    Information for Stateauthorities, ship owners,masters, agents or operatorsof ships calling at ports ofmembers of the Paris MoU

    WHAT IF THE INFORMATION ISNOT REPORTED?

    Failure to report the information outlinedin this brochure may cause a ship to betargeted for inspection. Failure to comply with

    the relevant notication requirements will beconsidered as an unexpected factor renderingthe ship subject to inspection, regardless of theperiod since the last periodic inspection.

    Also, penalties may be imposed for non reportingby the national authorities as a result of breachesof national provisions adopted pursuant to theentry into force of the New Inspection Regime onport State control.

    WHAT CAN I DO TO PREPARE?

    You should consult the appropriateauthorities of your ports of call in order tobecome familiar with the national legislation,the local procedures and the means available toreport the information required.

    If necessary, you should implement the requiredprocedural changes to ensure that the informationis transmitted to the relevant Authority in duetime.

    Please also be advised that the correctness ofthe information transmitted is important forthe smooth operation of your ship in ports and

    anchorages.

    ADDITIONAL REPORTINGOBLIGATIONS

    The port State control related reporting obligationsapply without prejudice to the need to full othermandatory reporting requirements.

    Paris MoU NEW INSPECTION REGIME

    PSC REPORTING

    OBLIGATIONS

    THE NEW INSPECTION REGIME

    The New Inspection Regime (NIR) ofthe Paris MoU on port State controlwill enter into force on 1 January2011 for all 27 Member States. TheNIR includes a targeting systemassigning a risk prole to each shipvisiting ports in the region. It will

    require certain information for anyship arriving and leaving ports oranchorages in the Paris MoU regionto be made available to the new PSCinformation database.

    THETIS AND SAFESEANET

    THETIS is the new PSC information databasesupporting the new inspection regime of theParis MoU. THETIS will receive information about

    ship calls through SafeSeaNet (SSN) which isthe European Community maritime informationexchange system and from the Canadian and theRussian Federation systems.

    The EU and EFTA member States are requiredto have in place the necessary arrangements tofacilitate the reporting obligation through theirown national systems which in turn are connectedto SSN.

    WHAT INFORMATION HAS TOBE REPORTED?

    From 1 January 2011, the following informationmust be transmitted for all ships arriving orleaving a port or anchorage within the Paris MoUregion:

    - Pre-arrival notication, at least 72 hoursin advance for ships eligible for expandedinspection

    - Pre-arrival notication at least 24 hours inadvance

    - Actual Time of Arrival

    - Actual Time of Departure

    72 HOUR ETA MESSAGE

    The operator, agent or master of a ship which issubject to an expanded inspection shall notifyits arrival at least 72 hours before the expectedtime of arrival in the port or anchorage or beforeleaving the previous port or anchorage if thevoyage is expected to take less than 72 hours.This provision already exists for certain ships but

    as from 1 January 2011 will be applicable to:

    - All ships with a high risk prole, and

    - Any passenger ship, oil tanker, gas orchemical tanker or bulk carrier, older than12 years of age.

    Information on ships eligible for expandedinspection will be made available online.

    At least the following information is to benotied:

    1. ship identication (name, call sign, IMO or

    MMSI number and ag)2. planned duration of the call (ETA/ETD)3. for tankers: a. hull conguration: single hull, single hullwith segregated ballast tanks, double hull; b. condition of the cargo and ballast tanks:full, empty, inerted; c. volume and type of cargo;4. planned operations at the port or anchorageof destination (loading, unloading, other)5. planned statutory survey inspections andsubstantial maintenance and repair work to becarried out whilst in the port of destination;6. date of the last expanded inspection in the

    Paris MoU region.

    24 HOUR ETA NOTIFICATION

    The operator, agent or master of the ship shallnotify the pre-arrival information (such as shipidentication, port of destination, ETA/ETD andtotal number of persons onboard) to the portauthority. The notication shall be done at least24 hours in advance or at the latest when theship leaves the previous port if the voyage is lessthan 24 hours, in line with the requirements ofthe EU and the Paris MoU.

    ACTUAL TIME OF ARRIVALAND DEPARTURE

    The actual time of arrival and the actual timeof departure of any ship calling at a port oranchorage within the Paris MoU region willbe transferred by the relevant Authority toTHETIS.
