The HHCA Board of Directors met on January 21, 2017 to conduct a Committees Workshop in an effort to focus and organize our efforts on behalf of the members and residents of the Hills.

Our goal was to determine what we thought the neighborhood priorities to be, create a list of committees to address these needs and then organize said committees in a way we felt would best serve the residents of Hollywood Hills.

We would also like to remind everyone reading this that there is strength in numbers. Please consider getting involved by volunteering for a committee. We’re sure that there are other ideas, inspirations and input so please feel free to send us yours. We welcome all suggestions. Remember - Hollywood Hills is YOUR home and we are all in this together.

Greetings Hollywood Hills,It’s a New Year, and we here in

Broward County are back and ready to get to work. The Commission is back to our regular meeting schedule, and right now we’re working with our State Legislative Delegation to highlight the County’s

priorities for the 2017 Florida State Legislative Session. For the residents here in Hollywood, there are three items that I would like to bring to your attention. The Sand Bypass project at Port Everglades, our efforts to move Commuter Rail back to the FEC tracks and push freight over to the CSX tracks, and our efforts to create a Coastal Management Area for our Florida Reef Tract.

We in Broward County have been working with the Florida Department of Environmental Protection, the State Legislature, and Governor on the Port Everglades Sand Bypass for many years. If we can finally get the necessary funds to build this project, it will be a game-changer for the health of our beaches.

As many of you know, we in Hollywood face a serious threat from beach erosion. This is mostly due to our unique geography. South Florida is just west of the Bahamas, and the ocean currents that come around those islands hit our beaches in a way that continuously pushes our sand further south. Most coastal areas outside our region have multiple currents pushing against the shoreline, and while this moves the sand around, it doesn’t cause serious erosion.

However, Hollywood Beach is uniquely situated directly south of the inlet at Port Everglades. This creates a situation where all of the sand drifting south from Fort Lauderdale Beach gets caught at the jetty on the north side of the port’s entrance.

The Sand Bypass is a project that will catch the surplus sand at the North Side of the port’s entrance, so that it can be transferred south to Hollywood Beach, thereby offsetting the impact of the erosion.

I am pleased to report that the State’s Department of Environmental Protection has ranked this project #1 on their priority list for Inlet Sand Bypassing. We still have a long way to go as the Legislature still must appropriate the funds in the House and Senate Budgets. Broward County is requesting that the Legislature appropriate $19M this year as a 75% cost share for this project.

The second item that I want to see the legislature assist us with is returning Commuter Rail to the FEC tracks. As many of us “old timers” know, South Florida was developed around the railroad. Henry Flagler and the Florida East Coast Railway company laid the tracks down what is now Dixie Highway in Hollywood around the turn of the 20th Century. Commuter trains ran on these tracks from Jacksonville to Key West through the 1960’s, and the cities grew around these stations.

However, the FEC tracks stopped running commuter trains in the 1960’s in favor of running freight trains. This change drastically altered the development of the Dixie Highway corridor, for example Hollywood’s City Hall moved from its original location at Dixie Highway and Polk Street to its current location. Then in the 1980’s our region saw a second attempt at commuter rail as we developed Tri Rail on the CSX Tracks. Though the CSX Tracks carry a tremendous amount of freight along I-95, Tri Rail has always been somewhat hindered by the fact that there wasn’t the same development boom around the stations.

So now we have a situation where the FEC tracks move freight through our downtowns, and we try to encourage commuters to take trains to isolated stations along the interstate. Personally, I would be thrilled to take a commuter train from a station at Hollywood Blvd. and Dixie Highway up to the Broward Governmental Center. This option loses some of its appeal if I have to take a connector to, or park at the Tri-Rail Station, only to have to take another connector from the Station at Broward Blvd.

The South Florida Regional Planning Council has given considerable focus to this issue, but we’re going to need help from our State Legislators to bring local commuter rail back to the FEC. But this effort is going to be big, and we would be asking the State to assist in any way possible.

Lastly, this is a critical time for our Florida Reef Tract. There are widespread reports of coral disease from St Lucie County down through Miami Dade. Coral Reef tracts provide food, habitat and other necessities to marine life of all sizes. They can also help to anchor sand to help prevent beach erosion. Our fear is that if the Coral Reef starts to die off, then all the species that depend on the reefs won’t be far behind.

The County Commission voted to adopt the recommendations of the Coastal Oceans Task Force on December 6th 2016. The next week I went to Tallahassee to meet with the Secretary of the Florida Department of

“Thank you so much! What a wonderful party and the gifts were just what we asked for!”

What happens when you throw a party for a residential community whose members

have illnesses, mental health issues and are all alone in the world? What happens when you really want something, like a pair of sneakers, a new sweater, skin lotions or socks or maybe even a guitar, but you can’t afford it and there is no one to get it for you? For the 2016 Holidays, as part of the Santa-with-a-Senior Program, the Hollywood Women’s Club adopted this residential community with 45 members and a caring, dedicated staff. Wish lists were collected and members picked stars off the holiday tree which noted a desired gift. Late in the month club volunteers threw a party for residents including a visit from Santa Claus. It was amazing! They were so thankful and grateful. And yes - there was even a guitar in Santa’s sack.

I worked in non-profits for much of my career. Very often thanks and acknowledgment are minimal. But you do it because it’s the right thing to do. This is just one of the many experiences this past holiday season but it is one I will never forget. HWC is living the volunteer spirit in all we do. I hope you will join us.

2017 is the 95th Anniversary of the Hollywood Women’s Club. And 2022 is our 100th! We are presently in the planning stages of our Campaign for Tomorrow, 2017-2022 to raise funds to continue the ongoing restoration of our Clubhouse.

Part of this celebration is the Campaign for Tomorrow; a capital campaign to make the Clubhouse building and property more accessible to members and guests. A handicap lift, paved parking, and walkways will enable those with mobility issues to access the Clubhouse. The original 1927 restrooms impose additional limitations for the physically challenged and will also be upgraded.

Enhanced safety will be addressed by upgrading electrical service as well as the interior and exterior lighting. The catering kitchen, which was last retrofitted in the late 60’s, will be updated to address the incompatible aesthetic for the historic 1927 provenance. But we also need to repair

and/or replace sagging cabinet doors and shelves as well as create more counter space and storage. In the months ahead you will be hearing more about the Campaign.

* * *Our focus this month has been on recruiting new members.

Many of our members are newcomers to Hollywood. The club provides an opportunity to socialize, serve on committees, volunteer, network and make new friends. If you are interested, our Day Group meets at 1 pm on the first Thursday of the month and the Evening Group on the second Wednesday from 6-8 pm. Both meetings provide time to mingle and socialize. A quick business meeting is held and a our featured speaker is introduced. Please, our doors are always open to new friends. Remember, membership dues are only $50.

In January the Club did a member survey to gather input as we plan for the year. Although results are not complete, we look forward to incorporating the feedback received to develop a plan for the next two years.

Our first fund raising event of 2017 is a Reverse Cash Raffle in which the last ticket drawn is the winner. Only 100 tickets are for sale at $50 each. This is a really fun event with multiple cash prizes awarded. Last year we raised $2000! The drawing will be held on March 26th late in the day. New blood brings creative ideas and new beginnings. 2017 looks like it is going to be a productive year with positive movement towards a better City

of Hollywood. And as your District 3 City Commissioner, I am looking forward to seeing what new things are on the horizon. My focus remains on addressing the issues of code compliance and safety. While following rules may seem like an easy concept for many, this task seems to be a challenge for others. Reinforcement and education regarding code compliance is so important to help conquer the issues that our city is faced with. In order to address this, our code enforcement officers will begin working off shift hours. This will help control and limit the abundant amount of code violations. The commission has implemented a productive way to communicate on hot topics. Monthly workshops have been scheduled on the 2nd Commission meeting of the month prior to the 1:00 PM Commission meeting. Citizens are encouraged to attend the meetings to become more informed. Our first workshop was held on Feb 15th. The topics discussed happened to be about the Development Review Process (permitting) and street renaming facts. This workshop allowed the commission to talk freely among ourselves along with city staff and management. The goal we hope to achieve with these workshops is to help understand, process, and problem solve issues we face as a city.

Commission in the Community is still in effect. This allows for a more relaxed and open environment, thus providing the residents the opportunity to freely discuss issues with the commission. As a commissioner, I strongly believe that communication and education is a key component in achieving success.

What’s happening in Hollywood? That is one of the most asked questions a commissioner encounters. Well let’s see---- we overcame a 24 million dollar shortfall for 2017. Unlike the federal government we must balance the city’s budget. Then we’re asked--- if every home owner pays property taxes how does the

city end up in such a predicament? Frankly, The answer lies in decisions that were made 20 or more years ago when interest rates were high. Promises were made never considering what the future would hold. The fact remains since the great downturn in the economy the city’s expenses far outweigh it’s revenue. The next question would be---how do we work our way out of this predicament? We do this by opening dialog with our unions, containing health care costs and enticing clean industry to Hollywood. We as a Commission and CRA Board also agreed to legally use 17% of the beach CRA tax money to help make ends meet. However in doing so, we must pay back to Broward County the portion of taxes that it would have owed to the beach in any particular year we use the 17%. I’m looking to find a way NOT to have to return that portion of the taxes to Broward County which could come to fruition with an inter-local agreement. I also can look forward to the taxes the developments on 441, US1 and Dixie Hwy. will bring to the city 5 to 6 years in the future. We enter the beginning months of 2017 working hard to make ends meet. We have scheduled at least a half dozen workshops within the next few months so this new commission can communicate on an informed basis what our individual viewpoints are on each issue. We look for new and fresh ideas . We look to stand firm working together for a better Hollywood. So now when someone asks me” what’s happening in Hollywood” I can firmly say Hollywood is working on it’s planned vision and knows how to overcome any budget problem that comes it’s way.. .

Spring is here and fittingly the season brought with it blooming home prices that have been on the rise since the fall.

According to the Core Logic Case-Shiller National Price Index, South Florida enjoyed steady home price increases as

the tri-county region continued to outperform most of the country. Prices in Palm Beach, Broward and Miami Dade counties rose 6.1% from a year ago versus the 5.6% rise in the US. And our-tri county area has sustained some of the nation’s largest price increases for more than 2 years in a row.

According to Florida Realtor Association, in the Broward County single family home market, the median sold price in December 2016 was $320,000 as opposed to $302,250 in December of 2015, an increase of 5.9%. Active listings of single family homes in Broward were down from a total 5,119 in December of 2016 from 5,640 in 2015, representing a decrease in inventory of 9.2%.

South Florida’s housing market has slowed over the past year, but a continued shortage of mid priced single-family homes for sale has kept pushing prices up higher. Mortgage rates have also been on the rise. Recently, the Florida Realtors trade group cited Freddie Mac figures showing the interest rate for a 30-year fixed the mortgage averaged 4.3% in December compare with 3.96% last year.

Paul Owens of the Sun Sentinel writes: “Local realtor figures show the numbers of active listings in the tri-county area have increased in recent months though the buyers and real estate agents say its still difficult to find homes that don’t need significant work. Broward County’s housing inventory remains especially tight, with fewer active listings than a year earlier.”

As of this writing there are 265 single family homes on the market in the Hollywood Hills area ranging in list price from $2.1M to $178,000. Hollywood is still one of South Florida’s most desirable places to live. We have got one of the most unique beaches with our famed Broadwalk, excellent parks, schools, a great downtown, and a variety of places to live. It’s no wonder why then that so many of us want to live and stay here!

SMART Safety UpdateEnsuring schools have a secure single point of entry

(SPE) continues to be a high priority for the District. SPE is designed to direct access to a school campus through one supervised entry point. Olsen Middle School and Lake Forest Elementary School began hiring a contractor (Phase 4 of the SMART process).

Environmental Protection, Jonathan P. Steverson. We sat down, with legislation in hand to create a Coastal Management Area for the entire set of Coral Reefs from St. Lucie County South to Miami Dade.

In addition to creating a Coastal Management Area, we are working with our State Legislators - including past chair of the Coastal Oceans Task Force, Representative Kristin Jacobs - to provide funding for Water Quality Testing at 100 sites along this Coastal Management Area.

The Southeast Florida Coastal Ocean Task Force (COTF) was established in 2012 through enabling resolutions of the Boards of County Commissioners of Miami-Dade, Broward, Palm Beach, and Martin Counties. The Task Force was charged with providing recommendations for coastal ocean resources and conservation priorities and strategies. The Task Force finalized a set of 200 recommendations for best practices to preserve the Florida Reef Tract, as well as broader coastal area.

From this list of 200 recommendations, the Coastal Management Area and the Water Quality Testing were two of the top priority actions. If we are successful in creating this Coastal Management Area, and getting the funds to perform water quality testing, we will be taking a huge step toward saving our Florida Reef Tract.

Chaminade-Madonna High School Field LightingAt the February 13th, 2017 BOD meeting, a motion

was made: “Motion for the Civic Functions Committee to meet and review data on the Chaminade Madonna lighting proposal and support the resident’s position at the March 9, 2017 Planning and Zoning committee meeting.” The motion was so moved.

The HHCA Civic Functions Committee met on 2/18/17 to review all aspects of this issue, with particular attention being given to the impacts for residents living in the closet proximity to the sports field. All committee members agreed that any zoning variance should be considered a major issue and that granting a variance must never be done lightly. Allowing for the lights to illuminate the field at night is one part of allowing for night time programs and events on the school property. Residents have great concerns, based on current experiences with daytime events and usual school day traffic patterns, for the potential influx of increased traffic, noise, and activity multiple evenings a week. These concerns were considered thoughtfully. The current traffic management plan and the lighting configuration (based on plans submitted for review by the school and presentations made to HHCA by school representatives) are not adequately controlling the traffic going through residential streets around the school, nor controlling the field lighting from illuminating surrounding residences. The noise from sports games (football and soccer) and events into late evening hours is another concern that is not addressed to the satisfaction of residents in this area of Hollywood Hills. There was unanimous agreement by the committee members in attendance that the HHCA will support the neighborhood residents for their concerns with this issue.

On March 9, 2017 a public meeting to discuss the proposed zoning variance request made by Chaminade-Madonna High School will be held at the Planning & Development Board hearing at 6:00 pm in the commission chamber. This variance request is to allow the height of proposed new stadium lighting towers to be raised from the current maximum 10 foot limit for single-family districts to a proposed height of 80 feet for four (4) lighting towers and 50 feet for two (2) lighting towers. Please plan to attend the meeting with committee members, or provide your opinions via email or mail, to the P & D Board on this matter.

Improper Storage of Commercial Vehicle - Some types of commercial vehicles, such as vans and pick-up trucks, may be stored on residential property. Such vehicles must be screened from view.

Hedges/Limbs Obstructing Right-of-Way - Hedges and limbs should be cut back to the property line. They shall not be allowed to grow over or obstruct the sidewalk, street or alley.

Illegal Dumping - Dumping on the property of another is prohibited.

Unsanitary Pool - Pools shall be maintained with clear water and free from the presences of insects, algae or other unsanitary condition.

Obstruction of Right-of-Way - The placement of articles, including basketball goals and the like, which obstruct the City right-of-way is prohibited.

Animals - Outdoor tethering is prohibited between 10:00 a.m. and 5:00 p.m. Regulations regarding care and manner of keeping, including shelter from the elements, must be observed.

The Mission Statement of the Code Compliance Department is: “Promoting compliance with City ordinances in order to preserve the quality of life for citizens, enhance the appearance of neighborhoods and sustain the tax base.” We think everyone can agree with this goal.

Your Board of Directors is as concerned about maintaining our property values are you are. Code Compliance Manager John Chedsey was our featured speaker in January. As a follow up to his presentation, I researched the most common code violations that are cited in the City of Hollywood and the following are the most problematic. We are providing this as a handy reference tool. A complete list of City Ordinances can be found on the City’s website at www.hollywoodfl.org.

High Grass and Weeds - Grass and weeds over eight (8) inches is prohibited. Grass should be mowed regularly, including vacant land.

Commingled Waste - Commingled material cannot be put out earlier than 12:00 p.m. (noon) the day before your collection day. You may be subject to fines if commingled material is set out early. Material is limited to four (4) cubic yards per property.

Outside Storage of Hard Junk - Accumulations of hard junk are prohibited. Material should be disposed during scheduled commingled pick-up or stored inside an enclosed structure.

Unmovable vehicle - Vehicles stored on private property must be maintained in moveable condition with all tires inflated

Property Standards - The exterior of each property must be maintained to avoid a blighting condition. Peeling paint, broken or boarded windows and mildewed roofs are prohibited.

Parking on Lawn - Vehicles, including boats and RV’s, must be parked on a hard, improved surface such as concrete, asphalt or pavers.

Dead Storage of Vehicle on Right-of-Way - Vehicles may only be stored on the City right-of-way for a temporary period, not to exceed 24 hours. All vehicles must display current registration and be in moveable condition with all tires inflated.

Garbage - Regular garbage service shall be maintained to avoid creation of an unsanitary condition.

Construction Without a Permit - Generally, construction requires a permit. Contact Building Dept for information about how to apply for a permit.
