telecommunication
Industries Association (TIA).
Ultra Modern Data Centre Inaugurated at Corporate OfficeSome of the salient features of the upgraded centre are: fire
alarm system, water leakage detection system, precision air-
cooling system, access control system and closed circuit
television system.
The centre is so designed to
m a i n t a i n c o n s t a n t r o o m
temperature and humidity for
all the 24 hours in a day and all
the 365 days in a year. The
uninterrupted power supply to
the centre would ensure the
safety and longevity of its
equipment.
A battery of 200 engineers has
been deployed to take care of the operational and
maintenance aspects of the computer centres set up in all

Neyveli Student Secured Second Rank in the NFLAT
The Board of NLC Tamil Nadu Power Limited (NTPL), a Joint
Venture Company of NLC & TANGEDCO has accorded approval
for borrowing R1184.92 crore from M/s
Power Finance Corporation (PFC).
This fund is to meet out the capital
expenditure for the 2x500 MW
Thoothukudi Power Project.
Unit-I of 500 MW capacity has
a l ready been declared for
Commercial Operation on 18.06.2015
and the Unit-II of 500 MW on 29.08.2015.
This will reduce the interest cost to the company considerably.
For this purpose, officials representing M/s. Power Finance
Corporation visited Neyveli on
16.06.2015. The agreement for
funding of R1184.92 crore to NTPL

Hon’ble Governor presenting the certificate to Paul
Director (Finance) exchanging the loan agreement with officials of PFC
CMD, Directors and CVO after inaugurating the Data Centre.
The profitably run company had paid an interim dividend
of 18%, amounting to Rs 271.79 crore, for the year 2014-15
to the Government of India, he
informed.
CMD also informed the status of the
ongoing pro jects that inc lude
renewable energy projects, viz, 51
MW wind power project at Tirunelveli
District and 10 MW solar power
project at Neyveli. He said that the NLC
had set out ambitious plans to jack up
its power generation capacity to 12,221
MW from the current 2,990 MW and
lignite mining capacity to 49.50 Million
Tonnes Per Annum (MTPA) from the present 30.60 MTPA.
CMD also noted that NLC’s spend on its social
commitment through the CSR route exceeded the norms of
the Department of Public Enterprises. He proudly stated
that by virtue of the performance in all its units, NLC was
swamped with plethora of awards. Shri B. Surender Mohan
also answered the queries raised by the media persons.
About 100 reporters, photographers and videographers from
print and electronic media from Neyveli, Cuddalore,
Vridhachalam and Puducherry attended the press meet and
gave a wide and instant coverage.
The financial year 2014-15 was an eventful one for NLC
as during the period it excavated 26.54 million tonnes of
lignite and generated 19,729.39
million units of electricity.
Revealing the details of the NLC's
overall performance at the Press
Meet held at Neyveli House, Neyveli
on April 22, 2015, Shri B. Surender
Mohan, CMD, NLC pointed out that in
terms of overburden removal and
lignite mining it had exceeded the
targets.
He put the overburden removal at
1,592.98 lakh cubic metres against
the target of 1,550 lakh cubic metres (102.77%), and lignite
mining at 265.43 lakh tonnes against the target of 256 lakh
tonnes (103.68%).
However, in terms of power generation the NLC achieved
19,729.39 million units of electricity, 97.26% of the
targeted 20,285 million units of electricity for the period.
The Chairman attributed the minor slippage on this score
to the delay in commissioning the Thermal Power Station-II
Expansion units (2x250 MW) by the Bharat Heavy
Electricals Ltd. While comparing the existing units alone, the
power generation was 108.31% against the target.
Visit of Botswana Engineers

A team of 15 Operation Engineers of the Botswana Power
Corporation, an organization of the Government of Botswana,
came on a study tour to Neyveli, on May 25 and 26, 2015. The
tour, organized in coordination with the Steag Energy Services
(India) Pvt. Ltd was intended to hone the skills of the visiting
professionals in the operation and maintenance of the power
plant based on the CFBC technology. Senior executives of the
NLC gave a detailed account on the mining operation and
power generation process to the guests. The NLC management,
known for its hospitality, provided the necessary facilities to the
Botswana team. The team members appreciated our eco -
friendly mining and power generation practices.

on May 1, 2015, Shri Elangovan lauded NLC for its

one in the sphere of education, as he felt that such a measure
would certainly go a long way in improving the quality of
education in the region.

Rural Women Trained in Driving LMVNLC, enriching its commitment in contributing to the society
where it operates, carry schemes under its Corporate Social
Responsibility (CSR) to boost the livelihood of people. To
provide employment opportunities to the youth of peripheral
villages, one such new initiative, “JEEVIKA” provides training
to the people in various trades. Last year, NLC provided Self
Employment Training for 450 beneficiaries in 15 batches.
This year, from January to March 2015, training in the
operation of Light Motor Vehicle (LMV) was imparted to 25
Male and 25 Female, belonging to peripheral areas. In a
function held at Block-13 Guest House on 04.04.2015, Shri N.
Muthu, ED(HR & CSR) distributed the LMV licences to those

A CSR initiative to ensure food security
NLC has taken a giant step in supplying irrigation water to
the agricultural lands of Cuddalore district by de-silting the
Walaja Lake, one of the biggest and oldest reservoir in the
Cuddalore district, which feeds irrigation water to the
major parts of the District, at the cost of R13.72 Crore.
The ancient tank is situated in Chidambaram Taluk of
Cuddalore district on Kumbakonam-Chennai highway
and presently under the control of Coleroon Basin
Division of Water Resource Department, Public Works
Department of Government of Tamil Nadu. Main source
of water for the tank is the storm water pumped out of
Mine-I, Mine-IA, Mine-II, the discharged water from
Thermal Power Stations, Township and the runoff water from
all the catchment areas in and around the town.
The water holding capacity of the tank was drastically
reduced due to silt deposit. As a goodwill gesture and on
the request of the district administration, NLC has de-
silted the tank, by removing silt in an area of 4 km x 350m
to a depth of 1.5 metres (345 Acres). Due to this, the
storage capacity of the tank is increased by 210 crore
litres. By this work, about 200 villages will get perennial
supply of irrigation water. Apart from that, the ground water
table will raise in surrounding regions. In addition to that,
works like strengthening of bund, formation of motorable
road over the bund, and repair works to regulators, sluices
and weirs have undertaken.
Now the lake can store water to its full capacity. It feeds
water to the farm lands of the district and transform the
barren brown area to lush green. The district
administration and the representatives of Walaja Eri
Pasana Vivasyigal Sangam and Perumal Eri Pasana
Vivasayigal Sangam thanked NLC for its noble gesture.

Health
Employees State Insurance Corporation (ESIC) is continuously
expanding the network of health service delivery to reach out to
maximum number of beneficiaries. As part of this, to cater to the
medical needs of the Contract Workers and their family members
who live in the vicinity of Neyveli, the ESIC inaugurated a New
Dispensary at Block-29, Neyeli on 07.05.2015.
Dr. P. B. Mani, Regional Director, ESIC, TN Region in the
presence of DR. R. Mahesh, State Medical Commissioner
inaugurated the ESI Dispensary. Shri C. Senthamilselvan,
ED(Mines), Shri K.M. Suresh Babu, ED(Power) and Dr. P.
Ravichandran, Medical Officer, Salem Division-ESI felicitated
the occasion. Dr. P. Rajarajan, MO-ESIC, Vadalur, Shri N. Muthu,
CGM/HR, NLC, Dr. K. Janardhan, CGS(NLC GH) and Shri V.
Soundararajan, CM(HR) spoke. Senior Executives, Employees,
Representatives of the Associations, Trade Unions, Contractors
and the staff of ESIC participated.
This year, our Learning & Development Centre (L&DC)
focuses on the fitness of the employees. In line with that a
Special Fitness Programme was designed for SME Operators
to prevent back pain, neck pain, knee pain and stress. Shri. S.
Dhandapani, Consultant & Lifestyle Coach of L&DC conducts
periodical therapeutic exercises for SME Operators at
Vocational Training Centre (VTC), Mine-II. So far, 520 SME
Operators have benefitted. Earlier, Shri Subir Das, Director
(Mines) inaugurated the programme on 05.12.2014 at Mine-II.
The positive feedback from SME Operators made L&DC to
design a new Occupational Therapy Program for 600
CME/EME operators, including contract workers, using the
services of Shri. S.Dhandapani. Shri. C.Sentamilselvan,
ED/Mines inaugurated this Programme on 22.06.2015 at
Mine-II VTC, in the presence of Shri. V.Ranganathan,
CGM/Mine-II and Shri. A.Mohamed Davood, DGM/L&DC.

A one-day Hindi Workshop was conducted on “Salient
features of OL Policy of the Union & Techniques of Hindi
Translation using administrative terms and their use in Noting
& Drafting” on 06.06.2015 at L&DC. Dr. C Jayasankar Babu,
Asst. Professor, (Hindi) Pondicherry University, Puducherry
participated as guest faculty. 79 employees participated and
benefitted.
The 53rd Official Language Implementation Committee (OLIC) Meeting was held on 22.06.2015 under the chairmanship of
Shri B. Surender Mohan, CMD, NLC at Corporate Office in Neyveli. Directors Shri Sarat Kumar Acharya, Shri Rakesh Kumar,
Shri S.Rajagopal, Shri S.Boopathy, Shri Subir Das, Chief Vigilance Officer Shri Shiv Raj Singh and unit heads attended the

of the Neyveli Telugu Samithi Educational Academy (that
organized the coaching classes with the Jawahar Education
Society) and Shri J. Chandrasekhar of the Altitude Classes,
Hyderabad, for equipping the students to pursue their
academic career with zeal. Smt. N. Yasotha, Principal, Smt. M.
Sethumani, Vice-Principal, Teachers, Students and the
Parents participated in the function.
Earlier, 51 out of 68 students of the school qualified in the IIT-
JEE (Main) Examinations-2015 held on 04.04.2015. About
15 lakh students have appeared and 1.50 lakh students were
qualified for IIT-JEE (Advanced) Examinations-2015. This
achievement of qualifying 3 out of 4 students is also the
highest ratio from any single school in Tamilnadu.
Of the 355 candidates who passed out of the Jawahar School
since 2007, as many as 284 have gained admission to various
IITs and NITs. Shri Surender Mohan is instrumental in
organizing the coaching classes and motivating the students
to aim big in their higher education pursuit.

Examinations conducted by Government of Tamilnadu during
March 2015 by scoring 498 out of 500.

Selvan R.S.Raja (S/o Shri M.Sundar, Sr. Foreman/Track Shifting/Mine II) has secured admission for pursuing
his Post Graduate Programme (MBA) in the Indian Institute of Management, Kozhikode, Kerala for the
current academic year 2015-16. Raja is an alumnus of Jawahar HSS (Block-5) and acquired his B.Tech
(Mechanical Engg.) at National Institute of Technology, Trichy. He quit his job as Junior Manager in the
Rashtriya Ispat Nigam Limited (Vizag Steel Plant) to pursue his higher studies.
Twenty one students of the Neyveli Jawahar Higher Secondary
School (CBSE) have earned kudos by successfully clearing the
IIT-JEE (Advanced) examinations-2015 conducted on
24.05.2015, wherein about 1.5 lakh students appeared. The
achievement (2 out of 5 Students) is the highest from any
single institution in Tamilnadu. They are thus qualified to get
admission in Indian Institutes of Technology, the Nation’s
premier educational institution.
In a brief function held at the Telugu Kala Samithi, Neyveli on
20.06.2015, Shri B.Surender Mohan, CMD, NLC felicitated the
successful candidates. Among them, S.B.Shriram, (S/o Shri
S.C.Bhoovendran, CM/Mine-I) and S. Jeyasoorya, (S/o Shri
M.Sampath, CM/TPS-II) came in for special praise as they thsecured all India ranking of 268 (4 rank in Tamil Nadu) and

determination to be part of the growth strategy of the NLC
has made him a seasoned Civil Engineer and established
his credentials in NLC in a commendable manner.
His professional touch came to the fore in re-routing the
canals in Mine-II and the construction of the second stage
of the TPS-II. He also held a host of responsible posts,
including President of the NLC Common School
Committee, Jawahar Education Society, Lignite City Club
and Hony. Secretary of the Neyveli Chapter of the
Institutions of Engineers India (IEI) and discharged his
duties very efficiently. He deserves kudos as in the
aftermath of the 2011 Thane Cyclone that ravaged
Neyveli, he through his ceaseless efforts restored
electricity and water supply to the township in record time.
To honour the outgoing senior executives, farewell functions were organized on the respective dates at the Corporate Office in which the Chairman-cum-Managing
Director, Directors, senior officials, employees and representatives of Trade Unions and Associations felicitated them.
Shri. N. Ilamparuthi, Executive Director (SME & Conveyor),
NLC, who joined as a Junior Executive on 07.10.1977, laid
down office on May 31, 2015 on attaining the age of
superannuation. A Mechanical Engineer to the core he is
well acquainted with the mechanism of all types of mining
equipment, right from the age-old hydraulic excavators to
the modern bucket-wheel excavators. When he was
heading the Specialized Mining Equipment and
Conveyors Division of Mines, he cherished his happiest
moments of inaugurating two giant machines in Mine II,
erected within the scheduled time, on February 5, 2015.
He served the Neyveli Local Centre of the Institutions of
Engineers-India (IEI) as Chairman with utmost dedication.
Shri Ilamparuthi is known for his good organizational skills.
As the President of Neyveli Town Club he took keen
interest in establishing two indoor shuttle courts and
before his retirement he completed the task and witnessed
the new courts inaugurated on May 26, 2015.
Shri R. Kanagachalam, Executive Director (Contracts),
NLC, retired from service on June 30, 2015, on attaining
60 years of age. Having a mechanical engineering
degree to his credit he joined NLC as a Junior Executive
on April 13, 1978. Later, he moved on to the Specialized
Mining Equipment Division of Mine-I. His sincerity
elevated him to the level of heading Mine-II and its
Expansion.
Under his leadership Mine II won the prestigious
National Energy Conservation Award -2013, instituted by
the Union Ministry of Power. Through effective planning
his team has not only optimised the mining operation but
also drastically reduced power consumption. By
conscious endeavour his team saved 53 million units of
electricity and 11.60 lakh litres of diesel worth R22 crore
in a year. As a result Mine-II won the First Prize in the
energy saving category in the Mining sector.

New Indoor Stadium Inaugurated at Town ClubNeyveli Town Club, managed by an executive committee
nominated by the NLC management, with a view to promote
indoor games, particularly badminton, has built an Indoor
Stadium, consisting of two Badminton Courts on the Club
premises. Shri B. Surender Mohan, CMD, NLC, inaugurated
the Indoor Badminton Courts in the presence of Directors, Shri
Sarat Kumar Acharya, Shri Rakesh Kumar, Shri S. Rajagopal,
Shri S. Boopathy and Shri Subir Das on 26.05.2015.
The new indoor stadium spreading over an area of 5000 sq. ft.
with two shuttle courts each measuring 44 ft. x 20 ft., is built at
an approximate cost of Rs. 67 lakh. Shri N. Ilamparuthi, ED,
SME & Conveyor/Mines and the President of the Club,
welcomed the gathering. Shri S. Kumar, DGM/TPS-I and the
Secretary of the Club proposed vote of thanks. Senior
Executives, Employees, Representatives of the Associations,
Trade Unions and Members of the Club participated.

NLC organizes Tamilnadu State Aquatic ChampionshipFour new records were created and promising talents to
participate in the national swimming event to be held at Pune
in Maharashtra in July, 2015 were identified in the 32nd Sub-
Junior and 42nd Junior Tamil Nadu State Aquatic
Championship—2015 held at Neyveli from June 17 to 21, 2015.
In the State-level meet jointly organized by the Tamil Nadu State
Aquatic Association and the Neyveli Lignite City Swimming
Club, 40 teams comprising a total of 650 candidates, including
350 girls, participated. The Chennai “Turtles” team won the
overall championship for boys and girls.
At the valedictory function held on June 21, 2015, Shri B.
Surender Mohan, CMD, NLC gave away the prizes and
certificates to the winners. He called upon the participants to
emulate Kutraleeswaran of
Tamil Nadu who at a tender age
created a record by swimming
across the English Channel in
the United Kingdom.

swimming performance many

admission to professional
colleges, including medical
and engineering courses,
through 'sports quota.' Not less than 60 students were
being trained in swimming every year in the Neyveli
swimming pools. “The swimming skills once acquired

Yoga Centre, on the NLC

In a function organized at our
Learning & Development Centre,
Block-20, Neyveli on 21.06.2015,
Shri B. Surender Mohan, CMD,
NLC, formally inaugurated the
very first International Day of Yoga
by lighting the traditional lamp.
While speaking, CMD said that
the practitioners of yoga would
surely attain a wholesome
personality as the practice would
provide for physical well being,
mental equipoise and inner
tranquillity. It helps us to live a
healthy life, he said.
He observed that India has been
in the forefront in teaching yoga
to the world and in order to create
awareness amongst public and
to give a thrust for healthier living,
Government of India has
launched a massive programme
on yoga on this International Day
of Yoga across the country.
CMD further said that the yoga
culture that had been in vogue
for generations in the country
was the valuable gift given by
India to mankind across the
globe. It helped in creating oneness with not only within oneself
but also with the fellow beings. He further added that yoga keeps
one's soul and body in good
condition. It is not a mere exercise

oneness within himself, he said.

From the Pen of CVO
Honesty and integrity are defined as qualities that allow an
individual to do the right thing. Honesty is the adherence to the
facts and sincerity, while Integrity is something deep. A simple
example of lack of integrity is "Employees call in “sick”
because they don’t have any more paid time off when they
actually just need to get their personal works done." A person
that lacks integrity is worst than one, that one lacks skills.
It is important to have integrity in the work place for many
reasons. A person’s character is ultimately defined by
integrity. Success will come and go, but integrity is forever.
Integrity makes you doing the right thing at all times and in all
circumstances, whether or not anyone is watching. It takes
having the courage to do the right thing, no matter what the
consequences will be.
Personal integrity involves acting in accordance with one's
own values, commitments and principles, while professional
integrity entails acting in accordance with the values, goals
and principles of the profession and organisation to which one
belongs, NLC Ltd., in present context. There are accepted and
approved sets of values and goals in every profession and so is
the case with NLC Ltd.
Integrity as a term describes the way in which employees
make sense of the values, relationships and commitments
that are parts of their personal as well as professional lives.
These demonstrate a need and a capacity on the part of the
employees how they act in a work role in the context of a
broader narrative of ideals, values, character and consistency.
Having a capacity and the moral competence to do this is
important.
The employees working with vulnerability can play a role in
challenging systems of which the procedures and outcomes
often perpetuate and encourage injustice, disrespectful
treatment and a lack of genuine care and sensitivity.
‘Professional integrity’, as this process of reflexive sense-
making, is part of employees capacity to 'blow the whistle' on
bad practice, to lodge official protest against injustice, to
challenge demeaning behaviour and to build an alternative to
the 'ethics of distrust'. It is part of contributing to the
development of better practice and a constant process of
revision of accepted professional values and commitments in
the light of new challenges and demands.
Integrity will also uphold the unity of a group and it is the
backbone of efficiency. Warren Buffet, Chairman and CEO of
Berkshire Hathaway said it best, "In looking for people to hire,
look for three qualities: integrity, intelligence, and energy and
if they don't have the first one, the other two will kill you."
Dishonesty may provide instant gratification in the moment
but it will never last. I can think of several examples of people
without integrity who are successful and who win without ever
getting caught, which creates a false perception of the path to
success that one should follow. That momentary result comes
at an incredibly high price with far reaching consequences.
That person has lost his ability to be trusted as a person of
integrity, which is the most valuable quality anyone can have
in their life. Profit in financial terms or power is temporary, but

profit in a network of people who trust you as a person of integrity is forever. The value of the trust others have in you is far beyond

Achievements of Vigilance Department During the Year 2014-15
Having main focus on the Pro-active, preventive, and
participative vigilance activities, vigilance department
conducted 159 Surprise Checks , 38 Regular Checks, 13 CTE
type checks, 45 Quality checks and 22 Follow up checks

improvements and streamlining the
procedural lapses. The efforts of
vigilance department resulted in
financial benefit to the company to the
tune of R25.66 crores during the year.
On initiative of vigilance department, the
management have implemented various
IT based systems viz., Online TA bills
submission, Annual Property Returns,
Web based MIS, Detailed Engg. Mgt.
System, Online Monitoring of SME
Erection in addition to Publishing of
Tenders in NLC’s website and CPPP,
e-auction & e-procurement to bring out
more transparency and efficiency in the
system.
The NLC Vigilance department is one of
the first PSU to introduce a unique
“Online vigilance clearance - OVC”
system with the facility of knowing the file
status by the concerned employee, Online
Complaint Tracking System resulted in
speedy disposal of complaints. To
enhance the public perception, the NLC
Vigilance department have undertaken various measures like
Hosting key information in company website, Providing
feedback to the genuine complainant after investigation,
getting feed back from people through various interactive
programs, Ensuring appropriate action against the guilty and
protecting the innocent.
First time in NLC, Annual Book Fair and Safety Week
Celebrations were used as a platform to spread vigilance
awareness messages by displaying anti bribery board and
screening anti-corruption short films. As a long term measure,
vigilance department has introduced
“Ethical Awareness“ program to
inculcate ethical values to the school
children in Neyveli Township, covering
1300 children from 15 schools. Every
month two classes are taken and 80
classes have been covered upto March-
2015.
The Vigilance Department have taken
up 277 numbers of classes covering 7780
employees of 30-60 minutes duration in
training programs at Learning &
Development Centre and conducted 10
customized/ tailor made programs
covering 500 executives with the
concerned officials at all the Units and
received very positive feed back from
Unit heads to reduce the knowledge gap
among the employees. Thereafter, the
Contract manual and Purchase Manual
have been updated by the Management.

delay in approval for further treatment and also
resulted in reduced expenditure on hospital charges
to the company,
(c) On advice of vigilance department, Management
has formulated SOP for recruitment bringing
transparency and fair recruitment process

(e) Innovating the system of advertisements in

improved that was lacking for several years.

Overall our efforts resulted in better transparency, increase
efficiency, time & cost savings and helped the company in
achieving its goal. A book has also been published citing
various past cases by name” Lessons from Vigilance Cases”
with 51 selected cases and six anti corruption laws of India.
NLC Vigilance department have been awarded 2nd year
consecutively with prestigious “Corporate Vigilance
Excellence Award-2015” and “Best Vigilance Personnel
Award-2015” to the CVO in individual category, by the
Institute of Public Enterprises, Hyderabad.
In fine, the role played by the CVC/ NLC Vigilance Department
to take up the issue of enormous time and cost overrun due to
delay in commissioning of TPS-II Expansion has resulted in
culmination of completion of COD of both the Units.

Based on a Surprise Check, it was noted
that reply for fax messages from referral hospitals for further
treatments of employees are not sent on time, it was advised
to send the reply for the Fax messages received from Referral
Hospitals immediately, so that patients do not suffer at referral
hospitals.
A doctor in the level of Deputy General
Superintendent/Medical already at Chennai Regional Office
is sub-delegated with the powers to approve the
correspondences of Referral Hospitals. The timely
communication of the confirmation to the referral hospitals
facilitate timely treatment and reduce idle payment (resulting
in savings) to the hospitals apart from alleviating patient’s
pain due to waiting.
Based on certain difficulties faced by
employees to avail the medical facility due to over crowding in
the Out Patient department, it was suggested to introduce
Online Registration of Doctors Appointment System (ORDAS)
to enable the employees make advance booking with
preferable time slot in the required department.
The system has been implemented from
14-5-2015 providing booking facility to the employees through
NLC Intranet, which has brought great relief to the employees.
Observing certain deviation in recruitment,
it was recommended that SOP for all recruitments is to be
formulated.
For the Teachers recruitment SOP is
prepared. For each recruitment separate SOP is being
prepared.
Based on certain check at swimming pool,
it was suggested that, details of entry fee to be paid by the
guest members (non-members) may be displayed at
prominent places. A separate entry register may be
maintained for non-members.
All the suggestions are complied with.
Misuse of the club facility was eliminated and the collections
are properly accounted.
Based on a regular check it was observed of
higher indenting by the users, thereby enhancing the

implemented in Barsingsar, Some divisions in NTPL, Some
divisions in TA and Mechanical Services & Transport. For other
areas it is proposed to be implemented in the next BMC
contracts which are tentatively commenced from Aug/Sep 2015.
Based on some check, it was observed that
empanelment of advertising agencies are being done through
LTE. Hence it was suggested to empanel advertising
agencies through PTE instead of LTE to have more
competition and cost savings to the company.
The process with regard to selection of
advertising agencies for empanelment has been initiated and
under progress.
Based on field checks in industrial
canteens, it was suggested to improve the Quality parameters
in line with the standards specified by the Food Safety and
Standards Authority of India (FSSAI).
It is under follow-up.

Administration Department and sent for approval of
Competent Authority. It is under progress.
Based on some information about certain
difficulties in booking community halls for marriage of the
wards of employees, the following suggestions were made to
the TA authorities.
a) Hosting web page indicating vacancy and allotment
position of community halls to benefit the employees.
b) To host cancellation details.
c) Publishing application in pdf form to download by the
employees.
d) To give preference to the genuine marriage proposals with
documentary evidence.
Transparency enhanced and increased
convenience for the employees.
Based on a study taken up in waiving of
PTE, it was suggested to take necessary appropriate action to
follow the contracts and purchase manual of NLC and CVC
guidelines strictly.
A Circular has been issued by Director/P&P
vide Circular No. NLC/Dir(P&P)/731/2014, dated 08-04-2014
for strict compliance. Waiver of PTE is drastically reduced to
41 tenders during 2014-15, which were 115 tenders during
2012-13. Thereby resulting in increase of competitive price
bidders.
Based on certain observation in preparing
the proposal, it was suggested to issue a circular indicating that
any project works under the sustainable development (SD)
activities, justification for price reasonableness are to be properly
formulated before submitting the proposal, as per rules.
A circular No. 243/GM(CP&Env)/Award of
Works/SD Projects/2014, dated 12-01-2015 has been issued
by DGM/CP & Envt. for strict compliance.
Based on observation that at some places ,
the proper record of labour engagement and subsequent
payment was maintained it was recommended to implement
DLR system in all the contract works strictly to eliminate any
lesser payment.

precarious condition of toilet facilities at Jawahar
school, vigilance official visited the facilities and
advised to renovate the toilet facilities within a
specified time frame. As the black board was also
found to be unusable, it was also suggested to replace

toilets to the common people, NLC Vigilance
Department had conducted checks(based on
information) of existing public toilet at vehicle stand
and also school toilets at Jawahar School Annexe
Block-9, Neyveli and also carried out random checks
of the toilets constructed by NLC at various schools of
Tamilnadu under CSR scheme.

In terms of financial and physical performance of NLC the financial year 2014-15
happened to be a sumptuous one. During the period it has achieved a total
turnover of R6,087.68 crore and netted a profit (after tax) of 1,579.68 crore, an
all time high in its history. In physical performance too, NLC has achieved over
100 percent of the targeted lignite production and power generation in its
existing units. To take the happy news to the public and shareholders, Shri
B.Surender Mohan, CMD, NLC made these revelations at the well attended
Press Conference held at Hotel Taj Coromandel, Chennai on May 29, 2015.
Responding to our invitation, about 120 journalists from leading print and
electronic media turned out for the conference.
Towards augmenting its capacity, NLC had speeded up the progress on its ongoing
projects and for instance, the 500 MW TPS-II Expn. in Neyveli and 1000 MW NLC-
Tamil Nadu Power Ltd TPS at Thoothukudi were expected to go on stream by June
2015, he informed. However, he emphatically said that the appetite of the
company for improving its growth prospects remained un-satiable. CMD
informed that NLC had lined up a series of mining and power projects in the
States of Tamil Nadu, Rajasthan and Uttar Pradesh and once these were
completed, NLC could forge ahead in its overall performance. It hopes to
enhance lignite production to 49.50 Million Tonnes Per Annum (MTPA) from
the present 30.60 MTPA and power generation to 12,221 MW from the current
level of 2,990 MW, he said.
CMD fielded a volley of questions from the journalists by providing facts and
figures about the company's performance. All the print and electronic media
gave an instant and impressive coverage about this event. Officials from Press
Information Bureau (PIB), Chennai extended their fullest co-operation in
making the Press Conference a grand success.
